EXECUTIVE SUMMARY

This report describes the third upload of language resources at M24 of the project. The third

upload contains metadata descriptions of the resources provided by META-NORD partners that

are complying with the formats agreed by the META-NET projects. The third batch of the

resources contains all resources made available in previous batches and the new ones uploaded

since second resources upload on November 2012.

Overall summary of the third META-NORD upload of language

resource metadata into META-SHARE

The META-NORD project participates in the META-SHARE network by establishing Nordic

and Baltic META-SHARE nodes. Through these nodes, the project partners describe and

make available various kinds of language resources that pertain to their respective languages.

This report describes the third META-NORD upload to META-SHARE.

The META-SHARE model and software were essentially completed and functional in time

for this third upload. META-NORD has now joined the newly established network with

nodes in seven of the eight META-NORD countries. The UGOT, UHEL, UT, LKI, UIB and

UCPH nodes are synchronised upward to the TILDE node, which is a managing node and in

turn fully synchronised with the other managing nodes elsewhere in Europe. Managing nodes

display all content in the META-SHARE network (Figure 1).

META-SHARE was developed by T4ME in parallel with META-NORD. The first, early

release v1.0 of the software was made available to META-NORD just before the first META-

NORD resources upload on November 2011. While UGOT was able to install it for the use

by all partners, technical problems prevented its use at that time, and the first batch of

metadata was created by other means.

The second META-SHARE release, v2.0, was significantly more mature and delivered in

good time for the second META-NORD resources upload that took place in July 2012. The

first batch records were migrated to the new version and second batch records were either

created with the META-SHARE editor or uploaded directly as validated XML files to the

respective node. While UGOT, UHEL, and TILDE ran META-NORD nodes and made them

available for the other partners, the synchronisation of META-SHARE nodes was not yet

available, the Tilde node was made a "master node" where all META-NORD records were

stored and displayed.

The final version of META-SHARE, v3.0, provides synchronisation and improved user

management. It was also released well in time for this third and final META-NORD upload,

so that the older records from the first and second uploads could again be migrated to the new

version and new records created with the META-SHARE editor with relative ease or

validated XML files uploaded. Most META-NORD partners now maintain their own records

in local nodes that they control in their own countries. From these nodes, changes and

additions spread automatically through TILDE to the central network of managing nodes. The

META-SHARE v3.0.1 has been released on 22 January and partners now are planning to

upgrade their nodes.

upload. The TILDE node displays all META-SHARE content. The other six META-NORD

nodes display those records that are maintained there.

The majority of the new resources' metadata were manually added to the META-SHARE

editor. 23 metadata files provided by UGOT were uploaded to the node as validated XML

files. 101 new resources' metadata files required technical work, such as linking resources

from http://www.eurotermbank.com with META-SHARE, for this purpose the specific tool

and workflow has been created to ensure automatic synchronisation of Euro Term Bank

metadata information with information displayed on META-SHARE.

Out of the total amount of new metadata files 59 required work on licencing related issues,

such as IPR guidance to the IPR holders, encouraging them to make the distribution

agreement flexible (e.g. to use CLARIN ACA instead of CLARIN RES), clearing up

intellectual IPR issues, formalizing the licence, etc.

It is worth mentioning that all the META-NORD partners' own language resources and tools

that either belong to two or three batches or that appear in all batches but with different

numbers (e.g. Finnish TreeBank 1, Finnish TreeBank 2, Finnish Treebank 3) have also

required continuous technical work for upgrading and/or expanding them. For more detailed

information on resources that required technical work see the "upgrading resources to agreed

standard" section of the D3.3 report.

Out of the 309 resources provided for the third upload, 202 are resources of the consortium,

while 107 are from outside the consortium (Figure 3).

Most of the LRs provided for the third upload were lexical or conceptual resources (159,

including word lists and computational lexicons). The other types of resources were corpora

(96, including text, audio, speech, video and also treebank corpora), tools or services (41),

wordnets (7), terminological resources (3), language description (1), parallel treebank (1), as

well as grammar (1) (Figure 4).

None of the 309 language resources provided in the third upload is available at widely known

resources database such as ELDA or the LDC Corpus Catalog.

2 Description of the META-SHARE metadata schema META-SHARE uses its own metadata model that was developed together with the software.

This model is influenced by previous relevant metadata models like OLAC and IMDI, the

largely parallel development of the CMDI model in CLARIN, early consultation with

experts, and feedback during the early adoption of META-SHARE by projects like META-

NORD.

The META-SHARE model is a rich content model that organises the description of a number

of central types of language resources in a documented, hierarchical system of components

and fields. Two choices are made at the highest level. First, an overall type for the resource is

chosen: is the resource primarily a corpus, a lexical or conceptual resource, or a tool or

service. Second, what media types constitute the resource? These two choices determine what

fields are made available for the description of the particular resource.

All resource descriptions in META-SHARE contain at least a name for the resource, a free-

text description, a contact address, and licencing information. Many of the fields use a

controlled vocabulary.

The number of mandatory fields is small, but a large set of recommended fields is set apart

from the fields that are considered truly optional. Languages are named using an expressive

Internet standard that builds on the relevant ISO standards. Components and fields are

repeatable where appropriate.

The META-SHARE description model is supported by the META-SHARE editor that is

made available through a web browser for authorised users of a META-SHARE node. Note

that users must register for each node that they wish to have access to. The editor displays a

hierarchical system of forms that guide the user to the expected content. There is also detailed

documentation of the model on the web, and a discussion forum. Resource descriptions can

be published directly from the editor by a user who has been granted sufficient rights.

Published metadata is made browsable and searchable by anyone in its originating node and,

through synchronisation, in the several managing META-SHARE nodes.

As is to be expected, the META-SHARE model is an application of XML. The model is

specified by a system of XML schema documents. The name of the document element is

ResourceInfo (in a namespace). Users of the editor can export and import the records as XML

documents.

In contrast with the META-SHARE model, the Component MetaData Initiative (CMDI) of

CLARIN specifies a system for the creation and publication of such models in a registry. The

META-SHARE model is designed to be compatible with CMDI and could (arguably should)

be made available as a number of CMDI profiles for a straightforward mapping back and

forth. At least one partial implementation is known to exist. Some META-NORD partners,

notably UIB, have felt the need for more expressive freedom. While the META-SHARE

model allows displaying a useful amount of the information they want to share (some aspects

of their specific resources would require modifications to the model), CMDI would allow

such modifications, though at the cost of a non-trivial amount of work and the loss of the

supporting META-SHARE editor. From the META-SHARE point of view, a CMDI

implementation could provide a platform for experimentation whose results might then be

adopted in a possible future upgrade to the META-SHARE model and editor.

3 Description of the META-NORD nodes META-NORD nodes (TILDE, UGOT, UHEL, UT, LKI, UIB and UCPH) use the final

META-SHARE version, v3.0 or newer, first released in October 2012. The software is

publicly available under the GPL licence through the software sharing site GitHub.

Of the META-NORD nodes, the TILDE node is a managing node in META-SHARE and

fully synchronised with the other managing nodes. From the point of view of a person who

seeks language resources, this means that the TILDE node displays everything that is

available through any node in the META-SHARE network. At this time, all other nodes are

synchronised upwards (harvested) through the TILDE node and display only the content that

is stored in them.

Most of the META-NORD partners have created the metadata records in META-SHARE

themselves, so they also have a right to decide on their licencing conditions. However, as was

clarified by the META-NET legal expert Prodromos Tsiavos (with an additional clarification

by Penny Labropolou), metadata must be free in META-SHARE: "This is dealt with in the

META-SHARE MoU. The MoU is the document signed by all META-SHARE members

including organisations and individuals. The following is stipulated: META-SHARE

metadata are licenced under the Creative Commons Attribution Unported (CC-BY) version

3.0 or higher, or the EU Open Metadata Licence. All META-SHARE members and associate

members are obliged to allow harvesting of their metadata." Due to the MoU, metadata can

and must be shared freely between all META-SHARE nodes.

4.1 Language resource distribution rights

Essentially all hosting organisations take responsibility for the data that they host, so every

organisation with a META-SHARE node has to follow sufficient and trustworthy practice for

their respective country when adding data to be distributed by their META-SHARE node.

If an LR is uploaded to, e.g., the Tilde node, then Tilde is responsible for distributing the LR,

which also means that Tilde will say what proof it requires for the distribution rights. This is

an incentive for every META-NORD country to have its own META-SHARE node in which

its own LRs are hosted, because then each country can follow its own legal practice with

regards to documenting the distribution rights.

LRs hosted at some third party are the responsibility of that third party, but the conditions and

procedure for access or usage must be documented in the metadata records.

4.2 Licences applied in 3rd batch

As illustrated in the Figure 8, from the 309 new resources of the 3rd

batch only 7 have

licences that are still under negotiation. Regarding the resources with proprietary licences,

one resource, the META-NORD Sofie Parallel Treebank is composed of monolingual

treebanks with different licences, most of them CC-BY, one CC-BY-NC. 113 resources have

been identified as “other” because other IPR status has been applied, instead of specific

licence the terms of use has been determined. For some complex resources (e.g. ETB1 or

Letonika2) Term of use can be found under link specified in metadata. Some of the resources

that belonging to the category "other” are released under EUPL3 or MIT

4 licences, they had

to be categorized this way as licence type under which the resource has been released are not

available choices in the META-SHARE model for the time being.

Out of the resources provided for the third batch 141 are available for free research use. This

proves that the interest towards sharing resources in the spirit of open data is strong in the

META-NORD network.

Regarding the IPRs of the metadata themselves, they are, as stated in the META-SHARE

MoU, licenced under the Creative Commons Attribution Unported (CC-BY) version 3.0 or

higher, or the EU Open Metadata Licence. All META-SHARE members and associate

members are obliged to allow the harvesting of their metadata.

5 Feedback on upload procedure The third upload was performed in a smooth and efficient manner, due to the significant

improvements in the META-SHARE software since the second version of the software.

All batches META-NORD resources and metadata are publicly available for browsing and

searching at http://metashare.tilde.com/ (and the other managing nodes of the META-SHARE

network). In addition, the other six META-NORD nodes provide the same service with their

own metadata records.

6 Concluding remarks on the third upload The third upload was very successful. All in all metadata for 309 language resources were

provided, as compared to the 68 envisioned in D2.4, “Selection of resources, agreements,

detailed work plan” Appendix A provides among other things an overview of the status for

envisioned resources and actually provided metadata descriptions and location of resources.

Also the number of META-NORD nodes increased from four to seven with the release of the

LKI, UIB and UCPH nodes in November 2012.

7 General summary of all uploads The consortium has provided 493 resources in the three batches, 67 for the first upload, 174

for the second upload and 309 for the third upload. At the beginning of the project in D2.4

Selection of resources, agreements, detailed work plan planned resources have been

described and plans on how to make them available were envisioned. According to D2.4

META-NORD project planned to make available 248 resources. The difference between what

was planned on time of submission of D2.4 and the actual number of provided resources is

58% (Figure 9).

Out of all resources provided on META-SHARE 54,88% are for unrestricted non-commercial

use. The vast majority of the resources provided can either be downloaded or accessed

through external link (Figure 10).

The achievement of mapping such an amount of language resources, clarifying their licences

and publishing their metadata in META-SHARE is a significant step in building a sustainable

language resource infrastructure in the Baltic and Nordic countries. The majority of resources

are released under CC licences with different attributions. 127 out of 493 resources provided

by META-NRD belonging to the category "other”, the reason is described in Section 4.2.
