Introduction

Gujarat Ecology Commission is an institution established in 1992 by the Forest & Environment Department, Government of Gujarat to address the State’s environment-issues and develop sustainable technologies. The Commission is headed by a Member-Secretary, who is an All India Service officer of Super time scale. He is assisted by gazetted officers, deputed from Forest. A multi-disciplinary team of professionals (Including Ecologist, Environment Planner, Social Scientist, Project Assistants, Account Manager, Account Officers and Computer specialists) support the Commission, along with other ministerial staff.

The major strength of the Commission is its ability to draw on the existing institutional and professional resources of the State and elsewhere, based on felt need. It has worked with almost all the professionally renowned institutions of the State.

The Commission’s main role is project design, execution, monitoring and evaluation. It works in the areas having association with direct action in ecological and environmental protection.

GEC is a platform for providing information and other inputs, which are needed to develop a policy and approach for ecological conservation and sustainable development. At the same time, it undertakes, on its own and in collaboration with other agencies, initiatives for the protection of ecosystems under threat and restoration of ecologically degraded zones. This is done through trial and demonstrative projects, which establish benchmarks for future replication.

GEC’s approach is to integrate environmental concerns with regular economic activity, even to the extent of relating conservation of biological diversity with the livelihood prospects of the present generation in addition to the concerns for future generations.

The Commission views sustainable development as an ongoing cumulative process, rather than an end product. Therefore, it adopts an action - centered network approach to environment management and development; wherein links are established among Government, scientists, experts in various disciplines, voluntary agencies, communication experts, business and industries in problem-solving and consensus-building towards developing a common vision.

Our Objectives

1. To provide an organization that plans and works for restoration of ecologically degraded areas to ensure the ecological health of Gujarat systematically and holistically.

2. To arouse a collective ecological consciousness among the people of Gujarat and to develop a conservation ethos in the State that would mileage against ecological degradation anywhere in the State and strive to restore the ecological balance through people’s organized action.

3. To undertake on its own or with the support of other agencies, rehabilitation or restoration of disturbed ecosystems of the State with special emphasis on degraded lands (wastelands) including revines (Kotars), mangroves, water bodies, river systems and degraded forests.

4. To create institutions and organizations necessary for achieving the objectives of the Commission (GEC).

5. To act as the State’s single umbrella for :

• Accreditation of various NGOs eligible for funding for activities aimed at ecological up gradation of degraded ecosystems (wastelands, mangroves, degraded forests, water bodies, river systems, etc.) and

• Allocation of funds to various government agencies for programs of ecological restoration including project implementation, research or extension.

Our Approach

It is observed that developmental planning has traditionally been plagued by lack of sufficient ecological knowledge, the failure to incorporate available knowledge in planning exercises, poor availability of this knowledge to policy-makers and general inability to ensure people’s involvement through community based approach.

The Commission therefore attempts :

• To develop an ecological macro view through multi-disciplinary teams of experts in identifying a region’s potentials and constraints in a holistic manner; State of Environment Report is published by GEC every two years.

• To delineate ecosystems, which then form the basis of planning wherein influences of adjacent regions as well as long-term implications of activities are taken into account;

• To conserve the biological diversity of the state by strengthening the data-base, and by building capacities for constant monitoring and evaluation;

• To set-up and strengthen institutions for the enhancement and application of ecological knowledge in identified areas;

• To sensitize the general public towards the gravity and complexity of the present day environmental crises in the state and its implications;

• To provide a platform for interaction, both at the State and district levels, to evolve a commonly accepted action strategy;

• To build up models of ecological restoration for degraded ecosystems through research and pilot projects; and

• To evolve a micro-planning strategy (i.e. at the village or watershed level) with the participation of the local population, particularly women and other weaker sections, with a view to achieving and sustaining a broad-based people’s programme through community based approach.

Broad working areas and strength of GEC

Broad Working areas of GEC

Gujarat Ecology Commission works in a wide field to address the State’s environment issues and develop sustainable technologies. Its mandate includes planning and working for the ecological restoration of degraded areas in the state. GEC is a platform for providing information and other inputs, which are needed to develop policies and approaches for ecological conservation and sustainable development. At the same time, it undertakes, on its own and in collaboration with other agencies, initiatives for the protection of stems under threat and restoration of ecologically degraded zones.

GEC works in the field of Coastal and Marine Ecosystem which includes restoration of Mangroves through PPP mode, Environment Management & Conservation in which GEC has prepared State of Environment Report-2005 & which is replicated in 2011, worked on project of preparing ecological profile of 19 talukas of Gulf of Khambhat. Moreover, GEC also works in field of Wetland and Biodiversity Conservation. GEC is one of the recognized ENVIS center. The Commission also takes up comprehensive environmental research studies.

Our Strength

It has substantial flexibility in operation and autonomy in functioning. A multi-disciplinary team of professionals (including Foresters, Ecologists, Environment Planner, Marine Scientist, Socio-Scientist, Biologist, Accountant, Procurement officer, Communication expert, Capacity Building Officer and Computer specialists) support the Commission, along with other ministerial staff.

GEC have well equipped Conference hall with LCD projector, well maintained MIS system, computer and laptop facilities for every staff along with good infrastructure facility.

GEC as State Project Management Unit under Introduction of Integrated Coastal Zone Management Project

Gujarat Ecology Commission, with its extensive experience in the area of environmental rejuvenation and restoration has been chosen as the Nodal agency for the ICZM Project by the Department of Forest & Environment, Government of Gujarat. It is designated as the State Project Management Unit for implementations of Integrated Coastal Zone Management Project in the State of Gujarat vide GR No.ENV-10.2007-884-E, dated 4th October 2008.

The SPMU has been constituted to manage and coordinate the project activities as well as 7 project executing agencies working under the project. Achievements under GEC sponsored activities in year 2011-12

Introduction of major projects and its progress

1) Mangrove Plantation:

a. Plantation through State Budget Yojana 2011-12:- In the year of 2011-12, Gujarat Ecology Commission has undertaken restoration of Mangroves in an area covering 500 ha. along the Gulf of Khambhat and South Gujarat Coast with the active participation of Community Based Organization (CBO) and primary stake holders-coastal community on revenue as well as on forest lands. The site wise achievement of plantation is described below.

b. Collaboration with Private Sector Corporates (Public Private Partnership): - GEC approached private corporates like LNG Petronet, CGPL; TATA, Kandla Port Trust (KPT) and Indian Rayon. The plantations were carried out through local communities (CBO) (Serial no: 1 to 4 in below table) while 60 ha plantation was carried out through FDA Bhavnagar and 100 ha plantation was carried out through FDA Kachchh under the PPP mode (Serial no. 5 & 6). GEC undertook mangrove plantation in an area of 755 ha. through Public Private Partnership in the year of 2011-12. The site wise achievement of plantation is described below.

2) State of Environment Report - 2011

GEC is one of the State centers for the Status of Environment and related issues under ENVIS programme of Ministry of Environment & Forest, Government of India. One of the mandates is to prepare and publish a report on the ‘State of Environment’ (SoE) in a span of every two year. Since 2001, GEC has published three reports. At present, the SoE report of 2011 is being prepared, which focuses on sectors like Air, Land, Water, Climate change, Coastal & Marine biodiversity; Urban & Rural built environment, Industrial Environment, Forests & Biodiversity etc. To initiate the process, a meeting was held under the Chairmanship of the Member Secretary, Gujarat Ecology Commission in the month of September 2011 to finalize environmental sectors/attributes for the report; appropriate methodology for data collection and representation and agencies/ institutions to develop the report. Various experts were invited from reputed universities, organizations and NGOs working in environment sector. The selected organizations to work on preparation of SoE are, Institute of Rural Management (IRMA), Anand; Centre for Environment Planning & Technology (CEPT) University, Ahmedabad; Pandit Deendayal Petroleum University (PDPU), Gandhinagar; Gujarat Institute of Desert Ecology (GUIDE), Bhuj and Centre for Environment & Social Concern (CESC), Ahmedabad. The consultants engaged in the preparation of SoE are proficient in their respective field and the total consultancy would cost over Rs. 1 Cr. The first draft of the report is submitted by the consultants and is in the process of finalization. The final State of Environment Report 2011 is likely to be published in December 2012.

Awareness Activities

GEC has organized various awareness programmes in the year of 2011-12. The glimpse of the awareness programmes are as under.

A) Kite Festival - 2011 :

The Forest & Environment Department, Government of Gujarat had decided to organize the Environmental Awareness programme to mitigate ill effects of plastic & synthetic threads in four mega cities of Gujarat viz. Ahmedabad, Vadodara, Surat & Rajkot. The DoEF had approach GEC to carry out this campaign. In this regard, following activities were identified to take up under this awareness programme:

Radio Campaign:

A mass radio campaign was organised with FM Radio channel. Considering popularity of radio channel a three major Radio partners viz. Red FM, Radio Mirchi & Radio City were selected. Various kind of Radio jingles were developed to broadcast on Radio channels. A total 14 days campaign was run on various three radio channels with 10 spots in a day at the interval of every hour.

Advertisement on T.V. Channel:

GEC approached T.V .channels to create mass awareness to stop using plastic thread during Kite Festival. GEC approached E-TV Gujarati to telecast the awareness programme on television in local language. Entire campaign was run between 4thJanuary, 2012 to 15thJanuary, 2012. During campaign, a T.V. advertisement consisting message of “NOT TO USE PLASTIC THREAD” was telecasted on E-TV for promotion.

Hoardings, Bus back panel & Banners with appropriate messages:

GEC thought to spread messages on Not to Use Plastic & Synthetic thread by displaying hoardings, banners and back panels on State Transport Buses. A total number of 18 hoardings were displayed at 18 bus stands of the State, out of these, 4 hoardings were displayed at the four megacities bus stands viz. Ahmedabad, Vadodara, Surat & Rajkot; rest of 14 were displayed in “A-Groups cities” of the State.

Along with the bus stations, other banners were also put up at various public places in suggested megacities. Thus, total number of 18 hoardings, 100 back panels and 150 banners were displayed for spreading awareness on not to use plastic thread during Kite Festival.

Environment Awareness RallyGEC had carried out “Road show” to spread awareness on stop using plastic & synthetic thread during Kite Festival.

The Rally was carried out in consultation with NGO. The rally was carried out between 11th January, 2012 to 15th January, 2012 in various places of Ahmedabad.

Moreover, GEC has distributed 450 CDs through State Information Department for telecasting advertisement of awareness generation to various multiplex cinema operators, local cable operators and District Information Divisions in State of Gujarat.

B) Parisar na Pagthare - Part-2

GEC has organized second series of the quiz competition, “PARISAR NA PAGTHARE” for spreading the awareness on environment conservation among people. The theme for the quiz was “Climate Change”. Total 27 schools were participated from 8 municipal corporations of Gujarat. Total numbers of 3 higher secondary school teachers were invited from each school for participating in the competition. The competition was divided in 9 elimination rounds, 3 semifinals and 1 final round. Total 81 teachers participated from various higher secondary schools. For each episode, one or two experts who worked in various field of environment were invited as an expert for giving expert advice whenever required during the competition. GEC had distributed certificates and T-shirts which were specially made for the participants of each team and team member to promote GEC. The winner team was honored by giving trophy and certificates. Even second and third runners up team were honored by trophy and certificates. The series of the quiz show were telecasted on Doordarshan, DD-11 (Girnar) on every Tuesday at 7.30 p.m. from 19th April, 2011. Total 13 episodes were telecasted.

C) Coastal camps

Total 12 coastal camps were organized by GEC in consultation with NGOs in the month of March-2011 for the youth of coastal area. The camps were organized at the coastal area of South Gujarat viz. Jalalpore and Gandevi talukas (Navsari District). Main objectives of the camps were:-

(1) To spread the awareness on environment conservation and importance of coastal ecosystem among the youth.

(2) To improve the knowledge on coastal management amongst the youth.

(3) To sensitize the youth group towards the coastal ecosystem and conservation of the coastal area.

During these camps, total 500 youths were participated.

D) Street Plays

GEC had organized 50 street plays to sensitize the village level stakeholders towards environment conservation and imparting knowledge on importance of coastal ecosystem and its management in consultation with local level NGO. The plays were conducted at the coastal villages of Valsad, Navsari & Surat districts of South Gujarat coast. Block wise details of street plays is described as below.

E) Waste Management Training

GEC had organized Waste Management Training for the members of SHGs and CBOs of Matvad, Aat, Dandi, Onjal, Samapore and Sultanpore villages of Navsari district. Total 20 trainings were conducted through NGO for the members of above said villages. 600 SHGs and CBOs members were trained under this programme.

F) Celebrations of various Days

GEC celebrated various days like Ozone Day, Environment Day, Earth Day, International Mangrove Day and World Forestry Day in the year of 2011-12. These days were celebrated to create awareness on environment and ecology and spread message on importance of its on human life among the people. People were made sensitize towards the issues like environment conservation and its management. SMS campaign was carried to celebrate each special day. Messages related to the specific day were sent to about 25000 people of urban and rural areas.

G) Celebrations of Eco-Friendly NavaratriIn September, 2011 GEC organized an eco-friendly Navaratri in collaboration with Gandhinagar Culture Forum, LIONS club of Gandhinagar, Rajpath Club of Ahmedabad and United ways of Baroda to promote awareness of environmental conservation among urban population. The main aim of this eco-friendly was to promote eco-friendly adaptations. GEC had set up various banner and posters at the venue to communicate to the Dandiya participants about the impact of various environmental issues and ways in which it can be mitigated at an individual level.

42nd meeting of GEC was held in the conference room of GEC on 20th October, 2011 under the Chairmanship of Dr.S.K.Nanda, IAS, Principal Secretary, F & ED and Chairman, GEC.

2) 43rd Meeting of Gujarat Ecology Commission, Gandhinagar

43rd meeting of GEC was held in the committee room of Forests & Environment Department, Sardar Patel Bhavan, Gandhinagar on 15th March, 2012 under the Chairmanship of Dr.S.K.Nanda, IAS, Principal Secretary, F & ED and Chairman, GEC.

3) Visit of delegate from ENVIS Cell, Delhi

The Statistical Advisor of ENVIS Cell, an initiative of the Ministry of Environment & Forest, Dr. Nilkanth Ghosh visited Gujarat Ecology Commission (GEC) on March 7, 2012 to take an overview of the activities implemented under the aegis of ENVIS. He also looked into the progress made by GEC and discussed few impending issues related to financial allocation. It was also suggested by GEC that all the ENVIS centres of Gujarat should meet every quarter to exchange ideas and progress. Dr. Ghosh added that GEC should create a dedicated website for ENVIS, which could have ample resources and information about various environment related aspects. Dr. Ghosh further stressed that such meetings would encourage a cohesive working pattern among all the ENVIS centres. He also appreciated the efforts of GEC in preparing the State of Environment Report 2011.

Participation in Exhibition

1) GEC Shines at the ‘RAKSHA SHAKTI UTSAV’

The ‘Rakshashakti Utsav’ – part of an initiative to highlight internationally the ‘Gujarat Model of Development’ - was celebrated as part of golden jubilee of Gujarat from 19th to 21st April 2011. Five districts of Central zone, Ahmedabad- Anand- Vadodara- Kheda and Nadiad, participated in the Rakshashakti Utsav. Rakshashakti utsav was designed to showcase the theme of ‘Raksha’ - the necessity for protection. Achievements made in different sectors for safeguarding and protecting different aspects of human life in the State was highlighted in the Utsav. Gujarat Ecology Commission earned tremendous accolades for its extensive work in the area of coastal habitat restoration and public awareness. The stall showcased the theme of mangrove restoration, conservation and rejuvenation by displaying the various activities that have been undertaken by GEC to this effect. The stall effectively engaged the visitors through interactive and informative games. An overwhelming response from dignitaries and visitors was received. The event was inaugurated by Hon. Chief Minister of Gujarat, Shri Narendra Modi and he vehemently praised the Commission’s efforts towards restoring the delicate ecological balance of the coastal belt of Gujarat.

2) Swarnim Gujarat Celebrations - 2011

Government of Gujarat has decided to celebrate 2011-12 as the golden year of Gujarat. As a part of this celebration, the State has been planned such a big exhibition in Gandhinagar, Gujarat on 28th April, 2011 to 1st May, 2011. Gujarat Ecology Commission has participated in this exhibition. GEC provides information, articles and brochures about GEC activities and projects to visitors. Hon’ble Governor of Gujarat, Hon’ble Chief Minister of Gujarat, Dr. S. K. Nanda, IAS, Principal Secretary, Forests & Environment Department, Gujarat were visited the exhibition stall of GEC.

Achievements under Integrated Coastal Zone

Management Project in year 2011-12

Progress under major components of GEC under ICZM Project

GEC is the implementing agency for

¾ Component-1: Restoration, Plantation and conservation of Mangroves along the Gujarat Coast

¾ Component-2 : Livelihood Security of Coastal Communities

As the implementing agency for this component, GEC is proposed to play a role as an active agency for prevention of the destruction of mangrove covers and mangrove conservation. The responsibilities of GEC would be

• Increase the sensitivity, understanding and acceptance of local communities, Government and coastal industries towards the need to protect, conserve and regenerate mangroves

• Capacity building of coastal communities and staff of Forest Department for community-based mangrove regeneration

• Increase the mangrove cover in coastal areas of Gulf of Kachchh through extensive plantation of mangroves in potential coastal and inland areas.

• Increased livelihood opportunity through plantation and regeneration activities

Progress under Component-1: Restoration, Plantation and Conservation of mangroves along the Gujarat Coast

Methodology

Site selection was carried out based on the available potential area where mangrove plantation can come up. Local communities were trained in technical aspects so that they are able to carry out various operations like raising of nursery, seed-sowing, seed collection and plantation in the field. After plantation, a constant monitoring is carried out to ensure better survival rate. In addition to monitoring by PEAs, a third party monitoring is also planned for which, a MoU has already been made with MSSRF. The first round of visit by MSSRF is already over and report is awaited.

GEC has taken up an area of 75 ha in the year 2010-11 and 75 ha in 2011-12. So far 150 ha have been covered in village Tuna with active participation of Community Based Organizations (CBOs) Tuna Dariakantha Vistar Vikas Samiti. Village Tuna falls in Anjar block of Kutch district. The main role of GEC is to build the capacity of CBOs in various technical

aspects of the plantations. GEC facilitates the local CBO in preparing the micro plan and other technicalities. In addition to this, entry point activity has also been planned based on the need of the village keeping in view the environmental issues faced by the village.

Kutch Forest Circle has been roped into carry out mangrove re-generation through Forest Development Agencies (FDAs) falling within the Kutch district. Forest Development Agencies are basically the conglomerate of various joint Forest Management Committees wherein the people’s participation is ensured. FDA Kutch has carried out mangrove plantation in villages like Lakki, Bhutau in Lakpath block and village Jangi and Ambaliyara in Bachchau block. 1. Community Mobilization: Under the component of Socio-Economic upliftment of Coastal communities along the Gulf of Kachchh, GEC has completed inception meetings with villagers, community leaders, Panchayati Raj Institutions (PRIs), Caste Representative through Gram sabha, Focused group discussions (FGDs), one to one interaction with villagers, occupation wise and community wise interaction etc. GEC had successfully completed Secondary Data Collection of all coastal villages. At the same time different CBOs and EDCs has been formed. Capacity building of the institute has been initiated which includes ICZM Project introduction, orientation, relevance of the project and they are participation of the villagers.

2. Participatory Rural Appraisal: Primary research was conducted in the village through which Demographic, socio-economic information, Social & Resource Mapping, Annual & Daily Clock, Need-Based Analysis and other data was gathered. During the course of project implementation, out of total target of 161, till March 2012, 79 PRA have been completed in the project villages.

3. CBO Formation

GEC is working with the community of coastal areas for project activities with the approach to mobilize community and formation of CBO has been conducted. A Total of 99 Community Based Organisation out of 161 CBOs till March 2012 has been established as per below mentioned table. 4. Capacity Building of Coastal communities managing Coastal Resources

Developing community capacity enables members of a community to draw on the skills and resources they need to take control and improve their lives. The new approach to community capacity building aims to ensure capacity building is an empowering experience for communities engaged in development programmes, so that their capacity is sustainable after the end of the programme. 7. Linkages with Government Department (Awareness of Government Scheme)

Coastal Zone Management Project is implemented through integrated approach. Coastal village are interior and so far from district and taluka head quarter & people are illiterate because of that they were not aware about govt. schemes on which our community mobilizer help them to understand and how to take benefit of govt. schemes. All the process likes documentation; follow-up and linkages are taken up by us. We linkage fishermen of Dhrub, Ta. Mundra, Dist. Kachchh with fisheries department for licenses and total 72 licenses were issued through us. Following are list of linkages we did:

• Education Department for School at Bhagodi, Mori and Maldo village

• Water supply Department for drinking water facility at Kaner and Godpar Village

• National Dairy Development Board for milk collection center at PGVCL for electric facility at Mori, Tahera, Lakki, Khirasar, Gunau and Rodasar.

• District Industrial Centre for Livelihood at Sheh, Tahera • ICDS schemes for Aganvadi at Bhaduvandh

One of the key thrust of the project is to develop a role model for energy efficient electrification. For this, in the above mentioned villages where the conventional electrical energy source was not available, distribution of Solar Equipment was done by GEC. By now, GEC team has succeeded in the demand assessment of the solar renewable energy within the project implementation villages.

B. Ajad Island, District - Jamnagar

Ajad, a remote island some 30 Km from Okha had around 10 families. This is one of the fertile island and these families live on agriculture. Under ICZM Project, Marine National Park and Gujarat Ecology Commission authorities installed Solar lights and solar street lights in Ajad island. Residents of this island were enthusiastic about having electricity in their homes. The aim of this event was to bridge the gap between residents around Marine National Park and the ecology.

The World Bank MissionThe Second Joint Implementation Support Mission of World Bank, Gujarat, was held from 5th to 9th December, 2011: Under the Integrated Coastal Zone Management (ICZM) Project, the Second Joint Implementation Support Mission of the World Bank visited Gujarat during 5th to 9th December, 2011. The World Bank, Society of Integrated Coastal Management (SICOM), the State Project Management Units (SPMUs) and Pilot Executing Agencies (PEAs) of the three states- Gujarat, West Bengal and Orissa that are a part of the Integrated Coastal Zone Management Project in India, participated in the mission. The visit of the mission started from Jamnagar, on the December 5th, 2011, and culminated on December 9th, 2011, in Gandhinagar. The delegates visited various project sites at Jamnagar, Gandhidham, Mandvi, Mundra etc. This included Sewerage Network Site of Jamnagar Municipal Corporation (JMC), coastal villages of Khijadiya, Khara Beraja, Kovaipudar, Kukadsar, Jangi, Tuna and the Gujarat Pollution Control Board (GPCB) sampling site at Kandla Port. The World Bank team consisted of Mr. Tapas Paul, Mr. M. Ramakrishnan, Mr. Partho Ghosh and Mr. K. Roy Paul. During the visit World Bank delegates have reviewed all the works that are currently under implementation. The mission ended with a wrap-up meeting with the Principal Secretary, Forest and Environment Department, Government of Gujarat.

Meetings/Consultations

1. Consultation meeting was held in GEC on October 4th, 2011 to discuss the approach and methodology for developing the Ecological profile for 13 talukas of Gulf of Kachchh, under the ICZM Project. For this study all the ecological parameters which are directly or indirectly impacted by certain factors like climate change, biodiversity, population etc., would be documented.

2. State Project Management Unit [SPMU] had constituted the Technical Committee on Coral Transplantation under this project. Dr. K.Venkataraman, Director, Zoological Survey of India, Shri Bharat Pathak, IFS, Director, GEER Foundation, Shri A.K.Verma, Project Director & Member Secretary, GEC, Shri R.D.Kamboj, IFS, CCF, MNP, and Dr. M. I. Patel, Retd. Deputy Director, Fisheries are the members of this committee. The First Meeting of this committee was held on 13th Oct.2011 in the office of Gujarat Ecology Commission. During the meeting the committee reviewed the progress under this activity as well as came up with a road map to initiate and complete a preliminary coral plantation activity in Gulf of Kutch. Director, ZSI also extended his support for this activity.

3. Sea Turtle Conservation Meeting was held on Oct. 13th 2011. During the meeting the discussion on establishing a Model Hatchery on Gujarat Coast (Gulf of Kachchh) was done. Experts in the Sea Turtle Conservation Participated in the meeting.

4. Audit Committee Meeting was held on 13th Oct. 2011 to review the observation made by the Internal Auditor on the Audit Report of ICZM project for the period from April 2011 to June 2011

5. A One-day Consultation cum Review Meeting of Pilot Executing Agencies (PEAs) involved in the implementation of the Integrated Coastal Zone Management (ICZM) Project,

Gujarat, was held on November 8th, 2011 from 9:00am onwards in the conference Hall of Hotel Haveli Fortune Inn, Gandhinagar. All six PEAs participated in this workshop to discuss the current progress of the ICZM Project. As a part of the workshop the queries related procurement, finance and technical works under the ICZM Project were discussed. The PEAs also shared their respective Annual Action Plans for 2012-2013.

6. The First Consultation Meeting for the Phase II under the ICZM Project was held on Tuesday, 23rd January, 2012 under the Chairmanship of Dr. S. K. Nanda IAS, Principal Secretary, Forest and Environment Dept., Government of Gujarat, in the committee room of the department at 3:30PM. During the meeting, various stages involved in making a fresh proposal to be taken up under the project were explained through ppt. Additional areas and activities that can be taken up for the Phase I of the project were also discussed with the various PEAs

7. A meeting was organised on February 25th, 2012 to orient media about the Integrated Coastal Zone Management project. The media members were addressed by Dr. S. K. Nanda, IAS, Principal Secretary, Forest & Environment Department, Government of Gujarat and Mr. A. K. Verma, IFS, Member Secretary, Gujarat Ecology Commission and gave a brief on ICZMP and its activities. Dr. Nanda also stressed on the role of media to propagate environment friendly practices among citizens. Over 45 personnel’s represented 39 media houses, both regional and national.

8. The Meeting for the Integrated Coastal Zone Management (ICZM) Plan Preparation was held on Wednesday, 29rd February, 2012 under the Chairmanship of Dr. S. K. Nanda IAS, Principal Secretary, Forest and Environment Dept. (F & ED), Government of Gujarat, in the conference room of Gujarat Ecology Commission (GEC) at 11:00 am. During the meeting, the process and methodology to be adopted for

developing the ICZM Plan for the Gulf of Kutch in Gujarat was discussed with inputs from various experts. Representatives of National Centre for Sustainable Coastal Management (NCSCM), Integrated Coastal and Marine Area Management (ICMAM), Indian Institute of Tropical Meteorology, F & ED- Govt. of Gujarat, GPCB, BISAG, SPMU-West Bengal and GEC attended the meeting. Some of the noted speakers were Shri A. K. Verma, IFS, Member Secretary - GEC; Dr. Baba - Executive Director, Centre for Advanced Training in Earth System Sciences and Climate (CAT-ESSC), Indian Institute of Tropical Meteorology; Dr. B. R. Subramanian - Project Director, ICMAM and Dr. R. Purvaja - NCSCM.

9. On monthly basis, a review meeting is being held, after the commencement of the project. One of the major agenda of these meetings is to review the project progress as well as to resolve various issues arising during project implementation. All heads of PEAs along with Nodal officers have attended these review meetings.

10. Steering Committee Meeting:

At the end of every quarter, SPMU had organized meeting of Steering Committee to appraise the project progress as well as to monitor the project activities at the highest level. Till date Four Steering Committee meetings have been organized during last two years wherein progress of project has been discussed and direction was received to implement project in efficient manner. This meeting is headed by Principal Secretary, F&ED

Major Trainings for Capacity Building

1. SCUBA diving training:

Gujarat SPMU and other PEAs are require to undergo the SCUBA divining training as a capacity building of their manpower to effectively carry out coral reef monitoring and coral transplantation activities under ICZMP. For the same; two officials from GEC undergo this training at Tuticorin from 3rd May 2011 to 11th May 2011.

2. Advanced training on repair & maintenance of Solar Equipment:

2 advanced trainings on repair and maintenance of solar equipment were conducted by GEC for the coastal community on 7th June 2011. Total 150 participants were benefitted from the training.

3. Micro-enterprises Development and SWOT Analysis:

To build the capacity of the field staff, GEC conducted training on micro-enterprise development and SWOT analysis for field staff at Vasnda from 29th to 31st July 2011. Total 50 candidates participated in the training.

4. Social Impact Assessment:

Training was conducted by Centre for Science and Environment (CSE), New Delhi from 15th Dec to 17th Dec 2011. Two participants from SPMU had participated in the training. Social Impact Assessment is a technique for analysing impacts on the social communities in respect of the development activities.

5. Environment Communication:

3 day Environment Communication training was organised by GEC and jointly conducted by TALEEM Research Foundation from 14th February to 16th February 2012. Training was inaugurated by Shri. S.K.Nanda, IAS, Principal Secretary, DoFE & Shri Pradeep Khanna, IFS, PCCF, HoFF; 22 participants including Managers, Field staff, Social scientists, Environmental planner, forest guard and other project staff from SPMU and Implementing Agencies had participated in the training programme. Objective of the training is to create awareness and understanding about the need of communication in ICZM Project and to workout effective communication strategy for the implementation of various activities for restoration and conservation of coastal environment.

6. Financial System & Management: Training was conducted by Administrative Staff College of India (ASCI), Hyderabad from 14th Feb 2012 - 16th Feb 2012. Total 4 participants from GEC, GPCB, GEER Foundation and MNP had attended the training programme. Training focuses on Government Budget & Budget Preparation, Government Accounts, Financial Management, Financial MIS, Internal Audit and Controls, CAG’s Audit and Parliamentary Financial Control, Initiatives towards Accrual Accounting, Public Finance Reforms including Financial & Managerial Issues in PPP and Practical Financial Issues in Programme Implementation.

7. Business English Communication: To build the capacity of project staff for proposal writing, business letters writing, report writing etc. GEC conducted 60 days (6 hour/week) training on Business English Communication from 26thDecember 2011 to 28th Feb 2012. Total 20 participants from GEC and GEER Foundation had attended the training program.

Workshops and Seminars

1. Public Grievance Mechanism Workshop:

Under the aegis of the ICZM Project, a three tier public mechanism has been set up for smooth implementation of the project and to address grievance of the stakeholders who are directly affected by the project activities. In this regard, during meeting of GEC it was decided to organize 3 workshops on “Public Grievance Mechanism under ICZM”, which will cover 12 coastal district listed out by GSLA cell. One workshop was organized on 9th April 2011 in Jamnagar which covered four districts i.e. Kachchh, Jamnagar, Rajkot and Junagadh. The workshop aimed to provide a forum for discussion on grievance mechanism to be adopted under ICZMP and to spread awareness on importance of coastal zone management and coastal natural resources and also to bring together legal experts to discuss best practices for fruitful public grievance implementation. The conference was held in partnership with State Legal Service Authority (SALSA). The conference was attended by 36 First Class Judicial Officers. The workshop started with the exposure visit to Narara Island near Jamnagar.

2. Two days National workshop i.e. from 16th to 17th April 2011

Gujarat is already working on the ICZMP on the Western Coast along with two other Eastern States i.e. Orissa & West Bengal, it was thought to be pertinent to host the National Conference on ICZM at Ahmedabad under the aegis of the SICOM. All the Stakeholders and members of Coastal Zone Management Authority from the three States that have undertaken pilot projects under ICZMP and the other States which are likely to implement ICZMP in near future were invited in the conference. A road map was perceived by undertaking interactions over the two days program.

3. Workshop on CRZ 2011 Notification

A workshop on CRZ 2011 Notification was conducted by the Department for Forests & Environment, Government of Gujarat in collaboration with Gujarat Ecology Commission, on the 30th of May, 2011 at GMDC Auditorium in Ahmedabad. This workshop was held under the aegis of the World Bank sponsored Integrated Coastal Zone Management project. The objective of the workshop was to better understand the policy regulations that govern the coastal zone vis-à-vis the recently released Coastal Regulation Zone (CRZ) Notification 2011. The CRZ notification intends to ensure livelihood security to communities living along the coast while ensuring the protection of coastal stretches and promote development in a sustainable manner. During the workshop, Dr. S. K. Nanda, Principal Secretary, Department of Forests & Environment, Government of Gujarat, encouraged greater involvement of the Forest Department Officials in implementation of the CRZ Notification. Mr. Vyas, Director Environment, Government of Gujarat, responsible for giving CRZ clearances, gave a detailed presentation explaining the CRZ Notification 2011 and its implementation in the State.

4. A one-day introductory workshop on the various aspects of the ICZM project was organized on ‘Developing Linkages at the District & Taluka Level’ on September 6th 2011, at Jamnagar. The main Objective of workshop was to introduce the district and taluka level officials to the concept of Coastal Zone Management, its importance and the problems inherent. Officials were apprised of the new CRZ 2011 Notification, primary objectives, major focus areas and expected outcome of the ICZM project. During the workshop, officials were given highlights on the socio-economic development initiatives being undertaken as part of the ICZM Gujarat component.

5. Launch Workshop for the Jamnagar Sewage Treatment Plant

Stake holder consultation Workshop State Project Management Unit, ICZM project (GEC) organized half a day Workshop in association with Jamnagar Municipal Corporation in Town Hall, Jamnagar on 11th October ‘11. The main objective of this Workshop was to make various stake holders aware about the project activities with emphasis on soliciting public support in implementation of the process of establishing Sewage Treatment Plant and linking underground house to house connections. Mayor of Jamnagar town, Commissioner JMC, local MLAs were some of the dignitaries attended the workshop including officials of GEC, JMC and MNP.

1. Green Action for National Dandi Heritage Initiative (GANDHI) Project

A) Conservation of the coast and coastal resources

This includes the restoration and plantation of mangroves along with shelter-belt plantations.

a. Mangrove Plantation :

A total of 100 Ha of mangrove plantation is completed till March 2011-2012. The mangrove plantations have been done to perform the multiple functions of replenishing the natural wealth of the coastal belt, protection from coastal storms and reducing salt ingress. b. Installation of drinking water mains pipeline in Matwad

The Mofallafaliyu in Matwad was facing drinking water storage for which a 120m long 90 mm mains pipeline has been installed to provide the area with safe drinking water, as part of Entry Point Activity (EPA). The main line has been connected to total 60 households in the Mofallafaliyu in Matwad.

c. Pond Renovation

The pond renovation activities have been planned with 1 pond per village in 6 project villages. The ponds have been selected based on the requirement (drinking, irrigation, cattle, rejuvenating wells) and plan estimates have been prepared by the Irrigation Department, Navsari District for various activities herein. The department would also be responsible for the monitoring and reporting during the implementation of the work

Water samples have been collected and tested prior to the start of the work. The quality of the water in the tank and nearby wells would be monitored once the pond renovation work is completed.

d. Provision of sanitation facilities:

The unit cost of the toilet is Rs. 8000/unit, out of which the DRDA will provide Rs. 2000, MGNREGA is providing Rs. 1150 and the rest will be partly funded/contributed by the ICZM Project and the beneficiaries of the scheme i.e. the villagers. The Tribal dept. will fund the Bellow Poverty Line (BPL) card holders with Rs. 3000/unit as part of this initiative. C) Promoting Integrated Village and community development

To promote livelihood development along the coastal villages, the project has undertaken formation of village Community Based Organizations (CBOs).

Gujarat Vidyapith being the Project Executing Partner, has been made responsible for the community mobilization for the project. In collaboration with the Village-level Community Based Organizations, activities involving community mobilization which includes Beach cleaning, Sanitation Management, Re-structuring and restoration of existing water ponds, have been taken up.

Exposure visit to demonstrate Solid Waste Management was organized at Valod, Ta. Vyara, Dist. Navsari with the participation of the CBOs & SHGs which have been formed in six villages of GANDHI project, as well as, Gujarat Vidyapith and GEC representatives.

Community based Organisation (CBO) formation has been completed in 6 villages viz. Dandi, Samapore, Matwad, Onjal, Sultanpur and Aat after the discussions in the Gram Sabhas. The opening of the CBO bank accounts in the above villages has also been completed with the release of token mobilisation amount. Several dormant Self Help Groups (SHGs) have been revived and mobilised in the selected villages. In addition, the Participatory Rural Appraisal (PRA) exercise in 6 villages viz. Dandi, Samapore, Matwad, Onjal, Aat and Sultanpur has been completed.

To promote greater collaboration and participation of the coastal communities, various laws and the Government regulations have been translated into Gujarati along with the project documents. The draft Dandi Eco-sensitive Zone Notification issued by MoEF was discussed with the coastal communities and the views of the respective CBOs were sent to the MoEF for finalization of the notification. The final notification issued by the MoEF in April 2011 is translated into Gujarati for the benefit of the local communities. Consultation regarding the same has been completed in the villages.

D) Promoting Eco-tourism and “Environment-Positive” branding of destination Dandi

The project aims to make Dandi, a centre for Gandhian learning and setting up of an institute of Gandhian studies.

In the meantime the following studies have been completed:

1. In March 2011, Feasibility study for adoption of solar energy based equipment’s and desalination plant at GANDHI Project villages’ , ‘DPR for Solar Desalination Plant of 1,00,000 LPCD capacity’ and ‘Solarification Strategy for National GANDHI Memorial Project by TRA international was completed

2. In March 2011, ‘Sustainable Development plan for Dandi Area’, an academic exercise at Dandi by Faculty of Climate Change and Sustainable Development of CEPT University Ahmedabad was submitted.

To ascertain the progress of the project, the following meetings were convened:

1. A meeting on April 12th, 2011, with Tapas Paul, Dr. A. Senthilvel, Rajendra Khimani and Nimisha Shukla was held it which it was decided to setup filed office at Dandi, initiate beach cleaning activities in the project villages and include two more villages in the project i.e. Sultanpur and Aat.

2. A meeting on May 26th, 2011, was held with Tapas Paul, Dr, Senthilvel and Dr. Sudarshan Iyengar. During this meeting, it was decided that certain activities need to be taken up before the Dandi master plan is prepared. This activies were finalized and work was divided to be carried out by GEC and Gujarat Vidhyapith.

3. Principal Secretary Dr. S. K. Nanda IAS had a public consultation in the 6 project villages on 9 July 2011, to inform them about the provisions of the CRZ 2011 Notification. He suggested that further training may be provided to the village CBOs regarding Sanitation Management and Skill analysis, for which NGOs may be involved. He also discussed several other ground level issues prevalent in the villages

4. The first Dandi Monitoring committee meeting was held at Dandi village, Dist- Navsari on September 12th, 2011. The District Collector Navsari, representatives of the Central and State Govt. dept., and Village Sarpanchs of 6 villages attended the same

On the occasion of Gandhi Jayanti (October 2nd, 2011) Gujarat Ecology Commission organised a function for signing MoU with six villages and Cheque distribution at Dandi village, dist-Navsari, as the inauguration of activities to be taken up under the GANDHI Project. Honourable Minister Shri. Mangubhai Patel, Forest and Environment & Tribal Development Dept., Govt. of Gujarat, distributed cheques to the heads of Village CBOs of the project villages for initiation of project activities. During this, the Project Director, ICZM Project also held a meeting with the heads of the village level committees to satisfy their queries and discuss about the further actions to be taken up before the finalisation of the Master plan.

6. Mr. Sanjay Marale, Research Associate, SICOM, visited the 6 project villages on 20th and 21st December 2011, to assess the progress of the various works taken-up under the GANDHI Project. The sites for mangrove plantation, shelter belt plantation, pond renovation were visited. He also visited the Dandi field office and conducted a meeting with the CBOs

7. A meeting to review the SICOM work under Gujarat component and GANDHI Project was held on 23rd December-2011, under the Chairmanship of Dr. S K Nanda, IAS, Principal Secretary, Forest & Environment.

8. The Second Dandi Monitoring Committee meeting was held at Samapore village, Dist- Navsari on January 11th, 2012. The progress of the project was discussed along with the status of SICOM work. The issue of waste management for the project villages was also discussed

2. Marine Research, Conservation & Information Center (MRCI)

The MRCI is planned to develop at Dwarika [Famous pilgrim place of India] of the Jamanagar district on Public Private Partnership [PPP] basis. During the Project preparation phase SPMU had carried out pre-feasibility study by engaging KPMG India.

As a part of ICZM Project, Gujarat State Project Management Unit (SPMU) is to undertake the works for the development and establishment of a Marine Oceanarium (Marine Research, Conservation & Information Centre) at Dwarka in association with Tourism Department (TCGL), Government of Gujarat. In this

connection, State Government has issued GR. No.ENV-10.2007-884-E (Part File 5); dated 21st Nov. 2011. An MoU between GEC and TCGL regarding the same was signed on December 15th, 2011

3. Study of seaweeds diversity along the islands of Gulf of Kachchh, Gujarat

Seaweeds are abundantly found along the west coast of India and are mostly found attached to substratum of dead coral or rock. The Gulf of Kachchh has most number of species of seaweeds and the highest biomass for the west coast of India. Between the two coasts of GoK- the northern and the southern- the later supports luxuriant growth of marine algae as the shoreline has gradual slope with high tidal amplitude, moderate wave action and low turbidity. Also, presence of hard substratum, both coral reefs and rocks, provide suitable habitat for most of the algal species. The northern shore of the GoK has very poor algal growth, as the muddy substratum due to relatively high turbidity does not support the species.

There are many islands in the Gulf of Kachchh, supporting rich biodiversity. According to official records, there are 42 islands & some islets in the GoK, covering a total area of about 410.6 km2. This task consists of preliminary desk work and analysis of the available information and to define the status of seaweeds along the intertidal area of various islands. From the total area of islands, 148.9 km2 has been notified under MNP & S. Among all the islands, only two are having human habitations viz. Beyt and Ajad.

Under this project, the team has visited six islands in 1st visit; of GoK which are a part of MNP & S from February 2012 to March 2012. The names of the islands covered during 1st visit are as follow:

5) Azad 6) Pashu Islands

During the visit, team has collected and prepared total approximately 80 herbarium of seaweed specimen from the study area. The study is ongoing and is planned to cover total 42 Islands of Gok.

4. The study “Identify & Document Good Environment Friendly Practices in Gujarat”

Gujarat is not just an industrial hub, the state has abundant stories of change and inspiring real life experiences in various sectors. There are many such experiences in the environment sector of Gujarat. In order to give voice to such practices, GEC had given an advertisement, and received 9 Expression of Interests. After scrutinizing the proposal, World Around You (WAY), a consultant based at Ahmedabad was selected to do the assignment. The study ‘Identify & Document Good Environment Friendly Practices in Gujarat’ with a special focus on coastal areas was awarded to WAY and the agreement was signed on March 14, 2012. As the name suggests, the study will identify and acknowledge practices, adopted by any individual, NGO, government undertaking, private company, cooperative body or government department, which have created a positive impact on the quality of environment in Gujarat. Not only that, top 20 practices will also feature in a special publication, to be released on the basis of the outcome of the study.

The area of actions that will be mainly considered while identifying the practices include nature & bio-diversity conservation, environmental quality management, energy conservation & renewable energy, agriculture & allied activities, waste management and other likewise activities.

Publications in the year 2011-12GEC provides a firm and broad database for viewing environmental issues from a larger, holistic perspective and for formulating Programme and Policies. Besides this, we undertake fundamental research and basic studies in the field of environment such as salinity, bio-diversity and coastal benchmark surveys. The reports and findings are published and

communicated to all those concerned.

1. A quarterly newsletter “Parisar” an interactive journal in Gujarat is published by the Commission wherein various ongoing project activities are narrated. Moreover, interesting articles on different types of environmental issues contributed by teachers, forest officers, professors, etc are included. This publication is distributed free of cost among various target groups like politicians, government officers, schools, colleges, NGOs, CBOs and individuals.

2. Under on-going scheme of Ministry of Environment & Forests, GoI, GEC to receives funds from MoEF, Govt. of India to develop the ENVIS centre. The Centre collects and collates environmental information in various sectors which can be used by environmentalists, researchers, students, government officers, etc. It is published every three months.

3. Gujarat Ecology Commission has successfully endeavored in publishing three issues of the ICZM-Gujarat newsletter, Saagrika….A Coastal Panorama, It’s a quarterly newsletter enlisting each and every activities carried out under Integrated Coastal Zone Management Project. This newsletter is the first step towards creating a platform for information about the ICZM project-Gujarat. Total three issues were published in 2010-11 and two issues in 2011-12. 4. Ecological Profile of Coastal Talukas around Gulf of Khambhat: As part of creating ecological databank, Gujarat Ecology Commission (GEC) has submitted proposal for preparation of Ecological profile entitled “Taluka level Ecological Profile preparation” to Department of Forest and Environment (DoFE), Gujarat under Annual Development plan 2008-09. The study was carried out during the year 2009-2011. In this study, comprehensive ecological profile of 19 talukas adjoining Gulf of Khambhat, which include Umargam, Jalalpore, Chaurashi, Olpad, Hansot, Valsad, Jambusar, Vagara, Khambhat, Dhandhuka, Bhavnagar, Mahuva, Ghogha, Jafarabad, Una etc is prepared and which was published on 9th April 2011. Further, it has been decided to extend this project for remaining 17 coastal talukas of the Gulf of Kachchh.

5. Trends of Changing Climate Change & Effects on Eco-Environment of Kachchh District, Gujarat: On 16th April 2011; Gujarat Ecology Commission has come up with a set of comprehensive information which will be of great implication and enormous value. The report shows the changing pattern of the coastal biodiversity due to trends of changing climate and this will be useful to prepare more focused plan to mitigate coastal disasters, improved risk management through early warning system, disaster management plan for future by taking forward substantive work.

6. Coral Atlas: Protection, conservation and restoration of corals and coral reefs found in the Gulf of Kachchh are very important as its one of the diverse ecosystem. With the same objective in mind, a need was felt to undertake an initiative hitherto unexplored in the State of Gujarat. Thus, GEC prepared a coral atlas with GIS based mapping of all the coral reefs located in the Gulf of Kachchh along with the ground trothing. The study was carried out to identify the existent coral biodiversity and also identify coral areas most adversely affected, either by natural or anthropogenic factors. The coral atlas was published on 30th April 2011. Ministry of

Environment & Forests, Government of India and World Bank provided financial assistance to carry out this study under ICZM project.

7. Launching of Dedicated Website: - SPMU has developed a dedicated website www. geciczmp.com to facilitate project disclosures and information to various stakeholders. The website was launched on 30th April-2011 by Hon. Minster, Forest & Environment, Shri. Mangubhai Patel. The Website has been developed on interactive basis wherein, users can share their ideas on project and other issues pertaining to coastal zone management.

8. A case study book on Khara Beraja: - As part of GEC’s socio-economic development programme, a Participatory Rural Appraisal was conducted in Khara Beraja village. This activity was intended at mapping the resource availability, occupations practiced and demographic profile of the village. The activity was also conducted to identify basic infrastructural need-gaps faced by the villagers. The PRA activity brought to the notice of authorities the conspicuous absence of any form of sanitary infrastructure in the village. This was taken up as an issue of prime importance to make Khara Beraza the first village where every household is equipped with a toilet. Overall, this case study is a glimpse of the true nature of integrated development that GEC intend to bring about the ICZM Project. It is also a good picture of synergy and its effects among various development agencies working in a village.

9. Procurement guideline: - To ease the process and generate awareness amongst the local community at ground level regarding the procurement processes for purchasing needed materials and also generate awareness regarding financial management, GEC published Procurement guideline in January 2011.

Highlights of the year 2011-12

Major Highlights under GEC’s State Budget projects

¾ GEC achieved target of 1255 ha under GEC sponsored budget.

¾ GEC initiate preparation of State of Environment Report-2011 and which is likely to be completed by Dec.2012.

¾ Carried out various awareness activities and celebrated days like Ozone day, Earth Day, Mangrove Day, Forest Day and Environment Day. Sponsored Navratri for generating awareness on celebrating festivals in Eco-friendly manner.

¾ GEC organized one quiz competition, 50 street plays and 12 coastal camps.

¾ GEC sponsored workshop on Conservation of Commiphora wighti (Guggal) and organized workshops on solid waste management for various stakeholders of Gandhi Project.

¾ Two Board meetings were conducted and new HR policy was formed which was approved by the committee members.

Major Highlights under ICZM Project

¾ GEC achieved target of 2075 ha and 100 ha of mangrove plantation under ICZM Project and Dandi project respectively.

¾ GEC completed 15 ha of shelterbelt plantation at Dandi.

¾ Carried out various awareness activities and celebrated days like Ozone day, Earth Day, Mangrove Day, Forest Day, World Women Day and Environment Day.

¾ GEC organised National Workshop, ICZM introductory workshop for stake holders and media, Grievance Redressal workshop for judges etc.

¾ GEC carried out successful activities like making Khara Beraza the first village where every household is equipped with a toilet and switching people towards alternate source of energy by making Mori village and Azad Island; a solar villages.

¾ The Second Joint Implementation Support Mission of World Bank, Gujarat, was held from 5th to 9th December, 2011 to review the progress under ICZM Project.

¾ Various consultation meetings like turtle conservation, coral transplantation, 2nd phase of ICZMP, ICZM Plan preparation, Audit committee meeting etc. were conducted in GEC and in which many important decisions were taken.

¾ For the capacity building of project staff; various training programmes were conducted like SCUBA diving training, Business English communication training, financial system & Management training, Environment communication training and Social Impact Assessment training.

¾ Forests and Environment Department, Government of Gujarat has passed a Government Resolution No.: GEC-102012-420-E; dated 22nd March 2012 for formation of Community Based Organization under ICZM Project.

¾ Community based Organization (CBO) formation has been completed in 6 villages viz. Dandi, Samapore, Matwad, Onjal, Sultanpur and Aat after the discussions in the Gram Sabhas. The opening of the CBO bank accounts in the above villages has also been completed with the release of token mobilisation amount. Several dormant Self Help Groups (SHGs) have been revived and mobilised in the selected villages. In addition, the Participatory Rural Appraisal (PRA) exercise in 6 villages viz. Dandi, Samapore, Matwad, Onjal, Aat and Sultanpur has been completed.

¾ On the occasion of Gandhi Jayanti (October 2nd, 2011) Gujarat Ecology Commission organised a function for signing MoU with six villages and Cheque distribution at Dandi village, dist-Navsari, as the inauguration of activities to be taken up under the GANDHI Project.

¾ An MoU between GEC and SICOM regarding the GANDHI Project was signed on January 16th, 2012 in Gandhinagar.

¾ As a part of ICZM Project, Gujarat State Project Management Unit (SPMU) is to undertake the works for the development and establishment of a Marine Oceanarium (Marine Research, Conservation & Information Centre) at Dwarka in association with Tourism Department (TCGL), Government of Gujarat. In this connection, State Government has

issued GR. No.ENV-10.2007-884-E (Part File 5); dated 21st Nov. 2011. An MoU between GEC and TCGL regarding the same was signed on December 15th, 2011

¾ Study of seaweeds diversity along the islands of Gulf of Kachchh, Gujarat is initiated.

¾ The study ‘Identify & Document Good Environment Friendly Practices in Gujarat’ with a special focus on coastal areas is awarded to WAY and the agreement was signed on March 14, 2012.

We conducted our audit in accordance with auditing standards generally accepted in India. Those standards require that we plan and perform the audit to obtain reasonable assurance about whether the financial statements are free of material misstatement. An audit includes examining, on a test basis, evidence supporting the amounts and disclosures in the financial statements. An audit also includes assessing the accounting principles used and significant estimates made by management, as well as evaluating the overall financial statement presentation. We believe that our audit provides a reasonable basis for our opinion.
