To insure that the spreadsheet is completed and given to Regional Treasurer. MARLCNA Policy will have to be amended to instruct the person in that position be responsible to complete the spreadsheet. This would mean budgets would tr. submitted/approved in March for a fiscal year starting April 1 & ending March 31. Intent: To manage the Regional funds more responsibly by accounting for our annual income & expenses in accordance with the IRS timeframe. This will also simplify the End of Year Treasurer's Report that is provided to the accountant for our tax return. Seconded by: Tommy D. Williamsport RCM. Motion was reviewed by Policy. Acting York RCM raised an objection to the consideration of this motion. A vote wgs fgken: 3-8-1. Objection to the considergtion of tile motion failed. Mason Dixon RCM moved to table this motion definitely uutil all Areas have the opportunity to have the USSC Workshop, seconded by Little Apple RCM. Vote was taken 11-1-0. Table passed. Williamsport RCM moved to reopen discussion on this motion at March 9, 2013 Region, 2nd by Little Apple RCM VOTE 3-7-3. FAILED.

Currently there is no need for 2 Subcommittees due to Areas no longer hosting the Convenference; to make fmancial reporting to Region the responsibility of one Subcommittee. Intent: Currently our Region is officially funding for expenses incurred to provide USSC info to Areas and supporting representation of the USSC-clear violation of our 6th Tradition: endorsing an outside enterprise.   • We have received a number of inquiries regarding a United States fellowship assembly or USSc. There may be perceptions that this is either a part of the Service System Project or in response to it, but this is not the case. We are three years into the Service System Project, and have only seen the emails that most OfyOll have. Since this event is not being coordinated by any duly elected representative or by any registered Area, Region, or Zone, we are really not comfortable commenting. There are issues that are raised in their material about NA WS, and we are happy to respond to those questions. A United States Conference is not an idea that we believe will help us better achieve our primary purpose, or we would have included it in our Service System proposals.   • Regional Delegate Report June 8 th, 2013

    Hello all, it's been a pretty slow quarter with not many things going on. Kathy and I have split up the few things we have to report on this month.

    First, I just want to remind everyone that the last date for submission of proposals to go into the 2014 CAR Report is August 1,2013. Please bring this information back to your areas so they are aware of the timeframe.

    Another important upcoming date is the deadline for submitting candidates to the HRP panel. These potential candidates would be considered for nomination to various world services trusted servant positions by the HRP. These positions are: WSC Co-facilitator, Human Resource, Panel Member, and World Board Member. The deadline is October 31,2013. Please see Attachment #1 for more information.

    Also, this is along the same lines as the last item but if you are a part of the world pool or would like to be the date that your information must be updated to be considered for 2014 WSC nomination process is August 31,2013. For those of you who are not familiar with the world pool, this is sometimes where the HRP panel finds potential candidates for positions. Also, this pool is used to gather participants in any upcoming projects/focus groups. If you are just interested in adding your information to be considered for future projects, the above deadline does not apply and you can update your information anytime. Please share this with your areas.

    Last, as we all know the WCNA 35 in Philadelphia is rapidly approaching. NAWS is still in need of many volunteers to assist in this event. Please make copies and pass this along to your areas. As a note, you must be registered for the event in order to volunteer at it.

    Another upcoming even is the North East Zonal Forum which will be held in Pittsburg, PA June 28 - 30, 2013. The event begins at 7 PM Friday June 28th and ends approximately Noon on Sunday June 30th . Information is as follows for those who would like to attend: Holiday Inn Pittsburgh Airport, 8256 University Boulevard, Moon Township, PA 15108. Reservations can be made by either calling toll free 877 -305-7123 and asking for the North East Zonal Forum Group - The Group Code is "NEZ".

    Kathy and i had budgeted to attend this event. Between the two of us we have left oVer funding from the previous Zonal event and MARLCNA. We would only need an additional $450 in all to cover the budgeted expenses. This includes a hotel stay for two nights, our per day meal allowance, and cost to drive the 564 miles round trip. As we understand that as of last region our funds were not doing too well we can discuss if the funds are available for us to attend this Zonal forum.

    I will send a follow up email to all of the RCM's and Alternates with an abridged version of this information and web links for you to pass along in case any of your area's send your minutes out by email. This will cut down on copies and hopefully help you pass along the information easier.

    HUMAN RESOURCE PANEL ANNOUNCEMENT 14 September 2012

    Greetings to all Regional Service Committees, Zonal Forums, and the World Board. As stated in A Guide to World Services in NA, Regional Service Committees, Zonal Forums, and the World Board have the ability to forward potential candidates to the Human Resource Panel. These potential candidates would be considered for nomination to various world services trusted servant positions by the HRP. These positions are: WSC Cofacilitator, Human Resource Panel Member, and World Board Member.

    The DEADLINE for receipt of these potential candidates from RSCs, Zonal Forums, and the World Board is 31 October 2013.

    In support of your efforts, we ask that you please submit a Potential Candidate Submission Form for each candidate you are forwarding. Additionally, in an effort to add value to this process, we are asking each service body who forwards a potential candidate to also complete an RBZ Rationale Questionnaire about their selection process. We will likely publish the RBZ Rationale or a portion of it with the Candidate Profile Reports.

    How TO FORWARD NAMES TO THE HRP FOR CONSIDERATION

    There are many ways for RSCs, Zonal Forums, and the World Board to know people who may be considered as potential candidates. Here are a few examples: someone who has been a trusted servant of one of these bodies, someone who approaches one of these bodies and states she or he is interested in a particular NA World Services position, or an individual NA member may suggest someone. It will be important for each service committee to consider how they will decide to forward potential candidates. We encourage your committee to discuss and develop a process that will work best for each of you.

    We strongly suggest that service committees speak with the prospective candidate before forwarding their name to the HRP. This will save you time if the person is not interested; and this will also save the HRP time by not having to contact someone whose name was forwarded, only to discover that they are not interested. Any potential candidate must complete or update his or her World Pool Information Form (WPIF). We recently revised the WPIF and encourage everyone to respond to the two additional questions that were added. It would be very helpful if your service committee passed along this request to those members. The WPIF is available online at: http://www.na.org/?ID=HRP-wpif-default or by calling or writing to NAWS.

    Again, we suggest that the above service committees consider any individuals who may be qualified for any of these positions. Detailed discussion of each of these positions can be found in our service manual, A Guide to World Services in Narcotics Anonymous. Here is some information from the guide:

  • World Board Member:

    • Ten years continuous clean time.

    In addition to the qualities expressed in Concept Four such as humility, integrity, trustworthiness, and strong commitment to open communication, the following qualifications for nomination and election to the World Board are written to express the variety of skills and experience necessary to the board's optimum operation. A single individual may not have all of the qualifications listed below. These qualifications should not be viewed as a list of absolute requirements, but rather as an expression of the qualities and experience that will help the board to best serve our fellowship:

    • History of both completing work independently and working well within a group.

    • Familiarity with and commitment to the World Service Conference vision of a global fellowship demonstrated through world service or personal life experience.

    • Familiarity with the Narcotics Anonymous service structure.

    • Administrative skills.

    • Experience with plan development and financial forecasting.

    • Organizational and communication skills.

    • Ability to donate sufficient time to attend meetings, travel, and to fulfill the additional commitments of board membership.

    • A working knowledge of the Twelve Steps, Twelve Traditions, and Twelve Concepts.

    Human Resource Panel Member:

    • Eight years continuous clean time.

    Membership requirements: As well as holding no other world service commitments by the time they assume their duties on the Human Resource Panel, all prospective Human Resource Panel members should demonstrate the following:

    ~ Trustworthiness-integrity and the ability to provide leadership (as discussed in our Fourth Concept).

    • Discretion-the ability to fulfill their responsibilities with the conference's confidence that confidential information will be protected.

    • Experience-members should possess previous world service experience and should demonstrate some personnel/human resources experience.

    • Ability to read English.

    • A working knowledge of the Twelve Steps, Twelve Traditions, and Twelve Concepts of Narcotics Anonymous.

  • WSC Cofacilitator:

    Eight years continuous clean time.

    The qualifications for the WSC Cofacilitator are:

    • A demonstrated ability to preside over business meetings.

    • A working knowledge of WSC policies and procedures.

    • A working knowledge of Robert's Rules of Order and general parliamentary procedure.

    First I would like to thank everyone who came early to attend the Group Conscience Workshop this morning. We would like to hold another workshop in November of this year. Jenna and I were thinking that a refresher and update on the SSP would be appropriate as the CAR comes out in December and it will include a transition plan for the SSP. This workshop will be held the ftrst or second weekend of November and will most likely be in Allentown. We will send out a flyer via email when all the details are worked out.

    I have not mentioned this in any of my reports but I do feel that it is information the fellowship should have. There is a discussion board on the world website for WSC participants - RD's RDA's WB members and WSO staff-. In the past this discussion board was viewable by the whole fellowship but only participants were allowed to post. In September of last year the discussion board was made private so the only members allowed to view the discussion board are WSC participants. I was uncomfortable with the lack of transparency and made my views known on the board~ however, the privacy has not changed. There is also a discussion board for all NA members and a Traditions discussion board open to all NA members at

    World Board Minutes

    Field testing of the SSP is still going on in 9 communities. The testing will conclude in July 2013. A report will follow. Discussion of discontinuing funding of the RD to attend the WSC and discontinuing allowing the RDA to attend the WSC. These things are being discussed as a way to decrease the cost of the conference. (The last conference cost the fellowship $473,719.2011/2012 WSC Support cost the fellowship $3,500,113. My suggestion was to see where cuts could be made in WSC support as that is the greater ofthe two amounts by far.) Discussion of ways to increase member donations. The following items will be removed from literature inventory when the current stock is depleted: 25 slot literature rack, OD cards, It Works How and Why audio, and Step Working Guide audio.

    Jenna and I have been in contact with Jane, PR specialist from the WSO, in regards to the Unity Day meeting during the upcoming World Convention. Jenna has mailed invitation letters to each state prison in our region and we Vvill be following up with the prison officials later this month. I attended meetings with Jane at the Department of Corrections and the Department of Drug and Alcohol Progra...'11s. There was also a request for treatment professionals with both departments to attend professional panels that will be held Saturday at the convention. Both departments were interested in participating. The treatment professionals at the DOC would like for NA meetings to be available in all state prisons, however, there are a few rural prisons that meetings are not being held on a regular basis. They did not have the names of those prisons available at the time of the

  • meeting. I did explain that in rural areas we have a smaller NA presence, therefore, less people to do service. I gave them my email address and hope to hear from them to see if somehow meetings can be made available at all state prisons in the future. At the DDAP Jane and I met with the Deputy Secretary of the department. He was very positive about Narcotics Anonymous and it's viability as a means of recovery. He would like to work with NA in any way possible to steer people towards attending meetings, whether its getting literature into parole/probation offices or emergency rooms, making phone calls, putting information on their website or whatever we feel could be of help. The Who is An Addict IP is being put on their website wiLh permission from NA WS. He was also interested in working only within our traditions. I do have his contact information and would have liked to attend the PR subcommittee meeting this morning; unfortunately I was not able to due to the workshop. I would like to submit our area help-line numbers for inclusion on their website to assist people in finding meetings. I would appreciate any feedback on that.

    I discussed the removal of Bulletin #29 with Jane from the WSO as I had reported at last region. She stated that the fellowship had emailed quite a bit of input to the world board and they do not feel that removing the bulletin would be the right thing to do at this time, although I do not know if the idea is being removed from the PR plan.

    MARSCNA Web Subcommittee Report June 8, 2013

    The Web Subcommittee is doing well.

    I have uploaded all ofthe meeting lists and event flyers that I received. If you have any new flyers or meeting lists that need to be uploaded, please make sure that I get them. If you do not have them with you today, you may email them to me at either or

    I uploaded the latest Regional meeting minutes to the website onto the Archives page minus the last two pages which contain everyone's address and phone number. So far, minutes for June 2009 through March 2013 have been uploaded. The password to get onto this page is 12and12.

    The revised literature guidelines in both .doc and .pdf formats have been uploaded to the Policy page of the website. Revised Public Relations guidelines were also uploaded in both formats. When the motion to change the name of the Regional Public Information Subcommittee to Public Relations passed, the guidelines were never updated.

    One ofthe members in my Area asked why there was no link to the NA World Services website on the Regional website. I checked the Web Subcommittee guidelines and under the Content section, it stated that there should be a link to Narcotics Anonymous World Services. When the site was redesigned, this apparently was overlooked. The guidelines also stated that a notice will be placed at the beginning of the website that signifies that it is the official website of the Mid-Atlantic Region of Narcotics Anonymous. This was also overlooked. So, I added this statement to Home page as well as a link to NA.org on every page.

    I printed out some Group and Committee Registration/Update forms. If anyone needs to update their group information with NAWS, you can complete the form and mail it in. You may also submit updates online. There is a link to this page on NA.org on the Forms page of our Regional site.

    The Area contacts on the website have been updated. I'll be passing around a clipboard to update these contacts. Please provide me with at least one email address that can be used to contact someone in your Area.

    I have submitted an invoice to the Treasurer for the amount of $14.99 for payment of our yearly domain renewal. The payment is due by June 21, 2013.

    All literature begins with an idea: something that was heard in a meeting, a per-sonal struggle, recognition of a need, etc. To begin, the following list may be helpful in organizing your thoughts:

    1. Determine the topic of the material you will cover. State the idea or concept, title or problem to be addressed in clear, simple terms.

    2. List ideas your group thinks pertain to the topic.

    3. Out of the list, choose the major subjects for outline headings and sub-headings.

    4. Choose a working title for the material (this sometimes happens at the begin-ning, the end or even during the development process).

    Next is development of your source material notes, input, etc.

    1. Gather and/or write material that pertains to the topic you have chosen. Write and tape notes (utilize research and resource materials); brainstorm. Use "3 x 5" cards, multi-tablet writing, computer indexing, free-flow writing, tak-ing whatever works!

    2. Make at least two copies of each source. Set aside one copy for the file.

    Outlines

    Use of an outline has been invaluable. Most outlines include an introduction, a body, and a conclusion, so that the ideas will follow a logical sequence. That way, all notes and main ideas can be organized into the outline. Here is a skeleton outline with de-

    5. Revised Draft

    A. Evaluate rough draft 1. Look for omissions. Strengthen weak spots. Check for redundancies

    and develop transitions between ideas and sub-headings. 2. Read and adjust for continuity and flow. 3. Mark the work copy as it pertains to the topic outline. Cross out

    material that doesn't apply. 4. Edit for punctuation, spelling, tense and grammar.

    5. (Optional) Cut the marked material and separate into piles by topic and item numbers. Arrange the material in each pile for continuity and paste-up on a piece of paper. Re-type in new order and re-read.

    NOTE: The cut-and-paste method can be very effective with some material and to-tally inappropriate for other pieces. Sometimes input received is well-written and com-plete. Cutting it apart may disconnect the logical sequence, in which case it may be appropriate to proceed directly to the next section. .

    6. Any revisions are re-typed and read before the group for evaluation and approval. Consider the draft in terms of the topic outline and the source material.

    7. Repeat as needed.

    By this time, for an individual or a committee, all major problems with the piece should be resolved. There should be a sense of completion with the con-tent and presentation, and a feeling that the piece has been taken as far as pos-sible. (This, however, may not be the final draft and more work may need to be done by others.) We take a piece as far as we can and then pass it on. Remem-ber, all material written about N .A. recovery is valuable. Each of our words and thoughts is important.

    This tradition [s important for both the individual and the group. Desire is the key word;

    desire is the basis of our recovery. In our stories and in our experience of trying to carry the

    message of recovery to the addict who still suffers, one painful fact of life has emerged again and

    again. An addict who does not want to stop using will not stop using. They can be analyzed,

    counseled, reasoned with, prayed over, threatened, beaten, or locked up, but they will not stop

    until they want to stop. The only thing we ask of our members is that they have this desire.

    Without it they are doomed, but with it miracles will happen.

    Desire is our only requirement. Addiction does not discriminate. This tradition is to ensure

    that any addict, regardless of drugs used, race, religious beliefs, sex, sexual preference, or financial

    condition is free to practice the NA way of life. With II • •• a desire to stop using" as the only

    requirement for membership, one addict is never superior to another. All addicted persons are

    welcome and equal in obtaining the relief that they are seeking from their addiction; every addict

    can recover in this program on an equal basis. This tradition guarantees our freedom to recover.

    Membership in Narcotics Anonymous is not automatic when someone walks in the door or

    when the newcomer decides to stop using. The decision to become a part of our Fellowship rests

    with the individual. Any addict who has a desire to stop using can become a member of NA We

    are addicts, and our problem is addiction.

    The choice of membership rests with the individual. We feel that the ideal state for our

    Fellowship exists when addicts can come freely and openly to an NA meeting, whenever and

    wherever they choose, and leave just as freely. We realize that recovery is a reality and that life

    without drugs is better than we ever imagined. We open our doors to other addicts, hoping that

    they can find what we have found. But we know that only those who have a desire to stop using

    and want what we have to offer will join us in our way of life.

It is the intention of said Assignee to use the experiences of persons once involved with drugs to assist those others who are seeking understanding and assistance in chang-ing their own lives.

For valuable consideration, receipt of which is hereby acknowledged, Assignor here-by sells, assigns, and transfers to Assignee, without exception and without limita-tion any and all of Assignor's interests and copyrights and rights to copyright and rights to publish together with all rights to secure renewals, reissues, and exten-sions of such copyrights in said story or article, including any excerpt from or adap-tation of said story.

    2. Assignor hereby covenants, warrants, and represents to Assignee, and this agree-ment is made in reliance thereof, each of which is deemed to be a separate covenant, representation, and warranty:

  • Tradition Two For our group purpose; there is but one ultimate authority-a loving God as He may express Himself in our group conscience. Our leaders are but trusted servants; they do not govern.

    "Our direction in service comes from a God of our understanding, whether we serve as

    individuals, as a group, or as a service board or committee. Whenever we come together, we

    seek the presence and guidance of this loving Higher Power. This direction then guides us

    through all our actions." It Works: How and Why, Tradition Two

    Tradition Nine !\jA, as such, ought never be organized, but we may create service boards or committees directly responsible to those they serve.

    "Groups share information and guidance with the boards and committees serving them. Then

    these boards and committees report back to the groups to which they are responsible,

    describing their operations, discussions, and plans. Responsible service boards and committees

    consult the groups in matters directly affecting them and seek direction from the groups in

    matters not already covered.by existing policy .... Whenever possible, organized service work

    should be kept distinct from the groups so that they can remain free to simply and directly fulfill

    our primary purpose, addict to addict. The boards and committees we do organize, we organize

    on the basis of need only, using the simplest guidelines possible." It Works: How and Why, Tradition Nine

    concept Three The NA groups delegate to the service structure the authority necessary to fulfill the responsibilities assigned to it.

    "The NA groups maintain final responsibility and authority for the service structure they have

    created. Yet if they must involve themselves directly in making decisions for all of our service

    boards and committees, the groups will have little time or energy left to carry the recovery

    message in their meetings. For this reason, the groups entrust the service structure with the

    authority to make necessary decisions in carrying out the tasks assigned to it." Twelve Concepts for NA Service, Third Concept

    Concept Six Group conscience is the spiritual means by which we invite a loving God to influence our decisions.

    "We apply the Sixth Concept when we listen not just to the words our fellow members speak,

    but to the spirit behind their words. We apply the Sixth Concept when we seek to do God's will,

    not our own, and to serve others, not ourselves, in our service decisions. We apply the Sixth

    Concept in our groups, service boards, and committees when we invite a loving God to

    influence us before making service-related decisions."

  • For the 2012 World Service Conference, regions were asked,

    "How does your region reach a conscience about WSC matters?"

    The answers varied greatly. Many took this question to mean, {(How do you become

    informed about WSC matters?" However, over 60 regions (out of 112 regional reports

    received) gave some information about how they develop a regional conscience. Most

    of these were evenly divided between a group tally, a regional assembly of some form,

    and an area tally, with the last option being slightly less popular.

  • 1. How does your group make decisions about group issues, such as meeting format or

    how much money to contribute to other levels of service?

    2. How does your group decide on local service issues, such as area motions that have

    been sent back to the groups, or does your group even do that?

    3. Does your group have requirements about who is allowed to vote on group issues? On ASC issues? For those groups that do, have you discussed the reason for these

    requirements as a group, or is it simply accepted as "the way our group has always

    done it?"
