For one, Bam Aquino was an appointee of con-troversial President Gloria Arroyo, as chairman of the National Youth Commis-sion, the mover said. “How could Bam Aquino claim decency when he worked for a former admin-istration which was allegedly virulent due to corruption and cheating issues? The Arroyo administration was even known for its oppres-sive stance against media and youth organizations in this country. Allegations on various poll cheatings were heaped left and right on the Arroyo government. Serving under this regime is simply spite against moral decency,” the mover continued. Bam Aquino was also criticized for consenting to the grievous dictato-rial practices of the Arroyo administration that went

Bam Aquino tagged as opportunist, ambitiousMANILA – Bam Aquino is unable to shrug off his past yet, according to crit-ics. “He is too ambitious to run for senator banking on his namesake – deceased senator Benigno Aquino,

father of President Noynoy Aquino. This is opportunism in the highest level,” an anti-political dynasty mover, who refused to be named, said.

on, “even with the various protest rallies by the people and civil society organiza-tions against Arroyo. Now, Bam has the gum to use the Aquino administration slogan of “matuwid na daan” in his political propaganda. Isn’t this opportunism in the highest order? the anti-dynasty mover said. Several anti-dynasty and activists groups also report-edly lambasted Bam Aquino as “an ambitious opportun-ist”, for inserting himself in the line-up of President Aquino’s Team PNoy for the May 13 elections. Serv-ing two political nemeses (Arroyo vs Aquino) is not opportunism? he asked. Another issue against Bam Aquino is his TV po-litical ads gimmick of using deceased Senator Benigno Aquino and former Presi-dent Cory Aquino as his supposed inspiration. The said TV ad of Bam also included President Noynoy.

CAGAYAN DE ORO CITY - City Mayor Vicente Emano of Cagayan de Oro City on Thursday ordered the release of mid-year bonuses in-cluding cash gifts starting end of April 2013 to the more than 3,000 city hall workers here. Emano said he issued the order to allow parents to provide for the school needs of their children just in time for the opening of

‘Narco-politics’ exist in NorMin: PDEACAGAYAN DE ORO CITY – A top official of the Phil-ippine Drug Enforcement Agency (PDEA) on Thursday confirmed the existence of “Narco politics” involving known political personali-ties in Northern Mindanao. PDEA regional director Emerson Margate said there are incumbent government officials who are now an object of PDEA’s intensive surveillance. Margate made the disclo-sure following the convic-tion a regional court here of Geodeguil Ursal, a member of the provincial board in

Misamis Oriental, to life imprisonment for violation of the anti-drug laws. “Ursal was an example of ‘narco-politics’ because in the first place Ursal was an incumbent government official while at the same time found engaged in illegal drugs,” Margate said. He said based on informa-tion gathered, Ursal already sold illegal drugs amounting to P 2 million on December 2010 prior to his arrest in a buy-bust operation on Oct. 2011. Margate said Ursal was the highest government official

arrested and convicted for violation of the anti-drug laws in Northern Mindanao. He said that the PDEA has a list of top government officials engaged in “narco-politics” in the region. According to Margate, these officials have already established linkages in the region and are now being watched closely. “At this time, the PDEA is validating the authenticity of these reports. We would definitely move to arrest these top officials when concrete evidences surfaced,” Margate added. CD/BB

SURIGAO City––Suriga-onon runners gathered at the Surigao Provincial Grand-stand at 5 p.m. Wednesday to express their solidarity, support and condolences to the victims of the April 15 tragedy at the Boston Marathon.

Dr. Jay Remy Gonza-les II, race director of the “Silangan Surigao (Half ) Marathon 2013: A Run for Surigao River” on May 5, said the Boston tragedy that left three people dead, including an eight-year old boy, and 176 others injured has not dissipated their spirits but instead “it’s an added motivation to run (because) this time it’s for the (victims) of the Boston tragedy.”

“We actually planned this day as remembrance day for the victims,” the EENT (eye-ear-nose-throat) doc-tor said after a five-round run at the oval.

The members of the Surigao Runners Club, an organization of young pro-fessionals who love run-ning , wore the Red Tie Run shirt, the singlet used during the first fun run organized by the group, and black armbands to signify their honoring those who died and suffered because of the tragedy.’

The Boston Marathon incident also comes at a time when the group will be holding the first half-marathon on May 5, 2013 “to raise awareness on the state of the Surigao River” in the city.

Surigaonon runners rememberBoston marathon victims

Gonzales said what hap-pened in Boston will not likely effect participation to the marathon but in-stead create greater inter-est on the post-Earth Day celebration that the group is co-sponsoring with Si-langan Mindanao Mining Corporation.

“Doc Jay” as he is called among runners, added that

security measures are al-ready in place in time for the marathon, but have been beefed up in lieu of Monday’s incident.

Triathlete Nigel Short, a 62 year-old runner who hails from New Zealand, expressed his dismay over the Boston incident as a product of a “sick mind of a sick person”

AS fun as summer vacations should be, safety must always be first on the list. This summertime when there is a wide variety of activities––from swim-

ming, to trekking or hiking, and even caving––to engage in, people tend to get too excited and complacent of their surroundings.

In the April 13 episode of “Pagtuki”, the official radio program of Ramon Aboitiz Foundation Inc. (RAFI), the public is reminded of the potential health and safety risks and dangers while doing outdoor activities in summer.

Anthony Terence Ocampo, Deputy Director for Professional Development Programs of RAFI’s Kool Adventure Camp (KAC), identified dehydration, heat stroke, and sunburn as the most common ailments this season brings.

“Most of us are not aware that we get are getting dehydrated. Even if we don’t feel like drinking water, we should still take in some. One liter in the morning and one in the afternoon will do,” Ocampo said.

Heat stroke, he said, is most dangerous since it is hardly noticeable, espe-cially to those not used to being exposed to the sun for a long period of time.

Noting that many go to beaches, he advised avoiding swimming from 10-12 a.m. to prevent sunburns. He also stressed that children must be looked after when going out with a large crowd and if possible, guard the parameters where they would be bathing with a cordon.

Joel Cariño, basic mountaineering instructor of Mountaineering Federa-tion of the Philippines Inc. (MFPI) and Red Cross first-aid instructor, echoed Ocampo’s statements emphasizing on risk management.

“All activities have risks. But it can be prevented through risk manage-ment and thinking of safety first,” Cariño said.

When asked for things to consider when planning an outdoor activity, Cariño mentioned five points. First, to ask yourself if you can really do it. Second, to assess if you brought the right things for the trip. Asking permission from parents or guardians comes third. In line with that goes the courtesy of informing the barangay, particularly when hiking or trekking. And lastly, informing people concerned upon return.

He also stressed proper outdoor get-up, which includes the right material of clothing and appropriate footwear.

He also shared a few guidelines on caving as he just came from the Philippine Philological Cavings Congress, the national gathering of cavers from around the Philippines.

According to him, while caves have areas for eco-tourism or public viewing, other areas are restricted to protect certain animals or organisms. Visit caves that have already been checked and cleared by the Department of Environment and Natural Resources.

“Safety is always of paramount importance. If one thinks that he or she cannot do the activity, better cancel. What matters more is that there is more learning while having fun,” he said.

Everything boils down to right and adequate preparation and planning for a safe yet fun summer adventure.

Pagtuki is aired over DyLA every Saturday at 10-11 am. The program, which is one of the Knowledge Sharing & Advocacy capabilities of RAFI, tackles timely and relevant issues on community development, politics and governance, micro-financing, education, environment, early childhood care and development, and culture and heritage that affect the Cebuano community.

N ORT H C OTA BATO - G overnor Emmylou “Lala” J. Taliño-Mendoza has approved the sum-mer employment of 300 students from different parts of the province.

They will be working within 20 days starting last April 15 in various local government units

in the province, under the Special Program for Employment of Students (SPES), each receiving a daily pay of P220.00.

SPES is a joint pro-gram of the Department of Labor (DOLE) and the provincial government where the latter shoulders 60% of the student’s daily

pay, whi le the former gives the 40%.

With this year’s SPES applicants reaching 500, the provincial govern-ment decided to lessen the total working days from 30 days to 20 days to accommodate al l of the applicants.(idcd/ar-jaysfelicilda)

KORONADAL CITY –North Cotabato’s Kalivungan festival contingent bagged the second place in the recently-concluded Aliwan Festival 2013 at the Aliw Theater, CCP Complex, Pasay City.

By Shahana Joy E. Duerme

Provincial Tourism Focal Person Ralph Ryan Rafael said the award signifies that the province is among the most competitive in the country in terms of cultural festivals

North Cotabato’s festival was represented by the Rag-sak dancers of Salunayan, Midsayap.

Dinagyang Festival of Iloilo was declared cham-pion for the fourth time in

the said festival competition while Meguyaya Fetival of Upi, Maguindanao ranked 3rd.

The competition was participated by 17 contin-gents from different regions of the country.

Ragsak dancers’ partici-pation was supported by the provincial government of North Cotabato particularly by the tourism office.

Meanwhile, Rafael said

that they will strive hard in preparation for the same competition next year as the provincial government is ea-ger to become the champion.

KORONADAL CITY - Some 8,658 individuals in Soccsksargen Region took the career service exami-nation Sunday, according to the Civil Service Com-mission office here.

Lawyer Venus Ondoy, CSC field officer in South Cotabato said, three exami-nation centers were estab-lished in the entire Socc-sksargen, specifically for this purpose: Kidapawan City in North Cotabato, Koronadal City in South Cotabato, and Cotabato City.

Information from CSC

12 indicated that 1,920 took the examinations in Cotabato and 1,934 in Kidapawan City.

Some 4,804 hopefuls took the examination in Koronadal City, the ad-ministrative seat of Socc-sksargen Region.

Examinations here were held at the Koronadal Na-tional Comprehensive High School, Koronadal Cen-tral Elementary School II, and Marbel 1 Elementary School.

Ondoy said, Sunday’s examination for prospec-tive civil servants was done

in a paper-and-penci l mode.

Career service examina-tion is a general ability test designed to measure an individual’s preparedness to join in April government service.

It is conducted twice a year, particularly in April and October. Successful examinees who get a rating of 80 percent are conferred Career Service Eligibility, a basic requirement to get a permanent appointment in any government office. (DEDoguiles-PIA 12/ar-jaysfelicilda)

KORONADAL CITY -- Local power distributor, South Cotabato I Electric Cooperative (Socoteco 1) is considering rental of a modular power genera-tor to avoid much lon-ger rotating brownout in August.

Santiago Tudio, gen-eral manager of Socoteco 1, said the cooperative’s contract with the National Power Corporation (Napo-cor) will end on August 31.

Although the coop-erative is already set to extend its contract with Napocor, the state-run power producer has al-ready informed them that Socoteco 1’s allocation will be reduced once the contract is renewed.

“This translates to at least 10 megawatt reduc-tion in the power supply,

enough to light at least two municipalities,” Tu-dio said.

“If we could not find an alternative source, our rotating brownout could extend to as much as 7 hours per day,” he em-phasized.

For this purpose, he said, Socoteco 1 manage-ment is now in talks with at least three suppliers of modular power genera-tors that the cooperative could rent.

“We still need at least 10 to 15 MW of electricity even with our Napocor contract extended,” he added.

However, he said, rental of diesel-fueled gensets could mean additional 40 to 70 centavos per kilo-watt hour in consumer’s electricity bill.

Tudio said, the initia-tive to rent a genset is a better alternative than buying a unit because power supply in SocSar-Gen (South Cotabato-Sarangani-General Santos) area is expected to improve in 2015 with the opera-tion of the Alcantara-led coal-fired power project in Maasim, Sarangani.

The plant, being de-veloped by the Sarangani Energy Corporation, is intended to be a part of the long-term solution to the power shortage in the Mindanao grid.

It is targeted to begin commercial operation in September in September 2015. When completed, the coal-fired power plant could supply 210 MW of electricity. (DEDoguiles-PIA 12/asf )

THINK a minute.A husband and wife had

not spoken to each other for days.

They were still angry at one another since their last fight.

By the 5th day, the hus-band realized he had a problem.

He needed his wife to wake him up early the next day to catch a plane for an important business trip. But not wanting to talk to her and lose the fight, he put a note on the kitchen table.

It read: “Please wake me up at 5AM tomorrow morning.”

The next morning when the husband woke up, it was 7 o’clock! He was so angry that he had missed his plane, he was just about to yell at his wife for not waking him when he found a note next to his bed.

Two little words

It read: “Wake up! It’s 5 o’clock!” Why do we find it so hard to say those 2 little words, “I’m sorry”?

If we’re honest, most of us are better at remember-ing the people who should tell us they’re sorry than we are at paying our own “sorry” debt.

Yet if we would just apologize sooner we could save our friendships, family relationships, as well as a lot of time, energy, even money.

A British study showed

that 37% of people who had sued doctors or hospitals in court would not have done it if their doctor had simply apologized to them.

You know, when it comes to taking the blame for something, most people fall into 1 of these two groups.

The first group almost never thinks that they caused any of the prob-lem. It’s always someone else’s fault and they should apologize to you.

The second group often

blame themselves for caus-ing the problem and they apologize quickly. But both extremes of always being a blame taker or a blame shifter are not healthy.

The key in each situation is to be honest. Then admit that since it took both of you to cause the problem of offense or misunderstand-ing, it will probably take both of you to get out of it.

Jesus Christ promises that if we’ll give Him total control of our heart and attitude, He will help us to start seeing and under-standing ourselves honestly and responsibly, so we’ll know when and how to apologize in each situation.

He’ll help you to forgive those people who wronged you, so you’ll finally be free from the heavy burden of blame.

Just Think a Minute.

The hopeless election legislatorTEARY-EYED Commissioner Sixto Brillantes of the Commissions on Elections (COMELEC) plans to resign after the Supreme Court rebuffed most contested Comelec Resolutions with the High Tribunal. The latest was the Supreme Court lifting of the controversial allowable airtime for candidates.

Under the Comelec Resolution 9615, Section 9, the candidates in national elective positions have only 120 minutes airtime on radio and television while the local candidates would have only 180 minutes airtime. Perhaps, the Supreme Court found this resolution unfair to electorates given the limited time to know and appreciate candidates. The Supreme Court, therefore, made the right decision in scrapping that resolution whose rationality only Brillantes appreciated.

Again, Section 7 of the same resolution that tackles on “prohibiting election propaganda” is another unfair resolution that the Supreme Court must look into. Under this section, it seems that all candidates are culprits. While the Comelec threatens to sue candidates perceived to have violated its provisions, the resolution did not clearly spell out possible penalties. Comelec officials would only say that they would prosecute violators in accordance with the Omnibus Election Code. The Comelec said

THE list released by the Bureau of Internal Revenue (BIR) showing Kris Aquino as the country’s number one taxpayer for 2011 even beating the country’s rich-est men and women some of whom are even in the Forbes magazine roster of the world’s billionaires proves beyond doubt the op-pressiveness of our income taxation system.

How can the BIR explain Kris paying P49.9 million in income taxes while the country’s richest man, the patriarch of the Sy family who owns SM and a host of other corporations, pay-ing only P16.6 million in income taxes with Lucio Tan, the second richest man in the country, shelling out a measly P10.8 million income taxes? This develop-ment is definitely not funny anymore.

But in explaining their

that they could declare a candidate disqualified or send them to jail for criminal liability. What?

It seems Brillantes is making the Comelec a laughing stock. With the High Court’s rejecting the constitutionality of election laws, the electors could say that the Comelec acts like a parrot that babbles incoherently. Anyway, Brillantes said he has dreams for Comelec. Perhaps, Brillantes wants to create an image as a Commissioner who has introduced election laws of historic value.

While we appreciate Brillantes efforts to establish credible election laws, he must also take into consid-eration the acceptability of these laws. As a brilliant election lawyer, Brillantes knows the inherent defects of the COMELEC. However, Brillantes should remember that the laws of the COMELEC are not to please an in-dividual ambition. There is no question that Brillantes has bright ideas in improving the existing COMELEC laws. Nevertheless, Brillantes should not succumb to the pitfall of self-aggrandizement in drafting these in-dispensable election laws.

Brillantes should remember that the election laws should be fair to both the candidates and the electors. If he thinks that it is hard for him to adjust to the minds of the people, then he should leave the COMELEC as he wished. As an election lawyer, Brillantes is an effec-tive interpreter of the election laws. On the contrary, the Supreme Court sees Brillantes a hopeless election legislator. React [email protected]

own list, the top honcho of the BIR on nationwide tele-vision suggested that Kris might indeed have earned more than what the Forbes magazine billionaires have earned since their being in that magazine is based only on their real estate holdings and investments. This explanation does not only defy logic, it just added insult to injury.

With the tax Kris paid, conservatively she must have earned more or less P400 million. If she earned

that much, it is not far-fetched that the Sy patriarch must have earned more than triple what Kris had earned. Remember that the Sy family owns a diversified conglomerate from banking, real estate development, resort and casino, office and residential condominium development, among others.

The family likewise owns the distinction of being the country’s shopping mall giant owning several mini and supermalls all over the country. For the un-

initiated, let me tell you that in every SM mall are SM subsidiaries doing business with SM such as SM Bonus, SM Exclusives, Watsons, Hy-permarket, SM Department Stores, SM Supermarkets, to mention just a few.

So, it is not farfetched that as senior executive and board member of his numerous corporations, the Sy patriarch must be earn-ing conservatively about P1 billion in annual incomes including the returns on his investments. If this is his conservative income, then the P16.6 million in-come tax he paid represents about one percent only of his total earnings.

This is where the prob-lem lies. My wife, a college professor with only one dependent is being assessed at source an income tax of more or less 35 percent of

PREFATORY STATEMENT

Heavy Equipment plays vital role in building infrastructure projects of the City Government of Oroquieta. With its usage, big amount of budget should be allocated yearly for the fuel, lubricant, repair and replacement of spare parts. Such equipment is supposedly not to be rented for any construction project not owned by the City Government. However, there are private individuals who sometimes wish to lease such heavy equipment. Therefore, for the good of public service, it is of justifiable reason that rental should be imposed and collected in order to cover-up expenses for its repair and maintenance. Hence, this Ordinance.

ORDINANCE NO. 523-2013

Section 4 Prospective investors investing in this City of Oroquieta at a minimum capitalization of Twenty Five Million (P25,000,000.00) shall, as an incentive, be allowed the use of heavy equipment owned by the City Government without any rental within the duration of the land preparation, except for the cost of fuel, lubricants, and honorarium of the operators, which shall be borne by the user-investor. Provided further, thaUhe use of such equipment shall not be allowed without prior extensive study and evaluation conducted by the Oroquiota City Investment Incentive Board whose recommendation shall then be submitted to the Sangguniang Panlungsod for review/approval. Provided furthermore, that in the event the equipment used or is already in the possession of the investor shall bo damaged or shall encounter accident, the cost of the rehabilitation or repair and other incidental expenses thereto shall bo shouldered by the user-investor.Section 5. Makati, Metro Manila – Former Oroquieta City Water District Chairman of the Board of Directors send a message of disgust in celebrating the 3rd Year

The Legacy of OCWD was lost to nothing…

Former OCWD-BOD Chair disgusted…Anniversary of the water utility of The City of Good Life.

Former BOD Chair Evelyn Catharine Osilao Silagon has sent a mes-

sage of disgust to the new management of the city’s water utility system instead of a congrastulatory mes-sage after she did not even received a single invitation

to celebrate with its 3rd Year anniversary.

This week April 16-20, the city’s Water District which was de-annex three years ago was a product of responsibility with a cause for the 5,000 member con-cessioners of the water dis-trict that almost suffered a forsaken responsibilities of its former officials and Board of Directors, and even

as a “government controlled corporation” OCWD in 2010 move forward with Silagon using all her might and influence to have it de-annexed from the mother unit, the Misamis Occiden-tal Water District (MOWD).

With a an standing loan-debt P85-M from the Local Water Utilities Administra-tion (LWUA), Ms. Silagon move heaven and earth to

help find a win-win solu-tion and certainly accom-plished her mission to the de-annexation of the said water utility.

After her stint as BOD Chair Silagon still help and support the water utility of the City of Good Life but when the celebration was planned even a single word of inviting her

Escudero losing Mindanao votes

A “Fatwā” in the Islamic faith is seriously adhered to by the Muslim faithful because these are sacred letters from their religious leaders. “Fatwa’s” are

also read not only in Muslim areas in Mindanao, but in every mosque all over the world. Several Muslim groups reportedly became angry at Escudero after his past state-ment on the on-going peace talks of the Aquino government and the Moro Islamic Libera-tion Front, particularly on the meeting between President Benigno Aquino and rebel chieftain Murad Ebrahim in Tokyo, Japan last August 2011, where Escudero reportedly commented that the meeting was “ill-advised.” Reports also indicated that the incident triggered a recent “fatwa” of Sheikh Jamil D. Yahya, grand imam of Marawi City who is chairman of the Bangsamoro Supreme Coun-cil of Ulama in Mindanao, assailing Escudero for his irresponsible comment. The said “Fatwa” was also endorsed by Jamio Mindanao Al Islamie or Mindanao Islamic Center, which is now circulated all over Mindanao. A recent scandal which also disheartened many Mindan-aoans was his involvement with actress Heart Evangelista. The report that the actress was reprimanded by her own parents for having an affair with Escudero drew adverse reactions from Mindanaoans against Escudero. The recent hullabaloo pic-

tured Escudero as a heavy drinker and “cradle-snatcher for having a young Heart as girlfriend.” Escudero is separated from his legal wife. This started the morality issue against Escudero as critics were apprehensive of the actress good future with an older politician. It can be remembered that the parents of movie star Heart Evangelista called for a press conference where the father and mother lambasted Escudero for having illicit relations with their daughter. “Sinabi pa ng ama at ina ni Heart na sa tuwing haharap sa kanila si Escudero ay pa-lagi itong lasing o naka-inom at hindi marunong magbigay ng respeto sa sarili nilang tahanan. Binansagan pang arogante ng mga magulang ni Heart ang pulitiko na umano’y na-brainwash na ang dalaga, the report stated. Heart’s parents reportedly asked Escudero several times to stop his relationship with their daughter, because they want a good future for her, and her involvement with Chiz would do no good since the senator is only separated from his wife and is still legally a married man. Another issue also alleged that Escudero is only using the actress for political con-venience and media mileage.

her total monthly earn-ings. Since the deduction is done at source, there is no way that she could skirt payment of her income tax.

If my wife is paying 35 percent income tax while the Sy patriarch is paying only about one percent, don’t you find this op-pressive? Indeed this is very oppressive. This is so because our income taxa-tion system is retrogressive instead of progressive. Under our present income taxation system, the rich pay less income tax in terms of percentage while the ordinary employees pay higher income tax in terms of percentage as shown in the case of my wife and that of the Sy patriarch.

The retrogressive and oppressive nature of our country’s income taxation system is best illustrated also in the case of Kris, a mere talent in the gi-ant radio and television network ABS-CBN, while the owners of the network where she earns millions of pesos are not even listed among the high-paying income tax taxpayers. How did this happen real ly escapes me.

Kris paying more in-come taxes than what the ABS-CBN owners, the Sy family patriarch and Tan had paid is beyond expla-nation, hence, the need to totally overhaul our income taxation system. How? The wage earners or employees should no longer be made to pay income taxes. It should be the rich who should be assessed 35 percent income tax or even more because assessing them that much income tax will not impoverish them.

The government will still not lose if it’ll stop assessing income taxes from the wage earners or employees because by doing so this particular sector will just be given more purchasing capac-ity, meaning, there will be more money pumped into the economy by this sector. With more money to pump into the economy, logically the economy will improve for there will be more demands for more goods from which the government can earn sales taxes or value added tax.

It is just hoped that the government will real-ize this naked truth. And thus move for the overhaul of our income taxation system by junking the present one. The country will still not progress if the present system be made to prevail where the rich pay less income tax while the poor, the working class pay more than what the rich are paying. For true progress to reign, make the income taxation system progres-sive not retrogressive.

inevitable since situ-ations have changed and we must be relevant to the times. PCA (Philippine Co-conut Authority) Adminis-trator Euclides G. Forbes has told me that in 2004, an Oil Palm Roadmap was made and, in fact, was presented during one of your National Palm Oil Congresses. If it did not take off the ground, there must be a problem or problems. And in my term, I cannot allow that to hap-pen again,” Sec. Alcala in his message, delivered by Asec. De Luna, said.

Alcala also said that he directed PCA to prepare the roadmap for the industry and was happy to know that two weeks from now,

Mario Libanda, Tuloy Libanda, Rubio Asalan and Rey Joy Francisco, were released after two days of captivity by the New People’s Army Front 88 of North Central Mindanao Regional Committee led by Ka Le-andro Santillan as a result of a successful negotiation initiated by local Crisis Management Committee.

Gille said, the four mi-litiamen were abducted separately in their respective villages even they were not on duty in their patrol bases and did not carry firearms and were held blindfolded while still at the hands of the NPA rebels.

The Army official said what the NPA rebels had done to the four militiamen only shows their weakness to take custody only unarmed soft targets.

“If they have strong force, I dare them to try attacking armed compo-nents of the government or even military camps,” Gille said in a statement aired over local government radio station DXDA.

Meanwhile, the Crisis Management Committee in Loreto town led by Mayor Romeo Magadan is still working out for the release of two policemen assigned in their town. The captives, PO1 Ronald Alan Munez and PO1 Henry Espana, is still in the hands of commu-nist rebels when they were also abducted on Monday.

He has yet to find out if there are aftershocks.

The earthquake was tectonic in origin and the movement a local fault.

He said the airport yel-low cabs will have sala-ried drivers so that there will be no overcharging or “kontrata” agreements.

“We are also putting into place a shuttle service,” Darimbang said.

The fare of the shuttle service will also be regu-lated by the LTFRB, he said. However, he added that they still have to set the rates.

pushed for a "champion or champions" to represent the region in Congress.

"Bangsamoro should be represented in the halls of Congress. The representa-tive should help oversee the needs and uplift the lives of our Muslim brothers and sisters who will be covered by the new entity," said the young lawmaker.

A Bangsamoro repre-sentative would also help hasten the development of the impoverished re-gion given its economic potential as the country's top producer of fish and marine resources, Ejercito Estrada added.

"We are all Filipinos and, together, should reap the benefits of development eq-uitably and have our voices represented meaningfully as well on the political system," said the young solon.

The Bangsamoro Frame-work Agreement was signed October last year by Presi-dent Benigno Aquino III and the Moro Islamic Liberation Front (MILF).

The Philippine govern-ment and the MILF are still working on the details that will form the different an-nexes to the agreement. The framework document and the annexes will constitute the final agreement on the Bangsamoro entity.

a Consultation-Workshop on Harmonization of Data and Statistics on the Phil-ippine Palm Oil Industry will be held by the PCA in Davao City.

“I expect that with the harmonized data, we will finally come up with a road-map for the industry. One that is achievable within a timeframe of 10 years from 2013 to 2023,” Alcala’s mes-sage said.

For his part, Dr. Pablito Pamplona, PPDCI director and secretary, said: “If we look at the situation of our country now, we are like (Manny) Pacquiao. We are down. To overcome the huge vegetable oil shortage of the country is necessary. In addition, there is the urgent need to promote high farm productivity, generate em-ployment opportunities and help reduce the incidence of poverty with the use of Oil Palm following what the neighboring countries has done as models.”

The 8th National Oil Palm Congress on April 18-19, 2013, has been organized by A Brown Company, Inc., through its subsidiary A Brown Energy Resources Development Inc. (AB-ERDI), which plays host to this year’s event, under the leadership of Robertino Pizarro, who is both presi-dent of the Philippine Palm Oil Development Council Inc (PPDCI) and A Brown Company.

Pizarro delivered the rationale of the congress with focus on this year’s theme, “Utilizing unproduc-tive lands and promoting economic stability thru investments in the palm oil industry.”

Ruffy Magbanua, man-ager, community relations and development of A Brown Copany, said this is the first time that a Palm Oil Congress gathered this big number of delagates, and considered it as a success-ful gathering of local and foreign key players in the oil palm industry.

“Top industry keyplayers in attendance aside from Pizarro were Erwin Gar-cia, PPDCI vice president, Reynaldo Espanola, PP-DCI director, Dr. Pablito Pamplona, director and secretary of PPDCI, among others.

Cagayan de Oro City Mayor Vicente Emano, graced the opening pro-gram. He also inducted into office the board of directors of PPDCI.

The Palm Oil Congress is co-sponsored by the Local Government of Cagayan de Oro, ABERDI, API Group of Companies, KIDI, FPPI, Land Bank of the Philip-pines (LBP), Department of Agriculture (DA) and other major industry play-ers, with the support of the Department of Trade and Industry (DTI), Re-gional Board of Investments (RBOI), Department of Trade and Industry (DTI), PCA–PODO, Department of Tourism (DOT), (Depart-ment of Environment and Natural Resources (DENR)

and other stakeholders. Updates on the Phil-

ippine palm oil industry, development initiatives, technological advances, banking support, local and international trends and prospects among others will be discussed during the congress were readily available during the two-day congress.

ABER DI operates a 1,500-hectare palm oi l plantation in Kalabugao, Impasug-ong, Bukidnon and Tingalan, Opol, Misa-mis Oriental and soon in Tignapoloan, Cagayan de Oro City.

ABERDI also operates a 10-tonner crude palm oil plant in Impasug-ong, Bukidnon. By June this year, the 50-tonner palm oil refinery plant will be operational and is expected to produce 1,000 metric tons of palm oil per month. (With a report from Karen Liñan, MasCom Intern, Liceo University)

Darimbang said the LT-FRB will coordinate with the Civil Aviation Authority of the Philippines in imple-menting the airport taxi system and shuttle service.

Or ig i na l ly pla nned to open on April 30, the P7.8-billion Laguindin-gan airport’s opening was postponed by the Depart-ment of Transportation and Communications to June 15 following petitions from several stakeholders.

Darimbang said that April 30 is still within the election period and high passenger season.

He said that there is no political interests in the opening of the airport.

In a statement , the DOTC said: “As we took stock of the assessment of both CAAP and the air-line companies that the Laguindingan Airport is already a safer alternative to the Lumbia Airport, we again listen to their inputs saying that postponing the transfer will be better for passenger convenience.

With this development, the Lumbia airport will continue its operations until finally transferred.
