TYPES OF CONSIGNMENT NOTES USED FOR CROSS‐BORDER AND TRANSIT TRANSPORT OPERATIONSBY ROAD

In accordance with Intergovernmental agreements transportations of the freight is carried out without permits or on the permission‐based.  Permit quotas is  provided by  competent authorities of the parties (in the Kyrgyz Republic is the Ministry of Transport and Communications) and annually transmit to each other mutually agreed number of permit forms for the transportation of goods.

The carrier must obtain a special authorization from the competent authority of the other Party , if the size of the total weight or axle load of a vehicle exceed the standards established in the territory of the other Party ( heavy or large )

TYPES OF PERMITS 

Types of permits or permit forms for international cargo transportation are ofthe following types:

bilateral / transit; ‐to / from third countries.

TYPES OF INVOICES USED FOR CROSS‐BORDER AND TRANSIT ROAD TRANSPORT .

Waybill of commodity , which is compiled  by consignor and  accepted  by static bodies. When international transportation of goods, waybill  must be  of international standard. 

Waybill included:1. Name of goods;2. Supporting documents for the cargo;3. vehicle parameters;4. Conditions of Carriage;5. Information about the acceptance of the order ( request ) for execution;6. Information on carrier;7. The cost of the carrier and payment of the freight .

VEHICLE REGISTRATION CERTIFICATES

State Registration Service under the Government of the Kyrgyz Republic perform the following steps :

‐ Issue a passport vehicle;‐ Register vehicles ;‐ issue a certificate of registration of vehicles;‐ issued license plates .

VEHICLE REGISTRATION CERTIFICATES

Legal entities and citizens of the Kyrgyz Republic are obliged to register ( re‐register ) motor vehicles belonging to them , regardless of their technical condition within 5 days from the date of purchase ( receipt) or incurrence of liabilities that result re‐registration of motor vehicles.

A vehicle that is in private ownership , is registered only one owner.

Operation of vehicles not registered in the prescribed manner , is prohibited.

Motor vehicles in international traffic must have registration and decals of the state.

VEHICLE REGISTRATION CERTIFICATES

Trailers and semi‐trailers may have registration and distinguishing marks of other countries provided that the trucks or road tractors will have registration and decals one  of the Sides .

VEHICLE WEIGHING CERTIFICATES

Kyrgyzstan signed Agreement the introduction of an international Weight Certificate commercial vehicles Signed in the city of Cholpon‐Ata (Kyrgyzstan) April 16, 2004 . The aim of the agreement is:‐ Mutual recognition of certificates weighing vehicle;

‐ ‐ Coordination of the competent authorities  Parties on the use of the certificate exchange  information about the actions in the territories  States parties to normative legal  Acts relevant to the implementation of  Agreement;

‐ ‐Accreditation and weighing stations  follow‐up of their activities the competent authorities of the Parties;

‐ ‐Excluding re‐weighting the vehicle on the territory of countries‘ member, except as provided Agreement;

THE ORDER OF REGISTRATION AND USE OF THE CERTIFICATE

Applying  this certificate is not required . To obtain the certificate, necessary an application of the driver, vehicle which

is registered in the state ‐ party to the Agreement . Certificate is issued when the weight parameters of the vehicle parameters do

not match is mounted on territory of the States Members regulations. The excess axle load specified in the certificate transport operator is obliged to

pay the established and fees established by the legislation of the StatesMembers .

If will be discrepancies of more than 2 percent between the data specified inthe certificate , and the actual weight the responsibility of the transportoperator will be in accordance with laws of the State in whose territorydiscovered a discrepancy.

VEHICLE TECHNICAL INSPECTION CERTIFICATES

Technical inspection must be made by a   diagnostic centers , accredited in accordance with legislation of the Kyrgyz Republic. 

Service stations performing diagnostic services , have no right to carry out technical inspection .

Responsibility for inspection lies with the  vehicle owners and Head  of organizations dealing with vehicles regardless of ownership. 

The procedure of inspection is determined by the Government of the Kyrgyz Republic .

THE FREQUENCY OF PASSING TECHNICAL INSPECTION OF VEHICLES

For passenger transport , dangerous and special cargo ‐twice a year;

Cars ( taxi) rendering services on transportation of passengers , cargo , trucks , tractors , agricultural and forestry machinery , self‐propelled special production machines (STM ) , special and specialized vehicles:

before 3 years ‐ can not be ;from 3 to 7 years ‐ every 2 years ;older than 7 years – annually;

All other ground vehicles be inspected on a voluntary basis .

MUTUAL RECOGNITION OF DRIVING LICENSES

The Kyrgyz Republic has international agreements onmutual recognition and exchange of national drivinglicenses;

The Parties mutually recognize the valid national drivinglicenses, issued by the competent authority of a Party,for their implementation or the exchange;

Driving licenses must be exchanged without undergoingtheoretical or practical examination .

Parties may have restrictions on driving , depending onthe age, health or mental condition of the driver.

TEMPORARY IMPORTATION OF VEHICLES

Government of the Kyrgyz Republic may establish cases of temporary importation of vehicles into the customs territory of the Kyrgyz Republic with full or not full exemption from customs duties and taxes:with full exemption:

‐ ‐ The vehicle is registered in a foreign country for a foreign person ;‐ ‐ The vehicle is imported and used by a foreign person;‐ ‐ Vehicle is not used in the customs territory of the Kyrgyz Republic in internal 

traffic;‐ ‐ Vehicle after importation is not be  leased;‐ In other cases, a partial exemption from customs duties and 

taxes in accordance with the Customs Code of the Kyrgyz Republic in respect of temporarily imported goods.

THE TERMS OF TEMPORARY IMPORT OF THE VEHICLE

Re‐exportation of temporarily imported vehicles should be carried out immediately after the completion of the transport operation for which it has been temporarily imported .

The customs authority may set the time limit for temporary import of the vehicle.  In this  case,  should be taken into consideration all the circumstances related to the implementation of the proposed transport operations .

Upon a motivated request of an interested person, the customs authorities may extend the period initially fixed .

VEHICLE INSURANCE

Kyrgyzstan ‐ the only country in the Eurasian Economic Union (EAЭС)   was not mandatory vehicle  insurance. 

Now, owners of vehicles from other countries, at the border of Kyrgyzstan, do not pay  vehicle insurance.

But, kyrgyz drivers traveling outside the KR  under this type of insurance in other states (Kazakhstan, Uzbekistan, Tajikistan, China) and pay vehicle insurance ; 

The Law of the Kyrgyz Republic " On compulsory insurance of civil liability of owners of vehicles " was singed on July 24th, 2015 № 192  and  will take effect from February 2016 .

VISA FACILITATION FOR PROFESSIONAL DRIVERS

The authorized body in the person of theMinistry of Transport and CommunicationsKyrgyz Republic may provides free service forobtaining a visa, if will be have request of theauto carrier.
