Does the candidate: Consult and engage citizens in the formation of programs and

policies? Give inspiration and hope? Empathize with marginalized sectors and give them opportunities

to improve their lives?

ETHICAL (Integrity, Stewardship, Reform)

Does the candidate: Demonstrate good moral character and a clean lifestyle? Comply with laws, protect public resources, and reduce corruption? Have a clean, consistent, and transparent public record?
