CHAPTER - I
INTRODUCTION
Micro, Small and Medium Enterprises – Development Organization, under the Ministry of
MSME, Government of India, is an apex body at the Centre that formulates programmes and
policies for Micro, Small and Medium Enterprises. The Organization was set up on 6th June 1954.
During the last six decades the Organization has converted the idle man power into resourceful
entrepreneurs. The policies formulated by the organizations are aimed at creating new generation
of entrepreneurs with modern technological innovations.
The Organisation has institutional set up with Head Office at Delhi headed by Additional
Secretary & Development Commissioner, Micro, Small and Medium Enterprises, New Delhi. The
Micro, Small and Medium Enterprises – Development Institutes and Branch Institutes are set up at
various States and District Head Quarters. At present there are 30 Micro, Small and Medium
Enterprises, 28 Branch Institutes attached to main Institutes. To cater to the needs of the testing
facilities for the micro, small and medium entrepreneurs, 4 MSME Testing Centres were set up
during the year 1975-76. Subsequently, a few MSME Testing Stations depending upon the needs
of the places were set up. At present 7 MSME Testing Stations are functioning at different places
in the country. Apart from the above, there are 6 Process-cum-Product Development Centres in the
fields of Glass, Electronics, Electrical Measuring, Sports Goods, Fragrances & Flavours and
Foundries. There are 2 Central Footwear Training Institutes, 10 Tool Rooms and 3 National Level
Entrepreneurial Development Institutes.
MSME – Development Institute, Bangalore was set up in the year 1957 and currently has
one branch Institute at Mangalore.
GEOGRAPHICAL COVERAGE
The MSME – Development Institute, Bangalore and Branch MSME – Development
Institute, Mangalore are providing a comprehensive range of facilities and services such as techno-
managerial services, training needs, common facility workshop and laboratories, statistical and
economic information etc. MSME - Development Institute, Bangalore maintains close liaisons
with State Government Departments and other agencies involved in the promotional and
development activities of the State.

At present, MSME - Development Institute, Bangalore is covering 17 Districts of Southern
part of the State. They are as follows:-

A Branch Institute was set up in Mangalore during 1977 under MSME – DI, Bangalore
jurisdiction. In the year 1982, a Branch Institute was established at Gulbarga to cater to the needs of
the entrepreneurs located in Hyderabad-Karnataka area. The MSME – Development Institute,
Hubli is extending services to the needy entrepreneurs in the North Karnataka region and
Hyderabad-Karnataka Areas. A policy decision was taken in the year 1992 to close down the
Extension Centers throughout the country. Since then, Extension Centers at Belgaum and Mysore
were closed.

CHAPTER-II
TRAINING PROGRAMMES
Training is one of the necessary inputs for the existing as well as prospective entrepreneurs.
Training programmes like Entrepreneurship Development, Skill Development and Motivations campaigns
are very much essential for entrepreneurs for enhancing the skills in all respects . These programmes are
tailor-made for the benefit of entrepreneurs. During the programme, candidates are made aware of various
facilities available from Govt. Agencies, Financial Institutions trained technically, and exposed to important
functions of management.
INDUSTRIAL MOTIVATION CAMPAIGNS – 2013-14
To motivate younger generation and educated unemployed youths to take up the self-employment
ventures, Motivation Campaigns are organized at various places. Agencies like Financial Institutions, DICs,
KVIC, NSIC are invited to explain about their activities. During the year 95 Motivation Campaigns were
conducted and a total number of 4368 persons participated in the various programmes. The details are as

ENTREPRENEURSHIP DEVELOPMENT PROGRAMMES -2013-14
The main objective behind organizing Entrepreneurship Development Programmes is to create awareness
and inculcate the benefits of self-employment ventures. During the training programmes, the candidates will
be taught about the selection of product, preparation of project reports, conducting market surveys,
elementary book keeping etc. The EDPs covers both entrepreneurship and other topics. During the year, 29
programmes were conducted and trained 620 candidates. The details are as under:-

ENTREPRENEURSHIP SKILL DEVELOPMENT PROGRAMME 2013-14
During the 11th Plan period, the Government of India has planned to impart Skill Development Training
Programme to the educated unemployed youths in the country. By conducting general EDPs, the
entrepreneurs will not have the idea or the skill to establish their venture. It has been therefore, felt
necessary to impart training and inculcate skills among the educated unemployed to set up their self
employment ventures. During the year 82 ESDPs were conducted on various skills and 1728 entrepreneurs
were trained. . The details are as follows:

MANAGEMENT DEVELOPMENT PROGRAMMES – 2011-12
The run an enterprise, management skill is very essential. Starting an enterprise is not as difficult as
managing an enterprise. The entrepreneurs must have the skill of managing various resources in a proper
manner. The Institute conducts Management Development Programmes like Export marketing, Managing of
Small Enterprise, Working Capital Management etc. During the year under reference, 20 Management
programmes were conducted at various places and 429 persons were trained. The details are as follows:-

CHAPTER - III
CONSULTANCY SERVICES
The primary objective of the Institute is to provide consultancy services to the existing and
prospective entrepreneurs. The existing entrepreneurs are assisted in providing technical updating,,
technological innovations etc. The prospective entrepreneurs are provided with basic information
such as Scope for industries, providing project reports, Assisting the entrepreneurs in the selection
of products, Imparting trainings such as Skill Development Programmes, Entrepreneurial
Development Programmes, Management Development Programmes and motivating educated
unemployed youths through Campaigns.
INFORMATION FACILITATION COUNTER
The Information Facilitation Counter provides information to the prospective as well as
existing entrepreneurs. During the year, about 808 entrepreneurs visited the Counter. The
following information was provided:-

a. Common Facility Workshop
The workshop provides the facilities to the entrepreneurs in CNC vertical machine,
CNC lathe and conventional machine, General engineering and CAD-CAM facility. The
target for the year 2013-14 for MSME-DI, Bangalore & Mangalore , is as follows :

b. Chemical Laboratory.
Chemical laboratory attached to the Institute has the facilities for product demonstration on
Consumer chemical products like detergents, Wax candles, Phenyl, Cosmetics, Agarbathis etc. 22
Nos. of SDP on Consumer Chemical Products were carried out during the year.
Total revenue earned by the Chemical division is 70520 /- ( Rs. 68020 Bangalore &Rs. 2500
Mangalore) against self target fixed by the division during the financial year 2013-14.
c. Glass & Ceramics Laboratory :
Glass & Ceramics Laboratory has full-fledged laboratory facilities. The laboratory provides
demonstrations in the areas of Screen printing, silvering of glass, Glass etching, Glare-free mirrors,
Chalk crayons, ophthalmic lens grinding and Scientific Glass Blowing. 5 entrepreneurs were
assisted in the areas of Clay testing, Chalk crayons, Dustless chalks, Screen printing, Sand blasting
and Glass etching. During the year, 4 Jobs were undertaken. 54 persons were trained on gold
appraisal.
Revenue earned Rs. 94000/- against DC(MSME), New Delhi, target of Rs. 50,000/- for the year
2013-14.

CONSULTANCY PROVIDED BY OTHER DIVISIONS
Industrial Management & Training
The division Co-ordinates with the entire officer for allotments of training programs such as
Entrepreneurship Development Programmes, Motivation Campaigns, Management Development
Programmes, Entrepreneurship Skill Development Programme for the benefit of prospective and

Economic Investigation:
I. Index of Industrial Production (IIP)
a) The work of construction of Index of Industrial Production for MSME is under progress in the O/o DC(MSME), New Delhi. The liasioning work in this connection between the O/o DCMSME and State Directorate of Industries & Commerce, Govt. of Karnataka, Bangalore has been carried out by this Institute in respect of the work pertaining to the State of Karnataka.
b) As per the guidelines circulated, this Institute has carried out the pre-testing of schedule and one time data collection work in all the 17 Districts under the Administrative jurisdiction of this Institute and a Feed Back Report was also forwarded to the Hqtrs.
c) Preparation of Frame Register for regular data collection work had been completed by this Institute by liasioning the work of the Agency outsourced for this purpose and with the Authorities in the State Directorate of I&C, GOK.
d) A liaison work between the agency outsourced for field identification of units for regular data collection and the SDI, GOK, Bangalore had been carried out by this Institute in respect of work done by the agency in 10 Districts out of 17 Districts under the Administrative jurisdiction of this Institute. The random verification datas submitted by the outsourced agency is yet to be carried out by this Institute.

e) The liaison work for field identification of units for regular data collection in the remaining 7 Districts under the Administrative jurisdiction of this Institute is under progress. 2. State Level Advisory Board Meeting
During the year under report One State Level Advisory Board Meeting was convened under the Chairmanship of Shri Tushar Giri Nath IAS, Secretary, Deptt. of I&C, GOK on 7.3.2014 at Vikasa Soudha, GOK, Bangalore. The main objective of convening the meeting is: (a) to ensure co-ordination between different agencies responsible for the development of Micro, Small and Medium Enterprises in the respective States and (b) to advise on all issues concerning the Micro, Small and medium Sector, specially State Related matters, including functioning of DICs, MSME-DIs and various promotional and autonomous bodies under the control of MSME-Development Orgnisation, functioning of State KVIC, implementation of various Centre Sponsored schemes such as PMEGP, NPRI, Monitoring of credit flow etc.
The Chairman advised to convene the Slab Meeting as often as necessary, but shall convene the meeting at least once in Quarter.
3. State Level Bankers Committee Meeting
The State Level Bankers Committee Meeting organised by the concerned banks were attended by the Director of this Institute along with the other officer and put forth the actions to be taken by the banks for promotion of MSMEs in the State.
4. TREAD Scheme:
4 applications were received and forwarded to HQ.
5. CREDIT FLOW TO MSMES :
Quarterly information received from SLBC, Karnataka for the quarters ending March,2013,
June 2013, Sept.2013 and December,2013 forwarded to HQ.

MSME D.I Act :
• 35 units sought clarification regarding MSME registration through letter and over
phone and the same were clarified.
• 45 units were guided in establishing MSMEs, getting finance and MSME scheme
benefits etc.
SENET Activities :
The main activity of the SENET is:
a) Maintenance of IT infrastructure in the office
b) Maintaining Website
c) Dissemination of information to prospective entrepreneurs and existinenterprises.
The official website of MSME DI Bangalore – www.msmedibangalore.gov.in is maintained
by SENET Division. This is hosted on NIC server for better security and accountability with Govt.
of India, Min. of Science & Technology, which is mandatory of all Govt. of India websites.
Presently, it is being revamped for better transparency. Data useful to existing/prospective
entrepreneurs, MSMEs etc are constantly modified and updated suitably regular intervals. It also
provides hyper linked access to many other important websites like O/o DC(MSME), CGFT-MSE
Mumbai reputed associations etc.

CHAPTER – IV
OTHER SIGNIFICANT ACTIVITIES
1) CO-ORDINATION WITH DISTRICT INDUSTRIES CENTRES (DICs) :
Since the inception of DICs, MSME Development Institute is providing back up support, coming
under the jurisdiction. Officers actively participate in various programmes organized by different DICs.
Director has nominated officers to each District to co-ordinate and actively participate in the
programmes conducted by DICs such as Task Force Committee Meetings for selection of candidates
under PMEGP, Single Window Agency Meetings etc.
2) NSIC REGISTRATION :
National Small Industries Corporation provides marketing support to small scale industries. The
cases are referred to MSME DI for technical scrutiny of the Applications under Single Point Registration
Scheme. Officers along with the NSIC officials visit small scale units, who are interested in
participating Government Purchase Programme. During the year, 172 small scale units were registered
under this scheme. Revenue earned Rs. 591326/-.
3) Capacity Assessment & SION
During the year capacity assessment cases were undertaken and earned a revenue of Rs.80100/-
During the year 2013-14 , 6 case of SION Norms were undertaken and earned a revenue of Rs.70000/-

and energy efficient technology.

61 units of ISO 9000 applications reimbursed of Rs.2668314/- .
4) AWARENESS PROGRAMME ON QMS / QTT :
MSME-Development Institute, Bangalore in association with Bommasandra Industries Association (BIA), Hosur Road, Bangalore organised one day Awareness Campaign on QMS/QTT on 25.3.2014 at BIA Hall, Bangalore. 50 Members of Bommasandra Industries Association participated in the programme. The Co-ordinator Shri V.V. Prasad, Dy.Director(Chem), MSME-DI, Bangalore has extended welcome to the participants and dignitaries on the dias. While explaining the importance of significance of QMS/QTT, he appealed to the participants to make use of quality management standards and technology tools for technology upgradation of respective units, for which Govt. of India, Ministry of MSME is extending financial assistance stage-wise through public private partnership mode. In addition, there are threat group products of Electronics/Electrical/Jewellery and Handicrafts etc., should keep a watch and prepare themselves to compete with the International products. Also, chances to visit deputed and expert organisations in order to keep abreast with the latest advanced technologies in respective sectors. In nut-shell, the entire scheme is highly useful to the engineering industry to compete and survive in domestic and international markets. Finally, he emphasized that it is imperative for the industry to come forward and avail the benefits of the said scheme.
5) CLUSTER DEVELOPMENT
This office indentified 126 cluster in this financial year. 74 clusters were uploaded for DSR in DC
website. For this financial year 22 DSRs were sanctioned , 4 approved for soft interventions and 2 for
hard interventions.

6) INTELLECTUAL PROPERTY RIGHTS (IPR):
Micro, Small & Medium Enterprises – Development Institute, Bangalore in association with Kaveri
Packaging Consortium Private limited, Mysore organised Two days Clusters Specific Interactive
Workshop / Seminar on Intellectual Property Rights (IPR) for Packaging Cluster, Mysore on 21st
and 22nd Feb. 2014 at Royal Inn, Mysore The objective of this programme was to create awareness
on the subject as a prelude to the complex and involved task of management of Intellectual Property
Rights, Registration procedures for patent, Trade marks, Copy right, Geographical indications, etc.,
and Government schemes for patent registration and to make MSME sector to protect their
innovation in the Packaging industry. The program presents an overview for the basic
understanding the topic as well as of the task. The Awareness Programme sessions emphasizes the
role and the significance of the IPR and its importance in today's competitive business environment.
on 21st Feb 2014, The programme was inaugurated by Shri P. Vishwanath, President , Mysore
Industries Association (MIA), Mysore. Shri Ananthasayana, Managing Director, Kaveri Packaging
Consortium Private limited, Mysore welcomed the dignitaries and the gathering and Shri Devraj
gave a brief about the Awareness Programme. Shri. S.K.Jain, General Secretary Mysore Industries
Association (MIA), Mysore, in his address mentioned four clusters is approved by Govt of
Karnataka in Mysore and he wished to the participants to make use of the programme.
Shri Anand, Joint Direcor, District Industries Center, Mandya, He stated that Packaging
Industry are facing immense challenges in the recession and it is at a crucial phase of development.
The onset of globalization and liberalization has brought out new challenges and also presents
opportunities for the manufacturing industries to grow up and are looking out for innovations. Shri.
Chandrasekhar Doddamane, Dy. Director, KCTU, Bangalore touched upon the subsidy provided by
state govt for filing IPR. He called upon the industries to make use of various schemes to upgrade
themselves to enable them to compete globally. Shri P. Vishwanath, President , Mysore Industries
Association (MIA), Mysore, In his inaugural address, he stated that this type of Programme on IPR
will help the industry in protecting rights in patenting the innovations in this competitive world.
The Inaugural Programme ended with vote of Thanks from Shri H. Baldev Singh, Asst. Director
(G&C), MSME-DI, Bangalore. During the technical session on 21st & 22nd Feb 2014, the technical
papers was presented by renowned faculties. Shri. N. G. Lakshminarayan, National Research
Development Corporation (NRDC), Bangalore, delivered a talk on Role of NRDC & IPFC
activities available at NRDC. He was explained about IPFC facilities. Smt. B M Roshni, Executive,
IPFC-Confederation of Indian Industry Mysore, during her technical presentation, she was

explained about the filing of IPR and how CII is providing the services to Micro & Small
enterprises. Shri. Chandrashekhar Doddamani, KCTU, Mysore. During his talk, explained about the
IPR Subsidies available to Karnataka MSMEs and Role of KCTU to the partciapants of the
programme. Shri. V. Lokesh, Managing Director, Innomantra Consulting Private Limited, Mysore
delivered a talk on Case studies of successful patent, Ideas to IP and Legal aspects of IPR. He was
briefed and gave information about Ideas in IP, how to challenge patent and successful patent with
examples. Shri. K. V.Ravi Kumar, National Manager-Technical Training, EDS Technologies Ltd,
Bangalore presented the presentation on Intellectual Property Rights –Innovation and on Indian
Patent Law – Procedures and documentation and an overview of patents holders. He was explained
about the procedures and documentation in obtaining Indian and international patent. About 70
candidates including dignitaries and invitees participated in the programme. There was lot of
interaction between invitees and Guest speaker. The speakers clarified their doubts raised by the
participants. The Programme ended with vote of Thanks from Shri H. Baldev Singh, Asst. Director
(G&C), MSME-DI, Bangalore. Another program was organized by Mangalore office. In total 2
program was organized and 185 person participated.
7) NATIONAL AWARDS :
To give encouragement to the small scale industries, the DC(MSME), New Delhi has introduced a
scheme of National Awards for meritorious units. There are three types viz., Outstanding
Entrepreneurship, Quality Awards and R&D Awards. Every year, applications are invited from SSI
units. During the year, 28 application were forwarded for the awards.
8) INTERNATIONAL TRADE FAIRS:
To give encouragement to micro, small and medium enterprises in marketing their products in the
International Market, DC, MSME participates about 8-10 Trade Fairs, every year. The MSME Development
Institutes are asked to select suitable micro, small and medium units for the Trade Fair. During the current
year, the following units were contacted for participation of O/o DC(MSME) New Delhi in (1) WIN-
World of Industry-Part 1 2013 held from 6-9th June 2013 at Istanbul, Turkey (2) International
Technical Fair 2013, Plovdiv, Bulgaria 2013 (30th Sept-05 Oct 2013) etc. Processed 14 applications

SPECIALISED PROGRAMMES
Brief Note on Foundation Stone Laying Ceremony of MSME Technology
Centres at Devanahalli Aerospace Park, Bangalore
and at Vemgal, Kolar.
The proposal to establish the above said Technology Center is based on the fact that our State has
some of the best aerospace and electronics industries and also is the home to advanced R&D
institutions like HAL, NAL, etc. who have taken up some of the prestigious projects and this would
be right time to support their activities by promoting the small-scale sectors. It is also opined that a
very high-tech Technology Centre, with testing and calibration facility, to facilitate development of
sophisticated tools required for the aerospace industry, would be the need of the hour. It is with this
background that this project is taken up. The proposed Centre will cater to the needs of not only the
aerospace based SMEs, but also provide necessary services in hi-quality testing and calibration areas
required by MSMEs especially in aerospace and ESDM Sector.
The Government of Karnataka has already established an ultra-modern aerospace
park at Devanahalli very near to Bangalore International Airport, where a large number of
aerospace based SMEs would be accommodated. In this scenario, a world class
Technology Centre, especially catering to the needs of aerospace sector in the same park
would be a great boon for the development of the sector. This would also facilitate our
State to leap frog into a very hi-tech area and will also be the strongest magnet for
investment.
The Technology Centres (TCs) are expected to train about 10,000 trainees per year
in the 3rd year of its establishment through various long term and short term training
programmes in the area of precision tooling and assist around 1000 industries by way of
design & development of sophisticated moulds, dies, tools and equipment as well as
consultancy in the related fields.

On 24.9.2013 the Foundation Stone Laying Ceremony of MSME-Technology Centre proposed to be set up at Vemgal Industrial Area, Kolar District. The Foundation Stone, among other Schemes of Govt. of Karnataka, was laid by the Hon’ble Chief Minister of Karnataka Shri Siddaramaiah in the presence of Hon’ble Union Minister of State (I/C) for MSME and other Hon’ble Ministers, MPs, MLAs and Officers of State/Central Govt. Departments. The land for the MSME-TC at Vemgal Industrial Area has been earmarked by Karnataka Industrial Areas Development Board .
NATIONAL VENDOR DEVELOPMENT PROGRAMMES :
A Brief note on NVDP Held at Chikkaballapura
One National Vendor Development Programme-cum-Exhibition on Textiles, Readymade Garments and Allied fields was held on 18th & 19th March 2014 at Chikkaballapura in association with Deptt. of Industries & Commerce, GOK, NABARD, NSIC, Canara Bank, Corporation Bank, Bangalore and Sir M.Vishweshwaraiah Industrial Association, Chikkaballapura. About 30 entrepreneurs from Micro and 4 Nos., of Karnataka State Govt. Public Sectors and Banking sector participated in the programme. About 10 entrepreneurs from low economy and backward area in and around Chikkaballapura were sponsored by National Bank for Agriculture and Rural Development (NABARD), Karnataka for the exhibition. The inaugural function was on 18.3.2014 and started with Invocation.
Shri S.N. Rangaprasad, Director, MSME-DI, Bangalore welcomed the gathering and briefed about the objective of the programme. He also informed about various activities of MSME-DI, Bangalore. This was followed by lighting of lamp and release of a Souvenir by the dignitaries on dias.
Shri Shashidhar B.P., President, Karnataka Small Scale Industries Association, Bangalore presided over the function. In his presidential address, he briefed about the various activities of KASSIA and promotional measures taken by KASSIA for development of industries in and around Chikkaballapura.
Shri Yogesh, Dy. Director of Handlooms and Textiles, Govt. of Karnataka as Chief Guest inaugurated the programme. In his inaugural address, he briefed about the types of Silk fabrics and different silk products and promotional activities of the Textile Department for development of weavers and silk readymade garment manufacturers.

Shri M.C. Dinesh, Chairman, Industry Committee, FKCCI, Bangalore was the Guest of Honour. In his address, he informed that recently there is an investment of Rs.2500 crores by various sectors from Textiles and Engineering fields in and around Chickballapura. In future, FKCCI will be helping entrepreneurs from Chickballapura District for upgrade of their knowledge regarding latest technologies developed.
. Shri B.L. Srinivas, President, Karnataka Weavers Vokutta informed about problems faced by weavers in the State. He also briefed about Suvarna Vastraneethi of Govt. of Karnataka and requested the Govt. of Karnataka to retain the culture of Karnataka in manufacturing of Sarees under Suvarna Vastraneethi.
Shri Prakash N. Raikar, Chairman, Nandi Integrated Textile Park explained about the objectives of the park and employment opportunities after development of the park. Shri S.R. Srinivasamurthy, Secretary, Sir M.V. Industrial Association, Chikkaballapura gave statistics about different type of industries existing in and around Chikkaballapura and requirements of these industries. Shri R. The Exhibition was opened by dignitaries by cutting ribbon. There were presentations from Karnataka Silk Industries, Corporation, Cauvery Handloom, Priyadarshini Handlooms, Karnataka Silk Industries Marketing Board as Buyers regarding policy and procedures for registration during technical session. Also There were presentations by Corporation Bank and Canara Bank on various financial schemes for promotion of industries in the region. The programme was concluded after technical session.

MSME Development Institute, Government of India, Ministry of MSME, Bangalore in association with Department of Industries & Commerce and Karnataka Drugs & Pharmaceuticals Manufacturers’ Association, Bangalore, organized 2 days’ National Vendor Development Programme-cum - Industrial Exhibition for Pharma and Allied Sector on 6TH & 7th March, 2014 at The Lalit Ashok Hotel, Bangalore. Eighty-one (81) MSMEs have actively participated and exhibited their pharma products in the stall during the Exhibition. The programme was started with Invocation.

Shri S.N. Rangaprasad, Director, MSME-DI, Bangalore welcomed Shri M. Maheswara Rao IAS., Commissioner for Industrial Development & Director of Industries & Commerce, GOK, Shri Raghurama Bhandary, Drug Controller of the State, GOK, Shri Jatish Sheth, President, KDPMA, Bangalore and other dignitaries on the dias and the august gathering. He emphasised the importance of organising National Vendor Development Programme every year, to bring both Public Sector and MSEs on a single platform to showcase the capabilities of MSE sector to cater to the needs of Public Sector as well as Large Scale Sector. He also called upon the MSMEs of pharma and allied sector of Karnataka to utilize this opportunity for their development and to improve their competitiveness and growth in pharma sector in future. He also said that Karnataka

is one of the fast growing Bio-pharmaceuticals State and has 236 pharma companies and contributes 8% to the domestic revenue and 10% to the exports. The Director of MSME-DI, Bangalore has also explained in detail about the various schemes introduced by Govt. of India viz., CGTMSE, NMCP, CLCSS, ISO, Barcode etc. And also NMCP schemes and its ten components under the NMCP scheme targeted at enhancing the competitiveness for the entire value chain of the MSME sector for the benefit of MSEs and requested them to utilize this opportunity for their development. The public procurement policy will help to promote MSEs by improving their market access and competitiveness through increased participation by MSEs in Government purchases and encouraging linkages between MSEs and large enterprises. The programme was inaugurated by Shri M. Maheswara Rao IAS., Commissioner for Industrial Development & Director of Industries & Commerce, GOK and other dignitaries on the dias formally by lighting the lamp.

While delivering inaugural address, Shri M. Maheswara Rao IAS., Commissioner for I&D and Director of I&C, GOK whole-heartedly congratulated the Director, MSME-DI, Bangalore & Karnataka Drugs & Pharmaceuticals Manufacturers’ Association, Bangalore for organising such an impressive, fruitful and informative event for the first time in the State of Karnataka, especially for Pharma sector. He assured that one official from the Department angle will interact with the agency regarding issues related to pharma sector on daily or weekly basis regarding how to cope up with all these problems. He requested the participants to come forward with the idea of forming clusters for their development, so that can compete with global market and can grow still further. There must be proper vision to make this sector a vibrant in the State of Karnataka.

He expressed his happiness and appreciated the effort of MSME-DI for making use of this platform to showcase the various schemes, financial assistance, subsidies available from GOI and GOK for the benefit of SMEs. He also requested the pharma sector to grow nationally as well as in the international market with the right support of the above Departments and pharma sector should become strong like IT sector.
Once again, he appreciated the effort of MSME-DI, Bangalore for bringing together the Pharma sector, vendors, financial institutions, companies, Govt.organisations on one platform and also enable the buyers to discuss their requirements and purchase procedures in detail.
Speech by Shri Jatish Sheth, President, KDPMA, Bangalore
In his address, he thanked MSME-DI, Bangalore and & Deptt. of Industries & Commerce, GOK for their co-operation, help and encouragement in organising this programme for the first time in the State of Karnataka, especially for pharma industry. This sector is the backbone of the pharma industry and this sector undertakes contract manufacturing for large companies. He emphasized the need for setting up common effluent treatment plants for pollution control, but for the cost factor

for which clusters is the only solution. Since, clusters minimizes the cost of establishing the common facilities and can be used by related industries, it also works in synergy. Cluster with policies similar to SEZ with clear cut guidelines on land use bring down the cost of Greenfield projects tremendously as land is becoming prohibitively costly. Thus enable to manufacture medicines at a competitive price which will make procurement for the Govt., enterprises easier and faster. He also stated that the industry and academy should work together to research and develop medicines and designated incubation centres to help both the industry and academy to survive, as both are facing a tough future. He appealed to Govt. of India and Govt. of Karnataka to look into the problems and progress of the small and medium enterprise and have lot of schemes and solutions for the benefit of the SMEs. He also requested Deptt. of Industries & Commerce, Govt. of Karnataka and Ministry of MSME, Govt. of India to come forward to guide them in forming clusters and Research Incubation Centres for the pharmaceutical industry in a designated area and also to help them to promote their exports as there is a good potential.
Shri Vipin Kumar of KDPMA proposed vote of thanks. During the programme, a Souvenir was released by the dignitaries. Shri M. Maheswara Rao IAS., Commissioner for Industrial Development & Director of Industries & Commerce, GOK and Shri S.N. Rangaprasad, Director, MSME-DI, Bangalore along with other dignitaries inaugurated the Industrial Exhibition. The Exhibition provided an opportunity to MSE units and CPSUs to display/demonstrate their products, capabilities, requirements and services. After the inaugural session, technical sessions were handled by the following eminent speakers about their organisation through power point presentation on their requirements/schemes. Shri S.N. Rangaprasad, Director, MSME-DI, Bangalore in his presentation explained the participants about the activities of MSME-DI activities, NMCP Schemes, CGTMSE, CLCSS, ISO/Bar code etc., available for the benefit of MSEs and requested the participants to make use of this to the extent possible.
Shri Satyanarayana, General Manager, SIDBI, Bangalore spoke about the financial schemes of SIDBI at length and also informed that they are financing 20-30% to MSMEs.
Shri Goutam Sarkar, DGM, BHEL, Bangalore informed the participants that Pharma is not a core sector. They have their own Hospitals and they will follow the Guidelines of Govt. They go for open tender. Preference will be given to MSEs those who are registered and requested the participants to submit all certificates along with CA attestation who falls under the category and validity. But, MSEs are not coming forward for registration with BHEL.
Shri Chandrashekar, HMT, Bangalore explained that they have got International Training Centre and training will be provided to the pharmacy sector also. He requested the participants to make use of this facility.
Dr. Ravi, Additional CMO, South Western Railways explained in detail how to become their vendors. He informed that SW Railway recently switched over to e-procurement. Now, it is easy for MSMEs to register with them because registration, enquiries, tender etc., will be done on-line only and one copy of the document will be sent to them also for their records. He requested the participants to come forward to register with them for their requirements as no one has registered with them from pharma sector so far. He told the participants to go through their website for further information.

The President of KDPMA explained that because of turn over problem, they have not turned up. Any how, they will look into that in future.
Shri Senthil Nathan, GS1 India, Chennai, explained the Bar code procedures step by step and its advantages in detail and advised the participants to implement the same in pharma industries in future.
One of the participants expressed that printing of Bar Code while packing to be made simpler as they are finding it difficult to imprint on the cotton, instead on the carton which is easier and also legible. This point was taken into consideration.
In the plenary session, different participants made enquires with all the buyers presented the deliberations and sought support for the tenders participation by sending individual information to the interested the MSME units.
Eventually, the Co-ordinator of the NLVDP proposed thanks to the buyers and sellers of the event and also to the officers and staff of MSME-DI, Bangalore and KDPMA who have extended the support in organising the programme successfully.
A Brief note on NVDP Held at Mysore
MSME Development Institute in association with Department of Industries and Commerce Govt. of Karnataka, Mysore Industries Association and Mysore District MSME Association, Mysore organized two days National Vendor Development Programme cum Industrial Exhibition on 20th and 21st March 2014 at Nanajaraja Bahadur choultry, Mysore.
INAGURATION
The Mega National Vendor Development Programme cum Industrial Exhibition was inaugurated on 20th March 2014 by Sri.Muralidhar, Chief General Manager, BEML, Mysore. In his inaugural speech he expressed that Mysore has got lot of opportunities for the new Enterprises supported by many Govt schemes. He also invited micro and small entrepreneurs to approach BEML for any kind of assistance in technology up-gradation which would enable them to be a supplier to them. He congratulated MSME-DI, Bangalore for organizing NVDP at Mysore. Shri Bangara Raju, General Manager, SBM, the Guest of Honor in the function spoke that the government has slashed interest rate from 14% to 12% only to encourage budding entrepreneurs and existing entrepreneurs. Short term loan system has also been introduced keeping in mind that working capital should not be affected. He also invited the attention of the all the Industry Association members stating that the SBM has converted 15 branches as MSME branch from last one and half months. Sri.Padmanabha, Secretary, KASSIA the Guest of Honor emphasized the need for conducting such Mega Exhibition and Vendor Development Meet in different places of Karnataka to encourage the emerging entrepreneurs for their exposure in the market and creating opportunities for the new entrepreneurs, based on the requirement of large and medium sectors. He also said that the technology up-gradation schemes available to MSEs are not benefitting the MSEs in a very big way and requested Ministry of MSME to minimize the documentation part and create more awareness about the NMCP programmes. Guest of Honor immeasurably appreciated the initiative taken by MSME-DI, Bangalore , MIA, Mysore and MDMSME Association in organizing the NVDP at Mysore and also guaranteed the organizers that there would be more participation of MSMEs in forthcoming event since there was election code of conduct and publicity could not be made extensively. Sri.K.S.Murthy, DGM (Matls), NMDC, Hyderabad was happy to say that this platform was very useful for a PSU to get introduced to the MSEs of Mysore region and they will be happy to get associated with MSEs of Mysore in providing them an opportunity in procuring components and required consumables from them. Sri. S.N.Rangaprasad, Director, MSME-DI, Bangalore in presidential address informed the importance of the programme and deliberated the Public procurement policy brought by Min of MSME for the benefit of MSEs and what major role the policy would play in future in giving marketing assistance to the MSEs. Total 50 stalls were put up in the Exhibition, exhibiting various types of products viz., Engineering, Machinery, Castings, Earth Moving Equipments, Furniture’s, Electronic & Computer, Food Items, Garments, Bankers, Technology Providers & PSUs. Out of the total 36 participants, 17 - Micro Entreprises, 6 – Small Enterprises, 4 - Banking Sectors, 3 – PSUs, 6 – Service sectors. The important participants for the Vendor Development Meet were M/s. Bharat Earth Movers Ltd. Mysore, South Western Railways Mysore, NMDC Ltd, Hyderabad.
During the Mega Industrial Exhibition MSME-DI, Bangalore has taken a lead role in organizing the following events for the benefit of Industrial segments.
VENDOR DEVELOPMENT MEET
During the Industrial Exhibition a large number of industrialist and prospective entrepreneurs had one to one interaction with the following participating organization for the Vendor Development Meet in their stalls. In addition a common Vendor Development interaction meet with the organizations were also organized on 20th March 2014.
Vendor Development Meet was organized with M/s. Bharat Earth Movers Ltd., M/s. South Western Railways, NMDC Ltd, Hyderabad, Syndicate Bank, NSIC, State Bank of Mysore, Canara Bank. They explained their requirements, the registration procedure, quality specifications, delivery schedule and other requirements for out sourcing. They have also shown the drawings of their products to the participants. They expressed that there are wide scope for out sourcing of castings, machined components, engineering & fabricated items, servicing. About 85 prospective and existing entrepreneurs attended each day. During two days Exhibition more than 4000 visitors had visited the stalls
A brief note on NVDP at Udupi by MSME-DI Mangalore
National Vendor Development Programme - Exhibition cum Seminar was organized by Branch MSME-DI, Mangalore in association with District Industries Centre, Udupi, and District Small Industries Association, Manipal, Udupi at Town Hall Udupi during 19.12.2013 & 20.12.2013. For

the exhibition, 66 stalls were arranged for the participants, out of which 44 stalls were booked by Micro & Small Enterprises and the remaining 22 stalls were allotted to Large &Medium Enterprises, Banks and Government agencies. Prominent PSUs participated were Kudhremukh Iron Ore Company Ltd ,Mangalore, New Mangalore Port Trust, Mangalore., MRPL,Mangalore, OMPL Mangalore., HAL,Kasaragod,, South Western Railways, Hubli and MESCOM, Mangalore. Four leading banks namely Canara Bank, Karnataka Bank, Indian Overseas Bank and Corporation Bank also took part in the exhibition to promote their products and services. The programme was inaugurated on 19.12.2013 by Sri Pramod Madhvaraj, MLA, Udupi Constituency and presided over by Sri P.V. Velayudhan, Director MSME-DI (Br.) Manglore in the august presence of Mrs. Mamata R. Shetty, Vice President, Zilla Panchayat, Shri Yuvaraj, President, City Municipal Corporation, Udupi, Shri Arun Shetty Padur, President, Sub Committee, Industries & Agriculture, Zilla Panchayat, Mrs. Gouri Poojarthi, President, Taluk Panchayat, Udupi, Shri M. Prabhu, Addl. Director, (MSME) Dept. of Industries & Commerce, Bangalore, Shri T.M. Shahid, Member, Coir Board, Govt.of India, Mangalore., Shri Bhojraj Shetty, President, DSIA, Udupi . A souvenir compiled on various schemes was released by the Chief Guest on the occasion. The exhibition hall was inaugurated by Sri Pramod Madhvaraj, MLA, Udupi Constituency.
A Seminar was organised on the same day with an opening session on ‘Public Procurement Policy’ by Shri P.V. Velayudhan, Director MSME-DI (Br.) Manglore. During the seminar, representatives from DGS&D and the Public Sector Undertakings namely Kudhremukh Iron Ore Company Ltd ,Mangalore, New Mangalore Port Trust, Mangalore., ONGC-MRPL,Mangalore., ONGC-Mangalore Petro Chemicals Ltd, Mangalore., HAL,Kasaragod,Kerala., South Western Railways, Hubli disseminated wide range of information which includes Procurement procedures, Quality standards & Specifications, Vendor rating. Managers from Nationalised Banks namely Canara bank, Indian Overseas Bank, Corporation bank and Karnataka Bank explained about various schemes and credit facilities offered by them. About 38 prospective as well as MSE representatives and bank officers took part in the daylong seminar. In continuation to the Seminar, Br. MSME DI, Mangalore has made arrangement for one to one meeting of Micro and Small Enterprises with PSUs on 20.12.2013 for further detailed discussion. 17 Micro and Small Enterprises took part actively in the discussion to explore the market opportunities. Officials from PSUs namely Shri I N Terdal, SMM & Secretary to Controller of Stores, South Western Railway, Hubli., Shri Vasanth kumar, Assistant, Public Relations Department, KIOCL, Mangalore., Shri Jayaprakash, Executive(Materials), MRPL, Mangalore, Shri J S Manjunath, Asst.Traffic Manager, NMPT, Mangalore., Shri Renju, Dy.Manager, HAL, Kasaragod., Shri U Prakash Naik, DGM (Sales), Lamina Suspension Products Ltd, New Mangalore., Shri Harish Shetty, Campco Ltd. Mangalore., were present to explain to the queries of Micro and Small Enterprises. Valedictory function of two days NVDP was held on 20.12.13 and certificates were distributed to the participants by Dr. M. T. Reju, IAS, Deputy Commissioner, Udupi.
TATE LEVEL VENDOR DEVELOPMENT PROGRAM :- During the year 2013-14 as per the direction of Development Commissioner(MSME), New Delhi, 20 State Level Vendor Development Programme were organized in some of the districts coming under the jurisdiction of MSME DI Bangalore, in addition to the National Vendor Development Programme earlier allocated to this Institute. Officers of this Institute and Br. MSME DI Mangalore were assigned the work in organizing State Level Vendor Development Programme and accordingly officers conducted the

programme at Bangalore, Tumkur, Davangere, Baikampady (Mangalore). There were good number of participants in each programme. Public Sector Undertakings who had participated in the respective programme, explained in details about vendor registration etc to the MSMEs.
