Context and Background

The Directory of Regulatory Frameworks, Strategic Plans and Memorandum of Understanding/ Agreement is one of the operational tools in response to the Strategic Objective “Competent Personnel in Leadership Position who are knowledgeable of the Education System and Agencies Agenda and Skilled in Attending to Personnel Matters” of the Ministry’s Action Plan to Foster Quality Service Delivery – Improving the Efficiency and Transparency of the Ministry in the Delivery of its Mandate and Educational Services. (January 2016) The Directory Frameworks cover the related constitutional, legal, regulatory, policy and procedural provisions at the level of the Ministry and its constituents and its three public bodies. It also considers the Strategic Plans and Memorandum of Understanding/ Agreement at these levels. The regulatory instruments are presented under two (2) sections Section One – Regulatory Instruments related to the Ministry of Education and its Constituents Section Two – Regulatory instruments related to the Public Bodies.

30th July 2009 The circular dated 30th July 2009 informs of the revision of the Fees Schedule of the Seychelles Qualifications Authority associated with Recognition and Evaluation of Qualifications, Authentication and/or Certifying True Copy and Confirmation of Achievements. It replaces an earlier decision by the Authority to impose a blanket fee of SR 300 for all such services.

2.2) Circular No.1 of 2012 – Fraudulent Training Programmes and Providers

4th December 2012 In view of the increase in the number of advertisements for training programmes and courses being circulated which have not been recognised by SQA, and a growing number of learners enrolling on these programmes the Circular addresses ‘Fraudulent Training Programmes and Providers’ and reminds Government departments and organisations to seek guidance and advice on the accredited status of the advertised provider and the validation status of the programmes from SQA before circulating adverts or other information relating to training programmes and courses.

2.3) Circular No.2 of 2012 – Programme Development and Validation

4th December 2012 Tertiary education providers are reminded that as of 2013 no new programmes may start without having first been developed and submitted to SQA for programme validation. Providers need to submit programmes to SQA for validation six (6) months prior to running the programme.

2.4) Circular No.1 of 2013 – Fees Schedule of the Seychelles Qualifications Authority

02nd May 2013 The ‘Proposal for new pricing of SQA services associated with Recognition and Evaluation of Qualifications’ was approved by the SQA Board in April 2013. It makes provision for ‘Fast Track services’. Fees for recognition and equivalence for expatriates took effect on the 1st of June 2013. Other charges took effect on the 1st of July 2013.

3.1) Policy on Evaluation of Existing Qualifications

May 2008 The main objective of this Policy is to establish a first evaluation of qualifications offered in Seychelles in the light of similar criteria and in accordance with the level descriptors of the National Qualifications Map. This map clearly defines families of qualifications, their descriptors and the range of notional hours required for the training to be considered at a specific level. It also provides the pathways for articulation between levels of qualifications in order to facilitate access and progression for learners.

3.2) Policy Guidelines on Quality Assurance

May 2008 The main objective of the Policy Guidelines is to ensure the quality and credibility of the education and training system and its output. The SQA must ascertain that all courses meet the required standards or stated outcomes of a qualification; that training providers have the capacity to deliver courses in accordance with those standards and outcomes; that foreign certificates and certification of prior learning are recognised in line with established criteria.

3.3) Policy Guidelines on Standard Setting

May 2008 The Policy-Guidelines on Standards Setting detail everything to do with standards setting – who sets standards, when, how, who approves and through what process. Unit based standards provide explicit statements of what an individual needs in order to successfully practice as a professional. Having clear sets of standards help to remove misunderstandings both inside and outside the profession. Unit based standards offer a sound basis for judgment about entry to and progression within professions. It also establishes a fairer method for the recognition of previously acquired competencies in an informal setting.

3.4) Policy Guidelines on Recognition of Foreign Qualifications

May 2008 The objective of the Policy Guidelines is to guide the process of equivalence and recognition of foreign qualifications. The rules and regulations derive principally from the application of the qualifications map and its attendant legislation. In line with national needs and following what has now become an international norm, such functions also bring with it the responsibility for the SQA to assume the role of a National Academic Recognition Information Centre (NARIC), providing information on qualifications in the country as the need may arise.

3.5) Policy Guidelines on Recognition of Prior Learning

May 2008

Recognition of Prior Learning (RPL) allows individuals who have not been able to attend formal education but have managed to gain significant experience in a particular field to be given the opportunity to become qualified. The Policy Guidelines develops well established criteria and mechanisms to recognize prior learning in order to determine whether a candidate meets all or part of the qualification for the attainment of credits.

3.6) Policy Guidelines on Quality Assurance

May 2008 The Policy Guidelines explain that in its capacity as an external and independent auditor in the provision of education and training, the SQA will ensure the accreditation of education and training providers, the validation and certification of courses, the establishment of equivalence of foreign certificates and the recognition of prior learning and experience (RPL). The recognition of existing qualifications is another aspect of quality assurance that is being dealt with by the SQA, as an interim measure to establish parity among formal training programmes offered currently in Seychelles.

3.7) Course Validation Process: Guide for Providers

January 2010 The Guide explains three different types of information that SQA will be used to facilitate understanding for the completion of the template: explanations about each section of the template and the evaluation rationale including the performance criteria, indicators and levels of achievement; an example to illustrate concretely how it should be done by the provider.

Building on the platform of the Evaluation of Existing Qualifications exercise, the validation processes that will take place henceforth will be a complete and full implementation of a course validation process using relevant and appropriate criteria set by SQA.

3.8) Manual and Policy Guidelines for Course Validation Process

April 2010 Following the completion of the Evaluation of Existing Qualifications process, the Course Validation Sub-committee of the Seychelles Qualifications Authority has compiled information in this document to be used as a reference for evaluators as well as for providers and learners to provide them the required knowledge and understanding of the concept of validating courses and of the positioning of qualifications and units on the National Qualifications Framework.

The manual has been borne of a thorough revision of the policy and procedural documents greatly influenced by the parent manual produced for the process of Evaluating Existing Qualifications in Seychelles.

3.9) Seychelles Qualifications Authoritys Co-operation with Professional Bodies Policy

August 2010 The policy guides the development of co-operation between the SQA and the

professional bodies.

SQA will work in co-operation with the professional bodies to establish closer relations as equal partners for the purpose of exploring ways and means for establishing co-operative and collaborative mechanisms for mutual benefit of both parties.

SQA and the professional body will cooperate and support each other to promote a coherent and effective quality assurance system for education and training in the sector.

In order to advance the objectives of the National Qualifications Framework (NQF) in

a national economic sector, it is essential to establish an agreed framework for co-

operation and collaboration and for this purpose a Memorandum of Understanding is

being proposed between SQA and the respective professional body so that the

respective duties and responsibilities may be delineated properly.

3.10) Guidelines for Local Consultancies undertaken for the Seychelles Qualifications Authority

Undated The document has been drawn up to serve as guidelines for all local consultancies undertaken for the SQA. As a “small and nimble” organization that is mandated to develop and implement the National Qualifications Framework, the SQA has little option than to outsource a significant portion of the work that falls under its mandate. This has given rise to the obvious need to have clear rules as to the way that consultancies need to be undertaken and managed, not least because the consultancies are paid for by public monies.

The guidelines serve to give some general guidance in the operation of consultancies undertaken for the SQA.

2.1) The Seychelles Early Childhood Care and Education Framework

October 2011 The Framework is a direct response to the call of the World Conference on ECCE in 2010, with the intention of making a decisive step to place ECCE on the national agenda. It was inspired by international research findings, UNESCO documentation, and other countries’ existing frameworks and it is rooted in the context of the socio-economic realities, parental needs and childcare provision of Seychelles. It sets the vision and outlines the goals for ECCE in Seychelles. The vision “A winning start in life for all children in Seychelles” proposes that the whole of society will be mobilized to provide “high quality, comprehensive and integrated system of Early Childhood Care and Education”. The goals were intended to confront the challenges of ECCE such as realignment of ECCE policies, introducing financing mechanisms and infrastructural standards; encouraging improvement efforts; promoting the use of research to enlighten the path in the pursuit of quality ECCE and for monitoring and evaluation.

January 2014 The Handbook covers the Institute’s policies, workplace rules and regulations, employee rights and privileges.

2.3) Framework for the operationalisation and administration of the Childminding Services

This document will enter into force prior to the registration of Childminders in July 2016

The Framework covers procedures for setting up of a childminding establishment, application for registration, eligibility to operate a childminding establishment and other procedures relating to issuing of certificate of registration, obligations and responsibilities of a childminder, quality assurance and compliance.

2.4) Internal Procedures Manual The Manual is in initial drafting stage. It is expected to be completed in December 2016.

The Internal Procedures Manual will provide instructions and directions for the day-to-day operation of the Institute. This document is essential to ensure consistency, effective solution and quality output or services.

1) National Action Plan (NAP)

for Early Childhood Care and Education (ECCE) 2013-2014

The National Action Plans for Early Childhood Care and Education emanated from the Seychelles Framework to give momentum to ECCE. It adopted a multi sectoral approach to foster collaboration amongst sectors. It sought to establish an ECCE focus in the different sectors (namely Health, Education, Social Affairs, and Community Development & Sports) and propel the sectors to initiate actions and strategies that would lead to improved provision and services for ECCE children and their parents. The Plan was evaluated in 2014.

2) The National Action Plan (NAP) for Early Childhood Care and Education (ECCE) 2015 – 2016

The purpose of the Action Plan 2015 – 2016 is to make significant contribution to the holistic development of early childhood children through the improvement of programmes and services with direct impact on the children and through policy research activities which will create an enabling environment for quality ECCE. The NAP 2015-2016 is characterized by some salient features (such as project-based, time-bound, result-oriented, research-driven and accountability-focused) which intend to bring integration and specificity to ECCE initiatives, nationally.

The priorities outlined in The Seychelles Framework for Early Childhood Care and Education Framework (SELF) have been encapsulated in five main thematic areas:
