    1. MES Standard Schedule of Rates Part II covering the items of building works and serviceswas last published in the year 2010. The Schedule of Rates provides a basic framework toevaluate cost estimates of the projects. Over the period of last few years, appreciable changes inwages of labour, adoption of new construction technologies and use of new materials as wellas implementation of GST have necessitated revision of the existing Schedule of Rates. Effortshave also been made to incorporate new items used in construction works. Accordingly,Standard Schedule of Rates Part-II has been revised and this shall replace Standard Scheduleof Rates 2010 (Part-II).

    2. This publication is user friendly and will be very useful to all those associated withpreparation of estimates, framing of contract documents, execution of works and payment ofbills in MES. I am sure that Standard Schedule of Rates shall be a very useful guide to allexecutives and staff in achieving improved standards of working.

    3. This Standard Schedule of Rates 2020 (Part-II) shall be effective from 01 Apr 2021.

  • 1. The Standard Schedule of Rates published by MES is an important document, as thisnot only serves as an useful tool for estimation, evaluation and execution of works by MES butis also referred to as an authority by other Government & Private entities like builders, architectsand consultants.

    2. The Standard Schedule of Rates Part II Rates (SSR Part-II) was last revised in 2010.Since then, the department has registered considerable changes in the prices of labour, materials,FOL and machineries. Apart from it, the entire builders community is witnessing a great change,as new ideas, items, concepts and technologies are coming up. All these factors have necessitatedrevision in the prevailing Standard Schedule of Rates.

    3. Task for revision was initiated during Oct 2019 and services of experienced officershave been utilized for its compilation who have endeavoured to put in their best in terms ofsincere efforts, dedication and skill. The colossal task involved did not only pertain to updatingthe existing rates but also to incorporate new items of works as a result of adoption of latestconstruction technologies and use of new products/materials for user satisfaction.

    4. This Schedule of Rates would be used as a guide by the Engineer fraternity, who areassociated with preparation of estimates, drafting of tenders and execution of works. All effortshave been taken for keeping this publication error free. However, effective suggestions for anycorrection, addition and alteration are always welcome for further betterment/improvement.In case any omission(s) is noticed, it may be brought to the notice of Joint Director General(Contracts), Military Engineer Services, E-in-C's Branch, Integrated HQ of Ministry of Defence(Army), Kashmir House, Rajaji Marg, New Delhi-110 011 for correction/updation.

    1.0 These general rules shall be applicable to all Sections to theextent the context permits and are intended to supplementthe provisions in the particular section. In case of anydiscrepancy, the provision in the particular Section shalltake precedence.

    1.1 Area of Applicability:—This SSR is applicable for whole country / or anywork taken outside India by MES.

    1.2 Interpretations:—

    (a) The Engineer-in-Chief, Integrated Headquarters ofMoD (Army), shall be the sole deciding authority as tothe meaning, interpretation and implications of variousprovisions of the S.S.R. His decision in writing shall befinal and binding.

    The whole of the work described in theitem immediately preceding the word butsubject to any modification which may bespecifically mentioned.

    The word or words, etc., enclosed inbrackets in the item immediatelypreceding.

    As defined for “materials and labour” exceptfor provision of the articles (which will besupplied Free of cost for incorporation in theworks), to be fixed, laid or set, but includingremoval of the articles from the M.E.S.
