What is a Mentor-Protégé Program?

• Any non-federally-funded project eligible• The collaboration between two firms on a

project or program resulting in a growth of the DBE firm’s technical and/or business experience and/or expertise

• Illinois Department of Transportation• Illinois State Toll Highway Authority• City of Chicago

What is a Mentor-Protégé Program?

• One experienced non-DBE or DBE engineering firm with a satisfactory performance rating or higher

• One DBE firm prequalified in at least one category

Program Objective:

• Enhance the capabilities of DBE firms• Increase the workforce capacity of DBE

firms with past experience• Provide developmental experience to

alleviate demands on city or state staff

Mentor Requirements:

• Prequalified in mentoring category• Previous years as prime consultant• No substandard performance evaluations

in mentored category• Devote minimum of five-ten hours/month• Must be the prime consultant on project• Can only have one Mentor-Protégé

relationship per project• Can mentor on multiple projects• Can be a DBE firm

Protégé Requirements:

• Certified DBE firm• Prequalified in at least one category• Perform minimum of one task • Independent business

The Plan:

• Areas of assistance• Prequalification category• Business practices

• Goals – Defined benchmarks
