1 Purpose

This document details the MTM technical and performance User Requirements for new Standardised Modular Substations.

2 Scope

This document shall apply to all new MTM Substations, Tiestations, Switching Substations, Industrial Substations and Essential Services (Signal) Power Substations.

For the purposes of this document Standardised Modular Substations shall refer to all five configurations, as defined in Section 4.

This User Requirements specification is a high-level document that details the Module Inputs and Outputs, defines the functional Modules, the interfaces between the Modules and the interface between the Modules to the existing Rail Network.

This document covers only details which are not site-specific. Electrical facilities designed in accordance with the requirements of this document should be standardised, aside from site-specific issues which shall be considered case by case.

The scope is based on the fundamental principle of standardisation of design, constructability, operation and maintainability.

4 Definitions

Module An assembly, including the building which contains all the electrical apparatus necessary to perform a specific electrical function.

Substation The part of the Traction, High Voltage Distribution, Industrial Power Supply or Essential Services System concentrated in a given place, including mainly the terminations of transmission or distribution lines switchgear and housing and which may also include transformers and facilities necessary for system security and control. According to the nature of the system within which the substation is included a prefix is used to qualify it as per AS 1852 (605-01) -1988. Accordingly for the purpose of this document the following shall be defined:

Traction Substation

The building and all equipment including transformers and rectifiers providing energy for the metropolitan railway (Refer MEST 000002-01 Part 4)

Industrial Substation

The building and all equipment including transformers and switchgear providing energy to industrial and customer facilities such as train maintenance depots, wash plants , workshops, yard lighting and railway stations . The Industrial Substation converts HV AC power from the Industrial Power Supply system or High Voltage Distribution Network to LV AC power. (Refer L1-CHE-STD-015 Part 4.7).

Essential Services (Signal) Power Substation

The building and all equipment including switchgear, sourced from Traction Substations or other source providing energy for the signalling, communications and other electrical systems essential for the safe and reliable operation of the railway as defined in L1-CHE-STD-015 Section 17.

Switching Substation

The building and all equipment including HV AC switchgear and protection, but excluding power transformers for the purpose of the distribution of incoming HVAC supplies to HVAC feeders.

Tiestation

The building and all equipment including DCCB’s for the sectioning of the traction power system (Refer L1-CHE-STD-009, Part 4).

Standardised Modular Substation

A Substation which is comprised of a number of standard modules, which is often prefabricated off site and transportable

Requirements of the electrical system, including the High Voltage Distribution System (* Refer 4.5), Essential Services Distribution System (*Refer 4.6), Industrial Power Supply System (*Refer 4.7) and 1500V DC System. (*Refer 4.8 )

User Requirements

Requirements of MTM, as the user of the Substation, to provide the desired facility for operational, maintenance and other purposes.

Shall Is used as the descriptive word to express a requirement that is mandatory to achieve conformance to the standard.

Should Is used as the descriptive word to express a requirement that is recommended in order to achieve compliance to the standard. Should can also be used if a requirement is a design goal but not a mandatory requirement.

5 References and Legislation

The Standardised Modular Substations shall be designed and constructed in accordance with this specification, relevant MTM Standards and specifications and Australian, Rail Industry and International Standards.

The design, construction and maintenance of the Standardised Modular Substations shall comply with all legislative requirements and codes, as far as they are applicable.

7 Safety and Environmental

The Standardised Modular Substations shall be designed, manufactured, operated and maintained in accordance with all relevant Acts, Legislation and Regulations, Codes of Practice and Standards, and shall be designed with a focus on the reduction of the whole of life cost of the installation.

MTM is committed to minimising the impact of its activities on the environment. Accordingly the design of the Standardised Modular Substations shall source and promote a product range which will minimise its environmental impact over its entire asset life cycle, including construction, ongoing operation and disposal. In particular, MTM has a focus on reduced electrical losses in its substation equipment.

8 Type Approval

The Modular Substations shall be subject to MTM’s type approval process.

9 System Requirements

The system requirements for the following systems will be specified separately:

High Voltage Distribution System (22kV)

Essential Services Distribution System (2.2kV, 1.0kV and 650Vac)

Industrial Power Supply System (22kV,11kV, 6.6kV)

1500V DC System

11 User Requirements

11.1 Design Criteria

The following objectives should be realised:

Through standardisation of layout and design achieve improved cost effectiveness in construction , installation and ongoing maintenance

Reduced delivery time

Improvement on the current functionality, reliability and maintainability

Avoidance of design change from location to location.

More flexibility and reduced costs of future upgrades or additions.

The configuration of modules shall be able to be expanded or altered with the minimum of works, by the installation or removal of a module/s and the necessary interconnections.

The footprint of each Module shall be optimised, to ensure a minimum size is realised whilst achieving required clearances and maintainability of equipment.

The interfaces between the standard functional blocks and between the blocks and external connections will be managed by MTM to be consistent, which will help create a “Plug-and-Play” setup that will minimise Project Management and external design costs as far as practicable.

The achievement of standardisation may encompass off site construction and testing techniques and transportable plant to provide the opportunity to minimise site installation and commissioning time, on site civil works and the required footprint. If this technique is used, the Standardised Modular Substation shall be transportable in a non-divisible assembly if possible.

The Head of Engineering/Electrical may vary the extent of site building, installation and testing works subject to site conditions, cost, maintainability, constructability and other factors.

11.2 Process for Module Determination of Module Configuration

Owing to the variable nature of the configuration of the Modules, it is vitally important that the system requirements are determined in the planning stage of a project. The process for determination of the system and functional requirements and ongoing design shall follow L1-CHE-MAN 01. The effective and efficient management of the procurement of equipment is dependent on these processes being followed, particularly for protection and control and other electrical system interfaces.

Figure 1 details the standard functional modules and the interfaces between modules and the MTM network in a typical Substation. The equipment in each module will be controlled and monitored by the Railway Electrical Systems Control Centre via a SCADA system connected through a fibre optic network.

For any standard substation configuration the combination of standard modules allows for those functional requirements which may be necessary to meet the System requirements. It also allows for convenient segregation of operational functions.

11.4 Standard Modules

11.4.1 1500V DC Power Switching Module

The 1500V DC Power Switching Module is the fundamental building block for connection to the Overhead Wiring.

The standard configuration of the 1500V DC Power Switching Module contains all the required apparatus for connection to the Overhead Wiring as a standalone unit (known as a Tiestation) or as part of a Traction Substation.

The 1500V DC Power Switching Module shall contain the following Electrical Apparatus:

One, two or three 1500VDC Switchgear Assembly

Each 1500V DC Switchgear Bus Assembly containing:

o Feeder DCCBs (typically four)

o 1 no. Rectifier DCCB (if combined with a rectifier power conversion module)

1500V DC Negative Bus

Isolating switches for each outgoing 1500V DC feeder which are mounted on the wall may be utilised if required.

The 1500V DC Power Switching Module forms an integral part of the Overhead Wiring system, and is the primary wiring protection element.

11.4.2 AC/DC Power Conversion Module

The AC/DC Power Conversion Module shall contain all the necessary Electrical Apparatus for the conversion of HV AC Power to 1500V DC.

The AC/DC Power Conversion Module shall contain the following Electrical Apparatus:

1500V DC Traction Rectifier Transformer –(One, two or three units )

1500V DC Traction Rectifier Assembly- (One, two or three units)

Rectifier Unit Control and Protection System- (One, two or three units)

1500V DC Negative Bus

Auxiliary Transformer (One or two units)

11.4.3 HV AC Switching Module

The AC Switching Module shall contain all the required equipment for the switching and protection of the AC Systems of the MTM’s High Voltage Distribution, Essential Services Distribution System or Industrial Power Supply System HV AC Distribution System.

The number of ACCB’s within the Module will vary depending on the Modular Substation Configuration as detailed in Table 5. The number of ACCB’s within each system will depend on the number of feeders specified.

The ACCB configuration of any combination of standard module configuration as detailed in Table 3 can be deduced from Table 5.

The following ancillary equipment shall be included with any type of HV AC switching module

11.4.4 Essential Services (Signal) Power Conversion and Switching Module

The Essential Services (Signal) Power Conversion and Switching Module shall be utilised for:

The conversion of HV or LV AC Power to a voltage level suitable for integration into the MTM Essential Services (Signal) Power Distribution System, and;

The protection and switching of the MTM Essential Services (Signal) Power Distribution System.

The Essential Services (Signal) Power Conversion and Switching Module shall contain a one or two bus AC signal switchboard having the following Electrical Apparatus:

One or two Essential Services (Signal) Power Transformer (ST) to match the number of buses

Dual Convertor Uninterruptable Power Supply (UPS) for connection to the ST to match the number of buses

Circuit Breaker between the ST and UPS unit.

AC Auxiliary Lighting and Power System (for connection to either an Auxiliary Transformer or the Public LV Mains if not connected to a Substation)

Facility for the installation of a Stationary Control Battery System

Earth Bar

SCADA RTU and communications equipment (including telephone)

All the protection and control required for the Module

11.4.5 Industrial Substation Module

The Industrial Substation Module shall be utilised for conversion of HVAC power to low voltage AC Power. The Module shall include the following electrical apparatus

Power Transformer (normally 22kV/400Vac)

AC Auxiliary Lighting and Power System and switchboard

Facility for the installation of a Stationary Control Battery System

Earth Bar

SCADA RTU and communications equipment (including telephone)

All the protection and control required for the Module

11.5 Future Modules

The Standard Modular Substation design shall allow flexibility for future network expansion and upgrade, or the addition of new technology as it becomes available.

11.6 Housing and Civil Requirements

11.6.1 Module Arrangement

The standard Module configurations shall be composed of a number of separate Modules for each function which may be arranged longitudinally, side-by-side, and/or vertically to a maximum of four Modules high. The Modules must be designed to facilitate easy interconnection between different Modules via cabling in any configuration, and easy and safe access by staff for maintenance purposes, including in the vertical configuration.

The size of the Modules shall be reduced as far as reasonably practicable within regulatory compliance, in order to optimise the physical footprint of the overall Substation arrangement.

11.6.2 Civil Requirements

The modules shall be designed to be installed on pillars to allow cables to be readily connected to equipment.

11.6.3 Transport

Housings shall be readily transportable by road preferably without the need for vehicle piloting. The Modular Substation shall be able to be transported and loaded and unloaded as a non-divisible unit.

11.6.4 Design Requirements

12 Equipment Specifications

All of the Electrical Equipment in the Modules shall comply with their respective MTM technical specifications.
