The French Civil ServiceKey Figures for 2011
Key civil service figures
■ As of 31 December 2009, there were 5.3 million people employed in the threebranches of the civil service, for a total of 20.4% of all French workers (salaried staffand non-salaried staff).
■ 2.392 million employees work in the State civil service (FPE), including 2.044 millionin ministerial departments and 349,000 in national Administrative Public Establishments(EPA), i.e. 45.2% of all civil servants.
■ 1.806 million employees work in the Local civil service (FPT), i.e. 34.1% of all civilservants. Three quarters work in the various regions, départements and communes ofFrance and one quarter work in local Administrative Public Establishments.
■ 1.100 million employees work in the Hospital civil service (FPH), i.e. 20.8% of allcivil servants. Of these, 90.7% work in hospitals, 6.3% in retirement homes and 3.0% inother medical-social establishments.
■ The three branches employ 3,866,876 established civil servants, 891,263 non-established civil servants (excluding subsidised employment beneficiaries),42,473 State operatives, 49,842 child minders, 106,688 FPH doctors and341,226 FPE military personnel.
■ Between 2008 and 2009, staffing levels across the three branches increased slightly: a0.4% increase (0.1% if the 15,000 private-law people working for the ASSEDIC, whobelonged to the private sector until 2008 but who were counted as State employeestogether with Pôle emploi staff starting in 2009, are excluded), translated by a 1.2% dropfor the FPE, a 2.0% increase for the FPT and a 1.4% rise for the FPH.
■ In the three branches, 28.4% of staff are A grade employees (executives), 22.4% B grade (middle-ranking staff) and 45.4% C grade (unskilled and semi-skilledworkers) and 3.8% have no defined grade.
■ On average, FPE ministerial department staff (established civilian civil servants) are 43.4 yearsold compared to 44.2 in the FPT and 42.1 in the FPH.
■ In metropolitan France and its overseas départements, across the three branches, thereare 68.4 civil servants per 1,000 inhabitants.
■ The three branches employ 60.1% women, the FPE 52.0% (including the armed forces),the FPT 60.4% and the FPH 77.0% (compared with 44% in the private sector).
■ In the FPE, 16.9% of established women civil servants work part-time, comparedwith 2.6% of men.
■ In terms of senior management positions, women held 21.4% of positions in theFPE in 2009, 18.0% in the FPT in 2007 and 40.2% in the FPH in 2009.
■ In the FPE, 58.1% of all executive and senior executive positions are held by women.■ In metropolitan France, 24.0% of State civil servants work in the Ile-de-France region,
which is home to 19% of the population.■ The FPE recruited 30,317 employees via external competitive examinations and
equivalent in 2009, 87% of whom passed the examination.■ 50% of State civil servants recruited in A grade were educated to Bac + 4 level or higher
(required level: Bac + 3). 55 % of those recruited to B grade were educated to Bac + 3level or higher (required level: Bac). Of those in C grade, 3% were educated to Bac + 5level (level required: BEPC – lower secondary school general certificate).
■ The number of successful candidates in internal competitive examinations andequivalent in the FPE in 2009 was 15,422.
■ In 2009, employees within the FPE received an average net monthly salary of2,377 euros. In the FPT, the corresponding figure was 1,830 euros while the figure forthe FPH was 2,156 euros.
■ In the FPE, the average per capita wage (SMPT) increased by 2.1% in current eurosbetween 2008 and 2009, a 2.0% increase in constant euros, while the average netsalary for civil servants who had been two years in the same position (RMPP) increasedby 3.5% on the same basis. In the FPT, the average per capita wage increased by 3.2%in current euros, i.e. by 3.1% in constant euros while the average net salary for civilservants who had been two years in the same position increased by 3.2% on the samebasis. In the FPH, the average per capita wage fell by 0.1% in current euros, i.e. a 0.2%fall in constant euros while the average net salary for civil servants who had been twoyears in the same position increased by 2.1% on the same basis.
■ Between 2008 and 2009, 5.2% of established FPE employees moved to a newdépartement (geographical mobility) and 2.2% moved between socio-professional groups(socio-professional mobility). At the end of 2009, 7.2% were working in a differentadministrative organisation (statutory mobility). Between 2008 and 2009, 0.6% movedbetween ministries (structural mobility).
■ The ministries spent 3.94 billion euros on staff training (including 2.3 billion eurosspent by the education ministry), i.e. 6.8% of the payroll.
■ A total of 56,157 new pensions were paid in 2010 to established civil servants in theFPE, 13,077 to members of the military, 1,511 to State operatives, 28,799 toestablished civil servants in the FPT and 25,128 to established civil servants in the FPH(excluding hospital doctors).
■ The average age at which FPE staff became entitled to pensions was 59.6 years old in 2010.■ As of 31 December 2010, 2.5 million pensioners from all three branches received
an average pension of 1,691 euros per month.
