Miles Friedman: Resume

Miles Friedman has led consulting engagements for local and state governments in over

thirty states. He created and managed a National Consulting Service with an emphasis

on peer-to-peer technical assistance and training and has led numerous on-site technical

assistance projects. Friedman has consulted with governors, state legislators, federal

agencies and Congress and has also served as an instructor for many ED training

programs. Friedman owns and operates his own consulting firm, Miles Friedman and

Partners, LLC. His primary client today is the Quantico/Belvoir Regional Business

Alliance, which he helped found, and for which he has served as President since 2008.

Among Friedman’s accomplishments during the past 30 years:

• Assisted Washington State with launch of its initial ED Commission and

development of its strategic action plan. More recently worked with the state on

program and policy development, as well as implementation and outreach

strategies;

• Analyzed Virginia’s economic development competitiveness for the Virginia

Chamber of Commerce and helped pave the way for the Virginia Economic

Development Partnership;

• President of and consultant to the Quantico/Belvoir Regional Business Alliance

that serves workforce and economic development needs in northern Virginia;

• Worked with the Board of County Supervisors and County Executive to

reorganize the Prince William County economic development program, resulting

in a new department and an economic development council;

• Served as consultant to the City of Manassas, VA in drafting an economic

development strategy, designing performance measures, creating a private sector

Economic Development Action Group, and conducting a study to benchmark the

City’s ED program against those in comparable communities;

• Consultant on business incubation and growth, assisting George Mason

University and communities like Leesburg, Virginia;

• Conducted several projects relating to coordination of workforce development

and economic development programs and managed one of the earliest programs

to coordinate state economic and workforce development programs (in

partnership with the National Alliance of Business.) He participated in the

Workforce Investment Act Transition Team for Prince William County, Virginia;

• Chaired the Prince William County, VA Economic Development Council for

eleven years;

• Serves as primary consultant to and instructor for the newly established George

Mason University Economic Development Leadership Institute;

• Developed unique programs with federal agencies that stimulated the

development of state international business programs; encouraged environmental

exports to Asia; and facilitated major restructuring of Small Cities CDBG;

• Developed manufacturing initiatives for Maryland and the Dakotas which helped

small firms gain access to local supply chains;

• Leads consulting teams for state and local projects in strategic planning, agency

review and reorganization, revamping technology programs, evaluation and

performance measurement, conducting state of the art training for local

development officials, revamping strategic targets, reorganizing state ED systems

and establishing performance measures;

• Serves as consultant to large and small businesses, including Comcast; Northern

Virginia Soccer; Avista Utilities; Bargain Boxes Moving and Storage; MDA

Technologies; Radio Fiesta 1480 am;

• Develops and published databases on state and local economic development

programs, expenditures and incentives;

• Writes articles on topics such as state and local economic development

organizations; public-private partnerships; business retention; international

business; enterprise zones; workforce development; and financial incentives;

• Managed national and regional economic development organizations, which

allowed him to follow and participate in most of the major developments in the

economic development field over the last 30 years;

• Consulted with federal officials in Congress, the White House and federal

agencies on development programs and policies, serving on President Reagan’s

Export Council and President Bush’s Trade Policy Coordinating Council and

accepted the President’s E Award for Export Service from President Clinton.

Friedman is an experienced leader in peer-to-peer technical assistance engagements. His

work has covered a broad range of economic development organization and program

development, performance measurement and evaluation, outreach and innovation.

Friedman has taught courses in economic development for George Mason University and

the American Graduate School of International Management.

Friedman has consulted with groups such as the National Governors Association, the

National Conference of State Legislatures, the National Association of Regional

Councils, the National League of Cities, the U.S. Chamber of Commerce, and the Former

Governors Association. He is a frequent speaker on economic development topics.

Friedman completed his BA and graduate work at George Washington University;

completing all but the dissertation for his PhD in political science. He has since taught at

GWU, Northern Virginia Community College and George Mason University. Friedman

has been published in Economic Development Review, Developments Magazine, Export

Today, Forbes, and The International Herald Tribune.
