Message from IEEE New Orleans Secon Chair! It is my pleasure and honor to write my first IEEE New Orleans Secon Chairs message. I look forward to working with the secon, each chapter, and our members over the next year. I would like to thank the 2017 NOLA Secon Execuve Commiee members for their service and all the volunteers that supported them. I also would like to congratulate the new 2018 Secon and Chapter leadership. For 2018, my vision is that the New Orleans Secon will provide professional development, networking opportunies, and community outreach to the New Orleans metropolitan area. We will incorporate events to increase awareness of member benefits and foster membership development. Some upcoming events include Ethnics Night on March 8th and the UNO Student Robocs demonstraon which will be held prior to the IEEE Region 5 Business Meeng and Student Compeons. We welcome you to get involved and aend the IEEE NOLA Execuve Board meengs held on the 2nd Thursday of each month. Your ideas, support, and interest in the Secon will be greatly valued. Message from IEEE New Orleans Section Chair!

It is my pleasure and honor to write my first IEEE New Orleans Section Chair’s message. I look forward to working with the section, each chapter, and our members over the next year. I would like to thank the 2017 NOLA Section Executive Committee members for their service and all the volunteers that supported them. I also would like to congratulate the new 2018 Section and Chapter leadership.

For 2018, my vision is that the New Orleans Section will provide professional development, networking opportunities, and community outreach to the New Orleans metropolitan area. We will incorporate events to increase awareness of member benefits and foster membership development. Some upcoming events include Ethnics Night on March 8th and the UNO Student Robotics demonstration which will be held prior to the IEEE Region 5 Business Meeting and Student Competitions.

We welcome you to get involved and attend the IEEE NOLA Executive Board meetings held on the 2nd Thursday of each month. Your ideas, support, and interest in the Section will be greatly valued. Feel free to contact me or one of the ExCom members with any thoughts or concerns you may have.

DISTINGUISHED GUEST SPEAKER

Norma Jean Mattei, Ph.D., P.E. is professor and past chair at the University of New Orleans’ (UNO) Department of Civil and Environmental Engineering. She has been active in ASCE for more than 20 years in local, regional and national leadership roles.

President-Elect Mattei sits on the executive committee of ASCE’s New Orleans Branch SEI/Structures Committee. The former Region 5 Director has served on ASCE’s Committee on Diversity and Women in Civil Engineering and the Committee on Licensure and Ethics. ASCE has drawn on her expertise for a number of media relations activities, including an interview with National Public Radio’s “Morning Edition” on post-Hurricane Katrina conditions. Recently, she was spokeswoman for “Raised Floor Living,” a commercial that aired in the New Orleans’ region promoting elevation of residential structures above the flood plain.

In 2012, President Obama named Mattei one of three civilian members of the Mississippi River Commission, which researches and provides policy and work recommendations covering flood control, navigation and environmental projects. In that capacity, she helped oversee a drainage basin that covers 41 percent of the nation. The governor of Louisiana appointed her to the state’s licensing board for professional engineers, LAPELS. She also serves on the board of directors for both the Louisiana Transportation Research Center Foundation and the Louisiana Technology Council.

Before her academic career, Mattei worked for more than 10 years for various New Orleans area consulting firms as a project engineer. Those firms include Guillot-Vogt Associates Inc., Linder & Associates and Modjeski & Masters Bridge Engineers.

Mattei earned a bachelor’s degree in civil engineering in 1982 and a doctorate in 1994, both from Tulane University.

Upcoming R5 Conference and Robotics Competition

Message from the IEEE Region 5 Director

The Central Texas Section will host the 2018 IEEE Region 5 (R5) Annual Conference. It will take

place April 6th – 8th, 2018 at the AT&T Executive Education and Conference Center in Austin,

TX. Region 5 has more than 23,000 higher grade members, over 3,600 student members and

represents 7% of the world-wide IEEE

population. Region 5 is comprised of

26 local sections and over 90 student

branches.

The Region 5 Annual Conference is

structured as a weekend event that

includes Regional Student

Competitions, Regional Student

Professional Activities Conference

(SPAx), Regional Professionals Meeting, and the Regional Annual Business and Leadership

Development Meeting. All sections are encouraged to send a voting delegate to the Region 5

Annual Conference. The Region 5 Annual Business Meeting, held mainly on Saturday April 7th,

will cover a wide range of topics. Topics to be discussed include, but are not limited to, Leader

Development, Officer Reports, Finances, Educational Activities, Membership Development,

Affiliate Group Reports, Development support, and updates on overall IEEE leadership

direction. The Region 5 Student Competitions, held on Saturday April 7th, includes Circuit

Design, Ethics, Robotics, and Technical Papers. All competitions are open to undergraduate

students. We expect over 30 Student Robotics teams competing! Students may start

assembling at the AT&T Executive Education and Conference Center Friday evening.

This annual event is to be capped by a Saturday evening awards banquet that will feature a

guest speaker. At the banquet, we will recognize the winners of student competitions, and

recognize outstanding IEEE individuals and programs across the 26 Region 5 Sections.

UNO Robotics Team

In last year’s Region 5 Robotics Competition, UNO sent multiple teams, one of which won first

place. UNO students have expressed to the IEEE New Orleans Section that they plan to send

multiple teams again this year and to compete at a high level. In order to fund their projects,

the students have received donations from various sources and have created a GoFundMe

page to try to raise additional capital. If you would like to donate, the link is provided below.

IEEE PES will be holding a DER Short Course on April 4th, 2018. The course will last from 8:00am to

2:00pm and will be located in the Entergy Corporate Building Room 2302. Participants will receive up

to 4 PDHs for attending this event.

IEEE 1547 Standard for Interconnecting Distributed Resources with Electric Power Systems —

Tutorial and Workshop

Due to the increasing amount of Distributed Energy Resources (DERs) Interconnections with the

Electric Power System, the IEEE 1547 standard is going through a

major revision to address some of the technical issues associated with

high penetration of DERs i.e. grid support functionalities, etc.

Participants in this workshop will learn about the major changes to

the IEEE 154-2018 standard i.e. voltage regulation, response to

abnormal system conditions (including voltage and frequency ride

through), power quality, islanding, interoperability, etc. The

participants will also learn about the utility concerns/solutions to adopt the revised IEEE 1547

standard.

Presenter Biography

Clayton Stice is the Principal Engineer of Emerging Technologies for Grid

Coordination at the Electric Reliability Council of Texas (ERCOT). The Grid

Coordination group assists with efforts to maintain long term reliability of

the ERCOT grid by including and developing strategies for accommodating

Distributed Energy Resources. He joined ERCOT in 2016 and has over 10

years of experience in distribution systems with an emphasis on DERs and

interconnections. Clayton holds a BSChE and an MSEE from UT Austin. He

has been a member of the IEEE1547 working group and participated in

the IEEE1547-2014a addendum, as well as IEEE1547-2018 revision, and is

a Registered Professional Engineer in Texas.

Industry Applications Society

IEEE Engineering in Medicine and Biology Society (EMBS) is the

world’s largest international society of biomedical engineers.

The IEEE New Orleans Section continues to support local universities (University of New Orleans,

Tulane University, and Delgado Community College) through meetings/events, sponsorship, etc.

We are very happy with the progress of our local IEEE student branches. Furthermore, we look

forward to seeing all of our student members compete at the Region 5 Conference, especially to

Robotics Competition. We recommend the leaders of local student branches to attend IEEE

EXCOM meetings and learn more about the IEEE as a global organization.

PACE

Student Branches

PACE (Professional Activities Committees for Engineers) is a grassroots

network of IEEE volunteers and committees organized at the section

and chapter level in the United States with support from their

respective regions and IEEE-USA. The goal of the PACE Network is to

promote the professional interests of IEEE’s U.S. members as well as provide a mechanism for

communication of members’ views on their professional needs. IEEE-USA’s success is attributed

largely in part to all the hard work out forth by volunteers from the PACE Network. In return, the
