Summary
This document defines a collaborative project that aims at establishing and sustaining theGovernment Chief Information Officer function in Colombia (GCIO.CO).
The patron of the project is the Ministry of Information Technologies and Communications (MICT). The proponents and collaborators on this project are: 1) Center for Electronic Governance at United Nations University International Institute for Software Technology (UNU), 2) Universidad Nacional de Colombia (UNC) and 3) Directorate of IT Standards and Architectures (ITSA), MICT, Colombia.
For a systematic and holistic development of the GCIO function in Colombia, the project is organized around a lifecycle of 12 activities required to establish and sustain the GCIO function. Among the 12 activities; 5 concern analysis and design: 1) identifying stakeholders,2) assessing readiness, 3) benchlearning, 4) visioning and strategizing and 5) designing; 5 activities concern the development of various components of the GCIO function: 6) regulatory framework, 7) institutional framework, 8) human capacity framework, 9) local collaboration framework and 10) international collaboration framework; and 2 are supporting activities: 11) research and 12) institutional capacity building.
The document describes the aim (Section 1), objectives (Section 2), activities (Section 3) and planning (Section 4) for the project; the latter includes schedule, staffing and budget.

1. Aim
The aim of the project is to establish and sustain the Government Information Leadership function in Colombia (GCIO.CO), to strengthen the capacity of the Colombian Government in pursuing public policy, in fulfilling national development goals and in delivering value to the public through strategic use of Information and Communication Technology (ICT) and Electronic Governance (EGOV) – ICT-enabled transformation in the working of government and its interactions with citizens, business and other non-state actors.
2. Objectives
In line with this aim, the project has the following objectives:
O1. Identifying Stakeholders – identifying the main institutional and individual actors who are involved in (or who are affected by) the performance of the GCIO.CO function
O2. Assessing Readiness – engaging the stakeholders (O1) to determine the state of GCIO.CO including: political awareness and support, legal and regulatory framework, institutional arrangements, ICT-savvy government workforce, training and education opportunities, and other factors influencing the GCIO.CO function
O3. Benchlearning – identifying international experiences in establishing and sustaining the GCIO function and adapting international best practices to the circumstances in Colombia, based on O2
O4. Visioning and Strategizing – engaging the stakeholders (O1) to decide on the vision for GCIO.CO and on the strategy for establishing and sustaining this function (O2, O3)
O5. Designing – defining the architecture of the envisioned GCIO.CO function (O4) including the required legal, institutional, financial, human, technical and other components as well as the relationships among them
O6. Developing – Regulatory Framework – developing legal and regulatory foundations for establishing and sustaining the GCIO.CO function in public institutions in Colombia in line with the architectural design (O5)
O7. Developing – Institutional Framework – defining institutional support for the GCIO.CO function in line with the architectural design (O5) – defining GCIO positions within government organizations, assigning roles and responsibilities, defining required competencies for GCIO positions, defining career paths, creating organizational structures to support the GCIO.CO function, provisioning government-wide coordination, enabling cross-agency collaboration, etc.
O8. Developing – Human Capacity Framework – facilitating the professionalization of the government GCIO workforce in line with the architectural design (O5) and establishing government-academia collaboration to provision the required educational and training programmes
O9. Developing – Local Collaboration Framework – building community support for GCIOs to promote collaboration, share experiences, promote engagement and facilitate the anchoring of the GCIO workforce in line with the architectural design (O5)

O10. Developing – International Collaboration Framework – learning from others while at the same time sharing the own experiences, particularly from the Latin-American region, through developing regional collaborations and partnerships with recognized institutions and experts, in line with the architectural design (O5)
O11. Supporting – Research – providing policy support, recommendations and guidelines for the project through problem-oriented and user-driven research
O12. Supporting – Institutional Capacity – building human and institutional capacity withinITSA in order to successfully carry out the project
3. Activities
In order to realize the objectives outlined in Section 2, the project will carry out 12 activities, one per objective, as described in the sections below.
3.1. Identifying Stakeholders
The activity A1 aims at fulfilling the objective O1 – identifying the main institutional and individual actors who are involved in (or who are affected by) the performance of the GCIO.CO function.
To this end, the activity will include the following tasks:
T1. Designing instruments for stakeholder analysis – 1 weekT2. Planning data collection and review stakeholder list – 1 weekT3. Collecting data about stakeholders – 1 weekT4. Analyzing data on stakeholders – 1 week
One month is required to carry out these tasks.
This activity will produce two deliverables:
D1. Assessment instrument for stakeholder analysisD2. Document “Developing GCIO Function in Colombia – Stakeholder Analysis” covering the
process conducted for stakeholder analysis, collected and analyzed data, the list of identified main actors, and the findings and recommendations.
The responsibilities are divided as follows: 1) UNU and UNC are responsible for designing assessment instruments, setting up the process, and analyzing stakeholder data, and 2) UNC is responsible for gathering and collecting data, with support from ITSA.

3.2. Assessing Readiness
The activity A2 aims at fulfilling the objective O2 – engaging the stakeholders (O1) to determine the state of GCIO.CO including: political awareness and support, legal and regulatory framework, institutional arrangements, ICT-savvy government workforce, training and education opportunities, and other factors influencing the GCIO.CO function
To realize this objective, the following tasks are planned:
T5. Preparing assessment instruments (questionnaires, instructions, website) – 1 week T6. Preparing the process to administer the instruments and to gather data – 1 week T7. o UNU and UNC are responsible for developing assessment instruments, setting up the process, training the assessment team, analyzing data and former surveys, and formulating recommendations.
o UNC is responsible for team building, gathering and collecting data, and staffing the assessment helpdesk.
o ITSA is responsible for identifying the agencies involved in the assessment exercise.

3.3. Benchlearning
The activity A3 aims at fulfilling the objective O3 – identifying international experiences in establishing and sustaining the GCIO function and adapting international best practices to the circumstances in Colombia, based on O2.
The overall goal is to ensure the transfer of knowledge and experiences from the leading countries in ICT, EGOV and GCIO, but also the countries with similar conditions to Colombia.
To this end, the following tasks are planned:
T15. Identifying best practices from the leading countries in ICT, EGOV and GCIO – 4 weeks T16. Identifying experiences from the countries in similar conditions as Colombia – 4 weeks T17. Adapting international best practices to the conditions in Colombia – 2 weeksT18. Developing best practices specially for Colombia as required – 2 weeks
Three months are required to carry out these tasks.
This activity will produce one main deliverable:
D8. A report “Developing GCIO Function in Colombia – State of the Art” covering the findings of the research tasks T15 through T18
These tasks are to be carried out collaboratively by UNU, UNC and ITSA as follows:
o UNU and UNC are responsible for identifying international best practices and adapting them to the conditions in Colombia and developing best practices for Colombia taking into account local conditions.
o ITSA is responsible for identifying relevant experiences.

3.4. Visioning and Strategizing
The activity A4 aims at fulfilling the objective O4 – engaging the stakeholders (O1) to decide on the vision for GCIO.CO and on the strategy for establishing and sustaining this function (O2 and O3).
The overall goal is to define the major activities to be performed for establishing and sustaining the GovIL function in Colombia.
To this end, the following tasks are expected:
T19. Planning visioning workshop – 1 weekT20. Developing training materials – 1 weekT21. Carrying out visioning and goal setting – 2 weeksT22. Conducting visioning workshop and receiving feedback – 2 week T23. Revising vision and goals based on received feedback – 1 week T24. Defining a strategy to realize the goals – 1 week
Two months are estimated to carry out these tasks.
The visioning workshop will last for one day and will be conducted in Bogota. The number of participants is estimated based on the following: 1) at least one participant for each national government agency (ministry or administrative department) and for each territorial government in which the GCIO function will be established during the first stage, 2) two or three representatives of the project owner at the Ministry of ICT and 3) at most five to eight team members, representatives of UNU and UNC. The maximum number of expected participants is 80 persons.
This activity will produce three main deliverables:

o UNU and UNC, with support from ITSA, are responsible for defining the legal and regulatory framework and designing the human resource architecture
o ITSA is responsible for designing the institutional support and financial requirements.

3.6. Developing – Regulatory Framework

The regulatory framework workshop will last for 1.5 days and will be conducted in Bogota. The number of participants is estimated based on the following: 1) five to 10 key candidates to occupy the GCIO positions at national government agencies, 2) three to five key candidates to occupy the GCIO positions at territorial governments, 2) two or three representatives of the project owner at the Ministry of ICT, 3) three to five experts in government regulations and 4) at most five to seven team members, representatives of UNU and UNC. The maximum number of expected participants is 30 persons.
This activity will produce three deliverables:
D13. Training materials for regulatory framework for GCIO.CO functionD14. Workshop on Establishing GCIO.CO Regulatory FrameworkD15. A report “Developing GCIO in Colombia – Regulatory Framework” defining the
regulatory framework for establishing and sustaining the GCIO.CO function
These tasks are to be carried out collaboratively by ITSA, UNU and UNC as follows:
o UNU and UNC are responsible for planning the workshop, developing training materials for the workshop,
o UNC is responsible for carrying out the workshop, defining the regulatory framework, submitting the framework to government consultation, receiving feedback
o UNU and UNC are responsible for revising the framework based on the received feedback and ITSA for conducting the final review and disseminating the framework.

To address Government requirements, the activity A8 is decomposed into two:
1) Activity A8.1 – Developing – Human Capacity Framework – Phase I, and2) Activity A8.2 – Developing – Human Capacity Framework – Phase II.
The two activities are explained below.
3.8.1 Developing – Human Capacity Framework – Phase I
The activity A8.1 aims at partly fulfilling the objective O8 – facilitating the professionalization of the government GCIO workforce, during early stages of the project.
To this end, the following tasks are planned:

UNC in collaboration with ITSA will be responsible for establishing the GCIO.CO University in Colombia. UNC will be responsible for certifying the curriculum and programme.

3.9. Developing – Local Collaboration Framework
The A9 activity aims at fulfilling the objective O9 – building community support for GCIOs to promote collaboration, share experiences, promote engagement and facilitate the anchoring of the GCIO workforce in line with the architectural design (O5).
To this end, the following tasks are expected:
T46. Launching and maintain the GCIO.CO portal – 4 weeksT47. Publishing two editions of a GCIO.CO newsletter – 2 weeks (second half of the project) T48. Organizing two GCIO.CO events – 2 weeks (second half of the project)T49. Establishing GCIO.CO Community of Practice – 4 weeks
Three months are estimated to carry out these tasks.
The two GCIO events are planned to bring together the newly appointed GCIOs. The events are planned to last for one day and to take place in Bogota. The number of participants is estimated based on the following: 1) the number of the newly appointed GCIOs 2) two or three representatives of the project owner at the Ministry of ICT and 3) at most three to five team members, representatives of UNU and UNC. The maximum number of expected participants for each event is 80 persons.

3.10. Developing – International Collaboration Framework
The A10 activity aims at fulfilling the objective O10 – learning from others while at the same time sharing the own experiences, particularly from the Latin-American region, through developing regional collaborations and partnerships with recognized institutions and experts, in line with the architectural design (O5).
To this end, the following tasks are planned:
T50. Establishing a GCIO network for Latin America – 2 weeksT51. Linking with international partner institutions – 2 weeksT52. Organizing the first edition of the Latin America GCIO Workshop – 12 weeks
Three months are estimated to carry out these tasks.
The first edition of the Latin America GCIO Workshop aims at bringing together Colombian GCIOs with national GCIOs from other Latin American countries. The event is planned to take place in Bogota to last for 2 days and is expected to be attended by 100 to 120 participants.
This activity will produce two main deliverables:
D31. A database of international partnershipsD32. Latin America GCIO Workshop
UNU will be responsible for establishing the GCIO network and linking with international partners. UNC supported by UNU will be responsible for organizing the GCIO workshop.

The A11 activity aims at fulfilling the objective O11 – providing recommendations, policy support and guidelines for the project through problem-oriented and user-driven research.
To this end, one task is expected:
T53. Conducting problem-oriented and user-driven research on GCIO – 12 months
As a cross-cutting and supporting task, 12 months are estimated to carry out this task.
This activity will produce two main deliverables:

4. Planning
The current section describes the schedule, staffing and budget of the project.
4.1. Schedule
The project is expected to last for 12 months.
The A1 activity (Identifying Stakeholders) is executed during the month 1 along with A2 (Assessing Readiness) which continues during the months 1 to 4. A3 (Benchlearning) is executed from the month 2 to 4, followed by A4 (Visioning and Strategizing) which takes place during the months 5 and 6. A5 (Designing) is conducted during the month 7, followed immediately by A6 (Developing – Regulatory Framework) which takes place from the month8 to 10. A7 (Developing – Institutional Framework) takes place during the month 10 and 11, while A8.1 (Developing – Human Capacity Framework Phase I) during from month 5 to 7 and A8.2 (Developing – Human Capacity Framework Phase II) during from month 10 to 12. A9 (Developing - Local Collaboration Framework) take place during the months 7, 9 and 12, and A10 (Developing – International Collaboration Framework) during the months 5, 10, 11 and12. A11 (Supporting – Research) and A12 (Supporting – Building Capacity) are carried out throughout the whole from the month 1 to 12.

4.2. Staffing
The following positions are required on the side of UNU:
P1. Coordinator – senior UNU staff to supervise UNU’s contribution to the project at 35% P2. Senior Researcher – international senior resource person from UNU at 100%P3. Researcher – international resource person from UNU at 100%P4. Fellow – two qualified persons preferably from Colombia invited as fellows at 100%
The following positions are required on the side of UNC:
P5. Researcher – two senior researchers to contribute to the project at 50% each or one senior researcher to contribute to the project at 100%
P6. Fellow – two qualified postgraduate students dedicated 100% to the project
The following positions are required on the side of ITSA:
P7. Owner – ITSA staff to represent the owner’s views on the project at 20%P8. Manager – senior ITSA staff to oversee the management of the project at 40%
In addition, the following positions will be provided by UNU and UNC
P9. Trainees – two trainees, one from UNU and another from UNC to receive training through the project at 100%
P10. Admin Support – administrative staff from UNC to provide support to the project at50%
P11. IT Support – one IT staff from UNC to provide IT support to the project at 50%.

4.3. Budget
The budget for the project in six categories – salaries, stipends, personnel, missions, events and resources – is outlined below.
The costs of UNU are USD 257,680 with 15% of administrative costs of USD 38,652. UNU costs for executing the project total USD 296,332. The estimated costs of UNC for executing the project are USD 120,040. So far, No administrative costs were introduced for UNC. An explanation for each category of expenditures follows.
o Salaries and Stipends – The costs of salaries and stipends for UNC are estimated using the same figures as UNU. The salary costs for ITSA staff should be completed by ITSA.

o Personnel – Accommodation is considered in Macao for UNC and ITSA staff conducting part of the work at UNU. Likewise, accommodation in Bogota is included for UNU staff working in Colombia.
o Missions - Eight travels are included for 2 UNU experts to come to Colombia four times during the project execution. Four travels are included for two academics of UNC to come to Macao for conducting research and development tasks in UNU. In addition, one mission is included to cover the participation of two academics of UNC to present a paper at ICEGOV.
o Events - Local costs for organizing the 2 workshops (Visioning and Regulatory Framework) and the two national and the international events should be completed by UNC.
o Resources – The cost for printing training materials should be estimated by UNC. The cost of software for developing the portal is not estimated since should be agreed between ITSA and UNC (depending on the usage of proprietary or open source and standards followed by ITSA). The e-learning platform to be used for training is supposed to be open source (e.g. Moodle) and no cost was included for it. Other utility software used for the project (i.e. Microsoft Office) is supposed to be provided by project partners- UNU and UNC.
