Implementation of the UNFCCC and the Kyoto Protocol in Croatia
Republic of Croatia is a Party to UNFCCC from 1996Party to UNFCCC from 1996and as a country with economy in transition assumed the scope of its
obligations under Annex I to the UNFCCC.
Republic of Croatia Republic of Croatia ratified theratified the Kyoto Protocol in April 2007Kyoto Protocol in April 2007 and and became a Party on 28th August 2007.

Croatia is an EU candidate country (2004), and currently the process of accession to the EU is in progress, conditioned by the transposition and implementation of the Acquis in the field of climate change.

COMMITMENTS UNDER UNFCCC
MEPPPC is responsible for:
preparing and submitting the NC to the UNFCCC Secretariat inprescribed date, format and content;First NC was submitted on 1 February 2002; Consolidated II/III/IV NC, in accordance with decision 4/CP.8 was submitted on 6 February 2007; Fifth NC is planned to be submitted in 2010.
Preparing and submitting the National GHG Emission Inventory to the UNFCCC Secretariat.
Preparing and adopting national plans, programmes and studies for more efficient implementation and creation of climate change policy.

NC – PROJECTIONS OF EMISISONS
“WITH MEASURES” scenario starts from the assumption that climate change issues and the sustainable development concept will have a marked effect on re-orientation of the overall industry and economy in Croatia. Substantial effects of these measures are expected after 2010.
According to the “with measures” scenario, in the first commitment period (2008-2012) the total GHG emission will exceed the Croatian Kyoto Protocol target by around 1.3 mill. tonnes CO2 eq.

NC – PRIORITY MITIGATION MEASURESPROJECT ACTIVITES AS SUPPORT FORIMPLEMENTATION OF MITIGATION MEASURES
UNDP/GEF: Energy Efficiency Promotion Project (2005), objective: to promote application of energy efficient technologies and procedures in Croatia’s sectors of households, service trade facilities and public facilities (fund: GEF 4.4. mil USD + CRO 7.9 mil USD).
IBRD/GEF: Energy Efficiency Project (2005), objective: toincrease the consumers’ demand and the market-basedsupply of services and energy efficiency projects.
HEP-ESCO company has been established: preparation,funding and implementation of energy efficiency projects,fuding domestic companies as main suppliers (so far morethan 50 projects are running). Projected fund: 40 mil USD and supported by WB grant of 5 mil USD.

NC – PRIORITY MITIGATION MEASURESPROJECT ACTIVITES AS SUPPORT FORIMPLEMENTATION OF MITIGATION MEASURES
IN 2003 FUND FOR ENV. PROTECTION AND ENERGYEFFICIENCY ESTABLISHED:- The necessery finance is secured from revenues raised
by charges on env. polluters – CO2, NOx and SO2 charges, charges on users of the environment, on environmental load by waste and special environmental charges on motor vehicles.
- Financing preparation, implementation and development of programs and projects in the field of env. protection, energy efficiency and use of renewable energy sources, including mitigation of climate change.

NC – VULNERABILITY ASSESSMENT
Croatia is a country that is particularly vulnerable to theimpact of climate change due to its 5800 km long coastlinewith 1185 islands, its fragile agriculture and forestry withtheir social and economic significance.
There is also potential influence on hydrology, waterresources, mainland and coastal ecosystems.
Therefore, Croatia has cause for concern and is motivatedto take an active part in international efforts aimed atfinding practical solutions to climate change.
EXMP. Sea level increase would bring about salinisation of freshwater sources on the coast and sea water infiltration in the Neretvaarea, jeopardising fruit and vegetable production.
