The residential sector comes with the highest potential for energy conservation, 35 - 50% of the total (average 41.5%).

The technical analyses revealed that the medium value of the specific investment is around 167 € / toe.

The final energy consumption of the residential sector represents 31,3% of the total final energy consumption of Romania in 2003. Compared to the year 2001, the residential energy consumption increased.

In Romania, the duration of the heating period is in the range 5.5-7 months/year.

Before 2003, the heat supply for more than half (57%) of the population was done by burning solid fuel (coal, fire-wood) in stoves, mainly in the rural areas, but also in many cities. At the same time, the district heating systems supplied with heat and hot water about 31% of the total population, which includes 55% of the urban population

The essential characteristic for the present situation of the Romanian energy sector is that energy saving represents the cheapest available resource, in the context of adopting the integrate resource planning method.

The most important tool of the energy efficiency policies is the reduction of the primary energy intensity, estimated at 40%, in the period 2004-2015, considering an average growth rate of GDP at 5,4% per year.

The reduction of energy intensity might be obtained both by promoting the most competitive technologies like energy efficiency, within the economic activities to be maintained, and by the structural adjusting of the economy.
