Even though the council did not take a vote - as required by law - to go into executive session to discuss the issue, Mayor Tommy Davis says the end result could include possible liti- gation. “We want to take steps to see what we can do to either modi- fy our con- tract and reduce our cost and be able to nego- tiate with SWEPCO, or in the long-term, maybe get out of our contract,” he said. The city is in year seven of a 20-year contract with SWEPCO to provide elec- tricity. Davis says the city is paying too much and wants to find a way to reduce the costs to the citizens of Min- den. The current agreement replaces the contract set in December 2008. It was renewed Oct. 15, 2010 and was renewed again in 2014. The contract is more than 100 pages and outlines in detail the services it pro- vides to the city. The audit comes on the heels of six police officers being over paid and left owing the city. “We’re investigating everyone’s pay to make sure it is being done correctly,” Minden Mayor Tommy Davis said. “We’re going back 10 years and it will take some time to make sure all the I's are dotted and T's are crossed.” City Clerk Michael Fluhr - who oversees the payroll for all 210 city employees - will head up the audit, Davis said. He says the city has opted to keep the audit in-house rather than have an external auditor review the records. “We have capable people at city hall that can do this,” he said. “I have complete confidence that when we get through, it will be corrected.” Problems came to light after the officers received a higher pay raise when they received promotions. Waller Petroleum will beasking the Minden CityCouncil at its next meeting togrant an exception to anordinance in order to build anew convenience store with agas station at 102 BroadwayStreet.Mike and Jesse Waller

explained during a city coun-cil workshop Thursday whatthe project will entail andwhy they are seeking theexception from the council.The property contains aboveground and undergroundstorage tanks and they areproposing to replace the cur-rent single wall tanks withstate-of-the-art double wallunderground tanks only.Ordinance 802 prohibits

gasoline or refueling facilitiesfrom placing undergroundstorage tanks within 1,000feet of any public wells. RickBroussard, with publicworks, says there are eightwells in the area.“It’s a standard for the

groundwater protection ordi-nance that’s pretty muchstatewide,” Broussard said ofthe 1,000 feet criterion. “Itseeks to protect the surfaceand anything that will con-taminate a water well.”Mike Waller says legally

little more than an acre, andthe Wallers hope to breakground in May.The item will be on the

agenda for the Decembermeeting.In other council news,

members discussed amend-ing Ordinance 1008, whichdeals with the sale of adjudi-cated property. Currently,the highest bidder has fivedays to make a deposit on theproperty, and Mayor TommyDavis says if they open bids

on Friday, then that meansthe bidder loses two days. He proposed adding five

“business” days to allow thebidder to make the depositduring business hours at cityhall. The minimum deposit is$500, but if the cost of theproperty is less than $500,the ordinance will also bechanged to allow the bidderto pay the cost of the proper-ty. On the issue of sidewalks,

if approved during the citycouncil meeting, memberswill change their policy onsidewalk repair. Right nowthe city pays up to 50 percentof the cost of repair with theremaining cost falling to thehomeowner or businessowner. If approved, thecouncil will pay up to 50 per-cent of the standard cost for4-foot sidewalks.The Minden Planning

Commission approved a vari-ance for Craig Watson, withImpressions AdvertisingSpecialties, who is seeking toplace a digital billboard atMinden Seafood, located at718 Homer Road. He says the

sign will be 11 by 22 and 35feet tall. The idea is to allowadvertisers to rent space onthe sign, Watson said.Law enforcement will also

have direct access to the signfor Amber alerts through acell phone attached to thesign, if need be.Traffic count on Homer

Road, according to Watson’ssurvey, is 38,000 vehiclesper day.Planning commission

members say they had noopposition from the commu-nity to allow the sign to beerected.The council also discussed

changing the time of thecouncil meetings, but it willstay as is. The next councilmeeting will be at 7 p.m.,Monday, Dec. 7 in councilchambers at Minden CityHall.

"He seems disconnected fromreality." That declaration, used todescribe President Obama, did notemanate from Charles Krauthammeror Ted Cruz. No, the words werethose of MSNBC's Joe Scarborough,and they were not refuted by hismostly liberal panel of regulars.

"The only strategy that's workingis the strategy that he tends to dis-miss." That damning analysis camenot from Ralph Peters or JohnMcCain, but from CNN's ChristianeAmanpour.

Even many of President Obama'smost reliable supporters have awak-ened from their seven-year slumber.They can finally recognize that he isa commander-in-chief without astrategy, a president without a clue.The day before the Paris terrorattacks, the president notoriouslyboasted that ISIS had been 'con-tained.' Then, after the attacks, heminimized the carnage as a 'set-back.'

But when the subject turned toaccepting refugees from Syria, Presi-dent Obama finally displayed somereal anger. Not at ISIS or Assad or hisown strategy, which many believe leddirectly to the refugee crisis. Thepresident's palpable ire was directedat Republicans and a few Democratswho are calling for at least a pause inaccepting refugees from Syria.

The GOP, he said derisively, is'scared of widows and orphans.'Truth is, Mr. President, a large swathof the world is scared of radicalIslam, the ideology that dare notspeak its name in your administra-tion. And there isgood reason forthat fear. Just asthe president wasmocking his polit-ical rivals, theIslamists of BokoHaram were busyslaughtering 50innocent civiliansin Nigeria. Manyof the dead werechildren. Thatbloodbath fol-lowed dual sui-cide bombings inLebanon, the bombing of a Russianpassenger jet in Egypt, and of coursethe Paris massacre.

Mr. Obama's opponents are notafraid of widows and orphans butthey are rightfully worried that hisfecklessness has contributed to thegrowing violence. And many people,both at home and around the world,are also fearful of President Obama'suncanny knack for ignoring reality.Earlier this year he said this toMSNBC: 'There is probably less warand violence around the world todaythan there might have been thirty,forty years ago.' The president wenton to assure everyone that 'thingscan get better.'

On that front he is absolutely cor-rect. Things can get better, but notuntil the president has a radicalchange of heart. Let's call it a 'funda-mental transformation,' the kind hevowed to bring to the USA. Thingsmay also improve if the next com-mander-in-chief is someone whocan recognize the reality of the worldas it exists, not the fantasy of what heor she wishes the world to be.

In two weeks President Obamawill be back in his comfort zone, talk-ing about the dire consequences of'climate change' at a massive inter-national environmental junket. If thepast is any indication, he will declare'climate change' to be the biggestthreat facing the world today. Butthis year the conference just happensto be in Paris, whose shell-shockedresidents know better. In fact, any-one to the right of Bernie Sandersunderstands that the biggest threatwe face comes from the terrorists ofradical Islam, not the possibility of aslightly warmer atmosphere.

On October 6, at 12 noon,there was a formal ribbon cut-ting at the newly opened Wel-come Center at the German-town Colony. Secretary ofState Tom Schedler was thereto cut the ribbon. The muse-um is now open Thursday-Saturday 10 am- 3 pm and byappointments for group tours.The new Welcome Center andthe Germantown ColonyMuseum were featured in aprogram by Rick Rowe the fol-lowing week on Channel 3News five times.

The beautiful new Wel-come Center houses morethan 2,000 square feet of a"climate-controlled" desig-nated exhibit gallery to dis-play historical artifacts, areception area, a gift shop,and handicapped-accessiblepublic rest-rooms.

Accord-ing to arecentreport fromthe JeanDoerge,Curator ofthe Ger-mantownColonyState Muse-um, themuseumhas record-ed justunder 500 visitors from April2014 to June 2015. That totalis from the time the construc-tion was completed and hourswere reduced until July 31,2014. Since August of thisyear, when the colonyreturned to normal hours,they have already had 214 vis-itors this year. That is over 700visitors since the colonyreopened and the number ofvisitors should continue toincrease due to free shuttlebuses to Germantown duringFasching Festival on

November 21 and the largenumber of visitors coming fortours scheduled by our officeduring the Holiday Tour ofLights.

The following week, ouroffice hosted a ribbon cuttingwith Lt. Governor Jay Dard-enne on October 14. This rib-bon cutting officially recog-nized the new signageinstalled in Minden compli-menting the locations identi-fied in the Northwest Film

Trail brochure distributed at69 visitor centers throughoutthe state and the ShreveportMunicipal airport.

On Saturday, October 3,our office hosted theLouisiana North Movie Famil-iarization Tour with 7 travelwriters with various publica-tions including Editor forTravelingMom.com, Owner ofMagsOnTheMove.com, awriter for Louisiana Life Mag-azine, Senior Editor for VarietyMagazine out of Los Angeles,CA, Editor of Forum Magazineand City Life Magazine andwriter for the Austin Chroni-cle. Believe me they loved theFilm Trail and new signage inMinden. We have already seenfive great articles published sofar!

In August, our office madesales calls in Dallas and Okla-homa City with representa-tives of the four other citiesthat make up the Holiday Trailof Lights. As a result the groupwas invited to make a presen-tation of our combined areaat an annual Holiday Lunch-eon in Oklahoma City onNovember 5. We had an audi-ence of over 50 Group Leaderswho schedule tour for retire-ment communities, churches,senior citizen clubs, andmore. We definitely had awonderful response andanticipate many tours duringthe Holiday Trail of Light in2016 and 2017.

As previously reported, ouroffice has been making salescalls and participating intrade shows specifically tar-geted at the group tour indus-

We're not fans of knee-jerk reac-tions or political grandstanding.

While we acknowledge securityconcerns about possible terroristattacks, Gov. Bobby Jindal's execu-tive order, issued following the ter-rorist attacks in Paris, that seeks toavoid Syrian refugees from reset-tling to Louisiana smacks of both.

Jindal, like many other Republi-can governors, has stepped for-ward to try to block Syrian refugeesfrom moving to the state. Most ofthe other governors' protests havefocused on asking PresidentBarack Obama and other federalofficials to reconsider theirannounced plan of taking in 10,000refugees. Jindal's executive orderdoes not seek to work with the fed-eral government, but rather takes awe'll-do-it-ourselves stand.

But the fact is, legal scholarsnote this isn't a state decision.Refugees don't immigrate to anindividual state, they come to theUnited States. And once they gainadmission, they are free, like anyother person, to travel about thecountry and settle in whateverstate they chose.

The idea of Louisiana or anyother state screening out a groupof people seems ridiculous.Enforcing such a restriction wouldrequire setting up checkpoints atevery entry point to the state tocheck the traveler's documenta-tion. Do we really want everyone tohave to have a passport and bechecked entering and exiting indi-vidual states? Of course not.

We also feel it is wrong toattempt to broadly reject allrefugees simply based on theircountry of origin. By saying wewon't accept any Syrian refugeesout of fear that there are terroristsin their ranks is to imply that allSyrians are terrorists. They aren't.Nor are all Islamists or Muslims orany other religion or nationality.

The sad reality of our moderntimes is that terrorists can comefrom any background. There arepeople born and raised in theUnited States who choose tobecome terrorists. It's not a one-size-fits-all issue.

Rather than playing to voterswith tough talk that he can't reallybackup, Jindal — and the citizensof our state — would be betterserved by focusing on workingwith the federal government toensure proper background screen-ing and vetting processes are fol-lowed regarding all immigrants.That and ensuring state lawenforcement agencies have theproper tools, technology and train-ing to monitor known terroristgroups activities and "chatter" toprevent attacks whenever possible.

It's tempting to give into fearand say we won't accept refugeesfrom a war-torn region. Staking outa pro-citizen safety position —even one that can't really beenforced — can make for a goodsound bite for a politician trying tolook tough to win votes. But that'snot who we are as Americans. Weare a nation built by immigrants.Our Founding Fathers wererefugees seeking a better life. Ourstate shares that background, withAcadians (Cajuns) venturing awayfrom Canada and settling amongthe bayous.

We shouldn't let fear cause us toturn our backs on refugees now.

My sister-in-law, Ava McWhort-er, is an avid sports (any sport) fan,football being one of her favorites. Ihave known the basics of football along time but she has taught memuch more.Since then shewould probablytell you how I nowtruly get into thegame; whooping,hollering andstomping my feetthrough each one.

Although weenjoy watchingfootball together,this football sea-son has been a huge disappoint-ment for us. It seems Ava and myfavorite teams (LSU, the Saints,

Quoting Evelyn:“There is nothing like family foot-ball watching parties or playingarmchair quarterback with friendsand having good old snacks.” Truebut in my opinion, I believe thiswould not only be fitting for foot-ball game gatherings but alsopreparing for any party orfamily/friends occasions.

1 lb. bacon1 lb. Little Smokies1 stick butter2 cups brown sugar, divided

The Amite Warriors (6-5) have knocked theKnights out of the Class3A playoffs two consecu-tive seasons, but both ofthose games were playedat Amite.

This year, the Warriorswill make the long trip,while the Knights licktheir chops in anticipation

of redemption.“We’re excited about

the opportunity to playthem,” North Webstercoach John Ware said.“The fans know the sig-nificance of it, as do theplayers. It’s been a goodweek of preparation andour kids know what’sexpected of them.”

The Knights wereforced indoors for theirMonday and Tuesdaypractices, but got to prac-tice outdoors on turf atSouthern ArkansasUniversity on Wednesday.

According to Ware, histeam looks sharp ahead ofthe biggest game of theirseason.

“The kids handled theweather well,” Ware said.“It’s been a good week.”

Amite went on to playin the state championshiplast year after knockingout North Webster in thesemi-finals. Many of thesame players will take the

field this year, and Waresaid the Warriors will be atough out as usual.

“They have a newcoach this year, so theylook a little different,”Ware said. “They havetradition though. They’vebeen to the Dome severaltimes, a lot of those kidshave played in a statechampionship, so theyexpect to win.”

In the previous twomatchups with Amite,North Webster has beensharp defensively, butoffense has been hard tocome by. The Knights willhave to find some offen-sive consistency if theyexpect a different resultthan in years past.

“That’s the one thingwe haven’t done in twoyears against them,” Waresaid. “We’ve played pret-ty good defense, but justcouldn’t move the foot-ball. We’re probablygoing to have to play well

in the passing game again.You have to pick yourspots to go for big plays.They’re big up front andhave good athletes on thefield, so when you get achance to make a play,you have to make it.”

Big plays are some-thing Amite knows well.

“They throw balls up inthe air and let their bigreceivers go make plays,”Ware said. “If we canlimit those plays we havea great shot.”

A win over theWarriors would certainlygive North Webster all theconfidence they wouldneed for a run to theDome.

“We have the opportu-nity to play these guys athome,” Ware said. “To getpast this team and make itto Thanksgiving weekendis very important to us.”

Every cross-countryrunner trains long andhard in a quest of win-ning an individual statechampionship. Everycoach hopes his strate-

gies and workouts willgive his runners anopportunity to achievethis goal. On Monday,at the State 2AChampionships atNSU, Alisa Lander,Eric Greene, and CoachDan Grantham saw thisdream become a realitywith a sweep of theladies and men's titles.

Alisa Lander defend-ed her state title from2014, running a 13:38over the three-milecourse. Lander grabbedthe lead early andlengthened it duringthe race. Second placefinisher, Alicia Stamey

of Episcopal, finished18 seconds back at18:56. When asked howit felt to cross the fin-ish line for the secondstraight year in firstplace, Lander usedsimply one word,"wonderful."

Eric Greene, staterunner-up in 2014, useda different strategy torun away with the 2015race running a 16:13.Greene laid back untilthe two-mile markwhere he took over thelead and cruised to a25-second victory overtwo Episcopal runners.Greene, a senior, said

finishing first acrossthe line was like an outof body experience andalso that he plans tocontinue running incollege.

For the secondstraight year, CodyRobinson finished all-state by finishing ninthin the men's race with atime of 16:46.Robinson, a junior, saidhis goal is to win nextyear's title.

Freshmen TylerDavis and LoganBailey finished 38thand 66th running timesof 18:19 and 19:30.Their seventh grade

teammates Austin Nunnand Jeremiah Brownfinished 145th and181st with times of22:46 and 25:40. TheLakeside men's teamscored a total of 249points which placedthem seventh out of the27 AA teams vying forthe championship. Thelargest field ever con-sisting of 195 runnersfinished the race.

The Lakeside ladiesmade up of Lander andsix junior high per-formers placed eighthout of 20 AA teamsscoring 244 points.Kerrigan Zachary fin-

ished 54th at 22:35.Egypt anderson ran a23:54 for 72nd place.Alaina Stiles finished73rd at 23:56. Placing75th was AngelinaFutch at 24:01. KayleeDavis took 79th at24:17. EssenceAnderson finished109th at 26:44. A totalof 160 ladies finishedthe race.

In summarizing hisfeelings after the meetCoach Dan Granthamsaid he was veryblessed to have workedwith such a good groupof kids throughout theyear.

City Council at the Novembermeeting, making members ofthe council and public awareof the problem.“In January of 2012, I

received a promotion fromthe position of Officer FirstClass to Sergeant. At thattime, I received a payincrease – which I believedto be the appropriate payincrease for the promotion,”

he said at the meeting.“Three years later, I wasinformed there was an errorin the payroll departmentand I owed the city almost$9,500.”During the meeting, Bar-

nette said Davis informedhim earlier this year that hehad been receiving $100 toomuch in each paycheck sincethe promotion.In an effort to correct the

oversight; he said his month-ly pay was cut by $200 andthe city asked him to payback $75 a month for thenext five years.He told the council he

would not voluntarily allowthe city to deduct money theysay he owes from his pay-check.“You’ll have to sue me and

you will have to use taxpay-ers dollars to do it,” he said atthe time. “You’re going tohave to fight for it.”Fluhr referred all ques-

tions to the law office ofGold, Weems, Bruser, Sues &Rundell in Alexandria in anemail at the time, but Davissays the city is not currentlyretaining the law office forthe matter.Davis said in an interview
