Minimum Technical Requirements (MTR)
1. Introduction
1.1 General
ThisMinimum Technical Requirementsdocument describes the technical
requirements that shall be adopted, as a minimum in the design and execution of thework.
ThisMinimum TechnicalRequirementsshall be valid for the following:
i. The projects wherever the work is under Addendum No. (1) including thedesign development and the construction of work.
ii. Any design work required for buildings, elements, site or system under theContract.
iii. The adaptation work and any modification required for the completion and /or preparation of all construction documents.
1.2 Project scope
- The project scope includes the preparation of all construction documents for allrequired disciplines according to the proposed design, executing, completing andtesting the required buildings, including parking and pavement outside the building,
in addition, all the building utilities connections up to the existing networks or utilityplants (including water supply, sewage, fire networks, electric networks, etc) aredeemed included in the project scope of work, contractor to perform necessarysurveys and studies to allow for the design and execution of the networks connectionsas would be deemed necessary.
- Contractor need to submit all shop drawings and details showing all the final
requirements of all disciplines for the engineers approval.
- The proposed furniture selection shown on the design drawings for all spaces isconsidered preliminary selection, contractor shall submit the following:
Contractor shall prepare, develop and submit full design detailing and final
furniture layout of all functions in the building in a comprehensive schemefor the owners approval.
Complete and comprehensive list of furniture and equipments covering allbuilding areas showing all required details, dimensions and specifications.
- Contractor need to submit a complete acoustic study covering all project spacesshowing all requirements and treatments for the engineers approval.

1.2.1 Architectural scope of work
The Architectural scope shall account for the following:
- Materials and finishes for interior, exterior and Furniture.
- Efficient design to optimize space usage.
- Design as per architectural codes and standards.
- Potential for future expansion.
1.2.2 Structural scope of work
The Structural system shall account for the following:
- Safety of the building users and systems.
- Durability of the structural elements, reducing thus the need for futuremaintenance.
- Rationalization of structural of structural design.
- Aesthetical Values with special attention to adopt structural concepts in
harmony with the architectural requirements.
1.2.3 Mechanical scope of work
The Structural system shall account for the following:
- Safety and reliability of mechanical system.
- System durability for optimum life cycle.
- System efficiency for optimal power and save material consumption.
- Compatibility with architectural, layout/Interior Design, as appropriate.
1.2.4 Electrical scope of work
The Structural system shall account for the following:
- Safety reliability of optimum power consumption.
- Flexibility for future Expansion, where appropriate.
- Compatibility with architectural layout/Interior Design, as appropriate.

This section covers the;

Geometric Design of Roads & Parking Layout
The Design criteria followed for the design of roads is based on
Highway Design manual Second Edition by Ministry of
Transportation Saudi Arabia and A Policy on Geometric Design
of Highways and Streets latest edition " by AASHTO.
Pavement Design
The structural design of the pavement will be accordance to withAASTHO (American Association of State Highway and
Transportation officials) and Highway Design Manual by Ministry
of Transportaion, Saudi Arabia.
Traffic Control Devices
Pavement marking and signage should be according to Manual on
Uniform Traffic Control Devices for Streets and Highway byMinistry of Transportation, kingdom of Saudi Arabia".
Landscaping
The used planters are to be chosen based on their suitability to the
climate of each site and to be as drought tolerant as possible, in
order to minimize the maintenance and reduce water consumption.

3. ARCHITECTURE
3.1 Codes and Standards
- The architectural systems shall be designed in accordance with Saudi Arabian
Standard Organization (SASO) Codes and standards; however the items which arenot covered in Saudi codes shall be designed in accordance with the requirements ofthe following codes:- International Code Council (ICC) Publications.- IBC 2009 Code and all the related Referenced Standards indicated in Chapter
35 of the IBC 2009.- US Green Building Council. IF Required
- The Code of Federal Regulations (CFR-USA)- American Disability Association (ADA).- American National Standards ICC/ANSI A11.71-2003.- GCC codes for Educational occupancy- National Fire Protection Association code (NFPA).
- The American Society of Testing and Materials (ASTM).- American Correctional Association requirements (ACA).- British Standards (BS).- American Association of State Highway and Transportation (AASHTO).
3.2 Function requirements
- The criteria mentioned in the MTR, Specifications and shown on drawings are to befollowed during the design detailing developed by the contractor.
- The design detailing of all drawings is to be developed by the Contractor for theEngineers review and approval. The developed design detailing shall be in full
compliance with the architectural concept design drawings and specified technicalrequirements.
- The architecture layouts showing space areas, distribution and function relations,tables of areas, number of floors shown on drawings are considered as fixed criteriaand to be used as the base for the design detailing developed by the contractor,however, the contractor required to make the detailed coordination to all building
services with other trades based on the engineering MTR provided in the tenderdocuments, any changes would be required on the layouts or basic criteria to be
approved by the owner prior to modifications.
3.3 Internal Finishes
- The integration and compatibility between the finishing material, design andmaintenance requirements shall be the most important factor in selecting thematerials. The finish schedules shown on drawings are to be used as the bases forfinal selection of finish materials together with the materials provisions indicated inchapter 8 of the IBC-2009 and the NFPA.
3.4 External Finishes
- The exterior finish material shall be as per the provision of the exterior finish
materials indicated in chapter 14 of the IBC-2009 and the NFPA.

3.5 Fire & Life safety
- The contractor shall submit a complete and comprehensive fire and life safety study
using the below as the guidelines and covering the following as a minimum:
General Description:- Title: Use and occupancy classification.- Number of stories based on the Building Area and Height classification.
Regulations:- Saudi Building Code (SBC).- ICC publications 2009- NFPA 101-2009
- Architectural Graphic standards (AIA)
1. Technical requirements:
1.1 Classification:- Building Use Group (Occupancy).
1.2 Construction fire resistance: (As per Code Minimum Provisions)- The minimum construction type required is Type II as per chapter 6 of the IBC 2009
code.- Load bearing elements required to be 2H fire resistant.- Floor construction required to be 2H fire resistant.
1.3 Compartmentation (subdivision of building spaces): (As per Code Minimum Provisions)- Staircase protection: Walls 1H & Doors 1H for < 4 stories 2H &
Doors 1.5H for L 4 stories
- Vertical shafts protection: Walls 1H & Doors 1H for < 4 stories 2H &Doors 1.5H for L 4 stories
- Elevator shafts: Walls 1H- Doors 1H- (Staircase, vertical shafts and elevators continuing to basement levels:- Walls 2H- Doors 1 1/2H- Exit access corridor walls protection: Walls 1H- Doors 3/4H
- Fire compartment (2000m2): Walls 1H- Doors 3/4H- Classrooms: Walls 1H- Doors 3/4H
- Corridor sub-division doors: Doors: 3/4H- Fire resistant doors shall be self closing.
1.4 Hazardous areas: (As per Code Minimum Provisions)- Moderate hazard containing premises separation: Walls 1H- Doors 3/4H.- Concerned premises:- Mechanical rooms, Electrical room, Archives room, Storage room,- High hazard containing premises separation: Walls 2H- Doors 1 1/2H- Concerned premises: Pump room,
1.5 Conduits and shafts: (As per Code Minimum Provisions)- Conduits & pipes crossing fire resistant barriers shall be designed not to impair the
fire resistance of the barriers.- Ducts and air-transfer openings penetrating walls or partitions having a fire resistance
rating of 2H and vertical shaft walls having a fire resistance of 1H shall be equipped
with fire dampers.

1.8 Discharge from exit: (As per Code Minimum Provisions)- Fifty percent of both the number and capacity of exits is discharging directly outside
the building or through a protected exit passageway separated from the remainder ofthe building with fire barriers of 1H fire resistance rating.
1.9 Interior Finish: (As per Code Minimum Provisions)- Interior wall and ceiling finish will respect the following classification:
Class A for exits and class B for exit access corridors. .
Class A, class B or class C for all other areas.
- Interior floor finish shall be Class I or Class II in exit enclosures.
1.10 Illumination and Emergency Lighting: (As per Code Minimum Provisions)- The illumination of the means of egress will be provided
- Exits and circulations of the buildings will be equipped with an emergency lightingsystem.
- The marking of the means of egress will be provided.
1.11 Smoke Control: (As per Code Minimum Provisions)- Communicating spaces will be provided with a smoke evacuation system.
1.12 Fire alarm system: (As per Code Minimum Provisions)- The building will be equipped with an automatic fire alarm and detection system.
- Initiation shall be by manual means and/or by the automatic fire detection system.- Notification shall be by a general alarm throughout the building.
1.13 Fire Fighting means: (As per Code Minimum Provisions)- The building will be protected throughout by:
- Automatic extinguishing system (sprinkler)- Wet risers (in every staircase)- Hose reel system
- Portable fire extinguishers.
