Funding Aspects of Governor Snyder’s Special Message on

Education

1. Any Time, Any Place, Any Way, Any Pace public school learning model.

2. Performance-based funding rather than seat time requirements.


Any Time, Any Place, Any Way, Any Pace.


Michigan’s education system has revolved around a static approach to education

delivery that can be at odds with individual learning styles.

Eliminate barriers to true choice in education and give parents and students

the flexibility to employ education programming that ensures their future

success.


Michigan’s state foundation allowance should not be exclusively tied to the

school district a child attends. Instead, funding needs to follow the student.


To allow students to move through their education at their own pace, I call for

“testing out” assessment opportunities for all students, at all levels of education.


Every public school district to offer college credit opportunities by using early college,

dual enrollment, online college credit courses, direct credit…


Performance-based Funding


Definitions

•  Proficiency means “meets or exceeds expectations.” Generally speaking a student who attains proficiency is meeting the benchmarks set forth in the assessment tools.

•  Academic Growth means measuring academic progress from one point in time to another.
