Alternative Provision Directory Middlesbrough Councils Alternative Provision Directory provides a list of organisations providing educational placements, who have at least met the minimum standards set within the Alternative Education tender specification, and agree to framework contractual obligations, both specification and contract available on request. Alternative Education refers to learning and support offered primarily outside of school that is deemed to be an intervention aimed at helping ‘turn around pupils before they become disengaged with their education’ and will ‘deliver appropriate educational progress’. Types of provision on this framework include:- full time provision, revolving door packages provided for a fixed period of time with the aim of securing access to mainstream provision either through reintegration or transition to a new school, part time provision and preventative programmes aimed at preventing exclusion. The provision is aimed at children and young people:- At risk of exclusion from school; or Excluded from school on a fixed term basis; or At risk of disengaging from mainstream education and/;or Require additional support during a negotiated transfer between mainstream schools;

or Otherwise require alternative education provision to meet their educational entitlement,

for instance in line with an Education, Health and Care Plan or is a Looked After Child with no school place.

School / Academy Statutory Obligations This framework does not remove or affect any of the statutory obligations and duties upon schools /academies in relation to the provision of education or the exclusion of children / young people from school. Any child or young person placed either full or part time in alternative education provision, remains on the roll of that school / academy and responsibility for delivering the full time education and all other duties in respect of that child remain with the school. Specifically the commissioning school / academy remains responsible for monitoring and tracking the progress of individual children / young people and confirming that the provision is of good quality, value for money and meets the needs of the child / young person. The Provider Framework will be subject to a refresh process at 6 monthly intervals to allow new providers to join the framework and widen the range of alternative education provision available. It is expected that this framework will be used by schools academies and specialist providers, including the councils own specialist teams. The Behaviour Partnership manager will, where required, support schools / academies to identify appropriate provision. Referral Process The Referral for Alternative Provison Form must be completed by the purchaser for each individual pupil detailing the purchasers requirements and be sent directly to the Provider by e mail or in writing and to [email protected] On receipt of the order the Provider must, within 2 working days:

Notify the Purchaser and the Council that it declines to accept the order; or

That it accepts the order by signing and returning copies of the order from to the Purchaser and the council.

If the Provider notifies the Purchaser that it declines to accept the order, or fails to accept the order within 2 working days then the order from the Purchaser will lapse and the purchaser may offer the order to another service provider. Once a Provider accepts an order it will be bound by the terms of the framework contract.

Apricot Online is one of the UK’s leading providers of live, online education. We teach children aged 8 to 25 part-time who require teaching outside of mainstream schools for short or long periods of time. We work with clients and students to agree a timetable suitable for the student(s). Teachers and students login to our secure learning platform and navigate to their classrooms. All of our students come to us with issues affecting their learning (mental, social, emotional, or physical health issues), learning difficulties (including Autism and Asperger’s), challenging life circumstances, refusal to attend school, and/or excluded or at risk of exclusion). Each student has their own needs. Some may be able to join a small group (10 max), while other may benefit from 1:1 tuition. We provide a re-engagement service of

education provision from KS2-KS5, where learners are introduced to highly participatory lessons online. These interactive lessons cultivate relationships quickly, enhance student motivation, and build confidence through a variety of rich-media techniques and AFL. All Apricot teachers have QTS, enhanced DBS clearance, and are checked against Prohibition of Teaching with Employer Access. Our teachers are experienced in addressing complex needs, challenging behaviours, and compensating for gaps in education due to non-attendance at mainstream. When it is not possible for students to be reintegrated into mainstream school, Apricot will prepare them for qualifications in all exam boards. We provide Entry Level, Functional Skills, GCSEs, iGCSEs, and A Levels. Apricot offers 10 subjects at KS3, 21 subjects at GCSE, and 11 subjects at A Level. Beyond core courses, clients often utilise Apricot to broaden and enhance their own academic offering to students. Beyond synchronous online classroom teaching, we offer a myriad of free subscriptions to award-winning interactive software – available 24/7 for students. Apricot’s assessment is in-depth and revealing, not only by subject, but by topic/outcome in each subject. Stakeholders can run reports for attendance, weekly achievement and teacher comments, and half-termly ILPs, Soft Skills and APS graphs, and extended teacher comments. APS is reported (and converted to NC Level, GCSE/A Level grade, Progress 8, etc.) in order to show our students where they’ve made even the slightest amount of progress. They can see every point of progress they make and that needs to be celebrated. Apricot will roll out additional reporting that is compatible with the DfE’s new assessment criteria. Our reporting allows teachers, students, parents/carers, and clients to understand exactly where students are excelling and where they have weaknesses. This information informs teachers’ lesson planning and students’ revision priorities.

Tees Valley College is a specialist alternative education provision supporting and giving motivation to young people in the Tees Valley Area. The students that are referred to us often have social, emotional and behavioural difficulties; they need a smaller, more structured educational placement in order to develop. Young people who are referred to us have the opportunity to gain qualifications on a variety of vocational programmes as well as qualifications in Mathamatics, English, ICT and other subjects. We support our students by working with them in overcoming their individual barriers towards learning, progressing them on towards apprenticeships, supporting them back into full time

Access Criteria

The school can admit pupils from age 11 to 18. Typically the pupils who currently attend Tees Valley College are at Key Stage 4, or years 10-11 in their education. The school will consider admitting pupils who may have a statement of SEN, a Behaviour Support Plan, an EHCP or those who have social, emotional and behavioural issues that may impact on engement in learning. The pupils we admit may be at risk of disengaging from mainstream education, and this may be because they struggle with an academic presentation of education. Our pupils may prefer an intervention that provides vocational training, or working in areas with local businesses where there is a high level of adult supervision. The school caters for a range of vocational provisions, or hands on learning, and access to work experience opportunites.

Get the Job Accelerated employability skills activity setting the pupils up as a recruitment company to guide a group of job seekers through the process of finding work, focussing on how they would overcome barriers and challanges to succeed. The learning is then applied to their own situations, resulting in a clear ‘career action plan’ at the end of the session. Youth Educators Focused workshop delivered by one of Centrepoint’s homeless young people, providing an insight into their situation and what factors led them to be without a roof over their head. Interactive element to allow for participants to consider their own lifestyle and identify any risk areas they might focus on.

Description of Service

We will provide students with a unique opportunity to participate in a challenging programme, based on fire-fighter related activities, aimed at helping them develop personal and social skills, enhance their self-esteem, motivating them to re-engage with their school/academy on completion. Programmes can be accredited or non-accredited. The qualification is BTEC Level 2 Award or Certificate in Fire and Rescue Services – it is modular, with units that are assessed and verified, with no exams. Middlesbrough Community Fire Station will be the main premises used for these programmes. Middlesbrough is

uniquely equipped with its own mini fire station for use by the Youth Engagement team. It is fully equipped like a main station but on a smaller scale. Standard packages are: LIFE – 5 days intensive, based around fire fighter activities. These unique activities are the focus to building essential skills in leadership, problem solving, discipline and team work. SAFE – 6 x 2 hours sessions designed to tackle disaffection in young people which may have led them to carry out, or potentially carrying out, anti-social behaviour in their communities. It works on increasing young people’s self-esteem, improving communications and improving their respect for others. EVOLVE – offers the BTEC Level 2 Award qualification. 10 days of delivery including all necessary guided learning hours for achieving accreditation. Again, uses fire fighter training activities to develop and engender team work skills, problem solving and other personal skills. Young Firefighters/Cadets course – can be delivered for between 20 and 30 days over an academic year and pupils would achieve the BTEC Level 2 Certificate. Usually delivered on a day release basis during each term. It gives an in depth insight into the life of a fire fighter but also develops and builds all the essential personal skills that will help them achieve in future. We can develop delivery to suit the commissioning organisation, time available and budget requirements. For example, you could want activities for 15 half days per week, so we would design programmes to suit, based on the best of our current portfolio.

Client Groups

Target group is young people aged between 13 and 18 who are disengaged at school or learning, or at risk of becoming disengaged. We work to re-engage and energise young people through a unique combination of physically challenging fire fighter tasks coupled with the development of crucial personal and social skills that will help them achieve back in their school/academy.

Age Range Usual age range is between 13 and 18, although we can develop a tailored programme for 11 and 12 year olds.

Description of Service

We are offering six separate programmes as part of the Middlesbrough Framework which are detailed below. Jamie Oliver Home Cooking Programme Our vocational offering helps learners devlop their cooking skills and gain an accreditation worth 0.25 of a GCSE. The programme is delivered to small groups of young people and covers planning meals, budgeting, food shopping and preparing simple meals with a final assessment preparing a three course meal. Young Women’s Group Our programme helps young women build their personal and social skills while gaining formal qualifications and

increasing employability options. Young women will participate in enrichment activities (e.g. positive communication, drug and alcohol awareness, internet safety, healthy relationships), to help them stay safe and increase self-esteem. The impact of the programme will be that young women graduate with pride, purpose and a pathway to further EET. Get Ahead Our Get Ahead programme is focused on devloping young people’s employability skills. The programme is tailored to young people’s individual needs but will include tailored sessions designed to motivate and prepare them for education, employment or training. Core Pathways Our bespoke Core Pathways programme helps to identify aspirations and goals the young person wants to achieve. We then put in place a personalised support plan with manageble steps to enable them to achieve their desired outcomes. This has a positive impact by removing barriers to engagement and providing clear pathways into work placements, apprenticeships and accredited training programmes, reducing NEET figures. We work with the multi-disciplinary team and the family to identify reasons behind poor school attendance, lateness or attainment and agree and implement strategies to address these issues. Independent Travel Training We deliver travel training to young people with SEND to help them develop the skills needed for safe, independent travel. Five Rivers Education Provisions provide bespoke educational packages for a variety of local authorities, which have been personalised to meet the needs of students requiring an extra specialised cirriculum and education model. This would be community based and timetabled specifically around their interests and goals. Timetables can be part time or full time. Packages may comprise of 2:1, or in some cases 3:1 staffing levels, dependent on the level of need identified. Our service is designed to fill education gaps for students who are at risk of becoming CME (child missing education). Five Rivers provides a service designed to reengage back into learning, help students move forwards, achieve accreditation and be prepared for their next steps. Examples of our target groups include; aggressive students unable to mix with other peers, students who self-harm, victims of child sexual exploitation (CSE), school phobic students, children looked after who need high levels of staffing, support or nurture.

Our Outreach provision is community based and time limited dependent on the age and need of the student. Our programmes can accommodate accreditation matched to their schooling, from Entry Level to GCSEs. The AQA Unit Award Scheme is also used as a motivational and engagement to leading to accredited outcomes.

Access Criteria

Potential students must be physically able to complete the practical activities of the programmes. The Centre works with the provider organisation to assess learning and behavioural needs with each young person assessed individually. An appropriate training programme is devised that meets the needs of the young people. Individual risk assessments are prepared for the young people to ensure the safety of other young people and staff. If the young person’s behaviour is deemed a risk to others, individual learning or 1:1 tuition is arranged. The Centre specialises in teaching young people with behavioural needs including those with addictions and works closely with drug and alcohol services in addition to supporting young people to access learning safely. The Centre accepts all applications from all young people, irrespective of their sex, race, orientation or background.

Course Duration The time of the day will be negotiated to fit the timings of your school day, but normal office hours is 9:00 – 4:00pm

There are two distinct models to choose from, In Centre or Club. The In Centre model is delivered from our Middlesbrough Site, the Club model is a package of training and resources for education providers to deliver within their own premesis. Achieve consists of personal and social development sessions, a mixture of challenging and adventurous activities plus a residential that takes young people away from the pressures of their daily situation to engage in a different environment. Young people will learn vital life skills and participate in community and enterprise projects. The Achieve curriculum underpins the programme in both Clubs and Middlesbrough Centre. In each case, modules

Both models of delivery have Language, Literacy and Numeracy and Science, Technology, Engineering and Maths (STEM) built into the content of the session plans to provide young people with the opportunity to succeed in these core areas and transfer that learning to the rest of their cirriculum. Course Duration

The course spans 10 weeks with a two week induction period prior. The course is part time and a combination of support in our Prince’s Trust Centre and at school. The expected engagement hours are 90-95 hours including the residential and 1:1 support.

Price

The Prince’s Trust asks for a course contribution from purchasers of £500 for 12 days off-site provision including residential and 5-7 hours of 1:1 support per pupil. The course value is calculated at £3500 per pupil. The Club model is funded at a cost of £1000 for the first two years including training and resources to deliver the programme for up to 15 young people each year.

Tute’s online classrooms do much to overcome the barriers to education some learners might face in more traditional teaching situations. The combination of headset, computer and highly interactive teaching methods creates a compelling learning situation where students frequently thrive. Every Tute lesson is delivered live and is supported by comprehensive reporting and automated absence notifications. Tute lessons can be accessed from any location offering a computer with broadband connection and a headset. Our pre-set Virtual School timetable is suitable for students at KS3 and KS4 who require short-term alternative provision or motivation to re-engage with learning. The Virtual School offers a choice of differentiated programmes of two or four lessons per week in the core subjects of English, maths, science and also SMSC. Our bespoke Learning Programmes deliver targeted sequences of lessons, frequently used to accelerated progress and close attainment gaps. Lessons are planned in close partnership with the client to ensure that learning objectives and desired outcomes are agreed in advance and teaching is delivered accordingly. Tute Courses offer a route to gaining accreditation at GCSE and A Level in over 30 different subjects.
