Main Points
• I am delighted to join you today for the WA Disability Enterprises’
fifth annual celebration.
• And a celebration it truly is as we acknowledge the fantastic
work being done by so many to advance employment
opportunities for people with disability, and recognise wonderful
individual achievements.
• As you may know, I am incredibly passionate about employment
for people with disability and it is also one of the main focus
areas of the McGowan government.
• Having a job that we enjoy is important to us in so many ways.
Not only does it provide economic security but it also plays a
vital role in enriching our individual lives.

• A job promotes self-esteem and provides vital opportunities to
interact with others. Put simply, it creates a sense of belonging,
meaning and contribution to the community.
• It is therefore fantastic to be with you today as we celebrate the
partnerships and important contribution made by the WADE
network towards providing employment opportunities to people
with disability and mental illness.
• The network of WA Disability Enterprises (WADEs) offers a wide
range of products and services, employment and training that
span the retail, manufacturing, printing, recycling and horticulture
industries and many more.
• And Tthe numbers speak for themselves. So far the WADE
network has provided:
o Employment for more than 2,000 West Australians with
disability or mental illness in supportive environments.
o Partnerships with more than 70 state, Local and
Commonwealth Government agencies, supporting
workplace inclusiveness.

o More than $40 million in new and repeat business being
generated, providing significant economic benefits to the
community.
• These are all wonderful achievements made possible by the
strong partnerships WADE has developed with government
agencies and authorities.
• I would like to take this opportunity to commend all those
involved with this success and the significant positive impacts
you are collectively bringing about in people’s lives.
•

• As our community continues to grow and expand, so too will the
need for employment services and opportunities.
• The State Government recognises this and is working towards
ensuring the range of work purchased from WADE by
government and the private sector can be increased.
• This reflects our vision of creating more jobs and ensuring
opportunities exist to all Western Australians to make a valuable
contribution to our community.

• For it is only through all of us working together that we can
achieve success. And that is evident here today at this
celebration – the contribution that so many are making to create
an inclusive community that enriches the lives of many.
• I would now like to share with you a story about Ryan Harding
who has been an employee at Goodwill Engineering for 17
years.
• Since he commenced working with Goodwill Engineering, Ryan
has gained a lot of confidence and is a highly valued employee
whom I am told the company consistently relies upon to keep the
operations of the business ticking along.
• Ryan has developed many skill sets and has carried out on-the-
job training where he works across the different manufacturing
divisions including metal fabrication processing, machinery
operation, welding, product assembly and packing.
• Ryan has also completed a Certificate II in Transport and
Logistics.

• Ryan’s role also extends to engaging with external customers
who regularly praise Ryan with his friendly and positive attitude
and attention to detail.
• Ryan is praised by his employer for his initiative and his ability to
adapt to what is asked of him.
• Ryan is seen as a great role model and mentor and is looked up
to by his peers. He will step up and actively engage with other
employees to achieve their work related goals. Further to all this,
Ryan is described as a truly caring person who displays
displaying compassion and empathy for his fellow work mates.
• It’s no surprise that Ryan wants to continue to develop and grow
and I understand that Ryan hopes to move into ‘Open
Employment’ and undertake further studies in Warehouse
operations. We commend you Ryan for all your hard work and
dedication.
• Ryan’s story is a tribute to how far he has come and it is also
evidence of the value of what WA Disability Enterprises provide.
• I would like to ask Ryan to come to the stage as I present to him
a Certificate of Recognition.

Briefing Note Minister for Disability Services Ministerial Ref: 62-02250/62-03410 Issue: Minister Dawson to attend the Western Australian Disability Enterprise (WADE) Annual Celebration and, following that, deliver a speech at the official re-opening of Activ Foundation (Activ)’s Bentley Site. Background • You have accepted the invitation to attend the WADE’s fifth annual celebration on
Tuesday, 24 October 2017 from 9:30am-10:00am and, following that, officially re-open Activ’s Bentley site from 10:00am-10:45am. Both events are held at Activ’s Business Services Facility at 25 Ewing St, Bentley.
• Activ Foundation is the largest provider of disability services in Western Australia and has supported people with disability, their families and carers since 1951.
• In 2016-17 the Department of Communities, Disability Services (Communities) provided funding of $52.7 million to Activ to deliver individualised and family support services to 1,470 individuals.
• Activ receives substantial Commonwealth funding for its supported employment services (referred to as Business Services) and Home and Community Care (HACC) program.
• Other sources of revenue include income generated from Business Services activities and fundraising, the main event being the City to Surf fun run.
• Activ’s Business Services provide training and supported employment through a range of employment opportunities for people with moderate to high disability support needs.
• Employment is important in enabling people with disability to achieve financial security, assisting in skill development and providing opportunities to participate in community, social and economic life. Increased access to employment opportunities for people with disability is a key policy direction of the National Disability Strategy 2010-2020.
• Activ’s Business Service is an Australian Disability Enterprise (ADE). ADEs are funded by the Commonwealth Department of Social Services and are generally not for profit organisations providing supported employment opportunities to people with disability. ADEs provide a wide range of employment activities and operate within a commercial context.
• Activ’s Business Service is a member of the WADE network, along with several other service providers across the State: o Department of Finance; o Goodwill Engineering; o Good Samaritan Industries; o Intework Inc.; o Westcare; and o Workpower.
• In the Western Australian National Disability Insurance Scheme areas, funding associated with WADE Disability Employment Assistance activities is included in individual plans, though it is noted as an in-kind support, similar to block funded services.
Re opening of the Business Services operations in Bentley • On 9 September 2016, Activ formally announced the closure of its Business Service sites
at Kewdale, Embleton, East Victoria Park and Palmyra. It was noted that in future, all supported employees would transfer to work opportunities at Activ’s newly refurbished

site in Bentley, that no employee would lose their job, and that many will have increased job opportunities in the new location.
• Activ has indicated that the restructure of its Business Services will result in its supported employment operations being financially viable, which has proven unsustainable as a multi-site model.
• To facilitate the Bentley site refurbishment, it’s the employees and staff moved to the East Victoria Park and Kewdale Business Service sites in November 2016.
• The Bentley site refurbishment was completed in August 2017 and all employees from all sites have relocated to Bentley over an eight week period, with the former Palmyra site being last to move.
Disability Services funded Activ Transport Services - Concerns • Transport for individuals to the Business Service Centre is of high concern to individuals
and their families. • The roll-out of the National Disability Insurance Scheme (NDIS) requires individualised
funding for transport, and replaces Activ’s block funded transport model which ceased on 30 June 2017.
• People who were previously transported by Activ’s Transport now use two private bus companies which service many of the previous Activ bus routes, plus some new routes.
Current situation • On Tuesday 24 October 2017, you will attend WADEs fifth Annual Celebration at Activ’s
Business Service Facility, 25 Ewing Street, Bentley from 9:30am to 10.00am, and deliver a three minute speech and present certificates of appreciation and length of service awards to supported employees.
• An event summary and draft speech for the WADE celebration is attached for your consideration (Attachment 1).
• This will be followed by the re-opening of the Bentley Site from 10:00am to 10:45am at the same location, where you will give a three minute speech to officially re-open the site, followed by a tour of the refurbished site after the event concludes.

in Western Australia is evolving with the implementation of the
National Disability Insurance Scheme.
• The NDIS is an historic transformation that is set to revolutionise
the supports and services provided to people with disability, their
families and carers.
• I strongly believe that the NDIS belongs to people with disability
and to our community. I am committed to continuing to work in
partnership with people with disability, their families and carers,
and the sector to ensure the Scheme meets the needs of West
Australians.
• We are in the fortunate position that we have such a strong
disability sector in this State that we are well positioned for this
reform and the opportunities it presents.
• I would like to commend Activ as one of the lead organisations
responding to the NDIS reform. You are at the forefront of
adapting to change and the facilities that we are here to open
today are an example of your forward thinking. Thinking that will

ensure that people with disability continue to receive quality
services to meet their needs.
• By bringing together previous multiple sites throughout Perth into
this one location, you have adapted to a changing and
competitive market.
• Most importantly, you seized the opportunity to improve your
services and positioned yourself to better support your clients to
live meaningful lives, focusing on the things that are important to
them.
• From the outset, your objective in amalgamating and re-
designing this facility was to provide your supported employees
with a vibrant and modern purpose-built environment.
• As always with these sorts of visionary projects, it can cause
some disruption for those involved, so well done to everyone for
their patience during this time.
• I am sure you will agree it has been worth it!
• What great features this new facility has, from new recreation
areas to digital hub training rooms and custom designed
workspaces.

This site has recently been refurbished into a modern and vibrant centre which will support over 400 Western Australians living with a disability to achieve their employment goals. I would like to invite you to officially re-open the Bentley site and unveil a plaque. This would occur at the end of the WADE events proceedings.
