1. BACKGROUND

The Clause Logic Service (CLS) is a web application designed to aid in the procurement process within the Department of Defense and other federal agencies. The primary function of this service is to allow for consistent inclusion of provisions and clauses into procurement documents. The goal of CLS is to improve the integrity of contracts developed by providing a centralized, web based, intelligent business logic clause-generating service for contracting specialist and Defense Contract Writing Systems (CWS). CLS can be used as a web application directly by contracting specialist and Defense Contract Writing Systems (CWS).

2. STANDARD OPERATING PROCEDURES (SOP)

The CLS SOP identifies the responsibilities of the Champions, and provides guidance to all participating agencies and their assigned users. The purpose of this document is to provide a comprehensive, all-inclusive view of CLS, and assist all authorized users navigate through the CLS environment. The training guides are embedded as attachments to this document, and will be made available on the website to all CLS users. 3. PROCEDURES

A. Clause Logic Service (CLS) Champion.The Clause Logic Service Champion’s main task is to facilitate user access request between the organization and the Defense Procurement and Acquisition Policy (DPAP). The CLS Champion ensures the DD Form 2875 is filled out completely and signed by the appropriate parties.

These steps are for CLS Champion(s) to fill out the spreadsheet. The Champion is responsible to maintain and provide the access request(s) spreadsheet to the CLS Team at DPAP.

B. Requesting Access to CLS1. The Services and other agencies will identify a CLS Champion to requestaccess for their assigned CLS users. 2. CLS Champion will communicate directly with the Deputy ProgramManager & Functional Lead, DPAP at [email protected]. 3. Email requesting access to CLS shall state the following:

a. First, and last nameb. Common Name & EDI/PDI Datac. Agencyd. Organizatione. Titlef. Emailg. Phoneh. DSNi. DD2875 (attached to the Excel Spreadsheet with user association)j. Date submitted

4. Once the information is received at DPAP, it is acknowledged, reviewed and

forwarded to the development team.5. Once returned to DPAP by the development team, the “Date Rec'd Access” is

annotated and the Champion is informed via email.6. The Champion receives the spreadsheet to be reused again, repeating the same

process with all future requests.

C. Accessing CLS These steps are for all authorized CLS users accessing the system in an official manner.

1. Choose sign-in method, currently you may choose “CAC LOGIN”2. At this point please read the warning and the disclaimer

a. The warning explains not to use the “Back Button” as it is not supported in the clause logic user interface

b. The disclaimer is a Standard Mandatory Notice and Consent Provision

3. Click “Acknowledge” on the Mandatory Notice and Consent Provision for all DoD Information System User Agreements.

4. At the top right is the “Welcome” sign displaying the username, assigned role, and the logout button

5. At the top left is the “Save Session” node highlighted in blue6. At the center of the page is the “Create New Clause Set” highlighted in blue. All

new clause set sessions will begin here

7. At the top center are four main tabs:a. Sessionsb. Questionsc. Clauses d. Help

8. The CLS Session Tab will appear containing three sub-tabsa. Clause Sessions in Progressb. History, andc. Templates

9. The following columns are displayed under the “Clause Sessions in Progress” tab:

a. Document ID – The name assigned to the document when the new clause set was created will display here

b. Days Until Expired – The default is set for 30 days before the clause set expires

c. Last Update – This date signifies the most current clause updated. Submitted to Clause Logic Service - e. Resubmit Required – This column displays a yes or a no for

resubmittalf. Contains Errors – This column will display the number of errorsg. Copy Document – This column allows the user to create a copy of

the document

10. The History Tab will display the following sub-tabs:a. Document IDb. Statusc. Archive Dated. Action e. Copy Document

D. Revoking User AccessThese steps are required to be performed by the component level champion when removing a CLS User from the roster. Removal is at the discretion of the agency and will be prompted at their request especially in the case where an individual has left the agency or is no longer in a position to perform the duties.

1. Update the champion spreadsheet and provide the updated information to the functional lead at DPAP.

2. Email the spreadsheet to the Deputy Program Manager & Functional Lead, DPAP via the assigned mailbox at [email protected].

3. Once the removal is acknowledged, quickly update the spreadsheet removing the individual and provide a replacement champion when required.

E. Contacting the HelpdeskUntil further notice, please refer all helpdesk inquiries to [email protected]. In the Subject line be sure to put Help Desk first then brief description of the issue (e.g. Cannot Access or Login Error etc.).

E. Upload CLS Users at ALTESSa. SS (including DD2875) is sent in once a week on Friday by COB from the

Champion to the CLS Administrator (DPAP) via the CLS Mailbox.b. SS from Agencies/Services will be combined, formatted, and submitted for

loading to CLS. Please pay special attention to the following entries when entering the user’s information on the SS:

Common name and EDI/PI retrieved from Active Client Email address

c. DPAP is notified when access is granted by the contractord. DPAP annotates the Agency/Service's original SS with the date access was given

and returns the SS back to the CLS Champion(s) that submitted it.
