Dr. Martin Luther King, Jr. Dr. in Bronzeville, Mayor Bar- rett outlined plans to fund construction of an extension of the streetcar to the Wisconsin Center (convention center) and to fund engineering and planning work on extensions to Bronzeville along N. Martin Luther King, Jr. Dr. and W. North Ave. and to Walker’s Point along S. 1st St. and W. Pitts- burgh Ave. via N. Milwaukee St. The extension work will require leg- islation that must be approved by the Common Council. If approved, fund- ing would come from a variety of sources, including Tax Incremental Fi- nancing district payments and federal grants. Alderwoman Coggs, Chair of the Fi- nance and Personnel Committee, said the extension to Bronzeville (via N. Vel R. Phillips Ave. and the Fiserv Forum) would bring development and jobs along N. Property Valuesacross theCity of Milwaukee Continue toIncrease

The 2019 City of Milwaukeeproperty assessment showscontinued improvement in theresidential and commercial realestate markets. Total residentialand commercial value com-bined for the 2019 valuation is$28.1 Billion, just 2% under the2008 pre-Recession peak, andup 5% from 2018.

Commercial property valuesincreased 7.7%, driven bydowntown development as wellas growth in large residentialdevelopment in Districts 6, 12,and 14. Higher growth in com-mercial value city-wide com-pared to residential can helpreduce property tax increasesfor homeowners.

“Milwaukee continues on anupward economic trajectory,”said Mayor Tom Barrett. “Thisincrease in assessed valuesshows the investments we havemade in Milwaukee’s neighbor-hoods are paying off.”

City-wide, the average de-tached home’s value increased2.9%, to $111,979. Combinedwith a 4.9% increase in condovalues, the average residentialproperty value is up 3.2%, to$117,601.

Every Aldermanic district sawan increase in total and aver-

age residential value. Districts15, 6, 12, and 1 saw the great-est percentage increases, rang-ing from 12.2% in District 15 to6.1% in District 1.

The neighborhoods surround-ing Sherman Park increased2% from 2018. Total commer-cial property value also in-creased in every district.

Also encouraging is thegrowth in overall assessablesales activity. So-called “armslength” sales are used as thebase for assessments, ensuringdistressed sales like foreclo-sures do not artificially deflatevalues.

Residential arms-length salesas a share of total sales havetripled since 2012, reflecting thedecrease in foreclosed propertyon the market and increased in-terest in home buying acrossthe city.

As Mayor Barrett highlightedin his State of the City speech,sales of City-owned propertysince 2014 represent over $100million of the 2019 residentialassessed value. Those salesare concentrated in Districts 6,7, and 15.

Individual homeowners arelikely to see some change in

their assessment. Approxi-mately two thirds of all propertyowners had increased values,and approximately one third de-creased.

City of Milwaukee 2019 prop-erty assessments will be mailedstarting Friday, April 19 andproperty owners should expectto receive them by the end ofnext week.Milwaukee conductsan annual valuation of propertyto make sure tax assessmentsare as fair as they can be, andtrack closely to market trends.

This week’s mailing of as-sessments begins the “openbook” period where propertyowners can ask contact the As-sessor’s Office with questionsregarding the value of theirhome and file appeals if theydisagree with the assessment.Assessments must be ap-pealed in writing by May 22,2019.

Alderman Stamper, Chair of theCommunity and Economic Devel-opment Committee, said the ex-tensions would mean ongoing,additional job opportunities forcommunity members.

“The current downtown streetcarroute has captured 38% minoritycontractor participation and weanticipate that level continuing onthe extensions,” he said.

“We see the streetcar exten-sions bringing a constant buzz ofjob opportunities for the commu-nity in construction and the trades,and those jobs will benefit fami-lies, businesses and neighbor-hoods across our city,” AldermanStamper said.
