DAVAO City––Four government soldiers were wounded in a clash with communist rebels in Agusan del Sur prov-ince in the southern Philippines, officials said Tuesday.

Officials said the soldiers were sent to the village of Salvacion in Trento town after residents tipped off the military about the presence of New People’s Army rebels in the area.

Troops clashed with rebels after they ran into a group of some 30 gunmen in the village and the fighting lasted about an hour, according to Lt. Col. Lyndon Paniza, a spokesman for the 10th Infantry Division.

He said soldiers also recovered landmines and gre-nade left behind by rebels. “Troops recovered three landmines, one hand grenade and several personal belongings,” Paniza said.

Some 50 families have fled their homes in the town for fear the fighting between security and rebel forces would escalate. The villagers are now temporarily stay-ing in Pulang Lupa village.

Fortun, who was at the fire scene, said an investi-gation on reports of non-compliance with fire or emergency exit requirement by business establishments was in order.

As presiding officer of the city council, Fortun said the tolls in the fire in terms of lives and property losses deserved to be looked into by the local legislative body.

China relies heavily on imported oil to fuel its economy. But it has been more aggressive in recent months in staking its ter-ritorial claims in the South China Sea, which is thought to have huge oil and gas reserves.

The deep-sea drilling area does not appear to be in a disputed part of the South China Sea. But just to the southeast, China has been locked in a month-long standoff with the Philippines over an uninhabited group of islands.

The assemblymen repre-sent the various congressio-nal districts of the ARMM and sectoral groups that include women, indigenous cultural communities and agriculture.

The ARMM has a uni-cameral RLA headed by a Speaker. It is composed of three members for every congressional district.

Cotelco general manager Godofredo Homez said the province is now enjoying 28MW to 30MW of power daily, thus, some of the sub-stations of the co-op will experience at least one to two hours of rotating blackouts.

The co-op has at least five sub-stations in the prov-ince’s 17 towns and one city that service at least 98,000 electric consumers.

Homez is hopeful the power situation in North Cotabato will improve once the Pulangi-4 hydroelectric power plant in Maramag, Bukidnon starts its opera-tions anytime this week.

The Pulangi-4, since April 19, underwent pre-ventive maintenance.

“If the power plant starts its operations this week, at least 180 megawatts of power would be added to the Mindanao grid, thus, de-creasing the region’s power deficiency from 400MW to 220MW. This would mean

tariff, citizenship, natu-ralization, immigration and deportation, general auditing, national elec-tions, maritime, land and air transportation, com-munications, patents, trade-marks, trade names and copyrights, foreign trade, and may legislate on matters covered by the Shari’ah , the law governing Muslims.

The RLA members will serve as the transition team in ARMM until the May 2013 elections.

None of those 6 women were recognized for their amazing work and achieve-ment.

Not until today, have his-torians showed this injustice and given these women the credit they earned.

Sadly, throughout his-tory women and mothers have often not been given the honor and recognition

leader and conqueror, Na-polean, said: “The future of a child is usually the work of the mother.” And history proves it! In fact, many of the greatest men and leaders of the world have proudly admitted that they became strong men because of their mothers’ teaching and ex-ample. They were proud to be “mama’s boys!”

Some of these great men were American Presidents, including George Wash-ington, Abraham Lincoln, Teddy Roosevelt, Franklin Delano Roosevelt, Dwight D. Eisenhower, John F. Ken-nedy, Jimmy Carter, and we could go on and on.

George Washington, the first President of the United States said: “All that I am I owe to my mother…I credit all of my success in life to

the moral and intellectual training I received from her.”

It’s clear throughout history that women and mothers are some of the most important, powerful people in the world. Proving true the saying: “The hand that rocks the cradle is the hand that rules the world.”

Jesus Christ Himself clearly showed that women are just as important to God as men.So won’t you ask your Maker to help you see and value yourself the same way He does?

Then, whether you’re a woman or a man, ask Jesus to forgive and help you change so you will start showing honor and respect to your mother, or wife, by the way you treat her.

Journalists need laws to protect them, not lip service

Normin’s underemployment highest in Mindanao

TWO days ago, a broadcast jour-nalist was gunned down in Mati, Davao del Sur. Nestor Libaton, 40, radio reporter of the Catholic-run DxHM-AM (Ang Radyo Totoo), was on his way to the city proper on board his motorcycle when waylaid by two suspects riding in tandem in a separate motorbike. Libaton suc-cumbed to seven gunshot wounds and died on the spot.

The killing of Libaton took place a day after Malacañang Palace issued statement that the government is doing everything to secure members of the press. The assurance was made as President Aquino condemned the killing of Rommel Palma, 31, a reporter of Bombo Radyo in Koronadal City on April 30.

On April 24, 2012, Michael Calanasan, a reporter in Laguna was also shot dead. The killings took place days before and as journalists around the world commemorate ‘World Press Freedom Day’ on May 3.

Former President Gloria Macapagal Arroyo left 78 journalists, mostly broadcast, killed at the end of her term. Arroyo’s administration tallied the highest number of journalists killed when 32 broadcast and print jour-nalists were slaughtered in the Maguindanao carnage in 2009. Notwithstanding, at the rate of three or four journalists killed every month, the Aquino administration

will tally the highest journalist killed in the scoreboard three and half years from now. Aquino might leave 100 or more journalists killed when his term ends in 2016 sans massacre.

Indeed, the Philippines is the most dangerous place for a working journalist anywhere in the world – even more dangerous in countries where armed conflict is going on. To exacerbate the situation, an ordinary Fili-pino journalist works on a dangerous ground without protection from the government.

It is always the usual pronouncement of the govern-ment that protection and security of working journalists are on top of their agenda. However, that pronouncement turns out nothing but one among the many ‘lip services’ the government is adept with.

The truth is the government has not passed legisla-tions to protect working journalist against publisher discrimination and security of tenure. Not almost all journalists (broadcast and print) in the countryside enjoy the minimum wage law. These journalists have no health and retirement insurance, too. Some may enjoy minimum wage and insurance coverage but they do not enjoy wage hike as much other private companies do. Countryside journalists lived in squalid poverty. They are only rich in courage and armed with indomitable spirits that expose graft and corruption in local government units. They are always vulnerable to the excesses of those in

WHEN statistics start to speak and tell you that the January 2012 Labor Force Survey (LFS) results of the country registered an employment rate of 92.8 percent, which is not sig-nificantly different from the estimate reported in January 2011, which was 92.6 percent, what will be your outright reaction?

In the same vein, when statistics will unfold before your eyes and show you another findings obtained from the survey that of the total employed persons in the Philippines in January 2012, 62.1 percent were working full time while 36.7 percent were part-time workers, what will be your immediate response?

Such rhetorical questions might lead one to think critically and to start unty-

ing the entangled thread that complicates the issue on underemployment as one brings to the fore these questions - “Who are the underemployed?” “How does underemployment dif-fer from unemployment?

While unemployment has been a common topic of discussion, underem-ployment and its effects have not been given much attention, even though the number of underemployed workers has also increased.

It has been said that

“unemployment and under-employment are considered as the two difficult socio-economic problems that can cause undesirable effects on the person’s economic and social status.

The easiest way to present the concept that illustrates the meaning of unemployment is when one is in a jobless condi-tion. On the other hand, underemployment refers to a condition wherein an employed individual’s work is insufficient to fulfill his

needs. Moreover, employed persons who express the de-sire to have additional hours of work in their present job, or to have additional job, or to have a new job with longer working hours are considered underemployed.

According to NSO Ad-ministrator Carmelita N. Ericta, “the number of un-deremployed persons in the country in January 2012 was estimated at 7.0 million placing the underemploy-ment rate at 18.8 percent. The underemployment rate in January 2011 was estimated at 19.4 percent. Fifty-nine percent of the to-tal underemployed persons were visibly underemployed or working for less than 40 hours during the reference week. Those working for 40 hours or more accounted

CAGAYAN de Oro City - Since their transfer to Xavier Ecoville, survivors of tropical storm Sendong have been suffering from very limited supply of water for vegetable gardening purposes.

In response, the Water, Hygiene and Sanitation (WaSH) cluster of Xavier Ecoville tapped the Ateneo Innovation Center (AIC) in installing a facility that would make wastewater re-usable for irrigation and other uses.

Considered to be the first of its kind in Cagayan de Oro City, the Localized Constructed Wetland Grey-water Treatment facility uses umbrella plants, like papyrus, as disinfectant.

The technology has al-ready been tested at the Ateneo de Manila University campus.

What about Northern Mindanao ?

Based on the Prelimi-nary Results of the January 2012 Labor Force Survey conducted by the National Statistics Office, the under-employment rate for North-ern Mindanao was posted at 26.6 percent. Though it decreased by 1.7 percentage points from 28.3 percent a year ago, it still registered as the highest among the Mindanao regions and also higher than the national figure of 18.8 percent. Some of this number of people em-ployed for less than 40 hours a week means that there is less money being brought home to pay for living ex-penses, barely enough to pay for the basic needs of the family. Underemployment is often related to marginal work, and therefore cre-ates substantial distress and hardship to the individu-als. Most underemployed persons are living on low wages and/or in poverty and they have nothing to spare for the education of their children, leading to an increase in the number of uneducated children and those who have dropped out from school. This would then pose another problem on the labor force in the future as these children would find it hard to look for a job that would fit their qualification. As cited in an online article in the Journal of Management, “‘I Have a Job, But…’ A Review of Underemployment,” by University of Nevada, Reno Assistant Professor Frances M. McKee-Ryan and Uni-versity of Alabama Assistant Professor Jaron Harvey, underemployment brings potential detrimental effects to individuals, organizations and society.

Along with the decreas-ing trend on the underem-ployment, Northern Mind-anao also experienced a de-cline on the unemployment rate which was estimated at 4.3 percent, indicating 0.6 percentage point lower compared a year ago with 4.9 percent. Despite the vast development of numerous establishments and indus-tries in the region, still some

people were not able to get hold of a job.

On the other hand, the labor force participation rate for the region is posted at 69.2 percent. It showed a slight increase of 0.8 per-centage point from 68.4 percent in 2011. This placed the regional employment rate at 95.7 percent, higher by 0.6 percent compared to last year’s rate of 95.1 per-cent. However, employment growth was not sufficient to reduce unemployment be-cause of population growth and increased labor force participation.

Across industry groups, those employed in the ser-vices sector comprised the largest group, making up nearly half (45.1%) of the total employed persons. Employed persons engaged in wholesale and retail trade; repair of motor vehicles and motorcycles comprised the largest group in the services sector (17.0% of total employed).

Workers in the agri-culture sector comprised the second largest group, consisting of 44.7 percent of the total employed per-sons. Only 10.2 percent of the total employed was in the industry sector.

Among the various oc-cupation groups, the labor-ers and unskilled workers comprised the largest group making up 39.6 percent of the total employed persons in January 2012. Farmers, forestry workers and fisher-men were the second largest group with 18.5 percentage share.

Indeed, underemploy-ment might be a complex phenomenon that is difficult to study, but if it would not be given attention, it will continue to bring more challenges that will affect the individuals and the economy.

Teachers will understand better the purpose of evaluation if they participate in the process. Teachers are vary greatly in ability. Some are above average others average. But what is the result expected to the school head? It is to produce a quality output. This clearly defines the school head’s role. He is not to paid to make policies or to help people reach their potential but to get work out the door. Once this shift in thinking has been made, the primary chal-lenge now becomes, How can I best use my teachers to get the work done? The answer is to get the support of the teachers. The training is conduct-ed once a year to all parent leaders since every year, the cluster needs to change their parent leaders to pass on the leadership skills.

Social Welfare and De-velopment Secretary Cora-zon Juliano-Soliman had earlier said that, “Parent-leaders are not passive bene-ficiaries of the program, they are shepherds of change and development because they assist their fellow beneficia-ries in complying with the co-responsibilities and they encourage unity and coop-eration among the com-munity by strengthening linkages for peer support.”

Pantawid Pamilya is im-plemented in the five prov-inces of Northern Mindanao in which all municipalities and cities of the region are covered.

the Legend of Salay. Salay is an eastern town in Misamis Oriental and believed to have begun long before the Spanish colonizers even set foot in the island of Mindanao.

The Higaonon’s highlander tribes from the neighboring province of Bukidnon has their small communities already established along the banks of Casulog River before the “tall men” came.

The dance tells of a legend that goes, the name SALAY came about this way: One day, during the Spaniards times the conquistadores passed by a

Salilang was asked by the Spaniards, “Quenombre de lugar?” (What is the name of this place?) Not understanding the Spanish language, Salilang answered, “I am looking for my necklace which is made in SILAY.” The Spaniards who could hardly pronounce and recall the words uttered by Salilang identified this place as “SALAY after the word “SI-LAY:, a vernacular for shells. As what their practice, the Spaniards then erected cross in the river bank of Casulog which part of Salay to mark

Updates of the Construction of New Drainage System in Cagayan de Oro City

On-going four (4) drainage projects located at Corrales - Velez Sections, Bitan-ag- Osmeńa Sections and Osmeńa - Corrales Sections. The four drainage projects are worth P 18.Million each and the works are fo-cused on the construction of new concrete line canal at 320 linear meters and 440 linear meters respectively.

On-going two (2) drainage projects located at Corrales- Velez Sections and Velez- Burgos Sections. The works are also focused on the construction of new concrete line canals at 442.40 linear meters and 7480 linear meters with cross drain, respectively. The project are also worth P18.Million each.
