    The chief objectives of the National committee for Mental Hygiene are:

    y To work for the protection of the mental health of the public;y To help raise the standard of care for those threatened with mental disorder or actually illy To promote the study of mental disorder in all forms and relations and to disseminate

    knowledge concerning their causes, treatment and preventiony To obtain from every source reliable data regarding conditions and methods of dealing with

    mental disorders

    y To enlist aid of the Federal Government so far as may seem desirabley To co-ordinate existing agencies and help organize in each state in the union an allied but

    independent society for Mental Hygiene, similar to the existing Connecticut Society for Mental

    Hygiene

    The general problems of mental hygiene based on the assumption that the modern medical doctrines

    are true:

    1. Providing for the birth of children endowed with good brains, denying, as far as possible, theprivilege of parenthood to the manifestly unfit who are almost certain to transmit bad nervous

    system to their offspring-that is to say, the problem of eugenics

    2. Supplying all individuals, from the moment of fusion of the parental germ-cells onward, andwhether ancestrally well-begun or not, with the environment best suited for the welfare of their

    mentality

    Scope or fields of mental hygiene

    1. There is the field oforiginal inquiryregarding the problems of the mental hygiene.2. Includes the great field ofeducating the nation to use the knowledge which scientific

    investigators have already put at our disposal

    3. Organizing the agencies4.

    What the public is not aware of:

    The kind of mind an individual has depends upon the inborn qualities of brain he inherits andthe influences which act upon it afterwards

    Most problems are due to defective nervous system 40% to 50% of all severe cases of mental disorder are due to known and well defined causes,

    preventable by means with which we are now acquainted.

    25% admitted for insanity have brains that have been injured by the abuse of alcohol All general paresis, and much of mental disorder of all sorts, have been preceded by syphilitic

    infection

    That the rate of mental ill is increasing day by day (3 or 4 for every thousand) If two imbeciles marry, all their children will be imbecile If one of the partner is imbecile, about half the total offspring are feeble-minded or degenerate

    That social stigmatizing of the mentally ill is cruel and unreasonable Suicide, occurring as a result of psychopathic condition, should excite the sympathy Early treatment leads to complete recovery in at least 25% of all cases

    Improve the brain power of the nation

    Striving to hasten the time when:

    our people will be so begot, and so reared, that their minds will develop normally andharmoniously

    society will have less need than now for sanitaria, asylums, and prisons all but an irreducible minority of those born to membership in the nation may think, feel

    and act in a way that will make them desirable citizens of the Better State which is our

    goal
