Dear participants and guests of the 4th Eastern Economic ForumThe Russian Far East has huge economic po-

tential. More than half of the timber resources of the entire Asia-Pacific region, more than a third of its freshwater supplies, 27% of its gas, and 17% of its oil are concentrated in the more than six million square kilometres of the Russian Far East. Our region has abundant gold deposits, and its seas are well stocked with fish. The longest rail-way lines in the world run across the Far East, and the shortest route by sea from Northeast Asia to Europe also passes through the region.

Developing this fantastically valuable territory is a priority of the national policy which our Presi-dent, Vladimir Putin, is currently pursuing. My task is to offer you a detailed presentation of the com-petitive advantages of the Russian Far East. The first significant steps have already been taken.

First, a new economic model for the develop-ment of the Far East has been enshrined in cur-rent legislation. More than 30 laws have been passed to create a competitive environment for pursuing investment projects in the region.

Second, special economic zones have been cre-ated in the Far East where taxes are the lowest in Russia and administrative procedures are quick and painless. These include our advanced special economic zones and Vladivostok Free Port.

Third, the state can now offer investors a de-veloped infrastructure. A business based in a Far Eastern advanced special economic zone will know exactly when they will be connected to mains water, gas, and electricity, and can be con-fident that access roads to their factory will be in place.

Fourth, we have created a support system for investors based on best practice from around the world. We work with every investor individually and provide assistance at every stage of a pro-ject. The state has a vested interest in ensuring that investing in the development of the Far East is profitable. This is our aim in organizing Inves-tor Days, which are held regularly in the region, and setting up meetings between businesses and senior government officials.

Fifth, we have taken a vital step towards mak-ing the Far East as accessible as possible for our foreign partners: since August 2017, citizens of

18 nations have been permitted to enter our re-gion on an electronic visa. As things stand, more than 30,000 visas have been granted, and this fig-ure is increasing every day.

As a result of all this, over the past four years the Russian Far East has attracted more than RUB 3.8 trillion in investment, and 1,375 projects are at various stages of implementation. By 2025, more than 127,000 jobs will have been created. In 2017, 30% of foreign investment in Russia went to the regions of the Far East.

At the same time, there is clearly still much to be done. We will continue to work on creating a welcoming environment for business in the Far East, supporting investors’ projects, and finding new ways to meet the challenges ahead of us. I intend to discuss all of these questions with the business community at the 4th Eastern Economic Forum. I look forward to seeing you at the biggest event in Russia’s East.

AMUR REGION

FIRST COIL-WOUND HEAT EXCHANGER PRODUCED FOR AMUR GPP

The first coil-wound heat exchanger is on its way from Saint Petersburg to the Amur Region. It was produced specially for the currently constructed Amur gas pro-cessing plant in the "Svobodny" ASEZ by the joint venture Linde and "Silovye Mash-iny." The machinery is designed for prelim-inary heating and subsequent cooling of the nitrogen-helium mix. It will become one of the key components of the manu-facturing chain of the Amur GPP.

KAMCHATKA TERRITORY

CONSTRUCTION OF POLLOCK PROCESSING PLANT IN "KAMCHATKA" ASEZ NEAR COMPLETION

VITYAZ-AVTO LLC, a resident of the "Kamchatka" ASEZ, is completing the con-struction of a new fish-processing plant in Ustyevo, Kamchatka Territory. As of the end of August, the buildings of the onshore plant, refrigerator, machinery department, and the fillet shop have been finished. In total, the complex will consist of seven buildings and a loading and unloading platform. Approximately RUB 294 m was invested in the project, which will provide 340 new jobs.

FIRST FPV RESIDENT FINISHES CONSTRUCTION OF HOTEL COMPLEX

Novy Dom JSC, an FPV resident, is com-pleting the main construction stage of their hotel complex with alternating num-bers of storeys (13 to 15) in Petropav-lovsk-Kamchatsky. At the moment, the monolith frame of the building is almost ready, and utility networks are being laid. Then the investor will start installing roofs and facades. The total cost of the project is RUB 1.3 bn, of which RUB 550m has already been invested in the object.

FPV RESIDENT TO BUILD MOTOR RACING COMPLEX ON KAMCHATKA

"MOTO PARK KAMCHATKA", an FPV res-ident, is planning to build a sports and tourism complex for motorbike races and

other sports events. The new centre will be aimed towards top-class events and comfortable training conditions for ath-letes and teams. In total, RUB 12 m was invested in the project.

PRIMORYE TERRITORY

PRODUCTION OF BIOFUEL LAUNCHED IN FREE PORT OF VLADIVOSTOK

"EcoLine", an FPV resident, launched the production of fuel bricks in the Olginsky District, Primorye Territory. During imple-mentation, the investor reconstructed the main building and built two new storage hangars for the final product. In total, RUB 17 m was invested in the project of this ze-ro-waste wood-processing complex. The staff consists of 12 workers.

RESIDENT OF FPV BUILDS FIRST SHIP FOR EXPORT TO APR

"Kompozitnoe Korablestroenie", an FPV resident, has presented the first motor cat-amaran for export to the Republic of Ko-rea. The multi-hulled 12-metre long boat Pacifico Cruise 120 will be put to use in Busan. The vessel can accelerate up to 15 knots at full load. It is designed for day trips to offshore strips.

FPV RESIDENT PLANS TO PRODUCE SEA AND RIVER ALUMINUM VESSELS

The R&D company "ElKor" LLC, an FPV resident, is planning to launch a plant to produce aluminium boats and panels in Artyom. The firm has already selected the facilities to be used as a manufacture and storage centre. They will offer flat-bot-tomed boats and various types of motor boats. They are planning to invest RUB 8 m and create 27 new jobs.

394 heifers of the Holstein Friesian breed that arrived from Europe are already preg-nant. Immediately after the quarantine, they will become a part of the main cattle at the new dairy farm.

RESIDENT OF "GORNY VOZDUKH" ASEZ SEARCHING FOR THERMAL WATER ON SAKHALIN

"Khonoka Sakhalin", a resident of the "Gorny Vozdukh" ASEZ, is drilling one of the largest thermal water wells on the island, as part of their future balneological centre in Yuzhno-Sakhalinsk. At the moment, the well is 400 metres deep. Its water will be used to fill the two baths of the centre. RUB 490.9 m was invested in the project.

RESIDENT OF FREE PORT LAUNCHED COAL TRANSPORTATION COMPANY ON SAKHALIN

"Servis-Integrator Sakhalin", an FPV resident, began comprehensive works in transporting coal from the Solntsevsky mine to the coal sea port Shakhtersk, Ug-legorsky District, Sakhalin Region. The in-vestor purchased 12 dump trucks and six dump carriers for the project. The project will bring in RUB 106 m in investments.

KHABAROVSK TERRITORY

RESIDENT OF "NIKOLAEVSK" ASEZ NEAR COMPLETION OF FIRST STAGE OF CONSTRUCTION AND EXPLORATION OF GOLD ORE DEPOSIT

"NGK Resurs", a resident of the "Nikolaevsk" ASEZ", is planning to launch the first stage of their investment pro-ject "Construction of a gold mining plant on "Polyanka" deposit." They have already cleared the platform, assembled a pier on Amur, laid dirt roads on the platform and a dirt road from the pier to the platform, in-stalled auxiliary facilities. The total cost of the project is RUB 1.7 bn.

RESIDENT OF "KHABAROVSK" ASEZ WORKING ON COMPREHENSIVE RECOVERY AND RECYCLING PROGRAMME FOR ORGANIC WASTE

"Ekstrudirovannie Korma", a resident of the "Khabarovsk" ASEZ, is about to com-

plete the zero stage of the complex for organic waste disposal, extruded feed manufacture, and a cinerarium for cattle. During the first stage, the resident is going to build two module plants for disposal of organic and medical waste. At the second stage, they are planning to produce ex-truded cattle feed from biological raw ma-terials. Investments in the project amount to about RUB 46 m, and 18 new jobs will be created.

CHUKOTKA AUTONOMOUS AREA

RESIDENT OF "BERINGOVSKY" ASEZ STARTS MINING GOLD

"Vostok", a resident of the "Beringovsky" ASEZ, started developing a placer gold mine in the Anadyr District, Chukotka Au-tonomus Area. The ASEZ resident invested RUB 21 m in purchasing a tractor with bulldozer equipment, a lorry and a loader. The deposit is estimated at 377 kg of gold. The works on the lot are scheduled for the next 15 years.

REPUBLIC OF SAKHA (YAKUTIA)

RESIDENT OF ASEZ "INDUSTRIALNY PARK KANGALASSY" OPENS A PET PREFORM SHOP

Sakhaplastekh, the resident of the ASEZ "Industrialny Park Kangalassy", has built and commissioned a PET preform produc-tion chain in Yakutsk. According to the cal-culations, the total annual demand from local beverage producers for PET con-tainers in Yakutsk is more than 18 m PET preforms per year. When it reaches its de-signed capacity, Sakhaplastekh will pro-duce 8.4 m PET preforms annually. The project costs RUB 29 m.

— Aleksandr, which results can the Ministry for Development of the Russian Far East show at the Fourth Eastern Economic Forum? What is the de-velopment trend like for the the ASEZ and the FPV? What key investment agreements will be signed during the event?

— The trend isn’t bad. A year ago, before the Eastern Economic Forum 2017, there were 454 residents in the Far-Eastern ASEZs and the FPV. Now this number has nearly tripled. The amount of jobs created has almost doubled.

The key moment here is that at the moment 134 new enterprises are already releasing their production in the Far East, and by September we expect the launch of another 11 enterprises. A year ago at the third EEF, President Vladimir

Putin launched five Far-Eastern enterprises, in-creasing the number of production facilities opened to 51. Within the year, we have wit-nessed nearly three-fold growth of the number of new production facilities in the Far East.

Taking into consideration the agreements which are to be signed at the EEF-2018, it prom-ises to be quite fruitful. The companies which are going to sign the agreements will be named at the Forum. Thanks to these agreements, invest-ments will enter the transport-logistics sphere of the Far-East, the gas-chemical complex, min-erals extraction and processing, agriculture, deep wood processing and other industries.

— What will become the main event of the busi-ness programme of the Forum?

— No doubt that it will be the plenary ses-sion EEF-2018 with the participation of President Vladimir Putin. Leaders from China, Japan and the Republic of Korea have been invited to the Forum. These countries are the leading economies of the Asia-Pacific Region. China, according to one esti-mate — GDP level, — is the second largest economy in the world and according to another — PPP — is the first. The Far East today is becoming the centre of collaboration between these states; the largest joint projects are being implemented here.

— Which enterprises will be launched directly at the Forum?

— That issue is currently being discussed; a range of Far-Eastern enterprises are in a state of high readiness for launch. It is important not only to cut the ribbon or press the start button; it is necessary for the production to actually start working, to start producing. As I have mentioned before, at the previous EEF five enterprises were launched. This year we are expecting around the same amount.

— Will the feature of this EEF become a pres-entation of some new tools for supporting inves-tors? Which ones?

— Traditionally, the Eastern Economic Fo-rum has been a platform for demonstrating new tools for the support of investors. At EEF-2018, for instance, an electronic service for the distri-bution of sites for cultivating aquaculture will be presented. At our stand «Make business in the Far East» (building A, 6th level) in the zone of the Foundation of the Development of the Far East, guests and participants of the Forum will be able to see how it works.

The Internet service is intended to make the procedure of distributing sites for aquacul-ture as fast and clearly as possible. The time from the choice of the site to the signing of the contract will be more than halved: from 180 days to 80 days.

The investor will have to just click on the in-teractive map four times to shape the necessary boundaries of a fish-breeding site and then pass four stages: apply online for the creation of a site at the Russian Federal Agency for Fishery, take part in online bidding, sign an electronic agree-ment for the use of the site, develop the site.

I’d like to note that the first online bidding was held on July 17, and it showed a high inter-est of business in this service. The sites were sold at a price many times higher than the start-ing price. The second stage started on August 3 and will continue until September 13. Over this period, 45 sites are expected to be sold.

The Far East and especially the south of our region is capable of producing dozens of mil-lions of tons of aquaculture per year. However, so far only 63 thousand hectares of water area out of 60 million hectares is available. That is a tenth part. The problem is that there has been no full map for the development of aquaculture for a long time. Now the full list of water areas of the seas of the Far Eastern fish farming area available for mariculture is about to be com-pleted. Once the document is finished, it will be published on the website of the Ministry for De-velopment of the Russian Far East.

— Which of the most important expectations of investors from the last Forum have already been met? Are you awaiting any interesting initiatives from business in this EEF?

— Modern legislation of the Far East, namely the economic block, has been developed tak-ing into account investor interests. Business has made its proposals, and the best world practices have been considered. A vivid example is the «grandfather clause», a law according to which tax assets for the investors of ASEZ and the FPV are left unchanged for 10 years from the mo-ment of their acquisition of residency status. The decision was announced during the previous EEF by President Vladimir Putin, and certainly it was passed taking into consideration investor initiatives.

At the Fourth Eastern Economic Forum, an electronic investor account in the project sup-port system will also be presented. The account aims at shortening the distance between the ASEZ/FPV resident and various governmental structures, including tax and supervising author-ities. Instead of visiting hundreds of institutions they get only one window, a personal account, for feedback and support.

As for the new initiatives of the Far Eastern investors, we will no doubt hear some. EEF is an excellent platform for this.

— What has changed over the past year in the legislative base which governs the speedy devel-opment of the Far East? What legislative novelties can we expect?

— Our objective is to create maximum com-fortable conditions for investors. That said, we cannot do anything that will last forever. The world is changing, and the preferential treat-ments of countries in the Asia-Pacific Region are improving. We should keep paces with the times. I have already mentioned the grandfa-ther clause. Apart from this law, four more have been adopted, as well as 20 regulations of the Russian Government. These are such important and popular laws as issuing electronic visas at the international airports of the Far East and changes to the Russian Forestry Code concern-ing the improvement of the procedure of pro-viding sites. A series of resolutions of the Rus-sian government has expanded some ASEZs. This was at the initiative of investors who have come to the Far East to implement their projects.

Concerning the new changes in the legis-lation. A law according to which a free hectare of land in the Far East will be available for ex-pats who decide to return to their homeland has passed the first reading in the State Duma.

A bill which simplifies the procedure of pro-viding sites to FPV residents has been brought to the Russian Government. The investors are looking forward to it. Also a government bill providing for interest rate subsidies for ASEZ/FPV residents has been prepared. At the end, the loan will only cost the investor 1%.

— How are you going with the work on the im-plementation of plans of social-economical de-velopment of the «points of growth» in the Far Eastern Federal District, and how many new ob-jects are going to be delivered in the near future?

— The work is moving fast. The Far East to-day is turning into a huge construction site. By the end of 2020, we will have completed the construction and reconstruction of 197 objects. Among those are kindergartens, schools, hos-pitals, sports and entertainment centres, com-munal infrastructure. All this has been long awaited by the local residents. The funds for these purposes have been allocated from the Federal budget, and they have already started

entering the regions. Work is beginning this year on 163 objects.

Our objective is to do everything possible to have the objects delivered on time without compromising on quality. That is why we are su-pervising the whole process from beginning to end. Along with the regions, we have developed scheduled plans where the deadlines are clearly stated. At all the construction sites, CCTV cam-eras will be installed.

— What is the trend like for granting the Far Eastern hectares so far? Will any new mechanisms for supporting the participants of the programme be presented at the EEF?

— For the moment, these are the figures: 43.9 thousand sites have been granted, and in addition 7 thousand applications have received a positive response. Certainly these figures are changing by the day. People get the land in the Far East free and fast; the processing time for the application is 33 days. Anyone who has ever dealt with land in our country knows that this process can take a very long time, and here it only takes a month.

People take the land to make their life dreams come true, dreams about their own house, agricultural and tourist business. Ac-cording to the Agency for Human Capital De-velopment in the Russian Far East, the ma-jority of applicants name these as their main purposes.

We will draw conclusions on the results of the implementation of law on the Far-Eastern Hectare during the Eastern Economic Forum and will set new objectives.

— What novelties can the EEF guests expect in the social programme?

— The EEF-2018 social programme prom-ises to be very intensive. Its participants will include the Primorsky Stage of the Mariinsky Theatre with the premiere of the opera «The Tsar’s Bride» on the music of a famous Russian composer Nikolai Rimsky-Korsakov, the mu-seum of V.K. Arsenyev and the Primorsky Art Gallery. During the Forum days an interesting exhibition will take place — a joint project of the museums of the Moscow Kremlin and the Primorsky museum named after V.K. Arsenyev, devoted to the phenomenon of Russia as the biggest State. Also it is worth visiting a Rus-sian-Japanese photo exhibition, which will take place as part of the bilateral year of Rus-sia and Japan.

While the Forum is running, the Coastal Cap-ital will hold a festival of street art «Vladiv-ostok — the city of the future». Also it is impor-tant to note that creative groups from all over the Far East will perform on the city stages. Par-ticipants and guests of EEF-2018 will be able to see all the diversity of our region.

The presentation of the best investment projects of the Far East has already become a tradition of the Eastern Economic Forum (EEF). Annually, during the competitive selection by the Ministry for the Develop-ment of the Far East, the most significant and interesting initiatives of investors are determined. In making the selection, the following criteria will be considered: the stage of project implementation, its impor-tance for the development of the regional economy, the use of new technologies in the project and, accordingly, the creation of new high-tech jobs.

An important criterion was also the sup-port of investor actions by authorities of different levels – the availability of letters of recommendation. For the first time in the course of the selection, the construction of social infrastructure was taken into account during the implementation of the project – this is a new focus in the development of the Far East, and this year, the federal budget began allocating serious funds for the modernisation of social facilities in

"centres of growth" throughout the Far East-ern Federal District.

In 2018, according to the data of the Ministry for the Development of the Far East, 179 applications were made by the initiators of the projects. The largest num-ber of applications was made by the Repub-

lic of Sakha (Yakutia) – 52. The top three also included the Khabarovsk Territory (31 applications) and the Primorye Territory (30 applications). Most of the projects are related to the tourism industry, agriculture, transport and logistics.

In addition to the presentation of investment projects, a live presentation of the governor or the deputy governor from each region will be arranged on site, who will talk about the main vectors of development of its constituent entity, the steps towards investors and funding of key projects. At the same event, presentations of the best projects will take place – the winners of the "Far Eastern Hectare" ide-as and projects contest and the projects from EMBA FEFU graduates. Throughout the EEF, the presentation area will work on the 6th floor of Building A: from 10:00 to 17:00 on 11 September, from 10:00 to 14:00 on 12 September and from 10:00 to 12:00 on 13 September.

It should be noted that last year 148  projects were submitted to the Min-istry for the Development of the Far East. The greatest activity was then shown by investors from the Primorye Territory. As a result of the  competitive selection, 32 most significant projects for the Far East were identified.

MINING

Historically, the mining industry is a key seg-ment of the Far East economy. Mineral reserves are significant on a scale of entire Asia-Pacific Re-gion: 37% of fresh water, 32% of gold, 27% of gas and 17% of oil are centered here. On a scale of Russia, one third of the national reserves of gold and silver, one fourth of tungsten, 100% of boron reserves and over 90% of tin reserves are found in the Far East. All region's territorial entities have coal fields with various ranks of coal. And the world's largest diamond-bearing province with over 80% of all Russian reserves of this precious stone is located here as well.

Totally, over 4 thousand deposits are registered as a state asset of the Far East; over 800 of them are exploited by 25 kinds of mineral resources. A developed transport infrastructure comprised of operating gas pipe lines and those under con-struction, as well as oil pipe lines and two rail mainlines coming to the ports make the Far East recourses accessible to broad markets of Asia: China, Japan and Republic of Korea. Resources are mined in the region by not only Russia's largest

companies, but also by foreign companies from Canada, Great Britain, USA, China, India.

In 2017 alone, a number of large processing enterprises were commissioned in the Far East. The Kimkano-Sutarsky mining and refining fa-cility that processes iron ores of the Kimkan and Sutar deposits was brought into service in Jewish Autonomus Region. Currently, annual productive capacity of the mining and refining facility is 10 m tons of ore and 3.2 m tons of high-quality iron-ore concentrate containing 65% of iron.

During the Third Eastern Economic Forum, two gold-mining enterprises were commis-sioned: The CG Gold Tatyn Mine at the Drazh-noye gold ore deposit in Yakutia that got the state support for infrastructure construction, and the PJSC Polyus mining and smelting complex in the Magadan Region is the largest gold-pro-cessing plant in Russia and one of the largest ones in the world. The plant is expected to pro-cess annually over 10 m tons of ore and produce 13 m tons of gold (5% of all-Russian production volume).

In December 2017, construction of the Kol-mar Inaglinskaya-2 ore mining and process-ing plant began at the Yuzhnaya Yakutia Ad-vanced Special Economic Zone. Capacity of two production cycles is 12 m tons of coal per year. In April 2018, Kolmar already put into op-eration its first plant in the Yuzhnaya Yakutia Advanced Special Economic Zone – the Den-isovsky mining and refining facility with a ca-pacity of 6 m tons of coal per year. At the same time the company is building a coal terminal in Muchke bay in Khabarovsk Territory with a ca-pacity of 12 m tons.

Besides, for the first time in history the joint Russian and Indian gem cutting facility was established at the Far East as a result of meas-ures of state support and the Free Port state in Vladivostok. The diamond cutting factory was established by KGK Group, a Free Port resident. Monthly, the factory processes up to 9 thou-sand ct of raw diamonds bought from Rus-sia's largest diamond miner – Yakutia-based ALROSA.

a special stand of the Baimsky mining and refining facility – the largest mining project in the Chukotka Autonomus Area. Annually, it mines 220 thousand tons of copper and 12 tons of gold as a polymetallic concen-trate. The project will create over 3,500 jobs in the region and help increase the gross re-

gional product by RUB 45 bn (by 200%).

The Far East has got impressive compet-itive advantages for projects in oil and gas processing: the region accounts for 27% of the gas reserves and 17% of the oil reserves of the Asian-Pacific Region; the operating costs are low, there is access to sea ports, major markets of the APR are all nearby, first and foremost, China, which is increasing its import of hydrocarbons each year. Accord-ing to the strategy of expanding the energy industry in Russia, gas extraction in the Far East will grow almost by 2.5 times by 2035 and reach 80 bn cubic metres per year, oil extraction – by 70%, up to 118 m tons.

The oil reserves of the Far East exceed 1.3 bn tons. Several companies are work in

extracting them, including "Gazprom", the leader of the Russian market. The operat-ing oil pipeline "East Siberia–Pacific Ocean" with a capacity of 50 m tons/year and end-ing in the Kozmino Bay cab be expanded up to 80 m tons/year. According to "Transneft", a little over 38 m tons will be exported to China via ESPO in 2018. The main supplier of oil to China is "Rosneft" which signed three long-term agreements with China Na-tional Petroleum Corporation (CNPC).

"Rosneft" proposes building the Eastern Petrochemical Centre (EPCC) in the Far East to process oil, in partnership with the Chi-nese ChemChina. The first stage of the facil-ity located in Nakhodka (Primorye Territory)

implies up to 12 m tons of oil processed a year. The second stage will produce petro-chemicals from 3.4 m tons of raw materi-als a year. At first, the facility will produce petroleum, diesel fuel, kerosene and bun-ker fuel for export to the countries of the APR. As of now, "Rosneft" has got three pet-rochemical plants – in the Samara Region, East Siberia and the Republic of Bashkorto-stan. In 2017, they processed more than 2.3 m tons of raw materials and manufactured 2 m tons of produce.

"Gazprom" is concerned with process-ing gas reserves in the eastern parts of the country. The company has got licenses on 37 deposits of gas on licensed lots in

At the stand of the Ministry of Industry and Commerce of Russia, the visitors of the EEF will be able to learn about a number of projects related to the development of chemical industry in the Far East. The Ministry supports the construc-tion of the Amur gas-processing plant and the liquefied hy-drogen production centre in the Magadan Region.

PAVILION OF THE AMUR REGIONFind the LED wall titled «Gas Chemical Cluster» in the

exposition at the pavilion of the Amur Region. Gazprom’s project of the Amur gas-processing plant is one of the largest in the past decades in terms of investment volume. During peaks of construction, it will involve up to 15,000 people. An entire neighbourhood for 5,000 residents will be built in Svobodny specially for the needs of the project, including apartment complexes, a hospital, kindergarten, school, sports centre and a recreation centre.

MINISTRY FOR THE DEVELOPMENT OF THE RUSSIAN FAR EAST

At the stand of the Min-istry for the Development of the Russian Far East, the visitors of the forum can learn about investment opportunities in the oil and gas processing industry.

At the moment, 12 projects in this area use government support. Two advanced special economic zones were created specifically for the projects in oil and gas processing – Svo-bodny ASEZ (Amur Region) and Neftekhimichesky ASEZ (Pri-morye Territory).

The stand will also contain information about a com-prehensive approach to building social infrastructure in Svobodny, designed specially for the gas chemical projects implemented in the region. Experts of the Agency for Human Capital Development in the Russian Far East will talk about the process of finding professionals for the projects.

East Siberia and Far East, with a total vol-ume of more than 5.7 trillion cubic metres. In 2017, the largest operating deposits in Sakhalin provided 11.5 m tons of liquefied natural gas. "Gazprom" exported 3.3m tons of liquefied natural gas, of which 38% to Japan, 18% to China, 12% to Taiwan, 8% to the Republic of Korea. The existing pipe-lines are 1.8 thousand km long and make it possible to transport gas from deposits in Sakhalin only as far as the Khabarovsk Territory and the south of Primorye. The pipeline "Sila Sibiri" with a total length of 3 thousand km is currently under construc-tion. It will connect the Amur Region to the deposits in Yakutia and the Irkutsk Region and secure gas procurements across Amur. The tests of the first stage of the pipeline are scheduled for 2019.

The Amur Gas Processing Plant is con-structed in the Amur Region specially for the needs of "Sila Sibiri." It will have the largest capacity among gas processing plants in Russia and the second largest in the world. The designed capacity of the plant is 42 bn cubic metres a year. It will have six processing lines, two of them are set for commissioning in 2021. Once the facility is launched, it will export propane and butane (up to 1.5 m tons a year) and he-lium (up to 60 m cubic metres a year) to the countries of the APR.

In May 2018, at the Saint Petersburg Economic Forum, "SIBUR" holding signed a long-term agreement with "Gazprom" for the procurement of ethane fraction from the Amur gas-processing plant. The com-pany is planning to implement the project of the Amur gas chemical facility in the Amur Region, with a capacity of 1.5m tons of ethylene a year. to be further processed into polymer products. "ESN" group also an-nounced a project related to processing the raw materials of "Sila Sibiri." They propose building a methanol synthesis facility in Skovorodkino, Amur Region, with a capacity of 1 m tons a year. According to the plan, a part of its produce will also be exported to the APR.

Thus, the prospects of the oil and gas industry are closely connected to the con-struction of processing facilities in the Far East. This is caused by the rapidly expand-ing economies of countries in the Asian-Pa-cific Region and the growing market for oil and gas products. Three advanced special economic zones of the Far East (Svobodny, Priamurskaya, and Neftekhimichesky) offer preferential treatment for companies will-ing to invest in oil and gas processing.

The Far East of Russia is 43% of the total for-est area's land and about a quarter of the Rus-sian timber reserves. 45% of the reserves are in Yakutia, 25% in the Khabarovsk Territory, 10% in the Amur Region. Most of the exploitable for-ests of the Far East consist of coniferous spe-cies, primarily larch trees. Chins is the leading importer of raw timber from Russia: 53% of the total volume of Russian roundwood exports for 2017 went to the Chinese market. The demand for sawn timber and other products of timber processing is growing in the countries of the Asia-Pacific Region (APR), such as Japan, India and South Korea.

With that, the Far East has unique opportuni-ties to meet this demand, as it has the richest re-source base, the availability of logistic channels like the Baikal-Amur and Trans-Siberian railway lines, and access to the ports of the Sea of Japan. All this shows that the timber industry is one of the most promising ones in the Far East. Accord-

ing to the Ministry of Industry and Trade, the to-tal revenue of enterprises of the timber industry complex of the Far Eastern Federal District is es-timated at RUB 46 bn.

Investments in deep wood processing are ex-tremely important for the development of the timber industry complex. The construction of a pulp and paper plant is a key project in the Far East in the mid-term, which will be able to solve the problem of inefficiently used resources, in-volving low-grade timber and balances in pro-duction. The first enterprise like this with a ca-pacity of 700 thousand cubic metres should appear on the Komsomolsk (Amursk) advanced special economic zone (ASEZ). It is a site which preserved the external infrastructure of the Amur pulp and cardboard plant that closed in 1994. The China Chengtong Holdings Group will be the investor: a pulp and paper plant should be built at the first stage, and at the second one there should be a full cycle production, including

paper and cardboard production. The production of fuel pellets are also promising projects for the Far East: the volumes should grow from 70 thou-sand tons in 2016 to 1.4 million tons in 2030.

According to the plans of the Ministry of In-dustry and Trade, the largest enterprises of the Far Eastern Federal District for mechanical wood processing will be consolidated into a timber cluster, which will account for more than 40% of the logging site and 70% of the installed tim-ber processing capacities. The integration of the pulp and paper plant into the timber cluster will help to stabilise the balance of raw materials and maximise the added value per cubic metre of the forest fund. The pulp and paper plant will become one of the three largest timber industry companies in Russia after completing the inte-gration and the production output at planned capacity. By 2030, the total revenue of the timber industry enterprises in the Far Eastern Federal District will reach RUB 122 bn in 2016 prices.

The stand of the Ministry of Industry and Trade will tell EEF attendees about the largest investment projects in timber processing. They will present the OOO Asia Les project on the organisation of planed and profiled sawn timber production in the Khabarovsk Territory, which received state support. The company built a pellet plant with a capacity of 90 thousand tons per year and a log sorting line with a capacity of more than 1 million cubic metres per year, having invested more than RUB 7.5 bn in total.

Specialists of the Ministry of Industry and Trade will give detailed infor-mation about each investment project receiving state support measures, and the central screen will show videos on the investors’ projects.

MINISTRY FOR THE DEVELOPMENT OF THE RUSSIAN FAR EAST

The stand of the Ministry for Development of the Far East of Russia will tell EEF attendees about in-vestment opportunities in timber processing. Projects in the forest sector are central to the Amursk site (Komsomolsk ASEZ), where advanced wood process-ing projects are being implemented, including a com-plex for the production of soluble cellulose.

Altogether, 29 projects in the field of timber indus-try and processing are being implemented in the Far East and amount to RUB 59 bn.

Representatives of the stand will speak about the policy of export duties stimulating the processing of forests. In 2017, the government of the Russian Fed-eration decided to gradually increase export duties on roundwood for companies not engaged in pro-cessing from the current 25% to 80% by 2021. But not only the agrarians of the Amur Region and Primorye Territory are demon-strating success. In the last few years, large pig farms, dairy farms, and greenhouses have been actively built throughout the Far East. Investors who believe in the high potential of the Far Eastern agriculture, despite the fact that it is considered a high-risk industry, fully use the various options of state support, including preferences provided by the ad-vanced special economic zones  (ASEZs) and the Free Port of Vladivostok (FPV). Business negotiations within the framework of the 4th Eastern Economic Forum will play an impor-

tant role in attracting investors to the agroin-dustrial complex.

The Far East is attractive for investment due to its favourable agroclimatic conditions for growing soybeans, corn, wheat, rice, bar-ley and rapeseed. The low level of provision of the region with its own products (meat – 29%, milk – 27%, vegetables – 52%) opens the inter-nal market for producers, and the geographi-cal proximity to the largest food importers in the Asia-Pacific Region countries that annually import agricultural products worth hundreds of billions of dollars, ensures the possibility of further penetration into foreign markets.

As of today, there are already three ASEZs in the Far East with an agricultural speciali-sation: Mikhailovskiy in the Primorye Territory, Belogorsk in the Amur Region and Yuzhnaya in the Sakhalin Region. ASEZs managed to attract large groups of companies to the agroindus-trial complex: Rusagro and Mercy Agro from Russia, as well as TH True Milk from Vietnam. Enterprises are starting to work with deep pro-cessing of agricultural products (e.g. to pro-duce soybean extracts). A modest contribu-tion to the increase in agricultural production is also being made by the far Eastern Hectare programme, which makes it possible for all cit-

Industry Indicators:The results of 2017 show that the volume of agricultural production in the Far East had increased by 8.2%, which is twice more than the average growth in Russia. The most significant growth was in the Primorye Territory (annual growth was 13.8%; the volume of agricultural production amounted to 48.8 billion rubles) and the Amur Region (annual growth was 12.9%; the volume of production reached 62.2 billion rubles). The Sakhalin Region invites guests of the EEF to taste their own milk drinks served by a robot bartender. In addition, residents of Yuzhnaya ASEZ that produce a wide range of agricultural products will also offer to try their delicacies.

Tasting of the unique Far Eastern honey will be held in the pavilion of the Amur Re-gion. And the pavilion of the Kamchatka Territory will offer fermented and pressed willow-herb tea under the Skazochnaya Kam-chatka brand name, which is harvested by hand as part of the Far East Hectare project.

The agricultural sector will also be pre-sented in the exposition of the Kemerovo Re-gion which is a guest of the EEF. The natural wealth of the region is not limited to minerals because the agricultural potential is also very significant. Visitors to the pavilion are wel-comed to try farm products from Kemerovo.

Today, there are more than 8 million hec-tares of agricultural land in the Far East. Ex-perts believe that in the next five years, the agroindustrial potential of the Far East will allow domestic food production to meet the annual demand, and then to export products to the countries of the Asia-Pacific Region. Logistical costs of such supplies will be min-imal: delivery from Vladivostok to Shanghai (China) takes five days, and your cargo will be delivered to Busan (Republic of Korea) within three days.

However, for this purpose it is necessary to solve a number of problems, including the ex-pansion of export capabilities of ports in the Far East and the popularisation of Russian products in Asian markets. Today, trade and economic cooperation with Asia is limited to a small number of goods. A number of barriers, including sanitary prohibitions, quota restric-tions, lack of infrastructure and sales channels are impeding full realisation of the invest-ment, trade and economic potential of cooper-ation between the Russian Far East and coun-tries of the Asia-Pacific Region. Many Asian countries, especially China, currently prohibit the import of certain categories of food from Russia in order to support local producers. However, Russian products are very popular because it is organically produced without the use of chemicals, so it will inevita-bly conquer more and more new markets. The most im-portant issues for the agri-cultural sector will be dis-cussed in the framework of several sessions of the busi-ness agenda of the Eastern Eco-nomic Forum.

In 2017, Russian fishermen caught the largest volume of biological resources for the last twenty five years – almost 4.8 m tons. Of which 3.11 m tons out were caught in the Far Eastern basin. Traditionally, Kamchatka Ter-ritory holds the record in volumes of catch. In 2017, over 1.2 m tons of biological re-sources were caught there – this is over 25% of all-Russian caught and about 40% of the Far Eastern.

The Far Eastern seas still have the poten-tial: according to scientists, over recent years it is possible to catch 3-4.5 m tons of water bio-logical resources in the Far Eastern basin, and about 75% of them account for fish, 10-15% – for molluscs. The Far East produces over 2 m tons of fish products per year: one part of the catch is exported as raw materials; another part is processed. However, current numbers are far from the maximum limit, and the sector has a considerable potential for growth.

In 2018, Russian Government agreed on the principle of providing investors with the

"investment quotas" – approved shares of biological resources to be caught that are granted to enterprises which had announced investment projects aimed at construct-ing fish processing facilities at the shore or fishery vessels at Russian shipyards. For the first time in history, quotas will be fixed with a nominee not for 10 years but for 15 years. This will allow enterprises to plan long-term investments, which is to result in more effi-cient management of nature.

24 projects were permitted to take part in the auction for the Far East fish resources, with 10 of them foreseeing construction of new vessels, 14 – construction of new fish processing factories. According to the Rus-sian Federal Agency for Fishery, total invest-ment quotas for Alaska pollack and herring are over 414,000 tons, for bottom fish – 20,000 tons. Summarising the results of the Far East bid campaign, quotas were distrib-uted the following way: 162,000 tons on Alaska pollack and herring and 6,300 tons

on bottom fish – for vessel construction, 102,000 tons of Alaska pollack and herring and 4,900 tons of bottom fish – for construc-tion of on-shore facilities. Later on, quotas for construction of vessels for catching crab and construction of  low-displacement boats for catching Alaska pollack and herring will be distributed.

Aquaculture development will be dis-cussed as a separate matter at the Fourth Eastern Economic Forum. The statistics states that about 0.3% of total marine pro-duction in Russian Far East accounts for aq-uaculture products, while the worldwide average is 54%, and in China – global aqua-culture leader – it is over 70%. Only 63,000 ha out of about 2 m ha suitable for aquacul-ture of the Far East water area are actually used. New mechanisms of industry support and removal of administrative barrier should enable aquaculture development including the system of electronic distribution of areas for aquaculture.

kitchen of world-class masters.

Kamchatka Territory, a record-holder in catch in Russia, will center its entire exposi-tion around one of the most favourite Rus-sian fish products – red caviar. A fish egg is a symbol of a new life and a symbol of the new Kamchatka, as representatives of the region put it.

At the Primorye Territory pavilion, all visitors of the exposition can use their mo-bile phones to see what one of the vessels that is being constructed due to invest-ment quotas will look like.

The Sakhalin pavilion built as a bridge across the strait that so far separates the island and mainland will amaze visitors with its equipment for deep-water ultra-sound researches.

The riches of the Pacific Ocean can be ex-plored during the excursion to Aquarium at the Russky Island – the third large aquarium in the world.

Vladivostok is an acknowledged centre of sea food cuisine of the Far East. Always fresh sea food, many kinds of white and red fish, laminaria,

trepang, scallops, shrimps, crabs will be offered for the EEF guests at both Russky Island where forum’s main business programme will take place in the centre of Vladivostok. The question of transport has always been special for the Russian Far East. It is a vital indus-try in the area where the distances between towns and villages are huge, in comparison with the Cen-tral Russia. Its extended network of airports, motor and railway roads, river and sea routes present a competitive advantage and high transit poten-tial of the Far East for our neighbouring countries. The shortest routes connecting the West and the East run across this region. Constantly upgraded and accelerated, the Trans-Siberian Railway Net-work makes it possible to secure direct traffic flow from Europe to Asia and back. The modernisation of the Trans-Siberian Road and Baikal-Amur Main-line have a direct impact on the future of logistics in Northeast Asia.

The international transport corridors "Primo-rye-1" and "Primorye-2", new cross-border check-points in the Amur Region and the Jewish Au-tonomus Region will be launched in Russia in the near future. The Northern Sea Route is one of the most promising directions of development. It will

permit the transport goods between the conti-nents faster than the traditional route through the Suez Channel. There are plans to build a bridge to Sakhalin, which would provide access for cargo from the land to the island's ice-free ports. At the same moment, three major airports are undergo-ing reconstruction: in Khabarovsk, Yuzhno-Sakhal-insk and Petropavlovsk-Kamchatsky.

Statistics of cargo turnover of the Far East-ern ports and railway indicate a positive trend of growth in transport. The Far Eastern railway accounts for 36% of export cargo transported via the country's railroads; ten years ago, it was only 22%. The cargo turnover of the Far East-ern basin composes 26% of the total turnover in the ports of Russia; all the major ports show a growth of transshipment, thus meeting the de-mand of Russian exporters for expansion to the Asian markets.

Starting from 2016, all checkpoints subject to the law "On the Free Port of Vladivostok" switched to a 24/7 timetable; one-stop shops were intro-

duced on the border, as well as compulsory pre-liminary on-line declaration of goods, "green corri-dors" for trustworthy participants of international trade and the regime of a free customs zone for residents. These and other new additions provid-ing seamless transaction of cargo across the bor-der will give an impulse to the growth of the in-ternational transport corridors "Primorye-1" and "Primorye-2" and an increased amount of transit travel in the Far Eastern Federal District. The Chi-nese party alone estimates a potential doubling of the cargo turnover from the northeast and southeast provinces of China in the next years – up to 70 m tons. The Far East can account for a significant portion of this transit cargo turnover.

The Russian Far East is becoming one of the country's leaders in the growth of transport and infrastructure. The region can become a Russian polygon for introducing and using new techni-cal, organisational and economic approaches to investing in the transportation and infrastruc-ture sector.

MINISTRY FOR THE DEVELOPMENT OF THE RUSSIAN FAR EASTThe stand of the Ministry for Development of the Far

East of Russia will tell EEF attendees about investment opportunities in logistics. The list of FPV residents in-cludes major ports and stevedoring companies of the east of the country, declaring projects on modernisa-tion of the port infrastructure and construction of new transloading terminals. Representatives of the Ministry for Development of the Far East and the Far East Invest-

ment and Export Agency (FEIA) will talk about incentives and preferences for logistics investors and give detailed information about existing investment projects. There are 245 projects in transportation and logistics currently implemented in the Far east, with total investments es-timated at RUB 362 bn. The detail information concern-ing these projects will be presented in the area of the Far East Development Corporation.

RUSSIAN MINISTRY OF TRANSPORTAs part of the main exposition of the Ministry of Transport,

the guests of the EEF will see investment projects with demon-strated models of infrastructure objects, including a digital 3D model of the future airport terminal in Yuzhno-Sakhalinsk, new airports in Khabarovsk, Magadan and Yakutsk. Specialists of the Ministry will demonstrate the project of doubling the capacity of the hi-tech coal transshifting facility with simultaneous growth of the Nakhodka-Vostochnaya station (in cooperation with the private investor «Vostochny Port» JSC) and development of the cross-border checkpoint «Kraskino» (Primorye Territory).

At the EEF, the Sakhalin Region will present the symbol of the larg-est Russian transit project of the near future – the bridge connect-ing the mainland and Sakhalin. The symbolic bridge will connect the pavilion to the artificial island in the pond. On top of it, they will place a model of the «Sakhalin–Crimea» express train.

The Amur Region will use an interactive 3D model to demon-strate to the forum participants the process of constructing a bridge across Amur to China. The motor bridge «Blagoveshchensk–Heihe», currently under construction, is one of the key projects that will expand the possibilities for Russian export to China.

The Khabarovsk Territory will bring to the EEF the sup-ply ship «Ivan Sidorenko» built on the Amur ship-building plant (Komsomolsk-on-Amur). The vessel is designed to work with floating semi-submersible drill-ing rigs. It will be moored in the Ayaks Bay.

The sea port of Vladivostok is one of the largest transport hubs of the Far East. Thanks to the multiple viewing platforms of the city, you can observe the operation of both the port and the unique transit facilities of the capital, constructed special-ly for the APEC Summit 2012: the bridge across the Zolotoy Rog Bay and the bridge to the Russky Island. These two bridg-es, the landmarks of Vladivostok, are closed for pedestrians, and it is prohibited to stop on them in a car. However, you can mar-vel at these beautiful structures from afar and up close. There is a great view of the bridge to Russky Island opening from the embankment of the campus of the Far Eastern Federal Univer-sity – the venue of the Eastern Economic Forum. The bridge across the Zolotoy Rog Bay runs over ulitsa Svetlanskaya, the central street of Vladivostok. You can get a full view of it from the viewing platform and several restaurants on the beach.

Tourism is one of the most efficient and fast-growing industries in Russia. In 2018, our country welcomed more than 5 million tour-ists from other countries at the FIFA World Cup Championship. According to the Federal Tourism Agency, the international tourist flow in Russia has increased by 18% in the first 6 months of this year. Naturally, FIFA gave the biggest boost to the cities which organised matches. However, other cities and regions of Russia also experienced an increase in interest.

One of the key points of attraction for tourists from Asia is the Russian Far East. In the past five years, the number of tourists coming here has been growing steadily. In 2017, 5.6 million people visited the region. Investors are quickly responding to the larger flow of tourists. Expecting a growth of the hospitality industry, businesses are invest-ing in transport infrastructure and building new hotels and tourist attractions. The gov-

ernment is also supporting the construction of infrastructure, among other things, by pro-posing tax exemptions and administrative preferences. E-Visa is another unique meas-ure aimed at boosting tourism. It was intro-duced in Primorye in late August and will spread to 5 more regions of the Far East this year. The electronic visa facilitates the appli-cation process for the citizens of 18 countries who wish to visit the regions of the Far East without consular fees.

What makes the Far East attractive for tourists? First of all, people find themselves captivated by the nature which remains as pristine as it was centuries ago. The region has a number of objects from the UNESCO World Heritage Site list – the Lena Pillars, the volcanoes of Kamchatka, Sikhote-Alin and Wrangel Island. The system of specially pro-tected territories made it possible to preserve the natural treasures and provide convenient access to the principal sites of interest. Today,

the tourism industry of the Russian Far East offers outside activities to any taste: skiing, surfing, rafting, trekking, mountain climbing, hunting and fishing and much more. Expe-ditions and ethnocultural tourism are quite significant as well.

Large cities of the Far East draw in tour-ists with their history, architecture, cultural and educational events. Khabarovsk and Vladivostok have multiple popular museums, theatres, and city tours. The crown jewel of the region is the Primorskaya Stage of the Mariinsky Theatre, which regularly hosts per-formances with world-class stars of opera and ballet.

RUSSIAN MINISTRY OF TRANSPORT

The stand of the Russian Ministry of Transport will offer a detailed descrip-tion of the major infrastructure projects aimed at improving the accessibil-ity of the Far East in general and for tourists in particular. It also presents pro-jects of ‘Zaimka’ checkpoint near Khabarovsk, designed specially for tourists from China. With the help of 3D glasses, you will see a model of a new airport termi-nal in Yuzhno-Sakhalinsk, and from the videos you can learn more about the re-construction of the largest airports of the Russian Far East – Khabarovsk and Petropavlovsk-Kamchatsky.

All regions of the Far East will present their unique tourism op-portunities at the Street of the Russian Far East exposition, em-bankment of the Far Eastern Fed-eral University campus.  

The pavilion of the Primorye Territory will introduce the ‘beach house’ model, example of beach tourism, extremely popular in the region. The Khabarovsk Terri-tory offers to its guests a virtual tour through the cabin of Sukhoi

SuperJet-100, constructed at the factory in Komsomolsk-on-Amur, which carries tourists along multi-ple mid-range routes across Rus-sia. Go to the pavilion of the Amur Region to skate on the artificial ice rink and prepare for the real ice of the Amur river. The hospitality industry also encompasses several prior-ity development zones functioning in the region – the Kamchatka ASEZ and Gorny Vozdukh ASEZ. The Russian Far East has experienced a deficit in many respects since the start of its development: because of its remoteness from the central part of the country, it has of-ten lacked qualified specialists, many types of goods, services that were familiar to peo-ple living in the West of Russia, and, finally, bright events. However, the population of the Far East (only 6.1 million people as of 1 Jan-uary 2018) which was small compared to the adjoining regions of Asia, also always wanted to live no worse than in other parts of Russia.

In September 2017, Russian President Vladimir Putin formulated the task for the Far East in the coming years: the standard of living here "should not only reach the aver-age Russian one, but also to have prospects of exceeding this level as soon as possible." "Our main task is to increase the attrac-tiveness of the Far East. This means decent housing, quality health care, transport acces-sibility, modern schools, kindergartens, and nurseries. In short, this means creating con-ditions for as many hardworking, talented and educated people as possible to come here." The strategic goal of the demographic policy of the Far East through 2025 is to sta-bilise the population of the Far East at 6.2 million by 2020 and increase it to 6.5 million by 2025.

As the sociological survey conducted by the All-Russian Public Opinion Research Center in 2017 showed, the main factors shaping the negative migratory mood of the residents of the Far East are low living stand-ards (31%), low incomes (29%), insufficient opportunities for children's education (21%),

lack of opportunities to purchase housing (14%), insufficient places for recreation and entertainment (12%).

One of the ways to solve the objective was to allocate budgets of all levels for the development of the social infrastructure of the "centers of economic growth in the Far East", which are "growth areas", where in-vestments have already arrived. A number of acute problems has accumulated in different social areas in each of the constituent enti-ties, and the regions have lacked the means to solve them. The regions determined which residential areas are "growth areas": 41 towns were included in the list. At the same time, two cities had an exceptional position: they have already been implementing com-plex development plans for several years. One of the cities is Komsomolsk-on-Amur

(Khabarovsk Territory): a city of aircraft and ship builders, which is the "city of presiden-tial attention", and the Svobodny city (Amur Region), located near the newly launched Vostochny cosmodrome.

In total, 197 events will be financed in the Far East worth a total of RUB 55.8 bn. This money will be used to build 32 schools and kindergartens, 21 medical institutions, 7 cul-tural centres, 26 sports facilities along with other necessary facilities like the Kamchatka Regional Hospital, a children's polyclinic in Bolshoy Kamen, the central district hospi-tal in Nikolaevsk-on-Amur, the children's re-gional hospital in Birobidzhan, the regional centre for the development of sports in Kom-somolsk-on-Amur, a sports and recreation centre with a swimming pool in Magadan and other facilities.

The Chukotka pavilion will present a dance of ice and winds this year which is a performance of artists with a 50-metre long presentation of glowing «northern lights». Yaku-

tia will hold a cryo show and an

international tournament in their na-tional sport,

mas-wres-tling.

The rules of mas-wrestling are simple: to win, an athlete needs to snatch a stick from the hands of an opponent or drag him over a supporting board, on which both parties brace their feet. The fight lasts until one of the wrestlers wins in two rounds.

At the fourth EEF there will be an area for watching movies in the fresh air, sports grounds for passing the standards of TRP and morning gymnastics. In addition, there will be an international tournament for businessmen in the game of Go.

PAVILIONS OF THE FAR EASTERN REGIONS

HUMAN CAPITAL

World-class cultural institu-tions work in Vladivostok: the Primorsky stage of the State Mariinsky Theatre and the Primorsky branch of the Acad-emy of Russian Ballet named after A.Ya. Vaganova. Visiting them is a necessary part of the programme for those who want to get acquainted with the cultural potential of the Far East. The Primorsky Stage of Mari-insky Theater, built before the APEC-2012 summit, is one of the most modern theatres of Russia and the Asia-Pacific Region. Picturesquely located on the hills overlooking the Sea of Japan, the origi-nal theater building with a glass panoramic facade has become one of the brightest tourist attractions of Primo-rye. A rich repertoire, excel-lent acoustic properties of the halls and high profession-alism of the performers made the Primorsky scene one of the most actively growing theatres in Russia and the APR countries. The theater has three stages: the Great Hall, the Small Hall and the Summer Stage, designed for public concerts and open-air performances.

CULTURAL PROGRAMME

MINISTRY OF HEALTH OF THE RUSSIAN FEDERATION 

At the stand of the Ministry of Health of Russia, EEF attendees can get acquainted with the dynamics of healthcare development in general and in the Far East in particular. The Far East is showing a posi-tive trend in terms of demographic indicators (for example, a decrease in the death rate by 3.2%, infant mortality by 12.3%, tuberculosis by 14.5%). Visitors to the stand will see exhibits of leading medical com-panies: samples of drugs, equipment, VR-excursions to laboratories. The stand will start a vaccination campaign against influenza, and it will be possible to do an express test for HIV.

AGENCY FOR HUMAN CAPITAL DEVELOPMENT IN THE RUSSIAN FAR EAST

At the AHCD (Agency for Human Capital Develop-ment in the Russian Far East; Russian) stand EEF at-tendees can see some infographics on solutions aimed at improving the demographic situation in the Far East, migration, the map of Old Believers settlements in the Far East and the potential for their migration to Russia.

A separate exhibition area presents the «Far Eastern Hectare» programme. Here you can see the success stories of landowners, get acquainted with the typical business plans for the development of land and play an interactive video game.

MINISTRY FOR THE DEVELOPMENT OF THE RUSSIAN FAR EAST

An interactive map of the construction of social facilities in the centers of economic growth in the Far East will be presented on a separate interactive screen at the stand of the Ministry for Development in the Russian Far East. Specialists will talk about the progress of the facilities’ construction and their purpose. In general, during the period 2018-2020 197 events with a total funding of RUB 55.8 bn will be implemented. This in-cludes the construction of 32 schools and kindergartens, 21 hospitals, 7 cultural centers, 26 sports facilities, as well as arrangements for capital repairs of social facilities, the purchase of medical equipment.

The Russian Far East is surrounded by the most capital-intensive and high-tech markets in the world. If the American stock market, which is unquestionably the largest in the world, ac-counts for a capitalisation of about USD 31 tril-lion, then the second most important ones are the Asian markets. USD 6 trillion is traded on the stock exchanges of China and Japan. The world top-10 exchanges include the Tokyo, Shanghai, Hong Kong and Shenzhen Stock Exchanges. The Bombay Stock Exchange and the National Stock Exchange of India round up the top ten of the world's largest trading floors.

Today, the financial market of the Far East is significantly inferior to the development of both Russian markets and those in APR countries. Despite a number of unique Far Eastern prod-ucts, for example, lending at 5% p.a., offered by the Far Eastern Development Fund, the average cost of borrowing for investors is 12.5%, while in Japan it is 1%, in the Republic of Korea – 3.4% , China – 4.4%. At the same time, more than 1,300 investment projects are already being imple-mented in the Far East, which require affordable financing on competitive terms in the APR scale.

The free port of Vladivostok can become a fi-nancial centre for the development of the whole of Russia. In August 2018, a law was signed to create a "special administrative district" on the Russian Island, an analogue of an offshore zone, where, the trade in crypto-currencies will pos-sibly also unfold. The programme should start working this autumn.

Another important issue, besides providing investors with financing, is the development of

high technologies. The United States and Japan are the world leaders in high-tech products, and China and India are steadily increasing the share of knowledge-intensive industries. According to Rosstat, following the results of 2017, the share of high-tech and science-intensive industries in the gross product of Russia amounted to 21.7%. In the Far East, it is still less than 15%, although there are a number of large companies and cor-porations that actively implement innovations and purposefully increase the share of high-tech products in the total output.

The creation of the "Russian" technopark is expected to change the situation on Russky

island, the venue of the Eastern Economic Fo-rum. The co-founders of the technopark are the Skolkovo Foundation and the Far Eastern Fed-eral University. The Far East Fund for the Sup-port of High Technologies was established by the Far Eastern Development Fund together with the Russian Venture Company and ROS-NANO. These tools will make it possible to in-crease the share of Russia's high-tech products in the Far East. The ceremonial opening of the "Russian" Technopark took place in the frame-work of the third Eastern Economic Forum. Dur-ing this time, more than 30 companies from six regions of the Far East became its residents.

AMUR REGION

■ The region’s investment map presents projects and available venues in the priority development area, and the online calculator for tax relief and preferences evaluates the profitability of doing business in the Amur Region.

■ The Amur Gas and Chemical Cluster is a LED display showing the entire production chain in the Svobodny Ad-vanced Special Economic Zone.

■ The interactive digital model of an automobile bridge leading into China illustrates the oppor-tunities for launching logistics and processing projects.

■ The Amurcoin presentation intro-duces visitors to the emission and prospective applications of crypto-currencies based on the Russia-made Blockchain platform.

■ ‘Ice of the Amur River’ is an interactive zone open to everyone where you can rent ice skates and play hockey.

JEWISH AUTONOMOUS REGION

■ The design of the Jewish Autonomous Region’s exhibition stand features Aleph, the first letter of the Jewish al-phabet that symbolises independence, wealth and sustainable development. These qualities of the region are re-flected in its official presentation focus-ing on the Jewish Autonomous Region’s economy and cultural specificities.

■ The investment zone presents pro-jects developed by the enterprises that are part of the Amuro-Khingan-skaya Advanced Special Economic Zone, mining companies and interna-tional cooperation projects. One of them is the cross-border Nizhnelenin-skoye-Tongjiang bridge, which drives the development of the region’s trans-portation and logistics industry.

■ The Laboratory of Ice of the Sholom Aleichem Amur State University dis-plays ice-breaking technologies that are of special importance for the de-velopment of the Northern Sea Route.

■ Recipients of the one-hectare plot of land share their experiences in land exploitation. Since the start of the Far East One-Hectare Project, a conifer-ous forest nursery, a bee-garden, bak-ery and taiga product manufacturing have been established in the Jewish Autonomous Region.

■ Visitors can plunge into the mineral water brought to the exhibition from a thermal spring at the Kuldur Spa Resort. Primary nature and the unique mineral water are good for heath, so don’t miss the opportunity to enjoy them!

KAMCHATKA TERRITORY

■ Red caviar is a symbol of the Kam-chatka Territory. Even the pavilion’s design resembles a fish egg.

■ The ‘Tourist’ Pavilion lets you choose your per-sonal itinerary through Kamchatka using a touch panel based on real tourists’ impressions about this region.

■ The ‘Comfort’ Zone features a com-bined fireplace and information desk providing visitors with information about the Kamchakta Territory’s ho-tels and guesthouses.

■ Every visitor can participate in a the-matic flash mob, create their own virtual postcard and email it to them-selves or to a friend.

■ A LED model recreating a volcanic eruption is in-stalled in the pavilion’s central part. All guests are in for a spectacular show.

MAGADAN REGION

■ The Magadan Region is Russia’s ‘golden heart’: over 3,000 tons of gold have been extracted here over the past 85 years. The Magadan Re-gion’s exhibition stand will give you little-known and exciting facts about gold mining.

■ The pavilion also features the repli-cas of unique nuggets found in the depths of the Magadan Region such as the 16.827-kilogram ‘Gold Giant’ and the ‘Mephistopheles’, whose pro-file resembles that of the devil from Goethe’s Faust.

■ The augmented reality interactive map focuses on the investment po-tential of the entire Magadan Region.

■ Virtual reality makes it nice and easy for you to go to a bird colony on the rocks or to seals on the seashore – all you have to do is point the camera of your mobile device at the pavilion’s walls and ceiling.

■ You can explore the unique under-water world of the Sea of Okhotsk on board an interactive training bath-yscaphe. The Magadan Region’s Pa-vilion warmly welcomes all visitors to the exhibition to embark on this exciting virtual tour.

PRIMORSKY TERRITORY

■ This year Primorsky Territory cele-brates its 80th anniversary, and so its exhibition displays the very best this territory has to offer.

■ The Territory’s central ‘Sikhote-Alin’ pavilion presents the local com-panies’ developments, major public facilities and main economic sectors.

■ The ‘Sea’ area highlights state-of-the-art shipbuilding developments and technologies, aquaculture and fishery achievements in the Primorsky Territory.

■ The pavilion features a floor map of the Primorsky Territory with markings showing the region’s key facilities. To learn interesting facts about the region, just download the app to your mobile device.

■ Make sure to try the or-ganic seafood from the Primorsky Territory, and join a virtual cruise on board a modern motor boat.

SAKHALIN REGION

■ A railway bridge open to high-speed cargo and passenger trains is ex-pected to connect Sakhalin and main-land Russia by 2030. A model of the high-speed Sakhalin-Moscow train invites visitors to fancy this bright fu-turistic project.

■ Enterprises from the Yuzhnaya Advanced Special Economic Zone offer a wide range of agricultural products. They invite visitors to try marvellous culinary delicacies from Sakhalin.

■ The Gorny Vozdukh Ski Resort presents Children of Asia, Russia’s first in-ternational winter sports championship, to take place next February in Yuzhno-Sakhalinsk.

■ The Journey to Sakhalin and the Kuril Islands is an interactive game dis-playing this island region’s unique tourist destinations.

■ And here’s some more futurism at the stand: the robot barman treats every-one to milk beverages produced in Sakhalin.

SAKHA REPUBLIC (YAKUTIA)

■ Yakutia’s leading companies exhibit a stunning collection of giant dia-monds. Visitors to the exhibition can try their hand at making jewellery and cutting a diamond.

■ Bone-carvers reveal their fossil ivory carving secrets. Every visitor is of-fered the opportunity to make, helped by a professional craftsman, a souve-nir to take home.

■ The ‘Reign of Permafrost’ is an exhibi-tion introducing visitors to Yakutia’s unique climate. Come and go down a slide made from real ice!

■ In the ‘Footsteps of a Mammoth’ is an exciting game that teaches players about ancient mammoths. You can not only take pictures, but also pet them. Don’t miss this rare opportunity!

■ A virtual stroll around 18th-century Yakutsk shows how the city grew on top of the permafrost.

KHABAROVSK TERRITORY

■ The pavilion of the Khabarovsk Territory is displayed in the form of an airplane heading for take off. The Komsomolsk-on-Amur Aircraft Plant in the city of Komsomolsk-on-Amur produces the most modern domestic aircrafts.

■ A stylised viewing platform with seating places as well as a stage for performing artists are organised for the visitors to the exhibition.

■ The interactive installation with ‘A Window to the Khabarovsk Territory’ touch areas allows you to visit the Shantar Islands and Medvezhye Lake (Bear Lake) in real time.

■ Anyone can make a memorable souvenir in the ‘Workplace of the Aircraft Builder’ area in the pavilion.

■ In the pavilion, you can also admire the laser light show in the evening and at night.

CHUKOTKA AUTONOMOUS AREA

■ There is a cube symbolising an ice cover in the centre of the exposition. The interior space of the cube is a large 270-degree projection room, where anyone can travel through the amazing and mysterious Chukotka.

■ At the intersection of the Arctic Circle and the 180th meridian, there is the ‘Sun Symbol’. Visitors can view this symbol in detail at the stand of the pavilion.

■ The exposition will broadcast a concert of the famous cellists Boris Andrianov and Anna Koshkina.

■ The Chukotka exhibition complex is covered with ‘Dance of the Wind’, a kinetic installation of thousands of pieces of foil. Its swaying in the wind creates a sensation of clouds.

■ The largest mining complex of Chukotka, the Baimsky Mining and Processing Plant, presents its capabilities. The project’s implementation will create new jobs in the region and increase the gross regional product.
