Dear City Residents: You will likely be reading this message immediately before or after Thanksgiving – so please allow me to begin with the warmest of wishes to you and yours for a wonderful holiday celebration! As a city, we have so much for which to be thankful as we near the end of one calendar year and begin preparations for the next. If you’ve been engaged with current events in our great city, you are aware that it has been a very busy 2012 – and that we are on brink of a very, very active 2013! Ours IS indeed a great city, but I truly believe the foundation is in place for our Port Washington to be even greater. What makes Port so great, and what will make Port exceptional, is YOU. We all own the outcome, so to speak, and together, we can ensure that 50 or 100 years from now we are living in and leaving behind a city that has realized its full potential. To that end, these past seven months we’ve begun to build on the foundation of greatness that so many have worked so hard and for so long to put in place – and today I want to offer a note of thanks to some of the people who have been helping us do just that. Since I assumed office in April, we’ve created several new committees – Marketing & Communications and Environmental Planning & Stewardship -- and reinvigorated and expanded several other existing ones, including our Economic Development and our Technology committees. Moreover, we’ve re-engaged our Coal Dock Park Committee in preparation for the opening of Coal Dock Park in June 2013 and we’ve put in place a Waterfront Safety Committee to ensure the safest possible lakefront experience for residents and visitors. In total, among just these six committees, we’ve invited over 60 additional city residents and business owners to join with us in driving solutions and setting a vision for the future. There are too many to name here, but I offer every one of them my appreciation for accepting our invitation to become actively involved and engaged! To be certain, it is easy to create a committee; the hard work comes in leading it forward, and as with anything in life, the eventual outcome is a direct result of the quality of the people involved and the effort they put forth. The city staff, city residents, city business owners, and other city leaders who are leading these efforts are making a very real difference for all of us. WINTER PARKING RESTRICTIONSWinter parking restrictions – NO PARKING from 2:00 a.m. to 6:00 a.m. on all city streets, December 1 to April 1, inclusive. Winter Parking Restrictions are in effect and are enforced, even if there is a lack of snow.

PORT WASHINGTON CITIZENS ACADEMY ACCEPTING APPLICATIONSThe objective of Citizens Academy is to form an understanding by the residents of the City of Port Washington of the mission, values, and operations of the Police Department and other City Departments. The Academy is a 10-week program, beginning on January 2, 2013 and concluding on March 6, 2013. Classes meet on Wednesday evenings from 7:00 p.m. to 8:30 p.m. at the Port Washington Police Department Community Room. Citizens wishing to apply for the program may fill out the application form on-line at pwpd.org or obtain an application from the Port Washington Police Department.

The Academy provides an overview of the operations of the various city departments and some hands-on experience in the nature of police services.

The program includes classroom training, open discussion, multi-media presentations, demonstrations, hands-on practice, and will include at least one patrol shift in which the student will be offered a ride-along with a police officer to experience patrol operations first hand.

Upon completion of the program, students will have an understanding of the values, goals, objectives and operations for city departments serving the community in which they reside. Students will be awarded certificates of completion in a graduation ceremony held the last night of the academy.

It is the hope of the Port Washington Police Department that the residents who graduate from the Citizens’ Academy will be in a position to better help the department in community relations by being able to express a detailed understanding of the department’s role in the community.

NEW LAW PROHIBITS CELL PHONE USE FOR MANY TEEN DRIVERS A new state law that prohibits drivers with an instruction permit or probationary li-cense, which includes many teenagers, from using a cellular or other wireless tele-phone except to report an emergency while driving took effect on November 1, 2012. Although the law will affect many teen drivers, the cell phone restrictions also apply to other drivers with a Wisconsin probationary license, such as:

• Drivers licensed in other countries• Persons with a suspended or revoked instruction permit or probationary license• New state residents who have fewer than three years of driving experience• New state residents under the age of 21• New state residents who surrender a license that is expired for more than six months

Wisconsin law also prohibits texting while driving for all motorists of all ages.

CHANGE YOUR SMOKE ALARM BATTERIESRemember to change the batteries on your smoke detectors! On November 4th, clocks were set back an hour. That is a good time to change the batteries in your smoke alarms. If you did not do this, now is the time!

TIME TO HAVE YOUR FURNACES & FIREPLACES CHECKEDFall weather reminds us that it is time to have furnaces and fi replaces checked. Gas and oil-fi red furnaces need to be inspected by a qualifi ed heating, ventilation, and air conditioning specialist. Chimneys need to be inspected by a qualifi ed technician to make sure there are no blockages inside the fl ue.

To avoid Carbon Monoxide (CO) poisoning due to damage or improperly vented appliances, a residential Carbon Monoxide detector should be installed near sleeping areas inside the home or apartment. These may be purchased at any hardware store.

HOLIDAY FIRE SAFETYFollow these tips to keep your family safe during the holidays:

• Holiday Lighting: Keep candles well away from decorations or other combustible material. Do not leave children unattended in a room lit with candles. Never use candles to decorate Christmas trees. When decorating with lights, be sure to use only lights labeled by a testing laboratory. Do not overload electrical circuits, and unplug all lights before leaving home or going to bed.

• Holiday Parties: Decorate with only fl ame-retardant or non-combustible materials. Provide large, deep ashtrays and check them frequently. After parties, check furniture and trashcans for cigarette butts that may be smoldering.

• Christmas Trees: Choose a fresh tree. Place it in a stand designed not to tip over and keep it well away from heat sources and exits. Water the tree frequently. If you use an artifi cial tree, be sure it is fi re-retardant.

2012 TAX COLLECTION Tax collection season is fast approaching. Watch for your 2012 tax bill in the mail in mid-December. Taxes can be paid at City Hall from 8:00 a.m. to 5:00 p.m. Monday through Friday. Please note: City Hall will be closed December 24, 25, 29, 30 and 31, 2012, and January 1, 2013.

Taxpayers may also make tax payments at the Port Washington offi ces of Harris Bank and Port Washington State Bank. These banks will assist all taxpayers even if you do not have an account at the bank. Please make payments in the bank lobby; payments cannot be accepted at the drive-thru. Have the tax bill or payment coupon available so the payment will be properly credited to your account.

If your taxes are escrowed and your escrow check exceeds the amount of tax due, please make payment at one of the banks, as they can issue an immediate refund of the overpayment.

Please carefully review your tax bill to determine if the lottery credit has been applied. If you are uncertain about your eligibility for the lottery credit, please contact the Treasurer at 262-284-5585, Ext. 1008 for assistance regarding the lot-tery credit or any other tax issues.

Yoga and MoreOur Yoga & More classes are continuing through December 22nd. New classes will start in January. Please check the Parks & Rec website for detailed class offerings. Purchase just a few or enough for a couple of weeks. Attend any class during the time spots offered – or attend them all. 1 class $8, 5 classes $40, 10 classes $65, or 20 classes for $95.Classes are held at the Recreation Center, 201 N. Webster St. (at the base of Waterpark).

Youth BowlingThe Parks & Rec Department is offering bowling lessons for girls & boys ages 8 years and up at the Harbor Hills Bowling Center. The classes will be held on Saturday, December 1, 8, 15 & January 5 and 12, from 1:30-2:30 p.m. The cost is $30 for City of Port Washington residents and $38.00 for non-residents. Youth Basketball – Co-ed 1st, 2nd & 3rd GradeRegistration is in progress for the 1st through 3rd grade boys and girls basketball held at Thomas Jefferson Middle School. This program is for children to learn the fundamentals of basketball in a fun, non-competitive setting. Emphasis is placed on learning basic skills and sportsmanship. There will be 4 weeks of drills and 8 weeks of league play. Basketball will start on Saturday, Dec. 8 from 10-10:55 a.m. for 1st grade and 11-11:55 a.m. for 2nd and 3rd graders and end on March 9. No league on Dec. 22 and 29. Cost is $55 for a resident of the PW/Saukville School District and $65 for non-residents.

K4 & K5 Sports SpectacularThis non-competitive program for children 4 & 5 years old will introduce a variety of sports including basketball, soccer, and football. Low organized games are used to encourage sportsmanship and aid in the development of basic skills such as running, jumping, throwing and catching. The winter session will be held on Saturdays, December 8 through March 9 from 9:00 – 9:55 am. at Thomas Jefferson Middle School. (No class on December 22 or 29). The cost for this program is $55 for a resident of the Port Washington/Saukviille School District and $65 for non-residents.

Winter Tennis This non-competitive program for children in middle school and 10 and under is being held at Thomas Jefferson Middle School on Saturday mornings from December 8 to March 9. (No class on December 22 or 29). Some organized games will be used to encourage sportsmanship and aid in the development of basic skills. Cost for the 12 week session is $65 for residents of the Port Washington/Saukville School District and $75 for non-residents.

Indoor SoccerThis program is for adults (18+) to join as a team or individual. The 5 v 5 league games have two 25 minute halves with a 5 minute half time. The 8 week winter session will start on Monday, January 7, 2013 between 7:15 and 9:15 pm. Games are played at the Port Washington High School every Monday. Cost is $50 per player.

Pickleball The game of Pickleball has swept the nation! It is a fun sport with many social benefits. What is pickleball? Check out the official website for pickleball at www.usapa.org. The schedule is as follows: Lincoln Elementary School on Thursday evenings, November 8, & 29, from 6:30-8:30 p.m. Port Washington High School on Monday evenings, November 12, 19, December 3, 10 & 17 from 7:15-9:15 pm. Starting in January 2013, we will be at Lincoln Elementary School on Thursday evenings from 6:30-8:30 pm. Cost is $3.00 per person, per visit.

Polar ExpressAll aboard! Hop on the “train” for a magical journey to the North Pole (Grafton Fire House). This tri-community event will take place on December 15 and will be hosted in Grafton this year. Tickets can be purchased at the Port Washington, Grafton or Cedarburg Parks & Recreation Departments. The cost is only $5.00.

Spanish for AdultsThis class is structured so as to allow for you to learn the vocabulary to communicate quickly, simply and effectively. It will focus on daily speech and commonly used phrases in different situations. Held on Tuesday evenings at the Port Washington Parks & Recreation Center starting January 8 and continuing for 10 weeks at a cost of $150.00.

Spanish is Fun! The focus for this class is to introduce students (K4 and older) to the world of Spanish language and culture. The students will be taught the necessary vocabulary to communicate in Spanish following a natural, gradual building process. Please call The Parks & Rec Department for more details.

Please be aware that weather conditions and snow coverage may necessitate that residential water bills be based on estimated reads rather than actual meter reads. The two water reads most likely to be affected by weather conditions are the reads conducted in early January and early March.

Most residential customers are familiar with the concept of estimates since electric bills are routinely based on estimated reads. Should an estimate be higher or lower than actual usage, it will correct itself at the time of the next actual read.

While the Water Department prefers to perform actual reads, the safety of staff is a priority. If you are concerned that the estimate will differ from actual usage we invite you to provide us with an actual read in place of the estimate. Please be aware that we would need this information promptly in early January or early March.

2012 - 2013 COAL DOCK IMPROVEMENTS

With the assistance of funding from the Wisconsin Department of Natural Resources, the Wisconsin Coastal Management Fund, and the Fund for Lake Michigan, the City of Port Washington has begin the construction of improvements to the Coal Dock to be completed by June 22, 2013.

Additional improvements will be made to the Coal Dock in subsequent years per The Coal Dock Master Plan (see below), which was adopted by the City in 2009.

Upon completion of this year’s improvements to the Coal Dock, the park will be open year round to the public.
