Foreword
Hon. Col. Tom Butime Minister of Local Government
The Mandate of the Ministry of Local Government is to guide, harmonize, mentor
and advocate for all Local Governments in support of Government’s vision of
bringing about socio-economic transformation of the country. The Ministry is
responsible for mentoring, compliance inspection and support supervision of Local
Governments.
In order to fulfil this mandate, quality statistics are required to measure development
outcomes, identify development issues, inform policy formulation, and facilitate
planning, decision making, implementation, monitoring and evaluation of the impact
of development programmes in the LGs.
It is on this basis that the Ministry of Local Government, with support from Uganda
Bureau of Statistics, adopted a strategic approach towards managing data and
statistics of the Ministry. This necessitated development and implementation of a
five year Strategic Plan for Statistics (SPS) covering the period 2015/16 – 2019/20
to act as a building block for the Plan for National Statistical Development (PNSD)
framework. The plan is aimed at enhancing data quality and use and
comprehensiveness of statistics produced by the ministry.
In line with the MoLG-SPS, the Ministry is required to produce an Annual Statistical
abstract.The MoLG Statistical Abstract 2018 consolidates data relating to its
various output indicators. It is built from various department synthetic reports,
Ministerial Policy Statements and from wide consultations with Technical staff.

Executive Summary
This the second edition of the Statistical Abstract which is an annual Publication by
the Ministry of Local Government summarizing the statistical indicators within the
Ministry. It is composed of four chapters and an annexure preceded with the
forward, acknowledgements, table of contents, List of tables and figures, and
acronyms.
Chapter One highlights the institutional profile encompassing the Ministry
Overview, Vision, Mission, Mandate, Key Functions, Organizational Structure, and
Local government units in Uganda.
Chapter Two presents the administration statistics.
There has been an increasing trend in the total central government transfers
to the Ministry since FY 2015/16
% of the national budget transferred to LGs decreased over the three
financial years (FY 2015/16 - 2017/18) from 10% to 9.3% despite the
increase in the national budget and total transfers respectively.
In the outturns to LGs, an increasing trend is noticed in only the wage
expenditure category for the three FYs (2015/16 - 2017/18).
The no. of LGs where routine and inspection activities were conducted was
dependent upon the available resource envelope
The no. of LGs where financial management and accountability capacity was
strengthened for the past five FYs period (2012/13 - 2016/17) was far way
below the threshold (50).
15 conflicts were resolved on average for the four FYs (2012/13, 2013/14,
2014/15 and 2016/17).
Most sub-regions in the country had some critical staffing posts vacant above
50%, however, the worst performing ones were: West Nile, Sebei, Acholi,
Ankole and Buganda.

Chapter Three presents the inspection statistics.
There were increasing trends in both the district budgeted and actual local
revenues for the reviewed periods (FY 2014/15 & 2015/16) with however
smaller margins.
There was a decreasing trend traced between the budgeted and actual local
revenue collected for all the tax heads during the FY 2016/17 (July-
December 2016) for the 34 urban councils that were reviewed on local
revenue performance.
The annexure is composed of the District Local Governments without government
aided schools, Local Governments of Uganda for FY 2018 and the Glossary.

1.1 Ministry Overview
The Mandate of the Ministry of Local Government empowers it to spearhead the
implementation of the decentralization policy. Therefore the MoLG mandate
extends to promoting decentralization, updating the policy and legal instruments,
coordinating implementation of sector policies at the local level, and setting policies
and service standards. It is also responsible for mentoring, compliance inspection
and support supervision of Local Governments.
1.2 Vision
An effective and efficient Local Government system that provides quality, equitable
and sustainable services to the population of Uganda
1.3 Mission
To co-ordinate and support all Local Governments (LGs) in a bid to provide efficient
and sustainable services, improve the welfare of the people and eradicate poverty
in Uganda.
1.4 Mandate
The mandate is to guide, harmonize, mentor and advocate for all Local
Governments in support of Government’s vision of bringing about socio-economic
transformation of the country.
1.5 Key Functions
The mission and mandate of the Ministry of Local Government is broken down into
the following broad functions:
i. Ensuring that local governments comply with the statutory requirements and
adhere to national polices and standard;
ii. Ensuring that local governments are transparent and accountable to the
people in the way they use public resources so that development takes
place;
iii. Facilitating the implementation of the decentralization policy and enhancing
democratic governance in the country by developing and reviewing systems,
structures, statutory instruments and guidelines on local governance;

iv. Building capacity (human and institutional) in the local governments for
efficient service delivery to the population.
v. Promoting of Local Economic Development (LED) as the fifth pillar of
decentralization, in support of wealth creation at the household level, with
the view to raising taxable incomes and reducing dependency.
1.6 Organizational Structure
The Ministry is structured around two Directorates as follows; The Directorate of
Local Government Inspection and the Directorate of Local Government
Administration. The macro structure of the Ministry is illustrated as below.

In line with the constitutional provisions, there has been an increase in the number of
districts in Uganda from 16 in 1959 to 127 as 1st July 2018. The table below shows

2.1 Central government transfers to MoLG
There has been an increasing trend in the total central government transfers to the
Ministry since FY 2015/16 as presented in Table 2.1.

2.2 Central government transfers to LGs
The percentage of the national budget transferred to LGs has been decreasing over
the three financial years (FY 2015/16 -2017/18) despite the increase in the national
budget and total transfers respectively as presented in Table 2.2.

2.2.1 Outturn transfers to LGs
Resources are allocated to LGs in every quarter of the FY by the central government.

2.3 Resolved Conflicts between appointed and elected officials in LGs
The causes of conflict in local governments include among others; Poor
communication, Legal obligations, Political ideologies and alliances, Sheer ignorance,
Lack of transparency and accountability, Corruption, Existence of many power
centers, Ethnicity, and Failure to differentiate between official/public and personal
matters.Table 2.4 show that 15 conflicts are resolved on average for the four FYs
where data was available.

2.4 LG Staffing levels for critical posts by sub-region
Data on the staffing levels for critical posts in the District Local Governments (DLGs)
is presented in the tables for the various sub-regions in the country.

3.1 Routine and Inspection activities
The number of LGs where routine and inspection activities were conducted was
dependent upon the available resource envelope as evidenced in Figure 3.1.

3.2 Financial management and accountability in LGs
Despite the Ministry’s mandate to strengthen LGs’ capacity in financial management
and accountability, there seems to exist constraining factors hampering this effect. It
is evident in Table 3.1 that the number of LGs where financial management and
accountability capacity was strengthened for the past five FYs period is far way below
the threshold.

3.3 Local revenue performance for DLGs
Table 3.2 climaxes increasing trends in both the district budgeted and actual local
revenues for the reviewed period (FY 2014/15 – 2015/16) with however a smaller
margin.

3.4 Local revenue performance of urban councils
The Ministry through the department of Urban Inspection undertook a review of local
revenue performance of 34 urban councils during FY 2016/17 (July-December 2016).
The reviewed urban councils included; ARUA, BUSHENYI – ISHAKA, BUSIA, ENTEBBE , FORT
PORTAL, GULU, HOIMA, IGANGA, JINJA, KABALE, KAMULI, KAPCHORWA, KASESE, KIRA, KISORO,
KITGUM, KOBOKO, KUMI, LIRA, LUGAZI, MAKINDYE, MASAKA, MASINDI, MBALE, MBARARA, MITYANA,
MOROTO, MUBENDE, MUKONO, NANSANA, NTUNGAMO, RUKUNGIRI, SOROTI and TORORO.

Appendix C: Glossary
Bye-laws
Bye-Laws are the rules made by Lower Local Councils under section 39 of the Local
Government Act.
Corruption
Corruption is the misuse of a public office for personal selfish gains. It occurs in
different forms such as; wrong appointments, nepotism, overpayments and wrong
judgements despite the facts adduced.
Local Governments
The system of Local Government in Uganda is based on the District as a unit under
which there are Lower Local Governments and Administrative Units. These are spelt
out in section 4 and 46 of the Local Government Act Cap 243.
The Administrative Units within the Local Government System as given in sections
46-52 of the Local Government Act Cap 243 are as follows:
The Administrative Units in the rural areas are: County, Parish and Village
The Administrative Units in the urban areas are: Parish/Ward, Town Board and
Village.
The Sub-county/Division/Town/Municipality is the main administrative link between
Parishes/Wards and the District and the main intervention point for ensuring efficient
and cost effective service delivery at the local level.
The Lower Local Government includes a Municipal, Town, Division and Sub-county
councils.
Ministerial Policy Statement
The Ministerial Policy Statements (MPS) set out the Ministry’s performance and plans
of spending linking them with its policy objectives. The Minister of Local Government
present this statement to Parliament following the presentation of the Budget by the
Minister of Finance. This statement is used by Parliament to assess sector
performance. This role of Parliament is provided for under Section 6 (1) of the Budget
Act (2001).

The MPS summarize the past performance of the Ministry and the plans for future
expenditure and activities. It outlines anticipated ministerial challenges and strategies
to overcome them and also present: planned outputs and the costing; final work plans;
cash plans; and staffing structure and procurement plans of the Ministry.
