events, are addresses by two of our outstanding Republican officials:

JOSEPH H. BALL, our junior United States Senator, whose

courage and forthright approach to the nation's problems have

attracted favorable comment throughout the country, here to give

the keynote for the convention.

EDWARD J. THYE, Minnesota's New Governor, whose sound

and sensible administration, forward outlook and consideration for

others have made him in scarcely a year one of the most popular

governors Minnesota ever had. )

MINNESOTA'S RECORD OF PROGRESS Minnesota has made long strides on the path of progress since

1939. Our RepUblican state administration, first under Governor

Stassen and more recently under Governor Thye, has instituted and

carried forward improvements which have transformed the whole

character of Minnesota's state government. The waste, mismanage­

ment and spoils system that prevailed under the previous adminis­

tration have been eliminated. Honesty, integrity and efficient ad­

ministration have taken their place. Men have come from all over

the country to see the changes wrought. High lighted here are a few

of the improvements made in this memorable period:

State debt has been cut $39,445,070.

State tax on property has been reduced 45%, from 10 to 5.4 mills.

Expenditures for current costs of the state have been reduced $13,459,000.

A new labor conciliation plan, enacted in 1939 to promote peaceful settlement of labor disputes, has cut strike losses 70% in Minne­sota.

A new financial control plan has been established that adjusts spending to income and averts deficits.

Number of state employees has been reduced one-third.

State purchasing has been centered in one office, with open, com­petitive bidding that saves millions.

Eliminating needless expenditures, the state has been able to increase state aid for local schools $1,579,000 yearly.

Contributions of the state for payments to the aged have been increased $1,850,000 yearly.

A rehabilitation program, set up far in advance, is giving prompt assistance to Minnesota's returning veterans who need help to get started again.
