Introduction

The Ministry of Energy is responsible for the developmentand management of energy resources in a sustainablemanner for the benefit of the people of Zambia. Themandate of the Ministry of Energy is that of providingpolicy guidance in the Energy Sector of the country.

Presenter
Presentation Notes
It is the responsibility of the energy sector to Provide policy guidance to collaborating partners in the energy sector. ERB, REA INDENI, TAZAMA, ZESCO.

Portfolio functionsThe Ministry’s portfolio functions include:

• Implementation of the Energy Policy;

• Development and management of energy resources which include Hydro Power, Biomass and Coal;

• Renewable and Alternative Sources of Energy;

• Management of the Oil Pipeline and

• Petroleum Procurement, Storage and Pricing.

Presenter
Presentation Notes
MOE is in charge of providing safe storage of petroleum.

Zambia’s Energy Sector

Zambia’s energy resources include; • hydropower, • petroleum, • coal, • biomass and • renewable energy. Petroleum is the only resource which is wholly imported while thecountry is basically self-sufficient in all other energy resources, as it hassubstantial unexploited reserves of these forms of energy.

Presenter
Presentation Notes
Zambia is endowed with unexplored alternative energy sources.
Page 6: Ministry of Energy - CPSI · Introduction. The Ministry of Energy is responsible for the development and management of energy resources in a sustainable manner for the benefit of

Objective of the Energy Sector

• In accordance with the National Energy Policy of 2008, the overallobjective of the Energy Sector is to create conditions that will ensurethe availability of adequate supply of energy from various sources, which are dependable, at the lowest economic, financial, social andenvironmental cost consistent with national developmental goals.

Presenter
Presentation Notes
Note that there is careful consideration of environmental protection. Whilst we are desperate for energy, exploration must be done with caution to avoid harmful solutions.
Page 7: Ministry of Energy - CPSI · Introduction. The Ministry of Energy is responsible for the development and management of energy resources in a sustainable manner for the benefit of

Energy Sector Goals

• Until 2016, the major goals for the Energy Sector as defined in the Vision 2030 for Zambia, aimed at achieving universal access to clean, reliable and affordable energy at the lowest total economic, financial, social and environmental cost by 2030.

• This has laid a firm foundation for sustainable energy resources development programs, thereby ensuring integrated-sectoral planning and implementation in energy programs and projects with active participation of all relevant stakeholders.

Presenter
Presentation Notes
Note here that all relevant stakeholders include; Traditional leaders, Energy consumers, Energy utilities, research institutions, Cabinet office , Provincial Admins, All GRZ MPS, NGOs etc

National Development Plans

• The Seventh National Development Plan (7NDP) for the period 2017-2021 is the successor to the Revised Sixth National Development Plan,2013-2016 (RSNDP) following its expiry in December 2016. The Plan, like the three national development plans (NDPs) that preceded it, isaimed at attaining the long term objectives as outlined in the Vision2030 of becoming a “prosperous middle-income country by 2030”. Itbuilds on the achievements and lessons learnt during theimplementation of the previous NDPs.

Presenter
Presentation Notes
Was officially launched 2 weeks ago by his excellency after expiration of the 5 year R6NDP in 2016.
Page 9: Ministry of Energy - CPSI · Introduction. The Ministry of Energy is responsible for the development and management of energy resources in a sustainable manner for the benefit of

7NDP

• The Seventh National Development Plan departs from sectoral-based planning to an integrated (multi-sectoral) development approach under the theme “Accelerating development efforts towards the Vision 2030 without leaving anyone behind”.

• Through the use of the integrated multi-sectoral development approach, the 7NDP has the advantage of considering the comparative and competitive advantages of the regions in allocation of resources towards implementation of the multi-sectoral strategies and setting in motion a series of mutually supporting activities in different sectors with the general objective of delivering the national agenda. Ultimately it is envisaged that the integrated development approach in the 7NDP will help change the focus of government line ministries and provinces from competing with each other to coordinated harmonisation.

Presenter
Presentation Notes
With leaving anyone behind means inclusion of all citizenary. Tendency of MPSAs working independently pull in different directions hence yielding Zero results. Each sector feeds into the other.
Page 10: Ministry of Energy - CPSI · Introduction. The Ministry of Energy is responsible for the development and management of energy resources in a sustainable manner for the benefit of

Goal of 7NDP

• The goal of the 7NDP is to create a diversified and resilient economy for sustained growth and socioeconomic transformation driven, among others, by agriculture, tourism, manufacturing and mining. Furthermore, this Plan responds to the Smart Zambia transformation agenda 2064 and embeds in it the economic stabilisation and growth necessary for the actualisation of a Smart Zambia. This is in support of the UN 2030 Agenda for Sustainable Development and the African Union Agenda 2063.

Presenter
Presentation Notes
Previously, Zambia focused on the mining industry for her economic growth. With many presenting available unexplored alternatives she is determined to grow by diversification.

Renewable Energy

• Renewable energy is energy that is collected from renewable resources, which are naturally replenished on a human timescale, such as sunlight, wind, rain, tides, waves, and geothermal heat. Renewable energy often provides energy in four important areas: electricity generation, air and water heating/cooling, transportation, and rural (off-grid) energy services

Page 17: Ministry of Energy - CPSI · Introduction. The Ministry of Energy is responsible for the development and management of energy resources in a sustainable manner for the benefit of

Energy is a key resource that should be developed, harnessed and properly managed. A properly managed energy sector plays a very significant role in the development of any country as it has an impact on productivity of all sectors of the economy.

Presenter
Presentation Notes

Traditional Mbabulas

• Instead of this…………….

Presenter
Presentation Notes
Because of the poor design, braziers use more charcoal. Charcoal is a major contributor to deforestation. The world can no longer support excessive use of charcoal due to global warming.

Improved braziers

• The rural communities are now being encouraged to use these ………….

Presenter
Presentation Notes
By design the improved braziers use less charcoal and have a high and long heat rentetion capacity.

Liquid Petroleum Gas to manage Energy deficit.

Presenter
Presentation Notes
With the introduction of LPG, sensitisation programmes in rural and medium income communities has been initiated. The Ministry requires that any LPG supplier provide support to all LPG consumers.

Continued support and supervision to the communities to ensure sustenance.

• For the examples given above, continuous sensitisation on usage is being conducted. The advantages and disadvantages of each alternative energy solution are being disseminated.

• Safety measures are paramount before use of any energy form. The Ministry has within it’s Energy Policy (2008) ensured that safety standards are adhered to before providing any energy related service.

• The map below will remind us all of how closely connected we are, hence the need to run in check with one another in terms of Management of the Common Energy forms we use.

• This is with emphasis on Green energy usage.
