1 Minutes General Meeting of the QUICK Project on 16.-17.11.2011in Warsaw Date: 17.11.2011 09:00 – 17:00 Venue: Polish Association of Handicrafts, ul. Miodowa 14, Warsaw Participants: partners of the QUICK project (see attached list) TOP 1 and TOP 2 Welcome The president of the Polish Association of Handicrafts Mr. Jerzy Bartnik is the host of the meeting and welcomes the participants warmly. In his speech he points out the very good cooperation between the polish SMEs and the Hanseatic Parliament within different projects. Next speaker ist Mr. Krzysztof Strzalkowski, deputy Marshall of the Mazowieckie Voivodship, who presents the region from the economical and social point of view. Dr. Jürgen Hogeforster is the moderator of the Conference. At the beginning Dr. Hogeforster asks the new staff members of the Hanseatic Parliament to introduce themselves. The two new statt members are: Jekaterina Melnikova was born in Lithuania and completed a master's programme "Business Law" as well as a master's programme "EU Economy" there. Her native languages are Lithuanian and Russian; she is fluent in spoken and written English and German and she also speaks Polish. Agreeing on further dates and procedures 11. Miscellaneous TOP 3. QUICK WP 1 Dr. J. Hogeforster presents the results of this work package

a) Progress of the works The works within the WP 1 Management run according to the plan. Higher costs for first level control (FLC9 in comparison with the planning. The budgets of some partners are underspend. The budget reserves allowed the realisation of additional activities, e.g. - Educational Conference in Panevezys - Workshop for recycling and sewage water in Minsk - Deutsch-Litauisches Forum in Vilnius; - company survey Budget reallocation is necessary for the whole project.

All planed tasks and activities will be reached or even exceeded. b) Mid term self evaluation report

Dr. J. Hogeforster presents the mid-term self-evaluation report, which must be necessarily send to the JTS together with the 4. Progress Report. The partners approved the final version of the report. No additional discussion is needed.

c) The financial status and budget changes QUICK Project. There are some changes in the partner budgets. The partners are asked to prove the proposed changes and send an information to the Secretariat until 30.11.2011

TOP 3. QUICK WP 2 This workpackage is presented by Lucyna Döding. All planed tasks and activities will be reached or even exceeded. The project has very good support from the politics. The partners are involved in the PR works, especially the partners from

Leningrad Region, from Vilnius, Panevezys, Brest, Minsk and Wrocław are very active in this field. TV-programmes were produced – in Germany and in Poland. The partners agreed to pass all information to companies: dates for business fora, matchmaking events, seminars, conferences, etc. All project outputs are placed on the project website and shall be used for supporting the companies. TOP 3. QUICK WP 3 Dr. Max Hogeforster presents the results of this work package.

- The Baltic Sea Academy – a BSR wide innovation network of universities was established with 15 universities.

- A Management plan for the BSA was prepared. - Baltic Sea Academy brochure will be prepared in MS 5 - Manual Providing services to SMEs is ready

The cooperation between the university network and the network of the SME promoters (Chambers) has begun: + good working environment + good cooperations in some regions, e.g. Gdańsk, Bialystok, Vilnius b) Progress of analyses and studies Additional activity: Economic Development SMEs in BSR: TU Brest = ready Additional activity: Demand of Innovation Support: Hanseatic Academy of Management Slupsk = ready Cluster study "Energy and climate“: missing (only draft available)! Cluster study "Construction Technologies“: missing (only draft available)! Cluster study "Personnel and organisational development”: - study is ready, the foreword is missing Map of excellence and competence centres + will be prepared after the completion of the cluster studies + today in the afternoon the first draft will be prepared. TOP 3. QUICK WP 4 Dr. Max Hogeforster presents the results of this work package. The plan was to make 18 presentations for wider dissemination: until now already 41 are realized. The plan was to prepare 10 Newsletter Innovation: 6 already prepared (in 4 languages) Then the preparation of business, investment and R&D work is discussed in detail. Altogether 250 business plans, 250 investment plans and 75 R&D works have to be prepared within the project. One Partner wish to decrease the number of his plans and one would like to make more than initially planned.

All other partners agreed to realize all planed business and investment plans as well as R&D works according to the work table until summer 2012. TOP 3. QUICK WP 5 + 6 This workpackage is presented by Lucyna Döding All planned advanced training courses (3) are already finalized:

1) Energy Efficiency 2) Solary Energy 3) Energy Efficient Construction

From the planned 5 advanced technology trainings, 3 are already transferred to the partners. From the planned 4 “train the trainer” measures, 3 are realized. The last seminar will take place in February in Tallinn. Furthermore the ICT tool "Company control + investment planning“ was realized and is available on the website. 5 international business forums are realized, the last forum will take place next year in Pori/Finland. Some problems occurred by the realization of the matchmaking events. Many companies register for the event, but then do not appear. A new concept for such events will be developed in the next year will all partners. The developed seminars, tools, etc. are used by partners in their daily work. Chamber Lublin e.g. reports that they use some modules from the energy seminars in their consultation work. One important task within the work package 6 is the continuous exchange of experience on foreign trade in SMEs. The Chamber of Commerce Turku has prepared a study on export abilities of SMEs. Representative of the Chamber Jarkko Heinonen presents this interesting study to the audience. TOP 3. QUICK WP 7 Dr. Jürgen Hogeforster presents the works done within this work package: - Strategy "Innovation in economic policy“: ready and published - Strategy “education policy”: ready, publishing January 2012 - Strategy "Innovation in regional policy“: today TOP 4; work out till August 2012; publishing October 2012 - Concept for sustainable implementation of project results: work out till October 2012 for General assembly November 2012 - Booklet summarizing project results: work out till October 2012; publishing December 2012 Then Dr. J. Hogeforster presents the steps to the realization of the strategy concept „Education policy“

- Preparing a draft by the Hanseatic Parliament and sending out to partners in January 2011 – no comments from the partners

- Discussion during the working group WP 7 in April 2011 in Vilnius: very intensive with a lot of changes and amendments.

- Second draft by Hanseatic Parliament and incorporation of comments from the partners.

- Sending out to the Steering Group - Approval by the Steering group on 04.11.2011 - Publication in January 2012 in 4 languages - Sending out to all partners + members + policy

TOP 4. Strategy Regional Policy Within the work package 7 the strategy concept „Innovation in the regional policy” shall be developed. The Strategy will be developed by Baltic Institute of Finland. Johanna Vannes presents the first information on this Study which will be partly based on the results of the project BSR InnoReg.

- The draft of the Strategy shall be ready until 31.01.2012 - Discussion during WP 7 on 27.02.2012 - Sending out to partners until 31.03.2012 and collecting comments until

31.05.2012 - Presentation of the draft during the Hanseatic Conference in Hamburg on

14. – 16. Mai 2012 - Discussion and decision by the WP 7 on 27./28.8.2012 - Publication in October 2012.

TOP 5 + 6 Three Working Groups After the Lunch the participants worked in three working groups: A) Polish partners separately workshop with FLC Poland B) Strategy concept „Innovations in the regional policy“ C) Development of competence + excellence centers in the Baltic Sea Region After the working groups the participants of the group B) and C) presented their results, which will be included by the preparation of the Strategy Concept “„Innovations in the regional policy“ and by developing the Competence and excellence Centres. The Call for Papers will be send to all partners until 15.01.2012. The participants are asked to forward this information to interested institutions, organizations, etc. The timetable for meetings in 2012 is discussed. All agreed on the proposed dates and venues. An additional meeting for partners will be organized, who are interested to learn more about coordination and management of projects. The workshop will take place in Gdansk on March, 22nd. The reporting period MS 4 ends on 30.11.2011. The partners are asked to send the audited reports to the Lead Partner until 31.01.2012. No further clarifications and discussions are needed. Dr. J.
