In July, the Chamber launched its social
media program, establishing a presence on
Facebook, Twitter and LinkedIn. These tools
will enable the chamber to shape brand percep-
tion, engage in personalized communication
with members and interact with the general public.
Social media such as Facebook, Twitter, YouTube, LinkedIn and more, have given
more people influence and a larger platform than ever before, shrinking the world and
forever changing the way we communicate, said Brad Hicks of the Western Associa-
tion of Chamber Executives, These platforms of local and global impact allow anyoneto find and connect with others who share similar interests, challenges, and beliefs
creating communities that shape and steer the perception of brands.
With the Chambers Facebook Page, Chamber members and the public can follow
Chamber actions, get information on Chamber events, view photos, watch video and
give feedback to Chamber staff. Facebookusers can become a fan of Chambers Face-
book Page at http://www.facebook.com/bakersfieldchamber.
The Chamber will use Twitterto offer Chamber members and the general public a
feed of brief updates on Chamber activities. Twitterusers can follow the Chamber at
http://www.twitter.com/bakchamber .
The most powerful social media tool currently available is the ChambersLinkedIn
Group, available only to Chamber members. This group allows Chamber members
to network with each other, communicate with Chamber Staff, post job openings and
engage in discussion groups.LinkedIn users who are Chamber members can request to

Chamber to advocate for newChamber to advocate for newMetropolitan Habitat Conservation PlanMetropolitan Habitat Conservation PlanAt the July Board meeting, the Chamber committed to supporting the pursuit of a
new Metropolitan Bakersfield Habitat Conservation Plan (MBHCP), especially in the
area of lending support to advocacy efforts. Bakersfield has a current MBHCP that is
due to expire in 2014. It can take several years to put such a plan together for approval,
so the outreach and education is already underway.This type of plan is important to our community as it provides urban development
applicants with a comprehensive and consistent program for mitigating endangered
species, establishes predictable fees, prevents delays, and ensures compliance with law.
An MBHCP also provides reasonable means to acquire, enhance, maintain and preserve
native habitat for endangered and sensitive species while allowing for development and
growth to occur within the Metropolitan Bakersfield General Plan area.
Absence of a MBHCP would result in urban development applicants mitigating
endangered species requirements on an individual basis and subject to arbitrary require-
ments by Federal and State agencies, time delays, and unpredictable cost in obtaining
permits. The current plan for Metropolitan Bakersfield was one of the very first Habitat

Occidental Petroleum Corporation (Oxy) is the No.
1 natural gas producer and second-largest oil producer in
California and holds approximately 1.3 million acres of net
fee minerals and leaseholds. With two of its subsidiaries
headquartered in Kern County Vintage Production Cali-fornia LLC and Occidental of Elk Hills Inc. Oxy is ideally
situated to help meet Californias energy demands due to
its significant reserves and proximity to both Northern and
Southern California markets. In 2009, Oxy announced a sig-
nificant discovery of oil and gas reserves in Kern County that
is believed to be the largest oil and gas discovery in the state in more than 35 years. Oxy
also provides much-needed power supplies to the state through its 50-percent ownership
in the Elk Hills 550 MW Power Plant, which generates enough electricity annually to
supply 420,000 area homes. This environmentally friendly facility is one of the nations
cleanest and most efficient power plants.
Working with the California Department of Fish and Game and the U.S. Fish and
Wildlife Service, Oxy has set aside about 8,000 acres in Kern County as a habitat con-
servation area for endangered and threatened species. This conservation managementprogram has been certified by the Wildlife Habitat Council and has received several
environmental awards.

Nominations for the 2011-2013 term of the GBCC Board of Directors were an-
nounced at the July board meeting. As outlined in the Chamber Bylaws, article IV,
section 2, the chairman shall appoint, subject to approval of the board, a nominating
committee of six members including one director from each term, a member-at-large,
incoming chair and the past chairman who acts as committee chair.In selecting members to serve on the Board, facts considered include geographic
location, classification of business, gender, ethnicity and position within a company to
ensure that the Board accurately reflects the community and the Chambers member-
ship. Board members serve three-year terms and may serve up to two consecutive terms

public and private development and
construction projects, including the Mill
Creek development, the new Federal
courthouse, the Mesa Marin Sports
Complex, the new soccer complexon Taft Highway, and an
update on the Thomas Roads
Improvement Program. He
also reiterated Mayor Halls
concerns about the economic
hardships facing the city,
which has faced staff cuts
of nearly 10% over the past
three years and struggles to
maintain service levels.
The program concluded
with the halfway report from
Brooke Antonioni of Vision
2020. Over two thirds of the
goals and objectives laid out
in the Vision 2020 plan have
now been accomplished.
The past year has been a tremendously
challenging time for Bakersfield, Kern
County, the State of California, and the
United States. Not all the news is bad
news; however. At the 2010 State ofthe City Forum, Mayor Harvey L. Hall,

Stinson and Brooke Anto-
nioni presented a stunning
array of achievements and
economic progress in the
Greater Bakersfield area over
the past year. Mayor Hall
quoted Henry Ford, Dont
find fault, find a remedy, and
Bakersfield has risen to the
challenge.
The High Speed Rail Au-
thority Heavy Maintenance
Facility, which could bring
up to 1,500 permanent jobs
to the region; Occidental Pe-
troleum Corps massive new
oil find; and approval of the
Environmental Impact Report
for the Rio Bravo housing development
are all proof our community is building a
bright future through the support and co-
operation of private industry, government

GOVERNMENT REVIEW COUNCIL
Donna Carpenter, Consultant - ChairThis summer has been an active one for the
Government Review Council (GRC). In the
month of July the GRC heard a presentation
fromPamela Elisheva , Associate Planner,
City of Bakersfield regarding the benefits
and purpose of theMetropolitan Bakersfield
Habitat Conservation Plan (MBHCP).
GRC also heard a presentation byMichael
Hulsizer, KCSOS, on SB 623 (Ashburn),
intended to codify state law to prevent the
bundling of campaign, legal and bond
underwriting services for bond campaigns,
and Assemblyman Danny Gilmore, 30thDistrict shared his thoughts regarding his
experience serving as a member of the state
legislature. Also in July and August, GRC
will be reviewing ballot propositions on
the November 2010 ballot, in addition to
continuing work on the development of a
new policy platform.

Conservation Plans put in place, but plans
expire and there is not an option to renew
an existing plan, thus the need to start
now to pursue a new plan for our area.
The process has worked well in the past
and is fair and consistently applied,
stated Chamber CEO Debbie Moreno.
With all the laws and regulations already
burdening Californias ability to compete
with other states for business, we dontneed to lose an important tool that actu-
ally streamlines regulatory processes.
The Chamber will help lead the com-
munity support and advocacy strategy
required to secure grant funding and ap-
proval from Federal and State agencies.

Below are just a few of the highlights:
The Arts Council of Kern has beauti-
fied the city with public art displays
including the Wall Street Alley murals,
the Younger Sculpture Garden, and
the downtown electrical box paintings.
Completed recreation projects include
the McMurtrey Aquatic Center, Aera
Park, water spray parks, Yokuts Park, and
Central Park at Mill Creek. Tree planting
campaigns and dead tree removal have
beautified River Walk, other parks, and
public spaces. Golden Empire Transit
completed their transition to 100% CNG
busses, and the city and county govern-
ments have announced their own moves
toward zero emissions fleets.

Chamber says "happy retirement" to Shirley BrewerThe Chamber wants to wish longtime staff member, Shirley
Brewer happy retirement. Shirley retired in July after working
over 10 years as the Chambers marketing and communications
manager.
While working with us, Shirley always referred to the Chamber
as another home, and staff and members as her family, said
Chamber CEO Debbie Moreno.
Shirley was primarily responsible for all advertising and com-
munication pieces for the Chamber, including production of the
Chambers monthly METRO newsletter and annual directory. She
also worked with volunteers as staff liaison to the Labor and Em-
ployment Committee and Youth Leadership Council.
Shirleys greatest love at the Chamber was shepherding the
high school students in our Youth Leadership Program, stated
Moreno. She still hears from many of them who keep in touch
with her as they graduate from college, start careers, etc. Shirley Brewer, seated center is flanked by current and past Chamber staffwho gathered to celebrate her retirement from the Chamber on July 15th.

Another addition to our staff, Spen-cer C. Schluter is our new Marketing &Communications Manager. Spencer has abackground in Graphic Design, Web De-sign, Visual Communications, and PublicAdministration. He recently completeda one year internship with Kern Council
of Governments and was responsible forgraphics and marketing at CSUB StudentRecreation Center.
Spencer also serves as Communica-tions Officer for Kern ASPA, is an activevolunteer, a member of the Rotary Clubof Shafter, and agraduate student atCSUB.
Originallyfrom Sycamore,Illinois, Spencerhas resided in KernCounty for five
years. He appreci-ates Kern County'sspirit of coopera-tion between thepublic, private, andnon-profit sectors.
