Navi Mumbai Metro Rail ProjectBackground� The Government of Maharashtra (GoM) has
entrusted City and Industrial DevelopmentCorporation of Maharashtra Ltd. (CIDCO) to planand create environment friendly, model urbansettlement with full-fledged physical and socialinfrastructure to meet residential, commercialand industrial needs of population at present andin the years to come. To boost the earlierdevelopment, a rail based transport was suggestedin the 80s and Mass Rapid Transportation masterplan was prepared with six suburban corridorroutes as under:

Out of these, first two are completed and the thirdone is in progress. Meanwhile, it is found that landuse in the Navi Mumbai area has changed to a

large extent due to proposed SEZ and NewInternational Airport. Hence, CIDCO decided toreview the master plan.
� Work was entrusted to M/s. DMRC who suggestedsix Metro corridors for inter-nodal connectivity.After studying the various modes of transportssuch as Monorail, Bus, etc., the consultantproposed connectivity by Metro Railway due tovarious merits such as it is energy efficient,

pollution free and occupies very less land space ascompared to other modes of transport. Thepassenger carrying capacity of medium MetroRails System can be up to 35000 PHPDT (PeakHour Per Direction Traffic) whereas MonorailSystem is suitable up to 20000 PHPDT. Hence,Metro Rail System was preferred for Navi Mumbai.The consultants proposed the following MetroCorridors in Navi Mumbai:

� Out of the Six corridors Vashi - Nerul - Panvel,Dighe - Turbhe - Belapur, & Ranjanpada -Kharkopar - Seawoods and Vashi - Ghansoli -Mahape have very less ridership and need to bereviewed again in the year 2015. Nerul - Uran,which was kept as a Metro corridor due to MumbaiMetro connectivity, is now decided to have asuburban corridor.
� Belapur - Pendhar - Khandeshwar - NewProposed International Airport Corridor
The study recommended that rail based MRTcorridor of Belapur - Khandeshwar - New Airport isonly potentially developable corridor at present. Itis further recommended by M/s DMRC to take upMetro Rail Project from Belapur to Pendhar in the1st Phase, MIDC to Khandeshwar as 2nd Phaseand interlink between Pendhar and MIDC in 3rdPhase due to the following reasons:
i. The area is developing and Metro will boostthe development and will fetch additionalpremium on land price (which maysupplement a part of the construction cost).
ii. This is alternative to Mansarovar - Taloja sub-urban line. The suburban alignment is awayfrom the human settlement and theproposed Metro is passing through thesettlement to serve the occupants.

iii. Proposed ridership is adequate to make theproject viable for operation.
� Maharashtra Government has authorized CIDCOas MRT system administration ImplementingAgency under Tramway Acts 1886 forimplementation and maintenance of Belapur-Pendhar-Kalamboli-Khandeshwar Metro RailCorridor on September 30, 2010.
� Belapur-Pendhar-Kalamboli-KhandeshwarCorridor is recommended by M/s DMRC to beexecuted in three phases as given below
i. Phase - I: Line No. 1 from Belapur to Pendhar(11.10 km). The cost of the project will beapproximately 1,984 crores INR.
ii. Phase - II: Line No. 2 from Khandeshwarto Taloje MIDC (8.35 km). The cost of theproject will be approximately 1,605 croresINR.
iii. Phase - III: Line No. 3 from Interconnectionof Line - I & II (2.20 km). The cost of theproject will be approximately 574 crores INR.The above work of Corridor 1 is expected tobe completed in 5 years, along with thecompletion of 1st Phase of proposedinternational airport in Navi Mumbai.
� Since there is vast change in the land use patternand a new international airport is approved inNavi Mumbai, a need was felt to review the masterplan of Navi Mumbai connectivity. A consultancycontract is awarded to M/s. LEE Associates,Canada, to review the master plan and suggestnew airport connectivity with Mumbai by variousmodes of transport. M/s. LEE Associates have
submitted their draft report. The recommendationsare under examination by Mumbai TransformationSupport Unit.

The viaduct will be segmental box girder type.The viaduct will be on single central pier of width1.5 m spaced at an average distance of 30 mts c/cand the carriage way will be 10.17 m.

� Stations
Total 11 nos. of Elevated Stations including 2 nos.of Terminal Stations at Belapur and Pendhar Stationwill be 140 m X 25 m, concourse level at 5.5 m andplatform level at 12 m. Station will have passengeramenities and other sub-system for Train control andoperation.
� Depot cum Workshop for Rolling Stock
A major Depot for Line 1 & Line 2 is planned nearPanchanand in approx. 26 Hectares land. TheMetro rakes are parked (Stabled) during Non-Operational period of the corridor. Majorly, theDepot has Operational Control Center (OCC),Administrative Building and Training Center andother schedule maintenance facilities. TheScheduled Inspection and Periodic, Preventive andBreakdown Maintenance would be carried out inthe Depot.
� Rolling Stock
The proposed Rolling Stock is a Medium Rail Vehiclewith 2.9 m width, 3.9 m high and longitudinal sittingarrangement to maximise the capacity. The initialcomposition of the train (Year 2014) is 3 Car Train(Driver Motor Car + Trailer Car + Driver Motor Car)and in the Year 2031 it has been proposed for a 6Car Train (Driver Motor Car + Trailer Car + MotorCar + Motor Car + Trailer Car + Driver Motor Car)considering increase in traffic demand. The cost ofeach car will be approx. 10.00 crs. INR. Each coachwill be approx. 22 m long.
� Traction
The power to the Train shall be fed through 25 kvAC Overhead Current collection system. There willbe 2 nos. of Receiving Sub-Station (Traction Sub-Station & Auxiliary Main Sub-Station) along the

Metro route for catering to the total traction andnon-traction loads. The load requirement up to year2031 is estimated as 20 MVA (7.5 MVA for tractionand 20 MVA for non-traction).
� Signalling
The signalling system is a Continuous AutomaticTrain Control System comprising of automatic trainprotection, automatic train operation and automatictrain supervision.
� Telecommunication
The telecommunication system comprises of Radiosystem, Close Circuit TV, Public Announcement (PA),Public Information Display System (PIDS),Telephone, etc.
� Automatic Fare Collection
Automatic Fare Collection will be a Closed Systemwith automatic gates at all the stations. For singlejourney smart tokens and multiple journeys, storedvalue smart cards have been proposed.

The construction work of Line 2 and 3 will be taken upparallely after a few months and is expected to becompleted during 2016.
Project ImplementationThe project will be executed mostly with CIDCO funds.Commercial exploitation of land by way of (leasing/renting) will be done at four stations and depot locations.About 65 Hectares has been earmarked for this purpose.For operation and maintenance, fund would be generatedfrom advertisement, rental of commercial premises andticket sales.

Operation and MaintenanceFor operation and maintenance of the Metro, it isproposed to form a Special Purpose Vehicle (SPV) in duecourse.
� Fare Structure
It is proposed to charge double the bus fare beingcharged by NMMT / BEST or at par with MumbaiMetro. The fares are proposed to be escalated by11% after every 3 years.
Present Status of Execution of Line - 1The alignment survey has been completed and GeneralConsultant has been appointed. Tenders for variouselements are under process as given below:

Future Road MapExecution of Line 2 & 3 of Corridor 1 is proposed to betaken up shortly so that the Metro Line of Corridor 1 iscompleted, along with the completion of proposedairport at Navi Mumbai in the next 5 years. In thealignment, no encroachments, obstruction, majorutilities or forest exist. Hence, no problem is expectedduring the execution. It is preferred to complete Line 2by 2015 and Line 3 by 2016.
Assistance Required from Government
State and Central Government should exempt NaviMumbai Metro from following Taxes & Duties as done inDMRC:
i. Custom Duty on all imported equipmentand rolling stocks
ii. Excise Duty on all indigenously manufacturedequipment and rolling stocks
iii. Sales Tax on all purchases made forimplementation of project
iv. Tax on electricity required for operationof Metro
v. Municipal Taxes
