I suppose that as each year ends, we all take some artificial measure of our actions from the past twelve months – as though the New Year really brings a change. It rarely does, of course, for we generally wake up on January 1 the same person we were the night before. But this time it truly is different for me. I am about to hand over the reigns of our Society to a new President, even though the final results of my work have not yet been realized. Long Term Goals During the closing months of 2002, as I prepared my personal vision for the Society, I was determined to focus on several long-range goals rather than numerous short-term ones. In my view, while short-term projects are sometimes necessary and look good in Press Releases, they are best made at the Chapter, Regional, Council or Headquarters levels. A Board of Directors – and more specifically a President – must look further into the future. So I ascended to the role of President in January of 2003, knowing full well that my success or failure would not be truly felt for several years to come. I believed at the time, as I still do now, that it was best to make most of my goals well known, while allowing others to evolve over time, hopefully to be realized by some future President. It’s an unfortunate reality in today’s world that we’ve come to expect immediate results, and are dissatisfied with anything less. The danger in this thinking though is that we seldom allow strategic plans to evolve as envisioned. Performance Guidelines In 2003, ASIS International issued the first of what will become many Performance Guidelines for the Security Industry. Last January in my inaugural speech, I had the honor of announcing the release of the General Security Risk Assessment Guideline. But the Guidelines process was actually begun by Bonnie Michelman, the 2001 President of the Society. Likewise, the two new Certifications unveiled by the Society’s Professional Certification Board in 2003 – (PSP) Physical Security Professional and (PCI) Professional Certified Investigator, were first approved during Steve Millwee’s Presidency in 2002. These are the types of long range programs that reflect the vision of my predecessors, and set the tone for my year. During 2003 and at my urging, the ASIS International Foundation commissioned a Study of the U.S. Security Industry, the likes of which has not been seen since the Hallcrest II Report was published in the early 1990’s. The initial Study is expected to be published during the summer of 2004, and the working plan is to revisit and expand its scope on an ongoing basis. But, I entered 2003 determined to improve the Society for our non- U.S. members as well. So it is my hope that a not-too- distant future version of this Study will endeavor to measure the Industry in Europe as well as in the U.S. Developing ASIS in Europe As I reviewed years of notes and personal recollections of communications between the Society’s Board, Headquarters Staff and European Leaders, I couldn’t help but think that the best and honest efforts of many dedicated Security Professionals were being wasted working within a broken system. For no matter the weight of popular opinion, or the pleadings of several well-connected members, the fact was that Europe had only one official conduit to the Society – the Regional Vice President. For either side of our best intended discussions to expect one person to adequately represent the views and needs of several thousand members, often unified, but equal times separated by language, cultural, financial and other barriers, was folly. I was determined to put an end to this cycle and create a process through which the European voice(s) could be better heard. As we enter 2004 and I hand the Presidency over to Shirley Pierini, European ASIS members now have multiple official representatives. Four Regional Vice Presidents (RVPs) now report to one Senior RVP, and numerous Assistant RVPs report up through them. In addition, the Society has created a European Advisory Group to communicate directly to the Society’s Executive Director, and two European members have been named to the Society’s Strategic Planning Committee. Furthermore, our European members have had substantially more input into the upcoming Conference in Madrid. These are the major, but not the only changes that have been made to better serve our non- U.S. members, and each change has created an opportunity for more dedicated individuals to step forward and become part of the solution. Patience and Dedication The key, as I’ve alluded here, is patience and dedication to the plan. In an Organization the size of ours, real change can occur, but not overnight. Guidelines can not be written in a day, Certifications can not be created in a week, and Industry Studies can not be conducted in a month. Before success can be realized, a structure must be built to support the end result. We begin 2004 with a structure upon which to build great successes for ASIS International and our European members. It is through this type of evolution that I’ve come to understand the impact that the Volunteer Leaders of our Society can have, and I am proud to have been a part of it. As one dedicated Volunteer Leader patient enough to build for the future, I’m looking forward to watching our mutual success unfold over the next several years I thank you all for your support this year. I’m writing this message late in December, ponderingthe results of my year as President of ASISInternational. I suppose that as each year ends, we

Happy New Year – Ihope you all had agood Christmasholiday and havecome backrefreshed to faceanother year.

It was good tosee so many ofour members atthe AGM in

November, whichproved to be a very

enjoyable day. Thenew venue at which it was

held, Regents Park College, is very attractive andthe facilities are excellent.

We are in the process of finalising a programmeof events for the coming year, which should caterfor all needs and tastes. We have an impressivearray of speakers for our Seminars, to whom weare very grateful for giving us so much of theirprecious time. The Seminars organised to date arepublicised in this Newsletter so please be sure toput the dates in your diaries now. On numerousoccasions, members tell me that they would haveattended an event if only they had known about itearly enough. No excuses now – you will bebombarded with reminders for the rest of the year.

The next Seminar is on March 4. The subjectmatter has been selected as a result of requests bymembers and should prove very interesting indeed.

On a lighter note, please book now for theChapter Annual Ball to be held at the HanoverInternational Hotel in Warrington on March 27.This will be an opportunity to spend the weekendamongst friends in delightful surroundings andforget the cares of the security world! One or twopeople have asked why Warrington? My responseis, why not? There is life north of Watford and wehave to appreciate that many of our members live outside of the metropolis.

A long way ahead, but the golf day is to be heldat a new venue and at a different time of yearwhich should give many members, other than theusual stalwarts, an opportunity to play. All proceedsfor this event go towards the education fund.

Those who attended the AGM will recall that Iannounced that the structure of the Committee forthe coming year has been changed. As you areaware, the Committee is made up of volunteerswho give up a great deal of time to serve themembership. In order to spread the load, I haveappointed six Vice Chairmen, each withresponsibility for a particular area. Every Committeemember will now have a specific role, reporting toa Vice Chairman. I hope that this new structure willmake us more efficient and create newopportunities for the development of Chapter 208.

Once again, I must say how grateful I am tothe Committee for all their hard work. Theyrarely complain – bless them - and theirenthusiasm is boundless.

Before he retired as President of ASISInternational, we managed to persuade Dan Kroppto pen a few words for us. Some of you met Danwhen he visited us last year and I am sure you willagree that he was a dedicated and sincerePresident. We wish him well in his new role and hissuccessor also, good luck for the forthcoming year.

We have also published a letter from Arjo deJong. One of the comments he makes refers tous enjoying ourselves – well we certainly try to!The security profession, by its very nature, is aserious one, so a little light relief for themembers of the Chapter is very welcome. Ibelieve that our social functions are as importantas our Seminars.

I wish everyone success and happiness in2004 and look forward to meeting many more ofour members in the near future.

SIA - Molly Meacher resignsWe were sorry to hear at the beginning of December ofMolly Meacher’s sudden and unexpected resignation aschairman of the Security Industry Authority. Molly Meacherwas appointed Chairman of the SIA in March 2002 andled the Authority through its launch in April 2003.

Following Molly’s resignation the SIA Board issuedthe following statement:

“Molly has made a considerable contribution to thesuccessful establishment of the SIA and its strongrelationship with the private security industry and all stakeholders. She has established a muchrespected Board and has ensured a sound balance between the commercial consideration of theindustry and the social implications of a regulated environment. We express sincere thanks toMolly for all her work and wish her the very best in the future.”

Hazel Blears, the Home Office Minister with responsibility for the SIA, added:“It is with regret that the Home Secretary has accepted Molly Meacher’s resignation as Chair

of the SIA. Molly Meacher has made a significant contribution to the establishment of theAuthority over the past 20 months, and played a vital part in preparing the SIA for the start ofdoor supervisor licensing in March 2004. We wish her well for the future.”

Replacing Molly as acting chairman until June 2004 is Peter Hermitage the Security IndustryAuthority board member. Peter spent 31-years in the police force and retired in 1999 as ChiefConstable, Director of National Police Training.

Dear 208-friends,2004 will be an important year for the “development ofEurope within ASIS-International”. As from 1 Januarywe have a new structure in place, more seniorpositions in the voluntary-leadership, two permanentvoices on the ASIS Strategic Planning Committee andlot’s of good intentions for the future.

NOT all a bed of roses Just before writing these few words to you I was onceagain reading and looking through the latest issue ofyour Chapter-newsletter. The images on the centerpages will give “an outsider” the idea that life in ASIS-International is “one big party and always fun”. Peterand Patricia singing blues with a new friend in NewOrleans, Barry and Patricia enjoying drinks and Sundayjazz brunch (at the most expensive place at BourbonStreet !!), Peter and Patricia having a great time at thePresidents-reception.I was there too and I must say Ifelt the same spirit. Just as it should be wheninternational ASIS friends and colleagues meet.

To be honest, if pictures had been taken during themeetings we as European Officers had in between withour President and members of the ASIS InternationalBoard of Directors, faces would have been less happy!Although these meetings (like the ones we had onprevious occasions) were challenging and interesting,views on “how to develop Europe in our Society”strongly differed. We did doubt if we would ever reach a“happy ending”. Of course, we did respect each other’scultural backgrounds and differences, but at a certainstage it looked as they would be hard to overcome interms of “how to manage real internationaldevelopments”.

NEW European structureNevertheless we have reached firm agreements onimportant issues. As from the beginning of this year wehave structured Europe into 5 Regions, headed by 5

Regional Vice Presidents (assisted by several ARVP’s). Ihave the pleasure and the honour to serve as SeniorRegional Vice President and as (a sort of) chairman ofthis European RVP-Committee. All six of us feel that weshould firmly stick together in order to further guide thedevelopments of ASIS in Europe and to make sure thatwe will continuously “speak with one European Voice”.

Additionally we will have two permanent members onthe ASIS-International Strategic Planning Committee.For the first period Peter French and Eduard Emde(RVP and member of the Benelux Chapter) will fillthese positions. A European Advisory Council has alsobeen established to advise the ASIS-BOD and to“supervise” the society-developments in our part of theworld as well as the activities of our ASIS EuropeanManagement Bureau in Bruxelles. The BOD will actuallyallocate a budget to this management-bureau in orderto support the realization of planned activities. Anexample of this is the decision we reached during ourlast meeting in London (with our past-President DanielKropp) that in 2004 two new chapters will beestablished in Europe: one for the Baltic-Countries andone in Portugal.

TOAST to Chapter 208During our November-meeting at The Deutsche Bank inLondon (thanks again Jamie !) I proposed a virtualtoast to all of you in Chapter208 for being a role-modelfor chapter development in Europe and for the supportyou all will ( I am sure) continue to give to otherchapters in our Regions.

I really hope to see many of you in Madrid inFebruary. As you will have seen, the programme for thisInternational Conference looks very promising, as arethe social events that are planned. We all shouldmsake an effort to go there to support our Spanishfriends and to make clear that we Europeans reallyknow how to host an International Conference !Best Regards to all of you,

TREASURER’S REPORT 2003Balance SheetThe finances of the Chapter continue to remainstrong, with a balance at the bank of £24,706.Receipts still due for the year outweigh outstandingliabilities so the true position is stronger at £24,990.The Chapter made a surplus of £815 in the year.

The Chapter continues to benefit from a strongseminar and social programme which provided acontribution towards members programmes andoverheads of £9,112.

Chapter running costs are consistent withprevious years. Credit card costs have beenreviewed and a decision was made to cancel ourarrangement with Amex, whose charges areconsiderably higher than Mastercard and Visa.

UK: Staff at GCHQ, the topsecret Government listeningpost, were left scratchingtheir heads recently whenthey picked up an unusualsignal on their scanners.Concerned that the strangebleeps could be some newcode devised by terrorists orspies, or even aliensattempting to make contact,they spent three weeks tryingto crack the code. Signalsexperts eventually traced thesource of the signal to a ruralrelay station in NorthYorkshire where they found aram trying to mate with theradio mast.

GERMANY: A woman inBochum was surprised whenthe intercom system she wasusing to monitor her sleepingbaby picked up a radioconversation in which a would-be thief described his bungledrobbery of a nearby bar.Instead of hearing her baby’swails, the mother got theburglar’s confession. She theninformed police who latterarrested the man. PARCEL SCAMSThe following is an extract from an article that appeared in arecent issue of the Prevention Guide published by theNetherlands based company GHH Senior Business Investigations.There have been reported incidents of similar parcel scams herein the UK. Chapter members may wish to take note:

A cash-on-delivery packet arrives for a small amount, usually under$100 or a similar amount in the local currency. No one knowsanything about it, but it is marked for the attention of a colleague whois on holiday. It may also be marked ‘special delivery’. Someone in thecompany pays for the delivery. When the colleague returns and opensthis packet the contents are found to be worthless.

Via fax or e-mail an order or form arrives for signature. Often it issuggested that confirmation for this has been given by telephone but thesuppliers must have a signature. The person who appears to have givenverbal permission is on holiday, but that person’s stand-in may sign.

Alternatively a visitor calls at reception or the stores to collect goodsas agreed with a colleague who is on holiday. The visitor is usually in agreat hurry and often claims to be from an important client. Who isgoing to argue? After all, the client is king.

To prevent this kind of situation arising you should take at least thefollowing three measures:

Ensure that for each department there is a file of expectedorders/deliveries made up by employees before they go on holiday;

Under no circumstances depart from the rule: No document asdetailed under 1 above = no action to be taken by their substitute –nor anyone else;

In case of doubt contact the purported sender or client. Use onlythe telephone number in your administration or the telephonedirectory. On no account use the number offered by the caller.

CCTVThe UK has over four and a quarter million surveillance cameras,last counted at the beginning of 2004, according to the Centre ofCriminological Research in Sheffield, The CCRS estimated thereare at least 4,285,000 cameras in use, which is twice as muchas was predicted at the beginning of the decade. This makes theUK a country with the most cameras installed worldwide. There isone camera for every 14 people in the country and it is thoughtthat Britain has one-fifth of all the CCTVs around the world.

A London resident can be recorded by a camera up to 300times a day and much of the television monitoring does notcomply to privacy guidelines. Over the last ten years, the HomeOffice has distributed millions of pounds in grants to police forcesto install closed circuit cameras as a crime preventive measure.But according to the civil liberties organization, Liberty, thesurveillance increase has not resulted in decreased crime.
