Absent: Mitch Rohrer- Treasurer, Steve Winlock 6:31 Call to order and brief Board Member Introductions: I. Consent Calendar: These are items that are non-controversial in nature and can be approved in one motion. A. Minutes of Previous Board Meeting (Stephanie Duncan)- Motion by Craig R., 2nd by John S., Board approves unanimously. B. Budget and Board Expenditure Report (Stephanie Duncan on behalf of Mitch Rohrer)- $63,348.76 total across all accounts. Working balance after necessary payments: $62,665.01 (see attachments) Rock Garden Maintenance account balance: $8,000 Info about monies earned at Taste of Land Park in May (Beverly). Total from sponsors/tickets - $32,000; Expenses - $17,000. Final income - $14,930.95; an increase of $4,323 from 2017 Alison moves to approve Budget Report, 2 nd by Craig. Board approves unanimously. II. Announcements Presentations

A. President’s Report/Announcements B. Thank you Noah’s Bagels and Goodie Tuchews for the refreshments C. Riverside Clubhouse New Owner Intro (Bill Crawford)

• Bill and wife Julie recently bought Riverside Clubhouse • We will make some changes, but nothing drastic right away. Cow is staying. • Added menu items, entrees (including steaks) • Now serving lunch 11-3 M-F • Not changing to sushi restaurant – keeping history of operation intact • Plan on participating in Taste of Land Park • Golf tourney coming back (April 2019)

D. City Update (Steve Hansen’s Office- Matt Read, Chief of Staff) • Excited for 100th anniversary planning - coming along well. Proclamation

commemorating will be at the July 31st City Council meeting. • Lots of questions about LP bathrooms. Close to groundbreaking; planned to be

ready for 100th anniversary/movie night • Many questions around JUMP bikes. Working closely with JUMP to obtain more

info on utilization, fix issues. Expect more info in coming weeks – hope for more available, faster response times. The City welcomes feedback.

• Measure U (proposed sales tax): up for debate on July 31. Supports some of the improvements (parks, public safety) - council will be acting to extend or not. Public meeting, voices welcome - please attend.

• July 31st - City is making an application to the state for monies for Broadway Complete Street Phase 2. Phase 1 funded, application going to state for Phase 2 funding (remainder of Broadway). Welcome letter of support from LPCA and from neighbors as well.

• August 14th - housing affordability meeting. Mayor’s office talking about rent stabilization and related policy approaches. Should be a robust debate at Council, all welcome to attend. Workshop format - informal discussion. Not going to roll out plan and immediately vote. Being more deliberative.

• Question on West Broadway Specific Plan Community Workshop & Public Scoping Meeting; feedback/public session on Wednesday May 25. High-level workshop with plans available.

• Update on homeless situation- Program, funding, enforcement three key pillars/issues to address. Program: Mayor would like to see more supportive sheltering options, no specific plans yet. Funding: City pursuing state monies to put towards homeless programming, working with other city mayors (statewide issue). Enforcement: Panhandling ordinance injunction providing challenges. City figuring out if they can respond to injunction or get case heard earlier.

• Question about red tape on poles – Verizon 5G related? Send in pictures to confirm.

• Question about 900 new JUMP bike plan (Stephanie). Don’t see completion until Fall; dependent on bike parking. City working with JUMP to make rollout smoother.

• Question about streetlight replacements and concerns over using LEDs. Working assumption is that replacements wouldn’t start until next summer; City to provide more information.

E. Park Update (Eugene Lowe, City Parks Maintenance Manager) • Staffing updates: recently hired vacant Superintendent position. Just made an

offer for another vacant position (worker position), another full-timer in about 2 weeks. Will also bring on long-awaited rock garden maintenance worker in mid-August. Offer made in April. Temporarily filled. Looking to hire an Arborist as well for the reforestation plan underway.

• Question about muddy paths. A few areas worse than others; project crews attend to them as they can. Majority of work done in winter when irrigation is turned off. Sacramento Regional Conservation Corps may be able to help fix faster.

• Question about swing in rock garden after child got stuck. Parks is looking for an association/individual to take liability over the swing or will ensure it no longer swings. Won’t remove but need to address its current state.

• Question about pond level. Still working on valve issue; vandalism suspected. Also looking into Lily Pond.

• Working closely with Sac PD on large gatherings/crowd control. • Swanston Statue question- Hope to get repairs done before winter, thanks to

Land Park Volunteer Corp for doing most of the work (at a significant cost savings as well).

F. PG&E Gas Line Replacement Update (Sean Valdez, Gas Outreach Specialist) • Brian with Teichert in attendance to answer questions • 16k feet of gas distribution lines; relocating and replacing 400 services to

bringing everything up to current standards. • Outreach to date - 1500 letters sent in late May, robocalls also. Sean happy to

answer any questions from residents. • Continuing to walk neighborhood each Friday – working north, one street at a

time to perform outreach. • If meter relocation needed, plumbing contractors (Fletcher and Brower) will

work with residents to install new plumbing/pull permits. PG&E to re-lit when complete.

• Sewer inspection also underway - must be done before relocation starts. Goal - do not accidentally cross bore through sewer line.

• Question about sewer/plumbing: how long with Bower/Fletcher be under the house? How long for gas interruption? They will reach out to coordinate a time that works for you - going to need to look to see what access they have/plan for piping under the house. Pre-job conference.

• Question about resident notifications on street closures. Affected roads will be closed to thru traffic - open to those who live there. Working to coordinate with repaving programs to minimize impact.

A. Comments and Suggestions from Members and Audience • Update on Public workshop for Broadway expansion - very well attended.

Suggestion to work with City and other associations to create small parks in vacant lots.

• Local SLP resident brought up concerns about traffic at Mead and Sutterville – requesting crosswalk. Speed humps, flashing lights discussed. Suggestion for Public Safety meeting to discuss.

• General concern for lack of updates/progress from Safer Streets initiative(s). Suggest there needs to be more accountability – suggestion of report every 6 months from City to determine whether Safer Streets implementations are working.

B. Comments and Suggestions from Board members IV. Upcoming Events:

A. 100th Anniversary of William Land Park starting at 5pm on Friday, August 3rd and Movie in the Park, “Coco”- Friday, August 3rd at sunset, William A. Carroll Amphitheatre

PG&E and our contractor, Teichert, are replacing roughly 16,500 ft. of distribution gas main and 465 services in the Land Park Community (streets below). Work began the week of June 25th and is expected to continue through the end of the year. Teichert will have plumbing contractors Fletcher’s and Brower Mechanical install houseline plumbing to homes where meters will be relocated.

• Perkins, Weller, Govan, Marian, Robertson, Regina, Vallejo, Fremont, and Markham Ways
