Minutes of the Meeting of Central Steering Committee of Horticulture Mission forNorth East and Himalayan States (HMNEH)held at Krishi Bhawan on 20th April,2012.

The meeting of the Central Steering Committee of HMNEHwas held under thechairmanship of Shri P.K.Basu, Secretary(A&C) on 20th April, 2012 to review thephysical and financial achievements during2011-12 and to approve the proposed outlayfor 2012-13 of States and ImplementingAgencies. The list of participants is annexed.

. rAt the outset,. Dr. Gorakh Singh, Horticulture Commissioner & Mission

Director(HMNEH) welcomed the chairman and the members of Central SteeringCommittee(CSC). Shri P.K.Basu, Secr~tary (A&C) released the publication on Impactevaluation report of HMNEH and Shri Ashish Bahuguna, Special Secretary &FAreleased the Annual Report of HMNEH. Thereafter, the agenda items were taken upthrough a power point presentation.

Aaenda item No.1: The CSC noted the action taken report and confirmed the minutesof the last CSC meeting held on 13thMay,2011.

Horticulture Conimis~ioner made a detailed presentation highlighting the salientachievements of HMNEH, impact of the mission in harnessing the potential ofhorticulture in the region. He outlined the thrust areas proposed in the current yearannual action plan, keeping in view the year of horticulture strategy such as priority onproductionof quality planting material and linking it to area expansio~ of potential crops,establishment of- mother /scion blocks of improved varieties with provision for goodquality rootstock banks, emphasis on rejuvenation of old /.senile orchards and canopymanagement for enhancing productivity, profitability and sustainability, protectedcultivation of high value crops, promotion of export oriented varieties of spices, creationof water resources, horticulture mechanization,etc.

While noting the progress of achievements during the year 2011-12, Chairmanexpressed his satis~actionover the action taken. He, however, emphasized the needit>have better coordination among the implementing agencies of MM-I with the concernedState Governments in planning and implementation of various activities under MiniMission-I, to achieve the desired goals of mission, particularly in production and supplyof quality planting material. Chairman also requested all the states to participate activelyin the Central Sub Committee meetings of MM-I to present the states perspectives fordevelopment of state specific technologies and supply of nucleus seed and plantingmaterials. . "

Secretary (Horticulture), Government of Sikkim, Director(Horticulture),Mizoram/Assam/Nagaland informed the steps taken for organizing national andinternational festivals during the year of Horticulture. Chairman welcomed the initiativesof the states and advised them to take advantage of the special focus given under the

. year of horticulture for promotion of this sector and agreed to extend support to theStates in this venture. He also agreed to provide 'additional funds to the States, whichshow considerable progress in utilization of funds, before October, 2012.
