Finance Department Wins Award

The City of Palm Coast was awarded the Distinguished Budget Presentation Award for the current fiscal

budget beginning October 1, 2012. This award is the highest form of recognition in governmental budgeting.

This award represents a significant achievement by the City of Palm Coast Finance Department for its budget

document.

coming up in July.

Edited, finalized and delivered a new video, “An Evening of Electronic Music”, which was a live -

to-tape event recorded by Matanzas High School students for their school’s Digital Music

Production program. TV199 served as a consultant on the production as well as lending some key

video gear to its production.

PLANNING

New DRI proposed in Palm Coast On May 30, NEFRC staff held a pre-application conference for a new Development of

Regional Impact (DRI) in Palm Coast. The project, South Old Kings Road DR, is

located in the City of Palm Coast on approximately 794 acres immediately east of I-95

and south of S.R. 100 along Old Kings Road. The proposed development plan

consists of 888,550 square feet of industrial/commerce park, 468,890 square feet of

retail, 348,480 square feet of office, and 2404 dwelling units. The phasing schedule

calls for four five-year phases ending in 2030. There are no residential units

proposed in Phase 1 of the DRI, with only employment generating industrial

development and a small component of the retail development proposed for this early

phase of the project. For more information, contact Ed Lehman at

Green Team:

Staff participated in the sixth session of the Northeast Florida Regional Council Regional Leadership

Academy (RLA) while visiting St. Johns County School District facility located in St.

Augustine. Academy candidates participated in panel discussions that included regional education

challenges and housing matters.

A cooperative effort between the City of Palm Coast, Florida Power and Light (FPL), and a private

businessman has resulted in a win-win for all concerned. You may have noticed how FPL has been

forced to trim the oak trees along Belle Terre Parkway at Victoria Plaza into a “Y” configuration to keep

branches clear of the overhead power lines. This project was designed and approved prior to Palm Coast

becoming a City. We now have regulations prohibiting shade trees to be planted under the power lines

to prevent this from happening. To fix the existing problem, staff contacted the property owner and FPL

to see if they could work together. An agreement was reached between FPL and the property owner,

Tim Carroll of O”Keefe Enterprises, LLC, in which FPL would remove the oak trees at no charge and

Mr. Carroll would plant lower growing ligustrum trees in their place. The trees were planted this week

and now the site looks much better, with less maintenance. Hats off to both of these organizations who

have now helped Palm Coast to be a more beautiful place to live, work and play!

$410,000.

City staff are drafting an amendment to the FFY2012 Action Plan and the FFY2013 Action Plan.

CAPITAL IMPROVEMENT PROJECTS

The following is an update since last week for capital projects in the City from June 7, 2013 through June 13,

2013.

Road and Median Projects

Pine Lakes Parkway North Construction 68%

New FPL underground lines have been energized and

FPL is making conversions and cutting the power

lines off the old poles. Contractor finished installing

limerock base course for roadway widening and has

primed this section with sprayed tar. New street light

power conduit installation began near Belle Terre

and subcontractor working south.

Did you know that June is national Adopt a Cat Month? We have almost 200

cats at the Shelter ranging in age from a few days to seniors over 10 years old,

so even a family with the most discriminating taste can easily find a new friend

to add to their family. We are about a third of the way through Kitten Season,

which means that even more kittens (and some mamas) will be arriving. When

you adopt pets from shelters and rescues you are literally saving lives, theirs

and yours! Pets offer tangible health benefits such as reducing blood pressure,

easing stress, and just making you smile.

The American Humane Association has a fabulous Top Ten Check List for

Adopting a Cat available on its website, www.americanhumane.org. But I’d

like to share a few of the most important ones.

1. If you are thinking of adopting one cat, consider getting two. This

is especially true if you are interested in kittens. When there are two or more

cats living together, they provide each other with exercise, mental stimulation

and social interaction.

2. Find a cat whose personality best suits you and your lifestyle. If

you get a kick out of cats with high energy, consider kittens. However, if you

have a more laid back lifestyle, an older cat might be a better match. Our staff

can help you choose a cat that will work well in your home.

3. Pick out a veterinarian ahead of time and schedule a visit with your

new cat shortly after adoption. We can give you a list of local veterinarians

who offer a free check-up for your cat within 14 days of adoption.

4. Budget for short and long-term costs of a cat. You will have to

consider food, litter, toys, annual veterinary visits, and there will be

unexpected expenses that will arise. For the most part, these are minimal but

you want to be sure that you are prepared.

5. Go slowly when you are introducing your new cat to your home,

your family and any other pets that you might have. It might take a couple of

weeks for your cat to adjust and relax in your home and you do want the

introductions to be as stress-free as possible.

We encourage you to come see the wonderful cats waiting for you to come and

find them at the Flagler Humane Society!

her owners. She was surrendered

because she tends to get nervous

when it is thundering and the owners

were not equipped to handle this.

The family stated that she does not

like to be alone so she would be

perfect for someone who works from

home and who is looking for a laid

back dog. She is microchipped,

current on her vaccines, spayed and

heart worm negative. She gets on

well with other dogs and cats, but

would prefer not to be around small

children. Sugar is a bit shy at first,

but friendly, laid back and in need of

a nice permanent home. She walks

very nicely on a leash and loves

attention. A little love and affection

is just what she needs!

Stormwater Utility Ordinance - The City Council has passed Resolution 2013-49 for a new

rate structure for the Stormwater Utility. Presently we are providing input so that the Stormwater fee invoices can be amended to reflect the ordinance changes. A meeting is being scheduled with

the Town Center Community Development District (TC CDD) to discuss “reduced – service” Credit amounts.

Stormwater Model and Master Plan (Council’s Top Priority Goal) (Project is 93% Complete) Sections 30 and 34: Consultant prepared first draft of Final Report for City review and is being

delivered by June 21, 2013.

Stormwater Model Improvements for Sections 35 and Section 37 (Survey & Design) – In-house design is continuing on Section 37 tributaries 1, 2 & 3. Section 37 Tribs. 1 & 2 – soft

digs are being performed. Design completion projected by June 28, 2013. The consultant is

working on the permitting for the St. Johns River Water Management Dist. permit for Sections 35

& 37.

GIS Division provided Community Development with several location maps featuring current

FDOT transportation projects.

Enterprise

Applications Division created a new report for Budgets. This report allows all City

Departments to view their expenditures for closed months. This report can be viewed for one, several, or all departments over the desired time frame.

Applications Division made changes to the internal application that allows staff to track performance on goals. This change will allow administrators to better control access to the program.

Operations Division received 71 Track ITs this week. Operations Division tweaking Track IT to do more skills-based routing.

Operations Division researching and analyzing new IT personnel awareness and tracking. This process will help us better allocate our resources since we are no longer located in the same contiguous office space.

Operations Division assisted in auditing several surveillance videos for the Utility Dept. Operations Division assisted with City Manager’s neighborhood meetings.

Operations Division analyzed and prepared for new network wiring configuration at Holland Park. This is in preparation for future park renovations and video surveillance cameras that will be installed in the next few weeks.

EVENT HIGHLIGHTS:

The 6th Annual Father’s Day Invitational Lacrosse Tournament to Benefit the

Wounded Warrior Project will be held on Friday-Sunday, June 15-16 at the

Indian Trails Sports Complex, Matanzas High School and Wadsworth Park.

This year, 128 teams, representing over 2,000 athletes, will participate in

Florida's largest Summer Lacrosse Tournament.

Friday Night Live at European Village – Friday, June 14, 2013 in the

Courtyard of European Village. Featuring the music of “Southbound”. The concert begins at

7:00 pm and is free.

Movies In Central Park – Friday, June 14, 2013 at Central Park in

Town Center. Movie begins at 7:45 PM. Enjoy “Escape from Planet Earth”

with your family. Refreshments available for purchase, but attendees are

welcome to bring their own picnic baskets, chairs, blankets and bug spray.

♦Summer Camp

“Fun in the Sun” Summer Camp – Camp began on Monday, June 10 with 113 registered

participant in grades K-8. This represents a 28% increase in registration for the first week of

camp in 2012.

Through the fundraising efforts of the Parks and Recreation Department and donations from our

business community, the City was able to provide $3,000 in Summer Camp Scholarships for

families needing financial assistance.

Re: Week in Review

Temporary modification of the disinfection procedure will continue until July 8, 2013. Customers may notice an

increase in the taste and odor of chlorine in the drinking water during this process.

The average water demand for the week was 6.948 million gallons per day; average wastewater flow was 6.186

million gallons per day.

Installed 7 new domestic meters, 2 reuse meters and 1 new pep tank. At present the utility division has 17

replacement tanks pending.

This week 245 utility customers were shut off for non-payment.

Made emergency repairs on the 16” force on Whiteview Parkway east of Belle Terre. This required

removing and replacing a portion of the multiuse path in order to excavate the main.

Completed the force main repair at pump station 34-1 (Belle Terre across from Town Center). The sidewalk and

driveway were poured. Final grading and landscape replacement will be completed shortly.

Zero Liquid Discharge (ZLD) Water Treatment Plant #2 – The pre-construction meeting was held on

Tuesday.

Water Treatment Plant #3 Wellfied Phase 2 Electrical Distribution – Installation of the main conductor wire on

the poles on the north end continues with 70% of the wire now installed.

Beachside Pump Station and Sewer Force Main – The contractor continues forming columns and constructing

steel for the building walls, they are placing steel and electrical conduits under the floor foundation for the pump

station generator building. The contractor continues laying 8” PVC pipe on A1A. The 12” force main flushing

connection at the intersection of Palm Harbor and Palm Coast Parkway has been installed and site brought to

grade, the sidewalk has now been formed and poured. The areas in front of European Village and under r the

bridge have been dressed up and extra materials have been removed.

Staff began mowing in the “E”, “F”, “P”, “B”, “W” sections, mowing White View Parkway, Palm Harbor

Parkway, Rymfire Drive, Easthampton Boulevards and Old Kings Road.

Performed site distance trimming in the “F” and “B” sections.

Performed sidewalk repair/maintenance on Palm Coast Parkway replacing 220 linear feet replaced.

Blue and white city sign maintenance continues; 3 signs on Royal Palms Parkway completed and one on

Whiteview and White Mill currently in progress.

Working with the traffic engineer, installed a warning sign and 4 object markers at a “T” intersection for

safety at Easthampton and Eric Drive.

Graded 4,641 feet of swales, repaired 2 outfalls, cleaned 36 culvert pipes, repaired 17 washouts in the “B” and

“L” sections as well as a large wash out in the Wild Oakes development.

Replaced 3 driveway culverts and aprons.

Cleared 2,100 linear feet of ditch on Red Mill Drive.

Repaired 1000 linear feet of edge of roadway in the “S” section the “F” section.

Special Events – Painted 9 lacrosse fields at Indian Trails and 1 soccer field at Ralph Carter Park in preparation of

the upcoming tournament.

Banners on Palm Coast Parkway removed and replaced with the American Flag Banners.

Inmates mowed and weeded 35,275 linear feet of ditch in “U” & “S” section.
