reached pre-recession lev-els. The 2014 total value of county properties is set at $340.6 billion, just under the $361 billion in 2008.

The median assessed value of residential parcels on Mercer Island increased from $1.043 mil-lion in 2013, to $1.158 million for this year, an increase in value of 11 percent. Yet it was clear that many of those attending the meeting were worried by the fact that the value of their own properties had increased much more than 11 percent.

Staff from the asses-sor’s office told Islanders that the primary driver of the appraisal process is the value of the land not the structure or improve-ments.

Hara and Neal Cook, who is the Clerk of the Board of Equalization, an independent body from the assessor’s office, told attendees up front, that challenges to the present valuations were welcome.

Property owners have a couple of different options

to request a review, he explained. It can be done via mail or on-line. If people have questions regarding any part of the process, they were assured that they would be able to talk with a person on the telephone. Cook said that half of those who apply

for review r e c e i v e some level of adjust-ment to the a s s e s s e d value of the property.

Islanders Pat Turner and Terry Hart, who attended the

meeting, said that they were glad to hear about the extensive appeals pro-cess.

Yet Hart, whose prop-erty assessment increased over 20 percent this year felt that landowners in older neighborhoods where houses are being torn down for new homes are being penalized when the newer high-end homes are built. Both described some discomfort with some of the nuances of the assessment process such as what the physical inspection of properties did or did not include.

Taxpayers who believe the assessed value of

their property exceeds its fair market value have the opportunity to appeal each year follow-ing receipt of the revalu-ation notice by filing a petition to the King County Board of Appeals/Equalization (BOE), an independent King County agency, within 60 days of the mailing date printed on the ‘Official Property Value Notice’ post card.

The assessor’s office stresses that just because a property’s assessed value is higher does not mean that an individual’s tax bill will increase proportion-ately. The assessor’s office sets property values not taxes. The amount of your

property tax bill is based upon the costs of state and local government. This includes the operat-ing costs of schools, city and county, and of taxing districts such as hospital, fire and sewer districts. The assessed value of property is multiplied by the tax rate necessary in your levy area to calculate each taxpayers fair share of the total levied tax by these jurisdictions.

For more, visit the BOE website at www.king-

county.gov/appeals/ or call 296-3496. Or contact the King County Property Tax Advisor at 263-9700.

“50 percent (who appeal) get some sort of adjustment.”

Neal CookBoard of Equalization

Golder Associates had been coordinat-ing the clean-up for the last ten years, but the city recently contacted another firm, Farallon Consulting, to determine if efforts could be accel-erated at all. Boettcher said he expected the city to make “modest adjustments to Golder’s approach.”

“Unfortunately, it’s not unusual for a clean-up like this to take 20 years or more to complete,” he added.

The city may be eli-gible for some reim-

bursement if it meets the state’s clean-up require-ments.

Farallon Consulting’s recommendations are still in draft form but Boettcher said the most significant suggestion was to conduct addition-al underground explora-tion to see if there is still contamination around where the tanks were removed. Remaining contamination might indicate that the pollut-ants are still spreading onto the adjacent prop-erty.

‘paddle the Channel’ raises $10,000 for cancer research

Over 100 participants took to the waters of Lake Washington in various watercraft to paddle across the East Channel and back to raise money and aware-ness of childhood cancers.

The event raised over $10,000 to fund Seattle Children’s ongoing research into pediatric cancer. Kat Tiscornia,

the daughter of Tim and Jane Tiscornia, has raised over $180,000 since being diagnosed with Ewings Sarcoma in spring of 2013.

This was the second Paddle the Channel event. This year was special because the teen could be there — she had to hear about it last year from her bed at Seattle Children’s Hospital.

She will be a sophomore at Mercer Island High School this fall.

Events will require on-street parking in neighborhoods

Events scheduled for the 2014-15 school year around the Mercer Island High School campus will require parking beyond the capac-ity of school district parking lots. As a result, on-street parking in neighborhoods around the school will be allowed for the duration of the event. On-street parking in neighborhoods for these events is allowed under a 2007 agreement between the school district, Boys and Girls Club and the City of Mercer Island. A maximum of 30 event days per year are allowed.

Events set for September are as follows:

Sept. 5: Fall Kickoff Assembly (1:30-3:30 p.m.)

Sept. 5 : MIHS football game (7-10:30 p.m.)

Sept. 12: PTSA Welcome Back Coffee (9-11 a.m.)

Sept. 23: Curriculum Night (6-9:30 p.m.)

Sept 26: Football game (7-10:30 p.m.)

Changes will be posted to the district website on the Mercer Island High School page. Contact Todd Kelsay at 236-3337 or at [email protected] for more.

PEAK parking lot to change

The construction of The School District’s Elementary School No. 4 will require the district to redevelop the parking lot at the Boys and Girls Club, PEAK, to accom-modate staff parking and parent drop-off for the new school.

The development agree-ment between the school district and the club allows the district to assign other parking spaces to meet the requirement for 91 parking stalls for the exclusive use of PEAK.

The arrangement was established in 2007, when the city, the district and the club entered into an agree-ment covering the parking development standards for the the designation of the PEAK Project as a public facility.

CHILD school receives a 30-day extension on lease

The School District recently received a request from C.H.I.L.D. Institute’s executive director, Carrie Fannin, to discuss a lease extension for the school

beyond its August 31 expira-tion date. The school needs more time to complete prep-arations for its new location in Renton. In particular, a permit from the Soos Creek Water District is needed before work is completed and the facility is allowed to open.

On August 12, Superintendent Gary Plano called the water district him-

self in order to urge a quick resolution to the issue. The district, which approved a similar extension to Country Village Day School, instruct-ed staff to construct a simi-lar agreement with CHILD. The School Board voted to approve the extension but

not without commenting on how important it is for demolition and construction to move ahead on sched-ule for a fourth elementary school as well as other school projects. The superintendent also requested that CHILD provide the district with an

updated and revised con-tractor’s timeline for occu-pancy at their new, Renton location as well as describing a contingency plan should the school not be ready for occupancy on October 1.

Impaired driving not only puts a driver, passen-gers and others in danger, but can be expensive if you are caught. The ticket itself is not the only price you will pay. In addition to the fine, drivers who receive a DUI might have to deal with attorney fees, alco-hol education fees and lost wages and other costs.

In 2013, nearly 8,000 drivers were charged with a DUI in King County.

A study by NerdWallet.com, a personal finance

website which brands itself as a means for helping consumers make informed decisions about money, has estimated the finan-cial damage from a DUI. It conducted a study on the costs of a DUI in terms of fines and increases in insurance rates that often follow a DUI ticket.

One of the longest-last-ing financial impacts from a DUI comes in the form of insurance increases. In Washington, car insur-ance increases will last on a driver’s record for five years after they receive a DUI. The minimum fine for a first-time DUI in Washington is $940.50, but the resulting car insurance premium increases for the average Washington driver will be almost 2.5 times the initial fine—drivers

will pay $2,334.01 more for insurance over the course of five years.

Depending on the sever-ity of the fine, the true cost of a first-time DUI for Washington drivers is between $6,574.51 and $10,634.01.

After receiving a DUI, the average Washington driver will see his or her car insurance increase by more than half. The typical Washington driver will pay $466.80 extra each year for insurance after a DUI. The increases last for five years after receiving a DUI, which means the average driver will pay $2,334.01 in insurance increases.

What are the costs associated with a DUI in Washington?

To calculate the “true cost” of getting a ticket

for impaired driving in Washington, Nerdwallet looked at four costs asso-ciated with DUIs:

1) The fine: The fine that drivers pay depends on the situation. The mini-mum fine for a first-time offender with a BAC of less than 0.15 is $940.50; the maximum is $5,000. According to Washington’s Administrative Office of the Courts, the aver-age fine imposed for all convictions—not just first-time offenders—was $3,711 in 2013.

2) Lawyer’s fees: According to the Washington Traffic Safety Commission, Washington drivers who receive a DUI pay about $2,000 in law-yer’s fees.

3) Ignition interlock device fees: If a driver wants to drive again, he or she will have to install an ignition interlock device

in his or her car. According to the Washington Traffic Safety Commission, the device will cost about $1,300 for the first year. In Washington, first-time offenders need to have the device for at least a year.

4) Location also influ-ences the total cost. The Website ranked the finan-cial impact of a DUI in 66 Washington cities.

The city with the most expensive DUIs is Tacoma with the true cost of a DUI ranging from $7,398.80 to $11,458.30.

Mercer Island was ranked as the 17th in high-est DUI expense ranging between $6,737.00 and $10,796.50.

The national organi-zation, Mothers Against Drunk Driving, ranks Washington state as 25th in the nation for the high-est number of drunk driv-ing fatalities.

Extra DUI patrols in place until Sept. 1

Even though Wash-ington has legalized marijuana for adults 21 and older, it is still illegal and dangerous to drive under the inuence of marijuana or alcohol or both. Ocers now have ad-ditional training to iden-tify impaired drivers. And younger mari-juana users should take note: Impairment laws are much stricter for anyone under the age of 21. A young driver who has any marijuana in their system or a blood alcohol concentration of .02 or higher is consid-ered to be driving under the inuence and is at risk for arrest.

Website estimates cost of drunk driving in dollars and cents; DUI on MI is 17th costliest in state

Police MIPD crime statistics for July

Every month, the Mercer Island Police Department collects crime statistics for the month and compares them against months prior.

This month, there were 67 serious offenses, up from 53 last year, bringing the total for 2014 to 481. The majority of the cases for July were incidents of theft (48 in total). Burglaries were responsible for eight case reports and identity theft for 10. In July of 2013 there were 36 reported

thefts, four burglar-ies and five simple assaults. Though other crime statistics are on the rise, adult arrests were down slightly from July of last year — there were 11 com-pared to 14 last year. Last month saw 1,727 calls for service, an uptick from last year, which is consistent with crime trends for the year.

Traffic offenses have also more than dou-bled in July of this year, registering 483 com-pared to just 214 in 2013. There have been 2,697 total for the year — also almost double that of the 1,558 seen in 2013.

Country Village Day School locked down it school building on Aug. 11, after a suspicious man was seen circling the play-ground and parking lot. It was the fourth incident involving the same man. While police couldn't release the suspect's name simply for trespassing, Commander Leslie Burns confirmed that he was not a registered sex offender.

“He walks in circles around the school and hangs around the parking lot near the playground when children are outside and appears to be watch-ing the children,” reads the police report from

Monday, August 11.The suspect does not

have any children at the daycare facility and when employees tried to contact him, he fled the scene.

“There's not much more we can monitor,” said Burns. “There's a lot we'd love to do, but we can't do. We'll keep an eye out for him, and be vigilant if we see him in or around a school.”

Police and employees identified his license plate and recognized him as an Island resident. A post on the school’s Facebook page described him as a white male in his early 50s who was partially balding and often wore a base-ball cap. He's been seen driving a silver Chevrolet Malibu.

Country Village Day School could not be

reached for comment but posted several updates on its Facebook page.

“As you can imagine, the staff and I are not comfortable with anyone that should not be on the campus...being on our campus,” wrote executive director Linda Tepper on August 12. “Our number one priority is the safety of our children, families and staff.”

Under the filed letter of trespassing, the sus-pect isn't allowed to be on or near CVDS' campus for one year. Tepper also wrote that she would work with MIPD to make sure the trespassing order fol-lowed Country Village to its new location at 9423 S.E. 36th St.

Tepper said she had notified Little Acorn Day School and the Children's Institute of Learning Differences and that the school district and MIPD would continue to “survey

[the] parking lot and campus as well as park unidentified school dis-trict vehicles in [the] parking lot at various times of the day.”

Commander Burns encouraged parents and concerned neighbors to call police if they saw any suspicious activity.

Jill Morrison Jackson, the daugh-ter of Islanders, Frank and Kathy Morrison, is to produce the CBS “Face the Nation,” television news show.

CBS News has announced that Jackson, who’s been with the bureau since 2007, is set to join “Face the Nation with Bob Schieffer” as a senior producer.

Jackson is a 1997 graduate of Mercer Island High School and a

veteran of the Jazz Choir, Youth Theater Northwest and Island Sound. She is also a graduate of the University of Washington, earn-ing a Bachelor of Arts degree in International Economics from the Henry M. Jackson School of International Studies.

Before joining CBS, she was a reporter and producer for NPR’s “All Things Considered” program in the Washington, D.C. bureau. Prior to that post, she was an intern at NPR in Seattle.

Jackson served as a Capitol Hill producer in CBS’ Washington, D.C. bureau before joining “CBS This Morning” telecast in 2013.

During the 2010 midterm elec-tions, Jackson shifted to the role of senior political producer, and at the Republican and Democratic nation-al conventions in 2012.

Jackson won an Emmy in 2013 for her work as a field producer on the “Business of Congress” series.

“Jill is a rising star in the bureau and we couldn’t be happier to have her,” said Schieffer. “There’s no bet-ter way to learn Washington than to spend your days chasing down the newsmakers on Capitol Hill and Jill’s years there will serve her well as she takes on her new responsibili-ties. She knows the players and she knows news. You can’t ask for more than that and we’re lucky to have her on the team.”

The Women’s Clinic at Overlake Medical Center has opened a Mother’s Milk Depot, where lac-tating women can donate their breast milk to infants in need.

A “milk depot” is a con-trolled collection point where healthy women can donate their surplus breast milk for premature babies. The milk collection, ship-ping, processing and distri-bution are overseen by the Human Milk Banking Association of North America, (HMBANA),

the umbrella organization that ensures the safety of human milk donations in the U.S. and Canada.

Donated breast milk pro-vides life-saving nutrition and immune support to fragile, premature babies. In the United States, there is a critical shortage of donat-ed human milk. According to the HMBANA, there are 60,000 low birth weight infants (weighing 3.5 pounds or less) born every

year who need donated breast milk for life-saving nutrition.

“Nonprofit milk depots and banks throughout the U.S. are taking care of babies who fit in the palm of your hand. For them, breast milk is lifesaving, not just what’s best,” said Kim Updegrove, president of HMBANA.

With the opening of its Mother’s Milk Depot, Overlake hopes to make it more convenient for moms to donate and serve its infants. Last year, Overlake’s NICU used

more than 1,000 ounces of donated human milk to treat critically ill premature infants.

“Donating breast milk is a true labor of love that can provide life-saving nutri-tion and immune sup-port to fragile, premature babies,” said Mother’s Milk Depot manager Sandra Salmon, RN.

Center’s milk depot and to learn about how to donate,

It’s Friday, just two days before Jeff Sanderson and his wife Lara, will shut Stopsky’s Delicatessen for good, and business is boom-ing. Jeff ’s phone pings with text messages from cus-tomers wishing him well. Regulars share memories and grieve what they call a “great loss for the commu-nity” on Stopsky’s Facebook page. Others leave hand-written notes on the backs of receipts.

“People have said ‘thank you,’” says Jeff, pausing before a lunch rush brings a literal stampede of peo-ple through the front door. “They’ve expressed grief over the fact that we’re clos-ing. But overall people have been understanding of what the restaurant business is...It’s been so heartwarming for [us].”

After nearly three and a half years in business, and just as many on the Island, Jeff and Lara announced early last week that they’d sold the space they’d called home since 2011 and were finalizing lease agreements with the next tenant.

“Stopsky’s was a project of

the heart,” wrote Jeff on the restaurant’s Facebook page, Tuesday morning, “whose mission was to reconnect people to Jewish heritage, connect the community, and create homemade Jewish comfort cuisine from scratch. We achieved a lot of this, but in the end could not discover the magic for-mula to break even.”

The concept for Stopsky’s in many ways, grew out of and alongside Jeff and Lara’s relationship with one anoth-er. While honeymooning in Portland six years ago, the couple dined at a Jewish deli called Kenny and Zuke’s. Realizing that Seattle lacked anything comparable, they began to shape plans for Stopsky’s, a deli named after Jeff ’s grandfather, who moved from Ukraine to the United States in 1905. The couple wanted their new space and menu to be rooted in Jewish cuisine, but with an updated twist and an infusion of Northwest ingredients.

They filled their menu with Jewish staples like borscht, challah, reuben corned beef and matzo ball

After spirited run, Rockers fall in final to Maple Valley

By Joseph [email protected]

Heading into postsea-son play with the league’s top seed and a nine-game winning streak, the Mercer Island Rockers appeared ready to take the Puget Sound Senior Coed League softball championship. But after a spirited tournament run that included a final-inning comeback win, the Rockers fell in the title game Thursday, Aug. 7 to reign-ing champs Maple Valley, 16-11.

After sweeping through the first two rounds and taking an 11-game winning streak into the final, head coach Alan Anderson said it was a tough end to an oth-erwise special season.

“We were really injury-free all year until today,” he said, noting the Rockers lost outfielder and leadoff hitter Lee Hochberg to an achilles injury, outfielder Larry Kirchner to a ham-string injury and saw start-ing pitcher John Weinberg take a line drive to the chest.

Both the Rockers and Maple Valley had only one loss heading into the tournament, with both teams responsible for the other’s lone blemish. They squared off for two games Thursday, with the first for seeding and the second for the championship. Maple Valley won the first match-up 13-9, though Anderson

used the game to shuffle his lineup and played people out of position. Still in the Rockers’ two games, the Rockers’ coach thought he saw early jitters befall his team.

“In the first couple of innings of both games, it was error after error. Then we settled down and came back,” he said. “Unfortunately, we can’t do that against Maple Valley. They’re too good.”

It was a different story for the Rockers in the games leading up to the tourna-ment final. Mercer Island opened tournament com-petition with a 13-10 win over Sumner, followed by a 13-12 thriller over Seattle, a game that saw the Rockers overcome a five-run deficit in the game’s final inning.

“We went into the bottom of the sixth, which would be the last inning, down 12-7. We got three hits, an out, a couple more hits and another out. The bases were loaded with two outs and we got a hit that drove in runs 11 and 12 and tied the score,” relayed Anderson. “It was one of those things, a very remarkable comeback, especially with two outs.”

Despite falling in the title game, Anderson said his team had one of its better seasons in recent memory

Ex-Sounder brings pro experience to Island

By Joseph [email protected]

When Darren Sawatzky takes the field with his soc-cer players, he sees his role as much more than that of a typical instructor.

“When you’re coach-ing, you’re educating,” he said. “It’s more important to put the pieces in place so winning comes later. If a younger person doesn’t have any character, it doesn’t matter what kind of athlete they are. It’s impor-tant to put their role to the community first, that’s just my philosophy.”

It’s that kind of philoso-phy that the Mercer Island FC was looking for when the MIFC brought on the former Seattle Sounder as its new technical director. As technical direc-tor, Sawatzky will work with MIFC coaches, train players and coach a boys U11 team and a girls U13 team. He comes to Mercer Island after working as technical director for the Sounders’ Academy sys-tem, where he helped scout and recruit talent.

Sawatzky said he took the position because he felt it was time to get back

to doing grassroots coach-ing and, with friend Aaron Byers on the MIFC board, the opportunity presented itself.

“At the select level, there are a lot of begin-ning coaches looking to get better at what they do. I have education expe-rience I can pass on, and hopefully that translates to the players and will be fruitful,” he said.

Sawatzky grew up in Federal Way and Highline, and says he “has pretty much coached and played at every level in the U.S.” His playing career boasts stints with MLS teams New England Revolution, Dallas

Burn, Colorado Rapids, the Sounders and the Portland Timbers, with Sawatzky finishing his career with the Sounders.

He has developed an extensive coaching resume, coaching the Sounders U23 Premier Development League (PDL) team. During his four-year ten-ure as head coach at his alma mater, Jefferson High School in Federal Way, the Raiders won a 4A state championship in 2005, while Sawatzky was coach of the year. He has coached various soccer camps with his MLS teams, served as training director for the Highline Heat Soccer Club in Burien and was an assis-tant coach at UW and also the Sounders.

A big part of Sawatzky’s

education background is rooted in the MLS/French Football Federation Academy coaches world-class training program, a 16-month development cours Sawatzky is par-ticipating in and will fin-ish in November. He has earned his Elite Formation Coaching License, which Sawatzky describes as a top-tier license that takes into account the minute details of each player to increase player develop-ment.

“It’s like doing a master thesis,” he said. “It basi-cally trains you on how to form pro players between the ages of 13-18, which is how they produce players

Most of all, they wanted community to underscore everything they did and food was a natural conduit. Jeff, a self-described extrovert became the face of Stopsky’s. He’s the person gabbing with regulars the minute they walk through the door. Lara, became the brains behind the project — the interior designer, who gave the place its look and feel.

“We said we’re only going to do this a certain way...We’re going to make every-thing from scratch, using the best quality products and we’re not going to treat Jewish cuisine as this muse-um piece from the past,” said Jeff. “We’re making some-thing that’s a living tradition.”

Regulars would note Jeff and Lara’s attention to detail and their emphasis on com-munity. Black-and-white family photos cover every square inch of Stopsky’s back wall. Some of them are of Jeff and Lara’s own family. But as Stopsky’s made a name for itself in the community, they solicited other family photos. When one Islander lost his battle with prostrate cancer, the couple asked for a portrait to remember him

by. Sharing photos seemed analogous to their mission of creating community.

“Every one of these pic-tures has a story. The atmo-sphere of the restaurant is very much about these pic-tures on the wall,” says Jeff.

Stopsky’s has received its share of accolades. Bon Appetit featured their Passover Seder menu; and in the spring, The New York Times mentioned Stopsky’s among a number of Jewish deli revivals across the coun-try. So when the couple real-ized they couldn’t do things to their own standards, and meet their bottom line, Jeff and Lara felt it was time to close this chapter.

“We did this not think-ing it would be a big money maker for us,” said Jeff. “We’re not restaurant people and we thought in our hubris we could run a restaurant. But restaurants are very, very tough businesses. It’s about pennies, ounces and seconds — all the little things that come together really matter to make a place profitable.”

Jeff and Lara will continue to sell their Stopsky’s label at certain gourmet food shops, including at DeLaurenti in Seattle. Jeff says also that the new tenant, though he is not ready to announce who it is yet, aligns with Stopsky’s value system of quality and sustainable food.

this year. He noted that a softball team’s success had a lot to do with the tal-ent level of both its male and female players, and he had much praise for the women taking the field for the Rockers.

“It’s our women that are by far the strong part of our team,” said Anderson. “You have to play three women at all times and in our first two tournament games, we were playing six women. Our three and four female hitters were putting the ball over their heads.”

While there’s always player turnover in between seasons, the Rockers head coach said he hoped

he’d see everyone return for next summer’s cam-paign, though he knows one reason or another always seems to creep up. “There’s always something that happens in the nine months we don’t play. We are seniors, you know,” he quipped.

For those who might be interested but unsure about the commitment, Anderson offers the invita-tion to take the field, even if only for a little while.

“Everybody come out. If after a couple a weeks you can’t do it anymore, at least you’ve thrown the ball around for a few weeks and relived some of the old childhood memo-ries. We’re always looking for players and it is a lot of fun.”

around the world and which is different than what we do here. It’s related to making sure the maximum potential of a child is reached as they grow into an adult. It’s much bigger than X’s and O’s.”

When asked what kind of adjustments he’ll need to make going from working with U23 play-ers to those of middle-school age, Sawatzky said the focus will shift from finishing a player’s development to continu-ing it.

“With youth, it’s not about coaching, it’s about the education of the player, and really, the

education of the individ-ual player is much more important than winning or losing,” he said. “I feel a responsibility to help raise the level of how to educate and coach soc-cer in this country. If I can help one coach get better at what he does, it will help the level of soc-cer in the U.S.”

Ultimately, Sawatzky says the goal is to help raise good kids who put their role to the commu-nity first.

“What’s most impor-tant is the growth of young people. It’s most important helping that young person grow up and be a part of the com-munity.”
