5. Existing or Previously Painted Surfaces – If Color is to remain the same then 2 coats of finish paint. If color is to be changed, 1 coat primer and 2 coats finish paint is required. Miami University approved products: 17-921, 90-1210,6-411, 6-500, 9-300,90-474 and 9-500

6. Existing or Previously Varnished Wood – Pre-clean, lightly sand and apply 2 coats Poly-Urethane satin or semi-gloss depending on required sheen level. Miami University approved products: 42786, 42784

7. Exposed Metal Conduits or Piping – Finish the same as adjoining wall or ceiling surface.

8. Gypsum Wallboard where wall covering has been removed – 1 coat Zinnser Guards damaged drywall sealer/primer or equal product, 2 coats finish paint. Miami University approved products: 17-921, 90-1210,90-474,6-411, 6-500, 9-300 and 9-500.”

RESIDENCE HALL ROOM IMPROVEMENTS PROJECT - DODDS, MACCRACKEN, RICHARDS, & STANTON MIAMI UNIVERSITY OXFORD, OHIO

ADDENDUM #02 – Project Pre-Bid Meeting Minutes Date/Time: Tuesday, April 24, 2012, 10:00 AM

The following meeting minutes represent notes taken during the Miami University Residence Hall Improvements Project Pre-Bid Meeting for Dodds, MacCracken, Richard, and Stanton Halls that took place in the Coaches Conference Room, Millet Hall, Miami University, Oxford, Ohio. The meeting minutes reflect presentation information, points of discussions, clarification, and answers to specific questions

1. The Pre-Bid meeting began with all attending individuals registering their presence by signing the sign-in sheet that

was distributed.

2. Terry Ponder, Facilities Contract Administrator, introduced Rick Russell from Miami University and individuals from the design consulting team of The Architectural Group, Inc. (TAG) of Dayton, Ohio. Rick Russell was noted to be the Project Manager for this project from Miami University. His corrected email address is [email protected]. TAG’s representatives included Norman Butt, Principal-in-Charge, and Andy Balow, Project Manager. It was noted that questions should be directed by email to [email protected].

3. The project will be bid as a single prime project with the General Contractor being the Lead.

4. Terry noted that if there were questions regarding the “front-end” portion of the specifications, documents through the yellow prevailing wages sheets, that he could be reached at (513) 529-1697. Questions submitted to Terry will not be as an addendum, but will be for clarification only. Answers may need to be incorporated into the addendum depending on their nature.

5. Everyone was reminded that the Bid Package informs all Bidders that the bids are due no later than 2:00 PM, Tuesday, May 01, 2012 at Miami University’s Oxford Campus at Office of Facilities Contracting, 181 Cole Service Building, Oxford, Ohio 45056. Terry noted that there will be a public bid opening immediately thereafter.

6. Terry noted that bid documents were available and could be obtain at his office in the Cole Service Building. One attendee requested bid drawings at which time Terry indicated that he would be able to get them after the Pre-bid meeting and site walkthrough.

7. Terry briefly reviewed the Edge Participation requirements as stated in the Bid Package and noted that related documents are to be submitted at bid date. It was noted that the bidders need to review each of the three options. One must be checked to be considered responsive. Terry noted that the program encourages projects to have 5% Edge participation. A “good faith effort” means that Edge contractors were contacted and documentation of these efforts may be required.

8. Terry briefly reviewed the bid bonding and bid guarantee requirements and reinforced the two bonding types that are presented in the Bid Package and noted that a 10% bid guarantee may be used rather than a bond, except if awarded the project, the selected company must use Ohio Revised Code 154 bond. Terry noted that the Manual contains the Bid Security form that can convert into a Performance Bond. The dollar amount submitted for this bond should be for the entire project cost. He noted that the project number will be the purchase order number that will be assigned at a later date upon contracting

9. Once a firm is selected, Miami University will issue a Notice of Intent to Award Letter. The firm must then provide a bidder’s qualification form, current EEO form, show documentation of being enrolled in the Drug Free Workplace by Contract, and the Anti-Terrorist Declaration Form.

10. Terry noted that this is a locally funded project that is prevailing wage with prevailing wage rates posted in the Bid Package. Certified payrolls must be completed before Miami University will process pay requests. The project will follow the guidelines set forth in 1513 of the Ohio Revised Code.

11. Though there is one contract for the entire project, separate billing must be done for each of the four (4) buildings. Terry noted that the schedule of Values may be a single schedule, but the billings must be separate. Norman noted that the construction documents have been approved by the State and a different CPA number exists for each building.

12. Terry noted that the bidding parties should be aware of documents required at the time bids are due and those that will subsequently be required to contract. He stated that the Bidder’s Qualification Form is required to be submitted within three (3) days of award, but it would be helpful to the project schedule if this could be submitted along with their Bid Form.

13. The duration of the project was noted to be eighty two (82) consecutive days with completion required no later than July 27, 2012. Other milestones that must be met are contained in the Project Manual.

14. Terry indicated that the bid documents include a $2,500 deduct alternate and that the Unit Prices portion of the bid form should be completed.

15. It was noted that technical questions related to the project should be directed to Andy Balow at TAG ([email protected]) in email format so that answers can be expedited as an immediate response or included in Addendum #02. TAG will be finalizing Addendum #02 on Wednesday for submission to Miami that afternoon so that it can be reviewed and available on Thursday afternoon no later than 2:00 PM. Terry noted that an email will go to all registered plan holders that provides a cover letter indicting that the Addendum is available for viewing on Miami University’s website. He suggested that all bidders register as a plan holder.

16. Rick Russell was introduced as the Project Manager for Miami University and after briefly adding some additional bidding information reviewed the technical aspects of the project and added some clarifications as noted below.

17. Rick stressed that verbal directions give to bidders will not be accepted as a means by which bidders can qualify their bids. Requests for information or clarifications during bidding must be by email. Responses will be immediate, if possible, and subsequently included in the addendum

18. Rick clarified that the scope of the work associated with refinishing the windows is that they are to be touched-up only.

This would include sanding, resealing, and varnishing. The intent is not to take the existing condition down to bare wood removed of all finish. Norman later noted that in some cases, as indicated on the drawings, this includes the sills.

19. Rick noted that there will be a pre-bid visitation to Stanton Hall to provide contractors with an example of existing residence room conditions. As well as existing floor, wall, and ceiling conditions following the removal of a built in wardrobe unit.

20. It was noted that the start of construction is the week of May 8th with a required finish date for all buildings no later than July 27th. The Bid Manual specifications should be consulted to view posted Milestones.

21. Regarding the $2,500 project sealant Raceway Sealant Allowance, this specifically refers to sealants for ceiling and wall mounted raceways, not larger vertical metal or fiberboard data/telephone enclosure chases or other required sealant applications.

22. Rick noted that the following items will be addressed within the addendum for clarification. These include, but are not limited to:

a. A two (2) coat floor wax application is required after new VCT installation. It was noted that the specifications call for an inspection between the first and second coats by Miami and/or the Associate.

b. As is indicated in the bid documents, all new lights will be supplied by Miami University. The Contractor is responsible for picking them up from Miami, inspecting them, delivering them to each project site, and installing them according to manufacturers’ requirements.

c. Towel bars are to be furnished and installed by Contractors. It was noted that the Contractor should pay particular attention to the location and installation of door stops when installing the towel bars from preventing the towel bars from hitting adjacent surfaces before the door is stopped.

d. Rick discussed the intent for re-staining, sealing and varnishing portions the doors in Richard Hall. The Addendum will provide more information on this but the intent is to stain, seal and varnish damaged areas, not completely repair or replace the damaged surface areas.

e. Picture rails are to be installed on the main walls where wardrobes are removed. It was subsequently noted during the walkthrough that the picture rail will be a primed and painted surface mounted hardwood rail, glued and screwed to the wall, rather than a cut-in recessed reveal reglet system.

f. It was noted that in MacCracken Hall an existing kitchenette will be converted into a new resident room. g. No use of Miami’s dumpsters shall be permitted. h. Porter PPG paint will not only be the design standard, but will be the proprietary paint manufacturer used on

the project. The new colors will be light in shade like the existing colors and provided by TAG. i. Rick noted that the project includes the installation of light sensor switches. Richard Hall’s restrooms were

specifically noted. j. Millet and Ditmer parking lots have been designated as allowable parking locations. For those parking in

these areas, yellow tags will be required. A small amount of red parking tags will be issued which must be obtained from Rick. Not noted in the meeting, but a requirement of the project is that the Miami University will not receive delivered materials at it’s loading dock or at other locations. All materials delivered to the site must be received and under the control of the General Contractor or the Subcontractors.

23. Norman and Andy noted that TAG is working on Addendum #02 to be sent to Miami University tomorrow. Key points include but are not limited to :

a. Richard Hall work shall include all closet areas. b. Not all notes are specific to each drawing sheet. c. Richard Hall door work will be noted. d. Student rooms need wiring removed back to closest terminal boxes. e. Light fixture wiring will require ground wire within all wet areas.

f. Contractor shall properly dispose of all light fixture bulbs and tubes. Pig-tail screw-in lamps,T8 and/or T5

bulbs to be turned over to the University. g. TAG will provide the project specific PPG paint, and Armstrong VCT colors that are to be used along with

the rubber base and transition strip colors. h. Norman noted that coordination is required between all contracted parties regarding the condition of the

floor prior to the installation of the new VCT. Particular attention is required that the floor be in a condition following the removal of existing floor materials to insure proper adhesion of the new VCT materials and that no left over residues remain.

i. Norman also noted that protection of the existing corridor carpeted floors is extremely important. j. Regarding the VAT and the VCT removals, it should be noted that the work of the abatement contractor

is to be included in the bid by the General Contractor as part of the work and will not be performed by Miami University or others as a separate part of the work. Jeff Johnson will be Miami University’s project representative as their Industrial Hygienist/Radiation Safety Officer.

k. Photos taken by TAG during their site survey will not be able to be made available for viewing and distribution.

24. A site walk through occurred within Stanton Hall’s Room 133. a. Room 133 was shown to indicate the typical condition of a room where a wardrobe was removed. b. All nails, screws, and other protrusions that are part of the wardrobes’ mounting construction shall be

removed prior to the repair of the wall and ceiling surfaces. Regarding the repair of wall and ceiling surfaces concealed by the wardrobes, the project should be bid as if the scratch coat exists and that repairs to the brown coat should be included as required, followed by the application of top white coats as required to insure a final smooth surface.

c. Window roller shades and curtain rods are to be stored by Contractor on site following removal to accommodate wood window material refinishing.

d. The entire room is to be painted in Dodds, MacCracken and Stanton, including the heater covers and metal mechanical pipes. Richard hall will receive touch-up in required areas.

e. Necessary wall repairs are indicated on the drawings. f. TAG will provide cut sheets for the light fixtures to be supplied by Miami University. g. In the event, that VAT or VCT extends under the rubber transition strip into the corridor, the existing VAT

or VCT material shall remain under the carpet with work to be limited to the location of the transition strip. h. Contractors are responsible for carpet protection and repairs to all damages incurred. It is a requirement

of the project that all carpet surfaces be covered, as a minimum, with self adhering plastic sheeting. i. Miami University will provide the stove, refrigerator, and stove hood for the Dodds Hall Resident

Advisor’s Room upgrade. The voltage and amperage for the equipment is as follows: i. Electric Stove (GE Model #: JBP23DRWW): 208V/240V, 40A ii. Microwave (GE Model # JVM1540DPWW): 120V, 15A iii. Refrigerator (Frigidaire Model # LTFR1814LW): 120V, 15A

j. The switch and toggles should all be ivory. k. Anderson Hall was also visited so that a typical wardrobe unit could be visualized. l. GFI or ARC Fault Receptacles must be clarified for Dodds advisor room. m. Use of the elevator within MacCracken Hall will not be allowed. n. Miami University will have the furnishings removed from all resident rooms prior to the start of

construction.
