Hong Hai has been a registered TCM practitioner since 2003. He graduated from the Singapore Institute of Chinese Medical Studies and later completed graduate studies at the Beijing University of Chinese Medicine where he wrote a doctoral dissertation on a philosophy of science perspective of TCM theory. He practises part-time at the Public Free Clinic and the Renhai Clinic. He previously served on the TCM Practitioners Board from 2001-2007 and was Chairman of the board's Academic Committee and Audit Committee. A former Member of Parliament, he was Chairman of the Government Parliamentary Committee on Health. He is currently Senior Fellow at the Institute of Advanced Studies and Professorial Fellow at the College of Business, Nanyang Technological University, having retired as Dean in 2007. He is Convenor of the Singapore Working Group for ISO TC 249 (Traditional Chinese Medicine). From 1990-2003 he was President and CEO of the healthcare and leisure group Haw Par Corporation Ltd. His other academic qualifications are in engineering, economics, Chinese literature and the history and philosophy of science. He is joint author of a forthcoming book Cancer Management with Chinese Medicine (World Scientific).

“ POTENTIAL NICHE ROLES FOR TCM IN SINGAPORE HEALTHCARE ”

In a healthcare environment dominated by Western medicine and biomedical science, there may be a few select areas

in which TCM can play alternative or complementary roles. The talk will suggest how and why TCM may have such roles.

Prof Ng graduated with MBBS Honours and Master in Medicine from the National University of Singapore. He is also a Honorary FCFP (S’pore) and FRCP (Edin). He is presently Chairman of Medical Board and an Emeritus Consultant in Singapore General Hospital, a Clinical Professor at Yong Loo Lin School of Medicine, Senior Associate Dean and Professor at Duke-National University of Singapore Graduate Medical School and Head of Traditional and Complementary Medicine Branch, Primary and Community Care Division of Ministry of Health, Singapore. As the Registrar of Singapore Traditional Chinese Medicine Practitioners Board, he is well-informed of the local regulations and TCM practice. In addition, he is the Vice-Chairman of the 1st Board of Committee of Examination and Evaluation, World Federation of Chinese Medicine Societies, as well as the Chairman of the Berberine Expert Panel in HSA, Singapore.

“ TCM CLINICAL TRIALS – PERSPECTIVE ON STANDARDS AND BARRIERS ”

Many published studies on TCM had been criticized for lack of critical details that are

essential for a valid interpretation of their results and outcome. For global acceptance of

TCM, quality research is essential. It is important for all practitioners to understand the

existing standards and the barriers in conducting well controlled clinical studies and trials in

TCM. New thoughts on designing of trials and review of assessment of outcomes are

required to overcome standards and barriers encountered in TCM clinical trials, yet

preserving fundamental tenets of TCM such as pattern diagnosis (Bian Zheng),

personalized treatment and its modification with disease progression, and multiple

components in the prescription.

“ THE FUTURE OF TCM EDUCATION AND ITS SOCIAL ECONOMIC RELATIONSHIP ”

TCM education is not a standalone sector in our country. History had shown that Singapore’s TCM education is closely knitted

with our social economic needs. A lack of understanding in these relationships will not only hinder the development of TCM,

but also post difficulties and challenges to TCM education. Comprehensive analysis of the current TCM environment and the

future medical need of the country are required to formulate the future development of TCM education. Suggestions on

enhancement of TCM education to better serve the need of the profession and the future medical care of the country will be

discussed.

Dr Cheng Sim Kim graduated with a Bachelor of Dentistry from University of Singapore in 1972 and started his own dental practice in 1973. With his keen interest in Traditional Chinese Medicine, Dr Cheng pursued his Diploma in Traditional Chinese Medicine and Acupuncture from the Singapore College of Traditional Chinese Medicine. He went on to complete a 3-year Master of Medicine course in 2004 in Traditional Chinese Medicine at Nanjing University of TCM, Nanjing, China. He had been the principal of Singapore College of Traditional Medicine from 2008 to 2011.

“ ADVANCEMENT OF TCM IN SINGAPORE THROUGH LIFE LONG

LEARNING, RESEARCH AND COMMUNICATION ”

Traditional Chinese Medicine (TCM) has been practised for centuries. In multi-racial

Singapore, many people also consult TCM practitioners, consume or use herbal

medicine and undergo acupuncture treatment etc. In this talk, suggestions for

advancement of TCM in Singapore through life long learning, research and

communication will be discussed. In particular, A/P Koh will share some examples of

her research on herbal medicine.

Associate Professor Koh obtained a PhD from the University of Cambridge (UK) with financial support from the Economic Development Board of Singapore - Glaxo Human Resource Development Scholarship and the Herchel Smith Endowment Fund. She is a registered pharmacist with the Singapore Pharmacy Council. She has been teaching and carrying out research on Traditional Chinese Medicine and herbal medicine at the National University of Singapore for more than 10 years. Her research areas include quality control and safety of herbal medicine/traditional medicine, and the study of natural products and medicinal plants as potential sources of lead compounds and novel therapeutics. She is a technical assessor/expert with the Singapore Accreditation Council-Singapore Laboratory Accreditation Scheme (SAC-SINGLAS). She reviews for various international journals and grant awarding bodies, and publishes in various international peer reviewed journals including Drug Discovery Today, Journal of Chromatography A, Drug Safety, Journal of Pharmaceutical and Biomedical Analysis, Journal of Agricultural and Food Chemistry & Food Additives and Contaminants. She has published a book entitled “A guide to medicinal plants: an illustrated, scientific and medicinal approach”. (World Scientific)

An overview of the health products regulated by the Health Sciences Authority (HSA)

1. The importance of post-market surveillance of health products

2. How to report suspected adverse event (AE) on complementary medicines

3. Case studies of AE on complementary medicines.

Ms Tan obtained her Bachelor of Science (Pharmacy) from the National University of Singapore, and has had experience working at Unity NTUC Healthcare, KK Woman and Children Hospital and NHG Polyclinics before joining HSA as a Senior Regulatory Specialist. She currently leads the Adverse Event Management Team in the promotion of the national adverse event monitoring system of health products. She is a recipient for the Minister for Health Award for outstanding performance in public health service (2008), and the HSA Core Values Award for Service to the Nation (2011). She has represented HSA at the International Regulatory Cooperation on Herbal Medicines and the Forum for the Harmonization of Herbal Medicines Meeting and Symposium. Her current research interests include the assessment of the inherent hepatotoxic potential of Complementary Medicine in Drug Induced Liver Injury, and sentinel monitoring of Vaccine Adverse Events in Children and Women.
