The Mentor Exempted Village Board of Education held its Regular Meeting Tuesday, July 21, 2015, at 7:00 p.m., at the Helen H. “Sue” Osborn Administration Building, 6451 Center Street, Mentor, Ohio. Members present: Mrs. Mary L. Bryner, Mrs. Virginia E. Jeschelnig, Ms. Sally S. Miller, Mr. William J. Shaw, and Mr. Thomas V. Tuttle. Mr. Tuttle led the assembled in the Pledge of Allegiance. Mr. Shaw moved, seconded by Mrs. Jeschelnig to approve the minutes of the regular meeting held June 9, 2015 and the special meeting held June 29, 2015. Roll Call: Ayes: Mr. Shaw, Mrs. Jeschelnig, Mrs. Bryner, Ms. Miller. Mr. Tuttle abstained. The motion carried. 2015-7-138 At this time, Mr. Tuttle stated that there would be a hearing of the public on agenda items only. Theresa Kaska voiced her concerns regarding a new Arabic course of study in view of current English illiteracy issues. She also expressed her concerns on the salaries of special education administrators who lack licensure/certification in that area. Mr. Shaw moved, seconded by Ms. Miller, that the Board of Education approve the consent agenda as presented by the Superintendent. Acceptance of gift: Pacific Fitness Malibu and Leg Press and pectoral attachment from Gary and Diane Rhoads to the Dr. Jacqueline A. Hoynes Building – CARES Program Approval of Change Order #1 in the deduct amount of $2,286.00 for the Mentor High School Classroom Renovation Project Bid by Lakeland Management Systems Inc. The original contract was $394,900.00 so the final contract amount will be $392,614.00. Approval of the Mentor Literacy Project report for the 2014-2015 school year. Approval of the Mentor disabled students attending classes in and out of the Mentor School District and non-resident students attending classes in the Mentor School District. The motion carried. 2015-7-141 At this time Mr. Michael Lynch, Director Straight A Initiative, gave an update of the Straight A Grant Initiatives and answered questions from Board members. Mrs. Jeschelnig moved, seconded by Ms. Miller that the Board of Education approve the Resolution Adopting a Calamity Day Alternative Make-up Plan.

WHEREAS, the Mentor Exempted Village School District Board of Education desires that students have learning opportunities even when schools are closed for any of the reasons specified in section 3317.01 of the Ohio Revised Code and in excess of the number of days authorized in section 3313.48; and

WHEREAS, section 3313.88 authorizes a board of education to file an annual plan with the Ohio Department of Education by August 1 of each year to provide online learning opportunities for students in lieu of attendance on such excess days;

NOW THEREFORE BE IT, AND IT IS, HEREBY RESOLVED that the Mentor Exempted Village School District Board of Education hereby approves the following plan and authorizes its filing with the Ohio Department of Education.

PLAN FOR ALTERNATIVE MAKE-UP OF CALAMITY DAYS

Pursuant to Ohio Revised Code section 3313.88, the Mentor Exempted Village School District Board of Education hereby authorizes the following plan to allow students of the district to access and complete classroom lessons in order to complete up to three days of instruction in excess of the number of days permitted under section 3313.48 because of the closing of schools for any of the reasons specified in section 3317.01.

1) This plan is submitted, pursuant to approval of the Board of Education, prior to August 1.

2) This plan includes the written consent of the teachers' employee representative as designated under division (B) of

section 4117.04. Such consent is on file in the official file of the Board of Education and is hereby incorporated into this plan as if specifically rewritten.

3) Not later than November 1 of the 2015-2016 school year, each classroom teacher shall develop a sufficient number of lessons for each course taught by that teacher with such lessons requiring, in the judgment of the teacher, an amount of time equal to or greater than the amount of instructional time the student would receive for three school days in such teacher's class.

4) The teacher shall designate the order in which the lessons are to be posted on the district's web portal or web site.

5) Teachers will update or replace such lessons as necessary throughout the school year based on the instructional progress of

students.

6) As soon as practicable after an announced school closure in excess of the number of days permitted under section

3313.48, staff members designated by the appropriate administrator shall make the designated lessons available on the district's portal or site. Each lesson shall be posted for each course that was scheduled to meet on the day of the school closing.

7) Each student enrolled in a course for which a lesson is posted shall be granted a two-week period from the date of posting to complete the lesson. If the student does not complete the

lesson within this time period, the student will receive an incomplete or failing grade unless a reason sufficient to the teacher is provided. 8) Students without access to a computer shall be permitted to

complete the posted lessons at school after the reopening of school. Students utilizing this option will be granted two weeks from

the date of reopening to complete such lessons. If the student does not complete the lesson within this time period, the student will receive an incomplete or failing grade Unless a reason sufficient to the teacher is provided. The district will provide access to district computers before, during, or after the school day (provided that the equipment is available and accessible at those times) or may provide a substantially similar paper lesson in order for students to complete the assignments.

EMPLOYEE SUSPENSION AND LAST CHANCE AGREEMENT

Approval of the resolution to enter into a suspension and last chance agreement with Dr. Trisha Schock.

WHEREAS, the Board employs Dr. Trisha Schock (“Dr. Schock”) as a teacher in the Mentor Exempted Village School District; WHEREAS, as a result of her recent misconduct, a Suspension and Last Chance Agreement (“Agreement”) has been prepared detailing the terms and conditions of Dr. Schock’s continued employment with the Board.

NOW, THEREFORE, BE IT RESOLVED:

Section 1. The Board hereby agrees to the terms and conditions relative to Dr. Schock’s continued employment with the Board as provided for in the Agreement (a copy of which will be attached hereto as Exhibit “1” and incorporated herein fully as if by reference).

Section 2. That the Superintendent be, and hereby is, authorized and directed to execute, on behalf of the Board, the Agreement relating to the terms and conditions of Dr. Schock’s continued employment with the Board as provided for in the Agreement (a copy of which will be attached hereto as Exhibit “1” and incorporated herein fully as if by reference).

Section 3. That this Board so charges the Superintendent with carrying out any functions or steps necessary to effectuate this Agreement with Dr. Schock.

Section 4. This Resolution shall take effect and be in force from and after the earliest period allowed by law.

Section 5. It is hereby found and determined that all formal actions of this Board concerning and relating to the adoption of this Resolution were adopted in an open meeting of this Board, and that all deliberations of this Board and any of its committees that resulted in such formal action were in meetings open to the public or in executive session as permitted by Ohio law. This purchase order was for the Season golf fees for the boys and girls golf teams. I submitted the original payment with the credit card and the city of Mentor did not charge the card, therefore we had to issue a PO to them after we had been billed. Roll Call: Ayes: Mrs. Jeschelnig, Mrs. Bryner, Ms. Miller, Mr. Shaw, Mr. Tuttle. The motion carried. 2015-7-152 Mr. Tuttle announced there was no unfinished business. At this time Mr. Tuttle announced that the Board of Education would conduct a hearing of the public, an opportunity for anyone to speak to the Board on any subject. There were none. Mr. Shaw moved, seconded by Ms. Miller that the Board of Education recess to executive session in accordance with Ohio Revised Code 121.22 to conduct the year- end evaluations of the Superintendent and Chief Financial Officer and to discuss employee negotiations. Time: 8:25 p.m. Roll Call: Ayes: Mr. Shaw, Ms. Miller, Mrs. Bryner, Mrs. Jeschelnig, Mr. Tuttle. The motion carried. 2015-7-153 Mr. Tuttle reconvened the meeting to regular session at 12:17 a.m. Mr. Shaw moved, seconded by Ms. Miller that the Board of Education approve the Superintendent’s annual performance stipend. WHEREAS, the Mentor Exempted Village School District Board of Education in accordance with Paragraph 13 of Matthew J. Miller’s employment contract conducted the formal annual performance evaluation of July 21, 2015; and WHEREAS, the Board of Education has determined that the Superintendent’s 2014-2015 performance met and exceeded his performance goals; and NOW THEREFORE BE IT RESOLVED, that the Mentor Exempted Village School Board of Education has determined to continue the annual $22,000 performance stipend and authorize the Chief Financial Officer to process payment in the August 5, 2015 payroll; and BE IT FURTHER RESOLVED, that the Board of Education authorizes and directs the President of the Board of Education and Chief Financial Officer to execute the attached Amendment to the Contract of Employment Between the Board of Education and Matthew J. Miller. BE IT FURTHER RESOLVED, that the Mentor Exempted Village School Board of Education in accordance with Paragraph 2 of Matthew J. Miller’s employment contract will recognize the Superintendent’s 2014-2015 performance with an increase to the 2015-2016 salary by an amount to be determined. BE IT FURTHER RESOLVED, that all formal actions of this Board concerning or relating to the adoption of this resolution were adopted in an open meeting of this Board in compliance with the law.
