MGA advocates natural gas as the perfect partner for renewables given that gas-fired turbines offer quick start-up and ramp-up times, allowing flexibility to address intermittencies of renewable power generation. Natural gas also allows for integrated innovative solutions that can secure the nation’s long- term energy mix at significantly lower environmental and economic cost. FROM THE PRESIDENT’S DESK Hazli Sham Kassim President of MGA Extracts from MGA President’s Welcome Remarks at Malaysian Gas Symposium (MyGAS 2019) On 26 th June 2019 NATURAL GAS ROADMAP Given the unique properties of natural gas and the promising prospects, the need of the hour is for a comprehensive roadmap to actualise the full potential of Malaysia’s natural gas industry and spur the low carbon economy. On behalf of MGA, I urge that the roadmap be developed in consensus with relevant stakeholders, encompassing opportunities and challenges across the entire value chain, unlocking premium gas demand, promoting efficient allocations and utilisation of resources to ensure Malaysia’s long-term energy security. With a clear Natural Gas Roadmap that aims to future-proof the industry, we look forward to an invigorated gas sector that is able to support Malaysia’s robust socio-economic growth. As such, I am certain that the discussions here today (at MyGAS 2019) will provide us with insights for formulating a comprehensive Natural Gas Roadmap. With countries around the world putting in place policies to champion the increased usage of natural gas due to its environmental benefits, it is estimated that by 2035, more than 70% of energy demand growth will be met by gas and renewables combined, with gas supplying more than 40% of the additional demand. This clearly shows that natural gas has tremendous possibilities that we as a nation must explore. NATURAL GAS ROADMAPGiven the unique properties of natural gas and the promising prospects, the need of the hour is for acomprehensive roadmap to actualise the full potential of Malaysia’s natural gas industry and spur thelow carbon economy. On behalf of MGA, I urge that the roadmap be developed in consensus withrelevant stakeholders, encompassing opportunities and challenges across the entire value chain,unlocking premium gas demand, promoting efficient allocations and utilisation of resources to ensureMalaysia’s long-term energy security.

On 23rd April 2019, MGA’s Regulatory and Government Affairs Working Committee (RGA WC),organised an “Insight into the Malaysian Gas Industry” for policymakers and key stakeholders inPutrajaya. The event attracted more than 60 officers from 6 ministries and 8 government agencies.

The opening remarks was delivered by Zahid Osman, MGA Council Member and the Advisor to RGAWC, who highlighted the gas industry’s vital contribution towards Malaysia’s socio-economic growthand elaborated on how MGA can collaborate to meet common goals.

It was an interactive session where both MGA and policymakers exchanged views and ideas.

MGA welcome new CEO of SEDA

On 26th April 2019, MGA was invited by CLSA topresent the Malaysian gas industry to both GLCand private investors at its Education Session onthe Malaysian Gas Sector.

On 28th May 2019, MGA’s Regulatory and Government Affairs Working Committee (RGA WC) met thenew CEO of Sustainable Entergy Development Authority (SEDA), Dr. Sanjayan Velauthan, and hismanagement team. SEDA is the country’s one stop center for Renewable Energy and is currentlydrafting the Renewable Energy Transition Roadmap (RETR 2035) expected to be ready by year end.

MGA promoted the following during theengagement;• Gas has a key and indispensable role to play in

building a clean & sustainable energy future• Gas is best fuel to support achieving MESTECC’s

Strategic Initiatives of achieving 20% RE by 2025.• Gas-fired power generation using biogas

(bioCNG) injected into natural gas pipelineshould be accorded RE status.

MGA briefed KSU of MEA on MyGAS 2019

On 24th June 2019, MGA briefed Dato’ SaifulAnuar Lebai Hussen, Secretary General (KSU),Ministry of Economic Affairs (MEA), on theupcoming Malaysian Gas Symposium (MyGAS2019), where Dato’ will be making a PolicyPresentation at the Forum.

MGA continues to play a direct role in shaping national policy. On 27th June2019 attended the Drafting Committee meeting where MGA continues topromote cogeneration as a key mechanism in the Act.

The EECA Drafting Committee is now chaired by Energy Commission ofMalaysia (ST) as the recently appointed implementing agency for the EECA.

Promoting BioGas (BioCNG) injected into Natural Gas Pipeline as Renewable Gas

On 7th June 2019,MGA’s TF-C met Sustainable Energy Development Authority (SEDA) and RolandBerger, the consultant for the Renewable Energy Transition Roadmap (RETR 2035), to promoteeligibility of gas-fired power generation using biogas (bioCNG) injected into natural gas pipeline asrenewable energy. This is as follow-up from the RGA WC meeting with SEDA on 28th May 2019.

On 12th June 2019, MGA’s Leader of TF-C, Dr. Lim Daw Yuen, presented the concept at the RETR2035’s Focus Group Discussion on BioEnergy organised by SEDA.

MGA organised it’s inaugural Malaysian Gas Symposium (MyGAS 2019), the only dedicated forum forthe Malaysian Gas Industry on 26th June 2019 in Kuala Lumpur. It is a forum organised by the industry,for the industry.

Themed “Natural Gas – Fueling a Sustainable Future for Malaysia”, MyGAS 2019 featured renownedindustry players, both local and overseas. The speakers and panelist deliberated on an array topicsconcerning the Malaysian Gas industry and at the same time shared experiences from markets in otherparts of the world; from regional & global outlook, to policies ensuring sustainability of the industry, tostatus of market liberalisation and finally the opportunities for gas growth today and tomorrow.

MyGAS 2019 was supported by the following organisations;

The global demand for natural gas continues to rise against a backdrop of countries striving to achievesecurity of energy supply. This session highlighted key global and regional trends that are shaping gassupply today and provides an outlook on future supply. It examined the global and regional energysecurity scenario particularly with regards to the challenges that the industry faces, how to improve theavailability of natural gas; how to balance demand and supply through domestic production, exports andimports in order to achieve optimal business outcomes for investors at the most competitive prices forconsumers and with the best strategic outcomes for the country.

The Malaysian government has ambitious plans to make the gas industry more competitive, moresustainable and more secure over the coming decades. Malaysia has implemented policies andregulations aimed at easing barriers to entry for investors, averting energy crises and to stimulate themarket for gas. At the same time, it has developed an integrated gas infrastructure to connectsuppliers with customers. Striking the right balance between regulation, massive investments forinfrastructure and market liberalization is key a success factor. This panel discussed the next stepsneeded to take Malaysia’s gas market to the next level. Among the issues that were deliberated werethe adequacy of market structure and mechanisms, infrastructure, regulations and policies in meetingthe new challenge. It also looked at what lessons can be learnt from the success stories in otherregions of the world, such as Europe.

International Gas Union (IGU)

7th IEF-IGU Ministerial Gas Forum 2020 in Malaysia

On 21st September 2020, Malaysia will be hosting the 7th IEF-IGU Ministerial Gas Forum. This biennialevent is jointly organised by International Gas Union (IGU) and International Energy Forum (IEF) andattended by Energy Ministers from countries who are members of IEF. The 7th Edition will mark the firsttime the event is held in this region.

IGU President, Dr. Joe M Kang, thanked Dato’ Seri Azmin Ali, Minister of Economic Affairs, for accepting to host the7th IEF-IGU Ministerial Gas Forum. They met on the side of AOGC on 24th June 2019.

IGU Executive Committee Meeting

On 24th April 2019, MGA President, Hazli Sham Kassim, attended the IGU Executive Committee (ExCom)meeting in Santiago, Chile. The ExCom is the highest governing committee within IGU. In addition tothe ExCom meeting, Hazli also attended the Regional Coordinator and the Transition Team meetingsheld in the same venue.

Hazli, in his role as IGU’sRegional Coordinator for theSouth and South East Asiapresented updates on his regionat the post-ExCom meetingWorkhsop.

The workshop were alsoattended by Energy Ministersfrom Chile and Argentina.

Taskforce 2 on Energy for All

MGA is a member of IGU’s Task Force 2 (TF2) on Energy for All.TF2 aims to promote the critical role gas plays in providingaccess to cleaner, sustainable energy and in facilitatingeconomic development, whilst contributing to UN’s SDG7Ensuring Access to Affordable, Reliable, Sustainable andModern Energy for All. On 10th April 2019, TF2 met tofinalise Part 1 of its report, that will feature a case study onhow gas spurred economic growth in Peninsular Malaysia. Themeeting was hosted by Sustainable Energy for All (SEforALL) atits HQ in Vienna.
