Arthur "Art" W. Osborn, 84, RPLS #1484, of Tyler, Texas, died Wednesday, February 6, 2014.

Mr. Osborn was a longtime surveyor and educator. He was a TSPS Past Presi-dent (1984); Texas Surveyor of the Year (1987); and Hugh L. George Memorial Award winner (1994).

Funeral services were held Saturday, February 8, 2014 at Burks Walker Fu-neral Home in Tyler, Texas

Budget, PR Campaign Highlight Board Meeting

TSPS Directors approved an $839,952 2014 budget on February 1 at the First Quarterly Board of Directors Meeting in Austin.

The new budget follows a strong fiscal 2013 in which the association finished $143,583 in the black, thanks to revenue increases in several areas and cost-trimming efforts across TSPS operations.

The added revenue from 2013 allows TSPS to re-invest $50,000 into the association's long-term fund account and $25,000 into its short-term fund.

In other business, Public Relations Chair Jamie Gillis gave directors a sneak preview of a print ad produced for an upcoming TSPS public relations campaign. The campaign was conceived follow-ing the recent TSPS membership survey and its mandate to increase public awareness about the land surveying profession.

The print ad ... just a part of a full-spectrum cam-paign across social media, online, print and tele-vision media ... was produced by an ad agency and will be made available to TSPS chapters for use in local media outlets.

"From our membership survey and then Strategic Planning, President Neally and the committee interpreted a strong mandate to create aware-ness," Gillis said.

The launch of the campaign is scheduled to coin-cide with Surveyors Week March 16-22. Gillis will author a guest article about the campaign in the March Texas Surveyor magazine, and the new full page print ad will also be featured. Don't miss it!

Governmental AffairsUpcoming elections and the next legislative ses-sion were topics of discussion at the Governmen-tal Affairs Committee meeting prior to the Board of Directors meeting.

Half of the state's senate members are up for reelection this year, according to Legal Counsel Mark Hanna, with six of those races having con-tested primaries. There are 35 contested primaries on the House side. Committee members began formulating endorsement plans, through SurPAC,

and also stressed the effectiveness last session of chapter-hosted "Meet and Greet" events. At these gatherings, chapters hosted their local represen-tatives and senators, providing opportunities to educate the legislators about surveying while creating relationships and friendships with the elected officials.

Several candidates (or their representatives) for state office have reached out to TSPS prior to this election season, including candidates for Gover-nor and Attorney General.

Other Governmental Affairs Committee discus-sions included: • Issues related to filing LSLS field notes in County Clerk offices. • TxDOT's upcoming internal conference; use of electronic signatures and seals; and TxDOT requests for personnel and salary information from surveyors who won TxDOT contracts. • Update on Sales Tax bulletin with State

Comptroller's Office. The TSPS-produced fact sheet provides Comptroller auditors with a list of 13 non-taxable and five taxable sur- veys. The committee expects a draft back from the Comptroller's Office by the end of February. • Update on upcoming meeting of Texas Railroad Commission to include preliminary discussions on proposed amendments to Chapter 18 Underground Pipeline Damage Prevention regulations.

In other TSPS business February 1:

• The Texas Surveyors Foundation, Inc. (TSFI) awarded more than $15,000 in scholarships to land surveying students across the state. TSPS has also finalized plans for the annual Ray Wisdom Auction, which follows the sec- ond Quarterly Board Meeting in San Marcos.

The Public Relation Committee's presentation on the new awareness campaign included a look at a newly-produced full-page advertisement.

Two flavor options available for your equipment! Vanilla- “Actual Cash Value.” This policy pays you the depreciated value of your equipment if it is lost or damaged. Think what you could sell it for to come up with this limit. Chocolate- “Replacement Cost.” If you have a 4 year old robotic total station that you paid $20,000 for new, and it is stolen, you get the money to buy the piece new. Even if it’s value when stolen was $13,000. The vast majority of policies are vanilla (ACV). Be sure that you don’t pay the pre-mium dollars to insure the piece for more than it is actually worth. That’s just wast-ing your hard earned dollars. If you have a robotic that has seen better days and you have it listed for $14,000 on your policy and it is really worth about $7000, they are going to pay you $7000 even though you have it insured for $14,000.

• Chapter Presidents Forum included reports from many TSPS chapters, as well as brief presentations from President Neally, Past President Curtis Strong and PR Committee Chair Jamie Gillis. Vernon Wetzel Vernon Wetzel, 91, RPLS #0244, died Thursday, December 5, 2013. He was a Life Member of TSPS.

He graduated from Seton Hall Prepara-tory School in West Orange, New Jersey. He enlisted in the U.S. Army in 1942 and served in France, Germany, and Austria until the end of WWII, where he received the Bronze Medal for bravery.

Al FloresLuis "Al" Flores, 74, RPLS #1916, died Thurs-day, January 16, 2014 in Semmes, Alabama. Services were held for the family only.

Mr. Flores was a past Director of TSA/TSPS

(1986-87 and 1987-88) and served as its Vice President during the 1988-89 term. Licensed to survey in six states, Mr. Flores acquired a posi-tion with El Paso Energy that required a move to New Mexico, and he relinquished his position as an officer at that time. He went on to serve as a surveying representative to the North American Free Trade Agreement (NAFTA) organization, representing NAFTA on trips to Canada and Mexico during his service. He was also an avid fisherman and fished many locations across North America.

He is survived by his wife of 45 years, Janice Flores; son and daughter-in-law, Eric and Jen Flores; daughters, Donna Laffoon and Shanna Everrite; six grandchildren; one great grandchild; and brother and sister-in-law, Carlos and Ceci Flores. He was preceded in death by brother Richard Flores, also a surveyor and member of TSA/TSPS.
