MINUTES of the meeting of the Technical Committee of COOMET TC 1.10 “Thermometry and Thermal Physics” Belarussian State Institute of Metrology (BelGIM) 21-22 September 2011, Minsk, Republic of Belarus 1. Opening of the meeting, greeting, introduction of the participants, adoption of the agenda The meeting was opened by COOMET Vice-president, Director of BelGIM, Dr. Nikolai Zhagora who greeted the participants and informed them briefly about the tasks of the Technical Committee in advance of the 24 th Meeting of the General Conference on Weights and Measures. 1. Opening of the meeting, greeting, introduction of the participants, adoption of the agenda

The meeting was opened by COOMET Vice-president, Director of BelGIM, Dr. Nikolai Zhagora who greeted the participants and informed them briefly about the tasks of the Technical Committee in advance of the 24 th Meeting of the General Conference on Weights and Measures.

General Director of Metrology of Gosstandart of Republic of Belarus, Nefedov Sergey also informed the participants about the level of authority gained by COOMET in the community of RMOs and wished them successful and productive work.

The floor was then taken by the Chairperson of the Technical Committee of COOMET “Thermometry and Thermal Physics” (TC 1.10), Deputy Director of FGUP “VNIIM named after D.I.Mendeleev” Prof. Anatoliy Pokhodun (Russia).

A.Pokhodun greeted the TC members who participated in the meeting. 2. Annual report on the activity of TC 1.10 “Thermometry and Thermal Physics” The Chairperson of TC 1.10, А.Pokhodun presented an annual report on the activity of

TC 1.10 to the participants. He covered the following issues:- carrying out woks in the subject field of TC 1.10 “Thermometry and Thermal

Physics”;- results of the last meeting of TC 1.10;- review of the completed projects;- relationship with international and regional organizations;- works on the participation in the implementation of international agreements.It’s mentioned that member institutes of other RMOs in particular АРМР and

EURAMET are actively involved in the projects of COOMET TC 1.10. COOMET NMIs in their turn take part in the projects of EURAMET. Thus VNIIM named after D.I.Mendeleyev took part in the IMERA program aimed at improvement of realization of fixed temperature points. Specialists of this institute carried out works on the research of phase transitions of eutectic alloys such as cobalt-carbon and rhenium-cobalt alloys.

In part of cooperation with international organizations it was mentioned that COOMET representatives took active part in the Working Groups (WG) of Consultative Committee for Thermometry: WG-1 (Improvement of Methods of Reproduction of Fixed Points and Assessment of Non-uniqueness of the International Temperature Scale), WG-3 (Uncertainty Assessment), WG-6 (Humidity), WG-8 (Examination of CMC Data), WG-9 (Thermophysical Measurements).

In part of realization of international agreements there was mentioned an increase in the number of COOMET participants who had declared their measurement capabilities and who had passed Review for their declared capabilities to be recognized. Thereby, according

to the results of the international audit carried out in May 2011 by type of measurements “Thermometry and Thermal Physics” Ukrainian NMI (NSC “Institute of Metrology”) issued a certificate of the recognition of Quality Management System.

There were no remarks from the participants of the meeting regarding to the presented Report.

3. Information about the work of International Committee on Weights and Measures and its Consultative Committee for Thermometry

A.Pokhodun presented the information about the work of CIPM and CCT to the participants of the meeting. The speaker covered the following issues:

The status of works on the temperature unit redefinition on the basis of Boltzmann constant

Chairperson of TC 1.10 informed that CCT had prepared a Recommendation which contained a resolution for the International Committee on Weights and Measures about the postponement of the resolution concerning the temperature unit redefinition till 2015. The relevance of such a postponement is based on the need to continue the research on the more precise definition of the values of fundamental constants, particularly Boltzmann constant.

The speaker also briefly covered technical and metrological capabilities of implementation of thermodynamic temperature scale using primary (gas) thermometers, noise thermometers and absolute radiometers in the perspective of those difficulties which COOMET NMIs could face in future while retrofitting their measurement standard base caused by temperature unit redefinition.

Basic results of the WG-8 meeting of Consultative Committee for ThermometryState of works on the key comparisonsIn the key comparisons organized under the aegis of CCT covering the temperature

range from argon point up to zinc freezing point COOMET is represented by VNIIM named after D.I.Mendeleyev which has already sent its graduated thermometers to the pilot laboratory (NIST, USA). Since the metrological system of Russian Federation is represented by two institutes (VNIIM and VNIIFTRI) which are responsible for implementation of temperature scale (above and below the triple point of water) there has been made an agreement with CCT about the participation of VNIIFTRI in these comparisons in the range below the triple point of water. However due to the technical reasons VNIIFTRI couldn’t send its measuring instruments to NIST. It was mentioned that because of this COOMET would lack of a connection link between key and regional comparisons in the given temperature range and as a result it would become problematic to assess the equivalence of national measurement standards of COOMET NMIs against the reference value of key comparisons that would have negative impact on measurement capabilities of COOMET NMIs in the given temperature range.

Results of the CMC review submitted to WG8 for approvalIt’s mentioned by the speaker that at the CCT WG8 there was considered and approved

a volumetric quantity of CMC data of such regional organizations as EURAMET and АРМР. NSC “Institute of Metrology” (Ukraine) will soon join a group of COOMET NMIs (VNIIM and BelGIM) which has CMC data in the field of “Thermometry and Thermal Physics” which are published in the KCDB. During the consideration of CMC entries of the

NSC “Institute of Metrology” participants of WG-8 had no objections. Upon completion of the COOMET projects 494/RU/10 and 395/BY-a/07 Moldova,

Georgia, Kazakhstan and Cuba will also have CMC entries in the nearest future.A.Pokhodun drew attention of the participants at the possibility to declare CMC data

with the reference to the primary measurement standards of other countries, equivalence of which had already been approved and thereafter CMC entries were in the KCDB.

ResolutionTo take note of the information about the work of International Committee on

Weights and Measures and Consultative Committee for Thermometry.

4. Consideration of the workflow on COOMET projects in the field of “Thermometry and Thermal Physics”

Project 387/UA-a/07 “Regional Comparison of National Measurement Standards for Temperature Units in Fixed Points of Silver, Gold and Copper Freezing”

Speaker: R. Sergiyenko (NSC “Institute of Metrology)The speaker mentioned that comparisons on COOMET Project 387/UA-a/07 were

carried out only in the fixed point of copper because national primary standard of NSC “Institute of Metrology” had not been supplied with crucibles of other fixed metals. VNIIM (Russia) and NSC “Institute of Metrology” (Ukraine) participate in bilateral comparisons on this project. The project was divided into two stages. On the first stage comparisons of temperature realizations of phase transition of pure copper freezing were carried out using transfer standard – vacuum band tungsten temperature lamp which had been supplied by VNIIM named after D.I.Mendeleyev. The results of the first stage of the works can be found in the Report A describing the first stage of this project and were voiced at the previous meeting of TC 1.10 in 2010.

Second stage is carried out by means of comparison of graphite crucibles directly with fixed metals, which enter into the composition of primary standards of participants of comparisons. NSC “Institute of Metrology” prepared and sent to VNIIM a graphite crucible with fixed metal which is carrying out experimental works on comparisons of temperature realizations of fixed point of copper for crucibles of VNIIM and NSC “Institute of Metrology” using photoelectric spectropyrometric installation entering into the composition of the primary standard of Russia. The coordinator of the project designed the Technical Protocol on the second stage of the project and presented it to VNIIM in electronic form. According to the Technical Protocol the experimental part must be completed till the end of 2011thereby initial results of the comparisons can be voiced in December 2011.

Project 417/UA-а/08 “Supplementary Regional Comparisons of National Measurement Standards for Temperature Units in Fixed Points of Gallium Melting, Indium, Tin and Zinc Freezing”

Speaker: A. PokhodunThe project was successfully completed. CMC data of Ukraine (24 CMC entries) as it

was mentioned above were submitted for interregional consideration.

ResolutionTo recommend to the Project Coordinator to send the form of Completed COOMET

Project 417/UA-а/08 till 30 December 2011 to COOMET Secretariat.

Project 395/BY-a/07 “Regional Comparisons of National Measurement Standards for the Triple Point of Water for Temperature Measurements”

Speakers: T.Dikun, P.Kozlov (BelGIM)NMIs of the following countries take part in the works on the project: Russia, Belarus,

Ukraine, Georgia, Kazakhstan, Moldova and Cuba. T.Dikun voiced a staged scheme of carrying out comparisons and informed the participants of the meeting about the degree of completeness of each stage. BelGIM (coordinator of comparisons) finished the experimental research into the ampoules of the participants of the comparisons. P.Kozlov informed the participant about the progress and results of the research. There were mentioned problems in the initial ampoule of NSC “Institute of Metrology” and also in ampoule of Georgian NMI as a result of nonstandard overall size of the latter ones. The speaker informed the participants about the procedure of carrying out experimental works at BelGIM and also about features and characteristics of the equipment which had been used by BelGIM to carry out these works. Report A on the comparisons can be completed in the nearest time under the condition that all the representatives of comparisons will present information about results of the comparisons of transportable ampoules of triple point of water with their reference ampoules to the coordinator of comparisons as soon as possible.

Resolution To recommend to the participants of the comparisons to activate works on the conduction of the closing stage of comparisons namely to conduct comparisons of transportable and reference ampoules of triple point of water at their NMIs. To provide necessary information to the Project Coordinator in order to complete woks on the Project 395/BY-a/07 in December 2011.

Project 228/UA-а/01 “Comparison of National Measurement Standards for Unit of Combustion Energy”

Speaker: A.PokhodunWorks on the project were completed in full. The results of the work were presented at

the meeting of CCT WG-9 and at the International Symposium on Reference Materials in Beijing. Four Metrological Centres took part in the comparisons: FGUP “VNIIM named after D.I.Mendeleyev” (Russia), NSC “Institute of Metrology” (Ukraine), Chemical Metrology Analytical Science Division, National Institute of Metrology (NIM, China) and BRML-National Institute of Metrology (BRML, Rumania). Not taking into account positive results of the comparisons it is unfortunate that NMIs which participated in these comparisons cannot declare their measurement facilities by formal matter. It’s reasonable to discuss such kind of problems at the meeting of JCRB.

Resolution1. To recommend to the Project Coordinator to send the form of Completed

COOMET Project 228/UA-а/01 till 30 December 2011 to COOMET Secretariat. 2. To recommend to COOMET administration to submit for JCRB consideration a

question connected with measurement facilities of NMIs which participated in the interregional comparisons in the field of measurements of the thermophysic quantities.

Project 486/RU/10 “Regional Comparisons of Copper Cells for Contact Thermometry”

Speaker: A. Pokhodun The project was proposed to support measurement facilities when graduating

thermocouples in the copper point. The participants of the project are: VNIIM (Russia), 5

KazInMetr (Kazakhstan) and NSC “Institute of Metrology” (Ukraine). The coordinator (VNIIM) developed a draft technical protocol which was distributed among participants of comparisons. Methodology of comparisons proposed in the Technical Protocol is the following: participants of the comparisons should send their copper ampoules coming with S type thermocouple to VNIIM where experimental works on comparisons using high temperature platinum resistance thermometer will be carried out.

Resolution1. To recommend to the Project Coordinator to send the form of Agreed COOMET

Project 486/RU/10 till 30 December 2011 to COOMET Secretariat.2. To recommend to the participants of the project to agree the date of the beginning

of experimental works.

Project 487/RU/10 “Regional Comparisons of S Type Thermocouples in Temperature Range of 300 to 1100 оС”

Speaker: A. PokhodunProject was proposed to support measurement capabilities when graduating

thermocouples in subranges. Within this project it’s supposed to carry out comparisons of type S thermocouples which must be graduated by NMI in the temperature range from zinc to copper point. The technical protocol developed by the coordinator (VNIIM) was distributed among the participants of comparisons. Similarly to the Project 486/RU/10 an open question is the date of the beginning of experimental works.

Questions:In reply to the question of T.Savina on whether graduation of the thermocouple at NMI

can be undertaken not in the fixed points of ITS-90 A.Pokhodun said that when coordinating the methodology of carrying out measurements in that case it would be necessary to take into account additional components of uncertainty budget connected with the uncertainties of initial instrument used for graduation of thermocouple.

K.Bordianu discussed an opportunity of participation of Moldovan NMI in that project.

Resolution1. To recommend to NMIs of COOMET Member Countries to consider an

opportunity of participation in the Project 487/RU/10 and to send the form which confirms their participation in the project till 30 December 2011 to the Project Coordinator.

2. To recommend to the participants of the project to agree the date of the beginning of experimental works.

3. To recommend to the Project Coordinator to send the form of Agreed COOMET Project 487/RU/10 till 30 December 2011 to COOMET Secretariat.

Project 488/RU/10 “Regional Comparisons of National Measurement Standards for Combustion Energy Using Samples of Gas Mixes”

Speaker: A. PokhodunThe project was proposed by E.Korchagina (VNIIM). The initial participants of the

works were NMIs of Ukraine and Russia. As the national primary standard for combustion energy of Ukraine needs to be upgraded in order to participate in this project there was made a decision to carry out experimental part of works in 2012. When coordinating the project BelGIM joined the participants. Due to the quantitative change of participants of the project and the difference of technical capabilities of the measurement standard base of participants

the Project Coordinator proposed to change the name of the project into “Comparison of reference methods of measurements of volume heat of natural gas combustion”.

Resolution1. To recommend to the Project Coordinator to make some changes in the name of

the Project 488/RU/10 when coordinating.2. To recommend to the Project Coordinator to send the form of Agreed COOMET

Project 488/RU/10 till 30 December 2011 to COOMET Secretariat.3. To recommend to the Project Coordinator to correct the Technical Protocol taking

into account the changes of quantity of participants, name of the project and work content.

Project 489/RU/10 “Regional Comparisons of National Measurement Standards for Combustion Energy Using Samples of High Purity Graphite”

Speaker: A. Pokhodun The project was proposed by E.Korchagina (VNIIM). Three NMIs participate in the

works on this project: FGUP “VNIIM named after D.I.Mendeleyev” (Russia), NSC “Institute of Metrology” (Urkaine), Chemical Metrology Analytical Science Division, National Institute of Metrology (NIM, China). The technical protocol of the comparisons was corrected and agreed. There were made some changes in the schedule of carrying out works because China informed about the malfunction of its apparatus and about impossibility of carrying out works within initially prescribed period. At the moment NIM has started calorimetric experiments of combustion of samples.

ResolutionTo recommend to the Project Coordinator to send the form of Agreed COOMET

Project 489/RU/10 till 30 December 2011 to COOMET Secretariat.

Project 517/RU/11 “All-Russian and COOMET Member Countries Conference on Temperature Measurements TEMPERATURE 2011”

Speaker: A.PokhodunOn 19-21 April in Saint-Petersburg (Russia) there was held the 4th All-Russian and

COOMET Member Countries Scientific and Technical Conference on the Problems of Temperature and Thermophysical Measurements “TEMPERATURE 2011”. The organizer of the conference was FGUP “VNIIM named after D.I.Mendeleyev”. There were 5 sections at the conference at which there were represented 163 reports. Particular interest of the participants of the meeting was attracted by the report of Mr. I.Fisher (PTB) about the works connected with temperature unit redefinition. Although the conference was quite representative and successful A.Pokhodun expressed his regret that a lot of COOMET Member Countries couldn’t participate in it.

ResolutionTo take note of the information on carrying out the Project 517/RU/11.

Project 504/RU/10 “Regional Comparisons of National Measurement Standards for Unit of Temperature in Triple Point of Mercury”

Speaker: P.Znatkov (project coordinator, VNIIFTRI)The project is under approval. The speaker mentioned the difficulties existing at

VNIIFTRI in the arrangement of the project. A.Pokhodun recommended the Project Coordinator to focus the attention of VNIIFTRI administration on the importance of

realization of the project which would allow COOMET NMIs to assess the level of their measurement capabilities in the low-temperature region.

Resolution1. To recommend to the pilot laboratory to activate the work on the organization of

the Declared Project.2. To recommend to NMIs of COOMET Member Countries to consider an

opportunity of participation in the comparisons and to send the form that confirms their participation in the project till 1 March 2012 to the coordinator. 

3.  To recommend to the Project Coordinator to register the project in the BIPM KCDB.

Project 494/RU/10 “Additional regional comparisons of the national measurement standards for Temperature Unit in the range from triple point of water to zinc freezing point”

Speakers: A.Pokhodun, K.Bordianu (NISM, Moldova)The project was provided for those NMIs which couldn’t participate in projects like

Project 285/RU-a/03 and Project 417/UA-а/08. The participants of the project are: VNIIM, NMIs of Georgia and Moldova. NMI of Georgia completed the graduation of reference thermometer of VNIIM in the tin point. At the moment the thermometer has been sent to NISM, Moldova. K.Bordianu informed the participants of the meeting about the state of experimental works at NISM. It was mentioned that the obstacle for acceleration of experimental works was that the laboratory had just one stove with the help of which temperatures of fixed points of indium, tin and zinc were realized. NISM plans to complete the experimental part of works till the end of 2011 whereupon the reference resistance thermometer will be sent back to VNIIM.

ResolutionTo take note of the information about the workflow on the Project 494/RU-а/10.

Project 495/RU-а/10 “Pilot comparisons on Thermal Conductivity in the Range from 0.03 to 0.05 W/(m·K) in the Temperature Range from 10 оС to 40 оС”

Speaker: N.Sokolov (coordinator, VNIIM)Two institutes participate in the project: KazInMetr and VNIIM (pilot). The speaker

covered the following issues in his presentation: detailed schedule of carrying out works, methodology of carrying out comparisons, characteristics of the reference apparatus used for comparisons, characteristics of thermal conductivity samples used and conditions of carrying out measurements. The convergence obtained by both participants of comparisons is within 1%. There was mentioned a need which appeared in the process of comparisons to carry out additional researches of some components of uncertainty of reference value. In addition the speaker paralleled and compared the procedures, methodologies and uncertainty budget with interregional comparisons in the field of thermal conductivity measurements in which NMIs from SIM, EUROMET and COOMET took part. It was mentioned that NMIs which participated in the mentioned regional comparisons couldn’t declare their measurement capabilities in this field of measurements by formal criterion.

Regarding COOMET comparisons it was mentioned that in 2012 Belarus would be ready to take part in similar project.

2. To recommend to the administration of COOMET to submit for JCRB consideration a question connected with measurement facilities of NMIs which participated in the interregional comparisons in the field of measurements of thermalphysic quantities.

5.  Workflow in the field of humidity measurementsSpeaker: O.Podmurnaya (Head of the Working Group in the field of Humidity

Measurements, FGUP “VNIIFTRI” Eastern-Siberian Subsidiary)During 2011 the following works have been completed.With the aim to form proposals on the regional comparisons in the field of

measurements of humidity of gasses there was collected information about the national measurement standards.

The representatives of governmental corporation “Ukrmetrteststandart” (Ukraine) and FGUP “VNIIFTRI” (Russia) negotiated the perspectives of carrying out regional comparisons of the national standards for humidity of gasses according to COOMET project “Regional Comparisons of Measurements for Humidity of Gasses. Temperature of dew/hoarfrost point is from minus 50 оС to plus 20 оС”. There was achieved an agreement that the form of Proposed Project would be submitted to COOMET Secretariat and the works on technical protocol of comparisons would be initiated.

With the participation of COOMET NMIs there has been developed and is being implemented an intergovernmental GOST 8.547-2009 “State system for ensuring the uniformity of measurements. State verification schedule for means measuring humidity of gases”, which was adopted at the EASC meeting (Minutes No. 36-2009 Item 8.7). It’s also planned to revise RMG 75-2004 “State system for ensuring the uniformity of measurements. Measurements of substances moisture. Terms and definitions” in 2012.

Within the works carried out by the Working Group for Humidity Measurements, CCT WG-6, Eastern-Siberian Subsidiary of FGUP “VNIIFTRI” takes part in the key comparisons of CCT-K6 and CCT-K8 and also in the development of CCT document “Terms and Definitions Relating to Humidity Measurement”.

The speaker covered the questions of carrying out comparisons in the field of humidity measurements at other regional and metrological organizations (EURAMET, APMP, BIPM), and also drew attention of the participants at the efficiency of carrying out bilateral comparisons in advance of key comparisons that allows to make tentative assessment of predictable precision of measurements.

O.Podmurnaya provided information about the results of the upgrade of the primary standard of Russian Federation in the field of humidity measurements and about the development of national verification scheme in the field of humidity measurements of gasses.

Questions:O.Podmurnaya answered a question of A.Pokhodun about the state of measurement

standard base in the field of humidity measurements at VNIIM.

6. New Proposed ProjectsThe Head of the Working Group in the field of Humidity Measurements,

O.Podmurnaya proposed to organize a COOMET Project “Regional Comparisons of Measurement Standards for Humidity of Gasses. Temperature of dew/ hoarfrost point is from minus 50 оС to plus 20 оС”. It’s planned that such NMIs as FGUP “VNIIFTRI” (Russia), BelGIM (Belarus), governmental corporation “Ukrmetrteststandart” (Ukraine) will participate in this project.

T.Savina, representative of Kyrgyzstan, submitted for consideration of the participants an organization of the project on the comparisons of mercury glass thermometers in subranges. During the discussion A.Pokhodun proposed the experts from CSM MERKR to consider an opportunity to carry out comparisons using platinum resistance thermometer which is the reference measuring instrument at CSM of Kyrgyzstan.

N.Sokolov (VNIIM) proposed to organize the project in the field of thermal conductivity measurements which was similar to the Completed Project 495/RU-а/10. During the consideration it was proposed to expand the conditions of carrying out measurements which would result in the increase of the number of project participants.

The General Director of public corporation NPP “Etalon” (Omsk, Russia) proposed to carry out comparisons of reference sensors of thermal flow from 10 W to 2 kW in the range from 0 оС to 200 оС with the participation of National Metrological and Scientific Centres of Russia (Novosibirsk, SNIIM) and Ukraine (Kiev, Institute of Thermal Physics). During the discussion of the work the Chairperson of TC 1.10 mentioned that such work was possible at the level of interlaboratory comparisons but COOMET comparisons required the participation of National Metrological Institutes which were responsible in the country for the unity in the given fields of measurements. To initiate this work it’s reasonable for the experts of Siberian National Research Institute to clarify the definition of the proposed project in order to fill in the form of COOMET Proposed Project so that COOMET NMIs can consider their participation in this project.

7. Current status of measurement capabilities of COOMET NMIs presented in the database of International Bureau on Weights and Measures

Speaker: A.PokhodunAs it was mentioned at the meeting in 2011 there would be completed a process of

official approval of CMC data (24 entries) about the measurement capabilities of Ukraine in 10

the field of contact thermometry which were declared by NSC “Institute of Metrology” on the completion of the COOMET Project 417/UA-а/08.

The speaker mentioned that the completion of the COOMET Projects 395/BY-a/07, 387/UA-a/07, 494/RU/10 would make possible the declaration of CMC entries in the subranges in the part of contact thermometry, in the fixed points in the part of noncontact thermometry and, hence, would assist in the growth of COOMET NMIs having their measurement capabilities published in the BIPM database.

A.Pokhodun informed about the terms of the next meeting of the working group WG-8, which would be held in terms of the forthcoming international symposium “International Temperature Symposium ITS-9” (Los-Angeles, USA, 19-23 March 2012). The attention of the participants was drawn at the actuality of completion of COOMET projects in 2011 in particular 395/BY-a/07 on the comparisons of national measurement standards in the triple point of water in order to present measurement capabilities of NMI at the BIPM discussion forum not later than in January 2012 whereupon they could be considered by the members of WG-8 in March 2012 to be approved for publishing in the BIPM KCDB.

Resolution1. To take note of the information about the state of measurement capabilities

provided by COOMET NMIs for BIPM database.2. To recommend the participants of COOMET projects 395/BY-a/07, 387/UA-a/07,

494/RU/10 to activate the works on completion of these projects in 2011.

8. Miscellaneous8.1 On the proposal of the Chairperson of TC 1.10 each participant of the meeting has

presented introductory information about his NMI, existing measurement standard base in the field of temperature, humidity an thermal physic measurements, tasks and perspectives of improvement of national metrological assurance in the given fields of measurements.

In relation to VNIIM A.Pokhodun mentioned that the activity of thermodynamic department which was governed by him aimed at the creation and maintenance of image of the institute as the leader in the field of thermometry and thermal physics by means of improvement of measurement standard base, participation in the CCT key comparisons and also in the comparisons of other regional organizations, by means of participation of VNIIM experts in the work of CCT and its working groups, participation in international scientific conferences, participation in research works on temperature unit redefinition.

8.2 On the basis of experience of presentation and approval of measurement capabilites of COOMET NMIs A.Pokhodun at the meeting of WG-8 drew the attention of the participants at the reasonability of such an organization of web-page devoted to the measurement standard base of NMI which would demonstrate visually and in full the equipment which entered into the composition of measurement standard and as a result supported corresponding CMC entries which were being declared.

8.3 Secretary of TC 1.10, R.Sergiyenko provided the following information:- about organization and holding seminars on the practical training for the comparisons

and provision of CMC data in accordance with the COOMET development program for 2011-2013 adopted at the 21st Meeting of COOMET Committee (27-28 April 2011);

- about the approval of the list of experts of TC 1.10 in the field of temperature and humidity measurements at the COOMET Committee meeting mentioned above;

- about planned International Scientific and Technical Conference “Metrology and Measuring Technology” which is to be held in Kharkov at the NSC “Institute of Metrology” in October 2012;

- about subject matter of publications in periodical scientific and technical editions “Ukrainian Metrological Journal” and “Metrology and Equipment” particularly in which there can be published reports presented at the conference mentioned above.

8.4 The representative of Moldova, K.Bordianu also provided information about the beginning of publication of periodical scientific and technical journal devoted to the problems of metrology.

8.5 In relation to the Minutes of the meeting of the Technical Committee the participants of the meeting adopted a resolution that states that the Minutes would be prepared by the Secretary of TC 1.10 within the time limit whereupon it would be sent to the participants for negotiation.

8.6 The participants of the meeting were given a guided tour of the measurement standard base in the field of Thermometry and Thermal Physics of BelGIM.

9. Production status of means of metrological assurance of temperature and thermophysical measurements at the enterprises of COOMET member countries

Speakers:A.Nikonenko, General Director of public corporation NPP “Etalon” (Omsk, Russia)A.PokhodunT.Dikun. (BelGIM) V.Givoyno, Director of Ltd “POINT” (Polotstk, Belarus)V.Nikonenko presented a detailed report which covered the history of development

and establishment of the enterprise, direction of activity of scientific and production association, list of the developed and manufactured reference and working instruments in the field of temperature, thermal conductivity and thermal flows measurements, which includes more than 200 items. The speaker dwelled upon the technical and metrological characteristics of modern instruments of reproduction, measurement and regulation of temperature both in contact and noncontact thermometry and also upon the production of verifying equipment in particular for verification of pyrometers and thermal imagers. It was mentioned that public corporation NPP “Etalon” works closely with the leading metrological institutes of Russia. Thereby experts of NPP “Etalon” took active part in the modernization and creation of the equipment for national primary standards of Russia in noncontact thermometry and thermal conductivity measurements as well as equipment for research of metrological characteristics of thermal imaging measuring instruments. The speaker informed the audience about the opportunity of participation in the educational and methodological seminar which is held annually at NPP “Etalon”. The participants of the meeting were provided with the information about the production of NPP “Etalon”.

A.Pokhodun expressed his opinion as for the equipment produced by NPP “Etalon” which is being exploited in the Thermodynamics Department of VNIIM. The Chairperson of TC 1.10 analyzed packaging capabilities of secondary measurement standards for the temperature unit in the range up to 660 оС by means of the equipment produced by enterprises of COOMET member countries.

T.Dikun shared her experience regarding the exploitation of equipment at BelGIM which was manufactured by ZAO “Belarusian Interuniversity Centre” in particular regarding the exploitation of temperature measuring instrument of ITE type, measuring and computing complex for verification of contact measuring instruments of temperature, thermostats including low-temperature ones.

V.Givoyno in his report covered the direction of activity of Ltd “POINT” which includes production of thermoelectric transformers, impedance transformers, liquid

thermostats and also expressed active wish of the enterprise to cooperate with NMIs of COOMET member countries which are interested in the development of innovative equipment in temperature measurements. V.Givoyno commented the question of O.Podmurnaya concerning the characteristics of the hygrometers which were being produced by the enterprise.

A.Pokhodun thanked the administration of public corporation NPP “Etalon” and Ltd “POINT” for participation in the meeting of COOMET TC 1.10 and for presented reports.
