Annual Report 2017 Message from Chairman, National St John Council Prior, Priory of Singapore It is my pleasure again to pen my thoughts in this year’s Annual Report 2017. St John Singapore has done well again despite the challenges faced by the inevitable reduced number of cadet members of the school uniform group. Nevertheless, St John Singapore continues to shoulder on its responsibilities in carrying out its core activities; i.e. public first aid duties for community and national events, fund raising, such as walkathon and flag day and the conduct of first aid courses for the public and corporate clients. We have also carried out successfully the biennual Singapore-Malaysia First aid and Nursing Competition 2017. For all these, I would like to take this opportunity to thank every member of the Corps, Brigade, Association and Fellowship for their spirit of volunteerism and dedication in the service of humanity. St John Singapore is adding another feather on its cap by starting a Dementia Day Care Centre at its newly completed annex 3-storey building. The mission to evolve St John Singapore into a more community based organization and to engage in greater community care three years ago has materialized. According to government data, by 2030, one in four Singaporeans will be over 65 years of age. This fast growing population of the elderly in Singapore will see an increase in the number of people with Dementia. St John Singapore has answered the call from the Government to set up a Dementia Day Care Centre, and at the time of this report we are proud to note that the Dementia Centre is fully operational. I am also happy to note that the St John Headquarters building has undergone major renovation works to upgrade the toilets, change the roofing and paint the internal and external walls of the building. The car park has been resurfaced and expanded to be a parade square. The perimeter trees have been trimmed to make it safe for members to have their foot drills and activities on the parade ground. On the regional scene, St John Singapore has assisted in the growth of the Corps in Phnom Penh, Cambodia and Batam, Indonesia. They have increased their membership strength gradually and are actively involved with community work in their respective countries. I wish to salute Mr Andrew Tay (Phnom Penh Corps) and Mr Benny Suwandi (Batam Corps), Presidents of the Corps for their selfless efforts to develop these Corps. In early 2017, St John Ophthalmic Association (Singapore) was set up by ophthalmic surgeons from Singapore Eye Centre, Dr Sunny Shen and Dr Morgan Yang, under the leadership of Dr David Verity, a renown ophthalmic surgeon in London and is currently the Hospitaller of the St John Eye Hospital in Jerusalem. It is my pleasure again to pen my thoughts in this year’s Annual Report 2017. St John Singapore has done well again despite the challenges faced by the inevitable reduced number of cadet members of the school uniform group. 1 Council Chairman called the meeting to order at 6:05 pm.

2.0 Chairman Opening Address2.1 The Chairman gave an oral summary report for the year. Chairman mentioned that in

overall it was a productive year since last AGM 2016.

2.1.1 Local Scene a) The Building Extension: It is on track and the TOP is expected to be in August this year. Once the TOP is approved, the internal renovation works can start, to meet the requirement of Dementia Centre. b) Brigade: While this department is doing well, there is room for improvement. The council is concerned that membership is dropping especially the uniform group in the schools. There is a need to improve the membership. Chairman suggested forming corps in private schools and institutions or even in polytechnics. The Brigade is requested to look into this issue seriously. c) Association: There is concern over course revenue dropping due to competition. Chairman noted that there is stagnation in the number of courses offered. It was previously brought up that they should start first aid for toddler/infant caregivers which is very lucrative in other countries. Chairman also suggested that first aid in mental health is also a popular course undertaken by other countries. We should also look into starting this new course and that other priories are willing to assist. d) Fellowship: They are also doing well in getting donations and commended Mr Foo and his committee on this. e) Publication: Chairman thank Mr Khoo Teck Kim on his good work in producing the three monthly newsletter.

2.1.2 International Scene a) Asia Pacific Conference: Chairman informed that he and Mr Seah Boon Chun attended the conference held in New Zealand from 20 – 23 March 2017. Mr Seah will give a short briefing on the conference during the council meeting. b) Grand Council Meeting: Chairman informed that he, Dr Nathan and Albert attended the meeting which was held from 22 – 25 May 2017. Albert and Dr Nathan will later share on what they have learnt from the meeting. Chairman informed that the next grand council meeting will be in USA. In 2019, it will be Singapore’s turn to host the meeting. Chairman also informed that he has been appointed into the Executive Committee and the Honors and Awards committee for one-year term and will have to attend meetings three monthly in London. c) Humanitarian Work: Good work is being done in Phnom Penh and Batam Corp. They have made some headway in Thailand. Chairman suggested to expand to other areas, such as Myammar, Laos and Vietnam as they are Asean countries. Chairman asked if there is anyone with any link in these countries to inform him. d) Local Leadership Succession: Chairman informed that it is most likely he will stepdown as Chairman, National St John Council in June 2020 and a new Chairman will need to be elected. The new Chairman will then be the new Prior (unless objection raised by the Grand Prior). A new Chief Commissioner and Association Director will also be appointed to take over the new leadership. Chairman hoped that by then the whole organization will be strengthen and the Dementia Centre will be fully operational.

2.2 Confirmation of Minutes of the last AGM minutes.2.2.1 As there were no amendments to the minutes, it was proposed to be adopted by Seah

BC and seconded by Yee FH.

2.2.2 There were no matters arising from the minutes of the last meeting.

3.0 Adoption of the Annual Report3.1 Seah BC pointed out an error in page 25 - Fund Raising Event. To delete the amount

$27,793.65 under Zone 10 for F1 sale of survival kit as they did not participate in the event.

3.2 Mr Foo Si Kwang pointed out that part of the Fellowship report is missing in the Annual Report. Chairman instructed Eric to follow up with the publisher and confirm if the mistake is on their side. Mr Khoo mentioned that if the Office has signed off the final draft copies as correct, then we have no case against the publisher. Chairman suggested that in future, to avoid such mistake, the final proof draft copy should also be vetted by Heads of Department, whose reports are inside the publication.

3.3 Prof Low pointed out that there are few lay examiners in the list. Chairman agreed and it is time that we should increase the number of Lay Examiners.

3.4 There were no other comments from the members, the Annual Report 2016 was adopted; proposed by Seah BC and seconded by Tan Y H.

4.0 Audited Financial Statement for year ended December 2016 – A summary Report was represented by Seah BC on behalf of the treasurer.

Annual Report 2017HISTORY OF THE MOST VENERABLE ORDER OF ST. JOHN

All St. John members need to know the history of the Order of St. John dated back 900 years ago and its journey to the present.

The long history of the Order dated back to AD 1080 where the hospital in Jerusalem was for pilgrims and the care of the sick and poor under a Benedictine Order. In 1099 the staff and volunteers at the hospital were called Hospitallers. In 1113 it became an independent Order.

The Order was relocated from Jerusalem to Acre (from 1187 to 1301), Cyprus (from 1302 to 1309), Rhodes (from 1309 to 1503) and then to Malta (from 1503 to 1798) due to war, militarism, etc.

After the fall of Malta, the Hospitallers dispersed and regrouped in Europe and England. The French Knights of the Order were militarily powerful, but received no support from the Pope in Rome.

In the 1840s, the Order was reorganised with the support from the Pope. It reverted to its original aim, i.e., care for the sick. The Protestant confraternities with similar ethos and customs came into being in Northern Europe.

Today, there are 5 recognised Orders of St. John namely: 1. The Most Venerable Order of the Hospital of St. John (The Most Venerable Order) with St. John Establishments / Associations mainly in the Commonwealth Countries. Anglican origin 2. The Sovereign Military Order of Malta (The Order of Malta). Catholic origin 3. The Johanniter Order in Germany (Balley Brandenburg). Lutheran origin 4. The Johanniter Order in Netherlands (Holland) 5. The Johanniter Order in Sweden

The Most Venerable Order of the Hospital of St. John had its historical origin in England. The Medieval Priory of England was set up in AD 1144 – when the Priory in Clerkenwell was set up as the England’s Headquarters of the Order. An old St. John Gate was built in 1504.

In April 1540 – By Act of Parliament, King Henry VIII dissolved the Order in England conferring its estates to the Crown.

In early 19th Century, the British Order of St. John was in disarray, influenced by French knights who were not recognized by The Pope.

1860s – Under the Duke of Manchester (Prior 1861 – 8), the British Order of St. John started to gain prominence.

1873 – First ambulance service at Staffordshire.

1874 – Acquired and bought back the the estates i.e. old Priory Gatehouse in Clerkenwell.

1877 – Formation of the St. John Ambulance Association (SJAA).

1883 – SJAA set up in Australia, the West Indies, India, Gibraltar & Malta.

1885 – SJAA in New Zealand, Singapore

1887 – UK, St. John Ambulance Brigade.

1891 – SJAA South Africa and soon after to Germany, Russia and the US; and subsequently to other Commonwealth countries.

English Order of St. John formed the Ophthalmic Hospital in Jerusalem in 1882.

14 May 1888 – Queen Victoria gave royal ascent for Royal Charter of Incorporation and St. John became an Order of the British Crown with the Queen as its Sovereign Head.

The Most Venerable Order of St. John Today48 Establishments – 8 Priories, 5 Commanderies, 32 Associations, St. John Eye Hospital, Republic of Ireland and Cameroon.

1907 – Supplementary Royal Charter empowering Grand Prior to establish Priories overseas.1918 – Priory of Wales1942 – Priory of South Africa1946 – Priories of Canada, Australia and New Zealand1947 – Priory of Scotland1996 – Priory of United States1999 – Reconstitution of the Order gave parity to overseas Priories. Formation of Grand Council and abolishment of the Chapter General.

Development of St. John Ambulance Singapore1. 1885 – The St John Ambulance Association, Singapore Centre was established. A provisional committee was formed in a meeting held on 3 June 1885, chaired by the acting Governor of the Straits Settlements. 2. 1935 – Dr. J.S. Webster,O.St.J., a radiologist with the Medical Services of the General Hospital, Singapore organised First Aid lectures in Singapore.3. 1938 – Formation of first division of the Brigade just before Second World War.4. Formation of the Medical Auxillary Service (just before Singapore invaded by Japan)5. After World War II and fall of Japan. 1945 – St. John Singapore reborn with support from Lady Superintendent-in-Chief, the Countess Mountbatten of Burma. 6. 1952 – Formation of National St. John Council7. October 1969 – Jurong Sub-Centre established. Upgraded as a full Jurong Centre in 1994.8. June 1978 – Brigade attained National HQ status. Appointments of Chief Commissioner, Deputy Chief Commissioner, Chief Surgeon, Chief Superintendent (Nursing), 4 Districts & 10 Areas.9. 1996 – Restructuring of Brigade. District level removed. Area renamed as Zone. 10 Zone Commissioners. 10. St. John Ambulance Association – teaching & certification of First Aid, Home Nursing, CPR, BCLS, Higher First Aid, Method of Instruction, Occupational First Aid, etc. Teaching & certification arm of St. John, Singapore. After Second World War, works continue to grow from strength to strength.11. Formation of St. John Fellowship, 20th April 199612. 11th January 2014 – St. John Ambulance Singapore was elevated to a Priory. It placed St. John Singapore on par in status with the then nine existing Priories, among which are those of England, the United States, Canada and Australia. The elevation implied that Singapore was represented in the Grand Council in London, the governing body of the Order and therefore had a voice in charting the future direction of St. John internationally.

Registration and ComplianceThe St. John Singapore (“SJS” in short) is a voluntary welfare Organisation and registered as a society under the Societies Act on 28 July 1970. It is also registered as a Charity and is recognized as an Institution of Public Character (IPC) which allows our donors to enjoy tax deductions. SJS is governed by the Constitution of SJS and has complied with the Code of Governance for Charities and Institutions of Public Character.

Members of the CouncilSJS is governed by a volunteer Board of Council Members (BOCM) whose members are appointed according to the SJS’s Constitution. Being the highest policy and decision making body of SJS, the BOCM has the ultimate responsibility of ensuring that SJS is governed and managed responsibly and prudently to ensure the effectiveness, credibility and sustainability of the organization.

The BOCM presently comprises the Council Chairman, Vice-Chairmen, Honorary Secretary, Honorary Treasurer and other Board Members. The BOCM charts the overall direction of SJS and is responsible for the promotion of the Policy and Programmes of SJS. It oversees the direction of SJS and ensures that SJS’s principles are adhered to. All members serve a two two-year terms and can stand for re-election after their tenure during the Annual General Meeting. The Honorary Treasurer serves a one two-year term and can only be eligible for re-election to the same post after a lapse of one term.

Election of Office BearersThe Chairman, Vice-Chairmen, Honorary Secretary and Honorary Treasurer of the Council are elected / appointed from amongst its members. Other members of the Council are appointed by the Chairman after consultation with such other persons, if any, as he may deem fit to consult.

Executive CommitteeThe Executive Committee (ExCo) which has been formed since 2011 comprises the Chairman, Vice-Chairmen, Honorary Secretary, Honorary Treasurer and at least one other member. It has executive powers to administer the affairs of SJS in accordance with its Constitution and provides guidance and oversight to the management on the operations of SJS. These include the setting of policies on operational matters and approval of expenditures within the financial limits provided for in the financial procedure manual. ExCo shall keep the BOCM fully appraised on the affairs of SJS and where appropriate, refer certain matters to the BOCM for approval.

CommitteesAt the first meeting of the BOCM immediately following the Annual General Meeting, the Chairman shall appoint such committees as may be deemed necessary. The committees are responsible for overseeing the Departments under their purview and provide policy directions and guidance to the ExCo and Management. The Chairman and the Honorary Secretary shall be ex-officio members of the committees.

Honorary TreasurerThe Honorary Treasurer is duly appointed under the Constitution of SJS and shall be responsible for the proper functioning of the Management administrating financial matters.

Chief Executive OfficerThe Chief Executive Officer supervises the work of all employees. He is in attendance at all meetings of the Board to provide information and Secretariat support.

Auditor The accounts of SJS are audited annually by a public accountant appointed by SJS.

Financial ManagementThe financial statements of SJS are drawn up in accordance with the Statement of Recommended Accounting Practice (RAP 6) and the Singapore Financial Reporting Standards (FRS).

Fund Raising and DonationsSJS has established internal guidelines on fundraising that are adhered to for all fundraising events. These guidelines are based on the best practices set out by the National Council of Social Service and the Charity Council. The committee for each fundraising event consists of volunteers and supported by staff. The donors are informed of our objectives and targets. The funds raised are for supporting SJS programmes and activities in “Service to Humanity”.

Conflict of Interest PolicyEvery person who has been or will be in any way, whether directly or indirectly, faced with a conflict situation (actual, potential or perceived) are required to make a full and frank disclosure to the parties responsible for making the decision and are excluded from the decision making process relating to that matter. Immediate family members are treated as an interest of that person, and include the spouse, siblings, parents and children.

All interested person transactions pertaining to staff of SJS must have obtained the prior approval of the Chairman.Interested person transaction pertaining to the BOCM must obtain the prior approval of the Chairman and any transaction that the Chairman is an interested person, must obtain the prior approval of the Audit -Committee. All BOCM made annual declaration at the beginning of the term.

Reserves PolicySJS targets to keep about three months of operational expenses as short term investment in the form of fixed deposits on month-to-month basis with auto rollover; and in fixed deposits for a period of three months and thereon. The rest of the money shall be kept as investment in the following form: (a) as capital expenditure for the building and carpark extension; (b) invest in Government Bonds as a long term investment; (c) deposit as long term Fixed Deposit with the banks for a period of three years and thereon.

Restricted FundAt present, Bursary Fund is a restricted fund set up by Zone 9 of the Brigade to provide bursaries and scholarship awards to deserving cadet members of Zone 9. Interest earned from and disbursements made out of this fund is credited to and deducted respectively from this fund. In future, a St John Bursary Fund is being considered.

Designated Fund for CorpsThis Designated Fund represents allocations by certain Zones of the Brigade to their respective Corps in prior years. The allocation was made out of proceeds from fundraising events. These funds are meant for Corps’ expenses only.

Investment CommitteeThe Investment Committee is appointed by the BOCM to exercise prudence and good stewardship in relation to the investment of SJS funds to look into generating higher returns in the long run with a reasonable amount of risk.

Audit CommitteeThe Audit -Committee is appointed by the BOCM to assist SJS in fulfilling its oversight responsibilities for the financial reporting process, the system of internal control, the audit process, and SJS’s process for monitoring compliance with the laws and regulations and the code of conduct.

Whistle Blowing PolicySJS whistle blowing policy aims to provide an avenue for staff, volunteers and external parties to raise concerns and offer reassurance that they will be protected from victimization for whistle blowing in good faith.This policy covers issues where the following may be suspected: 1. Corruption 2. Acts of fraud 3. Theft and/misuse of SJS’s properties, assets or resources 4. Breach of laws

2017 was a difficult year for the St John Association. For part of the year, we were working at a 40% reduction in staff strength, and for the rest of the year, we worked with a 20% reduction in staff strength. In spite of that, we showed a year on year increase in revenue from Courses for the past 3 years in succession. All this has to be attributed to the increased work production by the volunteers and the existing staff.

We were re-accredited for Adult First Aid Courses and AED Courses.

In addition to our usual courses, we held a Higher First Aid Course. We hope that the successful candidates will actively contribute to conducting First Aid Courses.

And we hope that the thousands of people who hold St John First Aid certificates will practice the skills they learnt in a manner, which will make a difference to society. It is for this reason that the Association must improve standards and reach out to more people continuously.

3. Visit by the two Newly appointed Great Officers from Order of St John

4. National First aid Competition The Inter-Corps (School) First aid Competitions between the schools were conducted by the Zones in the early part of 2017. The Winning Teams were selected to represent their Zones to compete in the National First aid Competition held on 28 May 2017 at Ngee Ann Polytechnic.

The Prize Presentation Ceremony was held immediate after the Competition and the following Champion teams from the 4 categories were selected to represent Singapore in the 31st Singapore – Malaysia First aid & Home Nursing Competition.

5. 31st Singapore-Malaysia First Aid & Home Nursing Competition Singapore hosted the 31st Singapore- Malaysia First Aid & Home Nursing Competition on 23 July 2017 at Nanyang Polytechnic. The following members represented Singapore in the Competition.

Members of the newly formed St John Brigade Overseas Corps in Batam Corps (Indonesia) and Phnom Penh Corps (Cambodia) were also invited as observers. Both Corps members interacted with peers from Malaysia & Hong Kong.

12. Hospital Attachment Training 162 cadets from various school corps participated in the Hospitals Attachment Program during the school vocation from 20 November 2017 to 15 December 2017.

ABOUT USThe Singapore St John Fellowship (SJF) is the old comrades association for former members to keep in touch with St John and with each other. The membership of the Fellowship is open to all former and existing St John members as well as their family members. Since its inception in 1996 as an arm of St John Singapore, the Fellowship has been active in supporting the activities of St John Singapore and organising social activities for its members.

Internationally, the SJF movement was initiated at the meeting of the Council of St John Grand Priory held on 29 October 1986, where it was agreed that St John Fellowship should be officially recognized as a branch of the Order, answerable to the Order for the conduct and good governance of its affairs. KEY ACTIVITIES OF 2017Lunar New Year Party for Senior CitizensThe Fellowship held a Chinese New Year Party for 200 senior citizens on 15 January 2017 at St John Headquarters. The programme included cultural performances and distribution of red packets and goodie bags to the senior citizens. The organising team was led by Mr David Lim.

Visit of The Prelate of The OrderThe Fellowship co-hosted a reception to welcome the Prelate of the Order of St John, The Right Reverent Timothy John Stevens, CBE, GCStJ on his visit to the St John Headquarters on 18 February 2017. Together with SJA Director, Dr Selan Sayampanathan and CEO Albert Choong, the team invited VIP to tour the Dementia Centre and view the key facilities of our Headquarters.

Macau-Hong Kong Trip20 Fellowship members and their families went on a 5-day trip to Macau and Hong Kong from 30 August to 4 September 2017. It was a fun-filled experience with exciting sightseeing at key tourist attractions, sumptuous local meals and great fellowship. The team was led by SJF Chairman, Mr Foo Si Kwang, with the support of three advisors, namely, Mr Bobby Lim, KStJ, BBM, Dr Chen Sze Hua, KStJ and Mr Lim Seng Hock, OStJ

Besides sightseeing, the team spent a fruitful day with Hong Kong St John Ambulance on 2 September. They attended the Youth Command (New Territories) First Aid/Home Nursing Competitions. At the SJA HK Headquarters, they paid a courtesy call on Council Chairman, Dr Chung Chin-Hung, KStJ, with a sharing session and exchange of souvenirs. They then visited the Hong Kong Island Command HQ where they were briefed about the round-the-clock operation and training programs. They greatly appreciated the warm hospitality extended by the team led by Chief Commissioner, Mr Afred Poon Sun-Biu, CStJ. They immensely enjoyed the fellowship during the sumptuous lunch and dinner receptions hosted by them.

Lord Prior Visit And Welcome DinnerSt John Fellowship was tasked by the Council to organise the welcome dinner for Lord Prior, Sir Malcolm Ross during his visit. This function was held on 9 October 2017 at Grand Copthorne Waterfront Hotel. The organising team was led by Mr Foo Si Kwang, with Mr Andrew Hodges serving as the Master of Ceremony.

Prior to this function, the Fellowship team jointly hosted a reception with St John Association for Sir Malcolm Ross at the St John Headquarters, where he also toured around the Dementia Centre under construction and the St John Heritage Centre. Other Activities Our members continued to network among themselves through festive gatherings, outings, community projects and other St John functions. Apart from the St John Newsletter, circulars were distributed to members to inform them of the latest developments and activities.

The Fellowship continued to support the key events/activities of the Council and other St. John units, including the Investiture, gathering of Order Members and General Inspection of St John Brigade. Messrs Foo Si Kwang, Ma Poh How and Chia Keng Hian continued to sit in the St John Fund Raising Committee. Together with Mr Andrew Hodges, they have managed the Heritage Centre.

Introduction Jurong Centre has overcome the challenges of 2016 and moved toward a course of steady growth. This continuous growth is the result of a close-knit tripartite effort between the management team, administration team and the trainers, instructors and examiners.

Meeting the challenging slowdown in learner enrolment and competition from new training centres, the administrative team ventured out in a series of goodwill visits, discussions and road shows to market and promote the first aid training provided by St John Singapore.

We have managed to secure a one-year first aid training contract for NUS and a new training arrangement with a premier Bus Company.

One of our regular trainers, Ms Melissa Han joined the team on 16 August 2017 replacing Trainer / Administrator, Mr Mohd Rafi.

Jurong Centre as a Premier First Aid Training Centre 2017 has been a challenging year for JC as the Centre underwent compliance with the ISO 29990 Learning Service Provider Certification led by St John Association.

Due to the implementation of ISO 29990, the class sitting capacity was reduced and the team has tried to increase the frequency of classes to cover the loss of revenue.

The Training figures for 2017 are as follows:

Lecturers, Trainers and ExaminersWithout the support of the following Associate Trainers, JC would not be able to achieve such results. These strong supporters of Jurong Centre have always answered the call for assistance and we would like to thank them for their continued faithful support towards Jurong Centre.

They have contributed ideas for improvement and solutions to problems, mentored new trainers and supported Centre activities when Jurong Centre was in need of help.

Child First Aid Talk Jurong Centre has provided a Child First Aid road show and first aid talk to Funshan Community Club on 9 Oct 2017.This event was attended by 20 parents.

Another few talks were scheduled from February to April 2018 to promote Jurong Centre Child First Aid course.

CERT First Aid TrainingThis 8 hr training is mandatory by SCDF for CERT Training. Due to the nature of this training, it is typically conducted on site with at least 8 learners.This training includes • Essential First Aid• Evacuation of sick and injured • CPR + AED

We ran the first CERT FA Training on 10 April 2017 for Evonik (SEA) Pte Ltd with 21 staff attending.

Challenges AheadChild First Aid CourseThe Jurong Centre has embarked on a program to market the Chinese Child First Aid Course and hopefully to introduce it in the second half of 2018.

Jurong Centre First Aid Club This group of volunteers, recruited into the club from first aid course participants, first aid trainers etc. will be trained in First Aid, spinal management and many other first aid skills including BCLS and AED.
