Center for Transportation and the Environment Resumes MEREDITH LINSCOTT Director of Legal Affairs / Sr. Engineering Consultant As Director of Legal Affairs for CTE, Mrs. Linscott manages all contract negotiations on behalf of CTE and ensures compliance with federal, state, and local regulations. In her senior engineering consultant role, Mrs. Linscott has managed several electric bus deployments and has helped to develop internal best practices for rate modeling and deployment monitoring. With a background in gas and electric utility consulting, Mrs. Linscott has helped transit agencies understand their utility rate options and their impact charging strategies. In addition, Mrs. Linscott continuously reviews internal policies and controls to ensure requirements are met or exceeded for each project undertaken at CTE. Battery-Electric Bus Deployment, SporTran, Shreveport, LA Technical Project Manager | CTE supported SporTran with the initial route modeling and electricity rate modeling. Mrs. Linscott helped identify block options that maximized usage of the electric bus and provided charging scenarios to minimize electricity costs. Battery-Electric Bus Deployment, Lextran, Lexington, KY Technical Project Manager | Mrs. Linscott assisted Lextran with the initial analysis and modeling of their battery-electric bus deployment. With unique challenges to deployment, Mrs. Linscott assisted Lextran with identifying options for deployment and cost estimates for electricity during full operation. Battery-Electric Bus Deployment, Clemson Area Transit, Seneca, SC Project Manager | CTE provided project management and technical assistance services to the City of Seneca and Clemson Area Transit. The project, deploying five Proterra battery-electric buses, two fast chargers, and an electric transit vehicle maintenance facility, created the first all-electric bus system in the nation. As the project manager for the deployment, Mrs. Linscott managed the project from inception to deployment, helping the City identify and mitigate issues as well as providing over three years of operational analysis for their bus deployment. Battery-Electric Bus Deployment, StarMetro, Tallahassee, FL Project Manager | CTE provided project management and technical assistance services to the StarMetro for their deployment of five Proterra battery-electric buses, one fast charger station, and two depot chargers. As an early adopter of battery-electric technology, CTE helped StarMetro achieve their project objectives and provided key operational tactics that would help them maximize benefits from their deployment.
