3. Incorporation in amendments to the Preconception and PreNatal Diagnostic
Techniques(ProhibitionofSexSelection)(PC&PNDT)Act,1994(asamendedin2003).
Read: thematterwith regard to incorporation in amendments to thePreconception
andPreNatalDiagnosticTechniques (ProhibitionofSexSelection) (PC&PNDT)Act,1994 (as
amendedin

The Board of Governors considered the matter with regard to incorporation in
amendments to the Preconception and PreNatalDiagnostic Techniques (Prohibition of Sex
Selection) (PC& PNDT) Act, 1994 (as amended in 2003) and the board requested Dr. Rajiv
Chintaman Yeravdekar,Member, BOGs to review the report and present in the next BOGs
meeting.

The Board of Governors deliberated on thematterwith regard to supply of alleged
forged/fakeinformation/certificatein/withthedeclarationformssubmittedtotheMCIbyDr.
VenkatesanJ. MedicalTeacheratthetimeofassessmentdonein2006andthedecisionofthe
EthicsCommitteeheldon11.01.2011asunder:

TheEthicsCommitteeconsideredtheMatterwithregardstosupplyofallegedforged/fake
information/certificatetotheMCIbyDr.VenkatesanJ.andfoundthatitisaclearcutcase
ofprofessionalmisconductonthepartofthedoctorandthePrincipalanddecidedthatthe
nameofDr.VenkatesanJ.beremovedfromthe IndianMedical Registerforaperiodof1
year and also the name of the Principal, Dr. C.Madavaro of PES(PSI) Instt. of Medical
Sciences,Chinnautapalli
be
removed
from
the
Indian
Medical
Register
for
aperiod
of
two
years. It also recommended to the Board of Governors to take action against the
management of the PES (PSI) Institute of Medical Sciences, Chinnautapalli as per
Regulations namely Establishment ofMedical Colleges Regulations, 1999 amended vide
notificationdated16.04.2010publishedintheGazetteofIndiaPartII,underClause8.3
(1)(d)GrantofPermissionreadsasunder:
If it isobserved thatany institute isfound tohaveemployeda teacherwithfake/forged
documentsandhavesubmittedtheDeclarationFormofsuchateacher,suchaninstitutewill
not be considered for renewal of permission/recognition for award of MBBS
degree/processing theapplicationsforpostgraduatecoursesfortwoAcademicyears i.e.
thatAcademicyearandthenextAcademicyearalso.
Theboardobservedthatthematterisoldandpertainsto2006anddecidedthatawarning
beissuedtothemanagementofthePES(PSI)InstituteofMedicalSciences,Chinnautapalliand
in future they should abideby the rules and regulationsof theCouncil failureofwhichwill
inviteseriousaction.
5. Amendment of Clause 12(1), 12(2) and 12(3) of Postgraduate Medical Education
Regulations,2011.

TheBoardofGovernors considered thematterwith regard to amendmentofClause
12(1), 12(2) and 12(3) of PostgraduateMedical Education Regulations, 2011 and theboard
madenecessarymodificationintheaboveamendments.Theamendmentsincorporatingallthe
modificationssuggestedreadsasunder:

the IndianMedical Council Act, 1956 (102 of 1956), theMedical Council of Indiawith the
previous approval of the Central Government, hereby makes the following Regulations to
furtheramendthePostgraduateMedicalEducationRegulations,2011,namely:
1. (i) TheseRegulationsmaybecalledthePostgraduateMedical
Education(Amendment)Regulations,2011.
(ii) TheyshallcomeintoforcefromthedateoftheirpublicationintheOfficialGazette.
2. In the Postgraduate Medical Education Regulations, 2011, the following additions/
modifications/deletions/
substitutions,
shall
be,
as
indicated
therein:
3. (i) In Clause 12(1),12(2)and12(3), after theword shall be1:2foraProfessor,thefollowingshallbeinserted:
(exceptinthedepartmentofRadiotherapywheretheratioshallbe1:3foraProfessor)
(ii) InClause12(4),afterthewordshallbe1:2foraProfessor,thefollowingshallbeinserted:(except in thefullfledgeddedicateddepartmentsofMedicalOncologyandSurgicalOncology
where theratioshallbe1:3foraProfessor).
(iii).
In
Clause

the

be
inserted
after

NOTE:
ForAssociateProfessor: IfanAssociateProfessorfulfillsalltheeligibilitycriteriaforthepost
of Professor as laid down in the Medical Council of India Regulations namely Minimum
Qualification for Teachers in Medical Institutions Regulations, 1998, and fulfils all the
requirement of postgraduate teacher as per Postgraduate Medical Education Regulations
(Amendment)but
has
not
been
promoted
to
the
higher
post
due
to
administrative
non
availabilityofpostordelayinfillingupofpostintheGovt.organizationifhe/shecontinuesto
workat the samegovernmentorganization then suchpostgraduate teacher shallbeallotted
2(two)postgraduatestudents.
ForAssistantProfessor: IfanAssistantProfessorfulfillsalltheeligibilitycriteriaforthepost
of Associate Professor as laid down in the Medical Council of India Regulations namely
MinimumQualificationforTeachers inMedical InstitutionsRegulations,1998andfulfillsall
the requirement of Postgraduate teacher as per the Postgraduate Medical Education
Regulations(Amendment),buthasnotbeenpromotedtothehigherpostduetoadministrative
nonavailabilityofpostordelayinfillingupofpostintheGovt.organization,ifhe/shecontinues
toworkatthesamegovernmentorganizationthen suchpostgraduateteachershallbeallotted
1(one)postgraduatestudent.
6. Delayed admission at Mohan Kumaramangalam Govt. Medical College, Salem in
respectofDr.Narumalar.

The Board ofGovernors considered thematterwith regard to delayed admission at
MohanKumaramangalam
Govt.
Medical

noted
thattheordercopydt.15.07.2011wasnotavailableandthedirectedtheofficetoobtainthe
courtorderandpresentbeforetheboardattheearliest.
7. TomaintainUniformityintheteachingcadresinalltheGovernmentMedicalColleges
aswellasPrivateMedicalCollegesacrosstheCountry.

matter
with
regard

maintaining
Uniformity
in

acrosstheCountryanddecidedasunder:

ForSeniorResident/Demonstrator
Sr. Resident shall be a registered doctor with a recognized postgraduate degree from a
statutoryuniversityintheconcernedspecialty.
ExperienceofresearchAssociates(inoldSchemePoolOfficer)underCSIRwillbeconsideredas
theteaching/research
experience,
if
the
work
is
carried
out
in
arecognized
teaching
Institute/medicalcollegeintheconcernedspecialty.
ForAssistantProfessor
3yearspostPGdegreeexperienceasSr.Residentinamedicalcollege.
ForAssociateProfessor

cumulative basis with minimum of 2 research publication during the tenure as Associate
Professor.
ThustobeeligibleforProfessor,atotalof10yearsofPostPGdegreeexperience ina
recognizedmedical
Institute/College
of
which
minimum
of
7years
as
faculty
should
be
uniformlyappliedinthemedicalcolleges/institutionsinthecountry.
AnadditionalProfessorhavingsimilaryearsofexperiencefromanyofthe institutions
where this post exists should be considered equivalent to Professor of all other medical
colleges/institutionsbecausebothhavesimilarexperience.
With the publication of the notification all postgraduate qualified doctors will be
promotedaspertheabovenorms.
Inorder tobringuniformity in thepromotionof all the faculty inmedicaleducation,
duringthetransientperiodof3yearsfollowingthepublicationofnotification,existingAssistant
ProfessorwillbepromotedtothepostofAssociateProfessoraftercompletionofaminimumof
7 years experience as Assistant Professor and atleast two research publications in index
journals.
ForsuperSpecialties
ForSeniorResident
Sr.ResidentshallbearegisteredPostgraduatedoctorwhoisundergoingsuperspecialtytraining
intheconcernedM.Ch./DMcourses.
ForAssistantProfessor
3yearsexperienceduringthetrainingperiodofM.Ch./DMcourseasSr.Resident.
ForAssociateProfessor
4yearsasAssistantProfessorwithatleasttworesearchpaperspublicationinindexjournals.

Postgraduateteachersinbroadandsuperspecialty
Itwasdecidedthatthe teachers in a medical college or institution having a total ofseven years teaching experience out of which at least four years teaching experience asAssistant Professor gained after obtaining postgraduate degree shall be recognised aspostgraduate teachers in broad specialties.
In the case of super-specialties only those teachers who possess four yearsteaching experience as Assistant Professor gained after obtaining the higher specialitydegree (MCH/DM) shall be recognised as postgraduate teachers:

The Board of Governors considered the matter regarding relaxation of internal

TheBoardofGovernorsconsideredthematterwithregardtoappointmentofassessor
forcontinuanceofrecognitionassessmentsanddecidedtoappointtheassessorsfollowingthe
orientationprogramme forassessors scheduled in thenextweek.Theassessment reportsof
thecollegeswhereassessmenthasalreadybeencarriedoutbeplacedbeforenewlyappointed
UGcommittee.
11. Continuance of recognition of MBBS degree granted by Vinoba Bhave University,
DhanbadinrespectofstudentsbeingtrainedatPatliputraMedicalCollege,Dhanbad
Regarding.

The Board of Governors considered the matter with regard to assessment of the
infrastructure,teachingfacilities&equipmentsavailableforMBBScourseatAdeshInstituteof
MedicalSciences,Bathinda,Punjab andthedirectedtheofficetoseeklegalopinioninthelight
ofunsatisfactory responseof the institution to the showcausenotice issuedby theCouncil.
TheBoardalsodecidedtoinvolveCVOincaseswhereshowcausenoticeisbeingissued.

thattherequirementsforrecognitionfor140admissionsannuallyand150admissionsannually
is same as per the Minimum Standard Requirements and decided to grant of Letter of
Permissionforincreaseofseatswithoutinspectionasthecollegeisalreadyrecognizedfor140
admissionsannually.

14. Complaint against SubhartiMedical College,Meerut regarding irregularities in the
admissionprocessanddemandingofcapitationfees.
Read: thematterwith regard to complaint against SubhartiMedicalCollege,Meerut

The Board of Governors considered the matter with regard to complaint against
Subharti Medical College, Meerut regarding irregularities in the admission process and
demandingofcapitationfeesanddecidedtorefertotheDirectorateofMedicalEducationof
UttarPradeshStatefornecessaryaction.
15. RecognitionofteachingexperienceofHonoraryMedicalTeachersforappointmentas
fulltimeteachers.
Read:thematterwithregardtorecognitionofteachingexperienceofHonoraryMedical
Teachersforappointmentasfulltimeteachers.
The Board ofGovernors considered thematterwith regard to recognition of teaching
experienceofHonoraryMedicalTeachersforappointmentasfulltimeteachesassubmittedbyDr.Arun
VDawle,President,MaharashtraStateHonoraryMedicalTeachersAssociation,Laturdecided toseek
theprocedureadoptedbytheMaharashtraStateGovt. intheselectionofHonoraryMedicalTeachers,
termsandconditionsofappointment in relationto thequantumofteachingsuchappointed teachers
are required to provide in the medical colleges. The Board directed the office to obtain above
mentioneddetailsfromotherStateswheresuchhonoraryteachersareappointedandthemattermay
beplacedbeforeitssubsequentmeeting.
