FIRST LORD OF THE ADMIRALTY’S WELCOME

Welcome to The Royal Manticoran Navy: An Honor Harrington Fan Association and all of her sub-groups. We are a fan association dedicated to the Honorverse by David Weber. As such, we may be a bit different than other groups you have belonged to in the past. One of the nice advantages of the Honorverse is that so much is laid out for us and all we have to do is kind of plug-and-play. There are of course some areas where we have freer reign to expand the group, but for the most part, we stick to what David Weber and the good folks at Ad Astra Games have given us.

One of the ways that you will quickly notice a difference is that we train our leaders to actually be leaders. Our Academy courses are set up to teach people from the ground on up how to actually lead. I have been in fandom for almost 16 years now, and one of my biggest regrets is that no organization has ever managed to teach it’s leaders *how* to lead a group. Oh, they have promoted people, and occasionally they have promoted a good person, but in many cases, these leaders have had little or nor prior experience before they were thrown to the wolves. Nowhere is this more evident than the groups which exist solely in a medium known as Second Life, although this handbook will get into that medium a bit later.

As we place such an emphasis on leadership, you will find that we also offer resources to help you grow as a leader, including a first class mentoring program which starts at the very top of the organization. In a sense, think of it like the patronage Earl of White Haven showed toward Honor Harrington in the later novels. It is our hope that this program will help grow our leadership corps and also help to increase enjoyment in the group.

We are a group wrapped in the cloak of the Honorverse, yet at the end of the day, this group is what you make it! We will have policies in place to explain this cloak, especially in regards to things like Peerage, Rank, Chain Of Command and other administrative things, but at the end of the day, we are a Fan Association and that means the fan aspects and the fun are most important.

ORGANIZATION

The Royal Manticoran Navy is organized along very simple lines. There are five Senior Officers of the organization: The First Lord of the Admiralty, The Commandant of the Royal Manticoran Marine Corps, The Commandant of the Royal Manticoran Army, The High Admiral of the Grayson Space Navy and the First Space Lord. Each of these positions has a specific function which we will cover in this section.

FIRST LORD OF THE ADMIRALTY

The First Lord of the Admiralty is the President of The Royal Manticoran Navy: An Honor Harrington Fan Organization. For the work they do, this person is awarded the rank of Admiral of the Fleet. The duties of the First Lord of the Admiralty are as follows:

• Day-to-day running of the organization

o The issuing of regulations in the form of Admiralty Orders

o Chair of the Peerage Board

o Chair of the Promotion Board

o Issuer of the Monarch’s Warrant

o Appointment of Officers to the Senior Leadership Position

• The Official Media Contact of the Royal Manticoran Navy: An Honor Harrington Fan Association

• Responsible for calling and chairing the Bi-Annual Leadership Board Meeting

• Responsible for chairing the Annual Membership Meeting

• Responsible for overall Role Play Coordination

• The Official Legal Contact of the Royal Manticoran Navy: An Honor Harrington Fan Association

These duties may be expanded as necessary by Admiralty Orders.

The Office of the First Lord of the Admiralty consists of the following individuals:

• Chief of Staff – Usually a Vice Admiral. Responsible for coordinating the staff in the Office of the First Lord of the Admiralty

• Staff Intelligence Officer – Usually a Vice Admiral. Responsible for coordinating Legal Issues brought to the Royal Manticoran Navy: An Honor Harrington Fan Organization

• Staff Communications Officer – Usually a Vice Admiral. Responsible for coordinating Media Contacts brought to the Royal Manticoran Navy: An Honor Harrington Fan Association

• Leadership Board Coordination Officer – Usually a Captain of the List. Responsible for coordinating the Leadership Board/Senior Officers of the Royal Manticoran Navy: An Honor Harrington Fan Association

• Aide-de-camp – Usually a Captain of the List. Responsible for the First Lord of the Admiralties schedule when at events. This position is usually known as a Flag Lieutenant at lower Flag Ranks and doesn’t need to be a Lieutenant.

FIRST SPACE LORD

The First Space Lord is the Senior Executive Vice President of The Royal Manticoran Navy: An Honor Harrington Fan Organization. For the work they do, this person is awarded the rank of Fleet Admiral. The duties of the First Space Lord are as follows:

• Assist in the day-to-day operations of the organization

o The issuing of regulations in the form of Naval Regulations

o Recommend Officers for Senior Leadership Positions

o The day-to-day operations of the Royal Manticoran Navy Sub-Group, the Meeting Division of the Royal Manticoran Navy: An Honor Harrington Fan Association

• Coordinate the various Administrative Offices of the Royal Manticoran Navy: An Honor Harrington Fan Association (These will be explained in more detail later in this handbook):

o Second Space Lord – BuPlan – The Bureau of Planning and Administration. Oversees the Space Lords and coordinates their efforts

o Third Space Lord – BuShips – The Bureau of Ships and Operations. Signs off on new Chapters

o Fourth Space Lord – BuComm – The Bureau of Communications. Coordinates the Newsletter and Web Sites of the Royal Manticoran Navy: An Honor Harrington Fan Association

o Fifth Space Lord – BuPers – The Bureau of Personnel. Keeps and maintains the membership database and processes new and renewing memberships

o Sixth Space Lord – BuTrain – The Bureau of Training. Home of the Saganami Island Academy and the Instructors.

o Seventh Space Lord – BuSup – The Bureau of Supply & Quartermaster. Responsible for the Quartermaster Division of the Royal Manticoran Navy: An Honor Harrington Fan Association

• Call and Chair a Monthly Administration Meeting of the Royal Manticoran Navy: An Honor Harrington Fan Association and inviting the First Lord of the Admiralty in addition to the Space Lords

These duties may be expanded as necessary by Admiralty Orders or Navy Regulations.

The Office of the First Space Lord consists of the following individuals:

• Chief of Staff – Usually a Vice Admiral. Responsible for coordinating the staff in the Office of the First Space Lord

• Staff Intelligence Officer – Usually a Vice Admiral. Responsible for coordinating with the Royal Manticoran Navy Sub-Groups

• Staff Communications Officer – Usually a Vice Admiral. Responsible for facilitating the communicating with the Administrative Officers (Space Lords) and arranging the Monthly Administration Meeting

• Leadership Board Coordination Officer – Usually a Captain of the List. Responsible for coordinating the Monthly Meeting of Regional Commanders of the Royal Manticoran Navy: An Honor Harrington Fan Association

• Aide-de-camp – Usually a Captain of the List. Responsible for the First Space Lords schedule when at events. This position is usually known as a Flag Lieutenants at lower Flag Ranks and doesn’t need to be a Lieutenant.

HIGH ADMIRAL OF THE GRAYSON SPACE NAVY

The High Admiral of the Grayson Space Navy is the Executive Vice President of The Royal Manticoran Navy: An Honor Harrington Fan Organization. For the work they do, this person is awarded the rank of High Admiral. The duties of the High Admiral of the Grayson Space Navy are as follows:

• Assist in the day-to-day operations of the organization

o The issuing of regulations in the form of Protector’s Orders

o Recommend Officers for Senior Leadership Positions

o The day-to-day operations of the Grayson Space Navy Sub-Group, the Correspondence Division of the Royal Manticoran Navy: An Honor Harrington Fan Association

• Responsible for Coordinating the Grayson Canon with the Royal Manticoran Navy Sub-Group of the Royal Manticoran Navy: An Honor Harrington Fan Association

These duties may be expanded as necessary by Admiralty Orders, Navy Regulations or Protector’s Orders.

The Office of the High Admiral of the Grayson Space Navy consists of the following individuals:

• Chief of Staff – Usually a Vice Admiral. Responsible for coordinating the staff in the Office of the High Admiral of the Grayson Space Navy

• Staff Intelligence Officer – Usually a Vice Admiral. Responsible for coordinating with the Royal Manticoran Navy Sub-Group to incorporate Grayson Canon and Grayson Navy Units (Correspondence Chapters) with the Royal Manticoran Navy Units

• Staff Communications Officer – Usually a Vice Admiral. Responsible for assisting the Staff Communications Officer of the First Lord of the Admiralty with Media Contacts referring to the Grayson Space Navy

• Aide-de-camp – Usually a Captain of the List. Responsible for the High Admiral of the Grayson Space Navy schedule when at events. This position is usually known as a Flag Lieutenants at lower Flag Ranks and doesn’t need to be a Lieutenant.

COMMANDANT OF THE ROYAL MANTICORAN MARINE CORPS

The Commandant of the Royal Manticoran Marine Corps is the Senior Vice President of The Royal Manticoran Navy: An Honor Harrington Fan Organization. For the work they do, this person is awarded the rank of Marshall of the Corps. The duties of the Commandant of the Royal Manticoran Marine Corps are as follows:

• Assist in the day-to-day operations of the organization

o The issuing of regulations in the form of Corps Directives

o Recommend Officers for Senior Leadership Positions

o The day-to-day operations of the Royal Manticoran Marine Corps Sub-Group

• The Official Liaison with outside Fan Organizations

• Responsible for calling and chairing the Monthly Meeting of Regional Commanders

These duties may be expanded as necessary by Admiralty Orders, Navy Regulations, Protector’s Orders or Corps Directives.

The Office of the Commandant of the Royal Manticoran Marine Corps consists of the following individuals:

• Chief of Staff – Usually a Lieutenant General. Responsible for coordinating the staff in the Office of the Commandant of the Royal Manticoran Marine Corps

• Staff Intelligence Officer – Usually a Lieutenant General. Responsible for coordinating with outside organizations who wish to interact with the Royal Manticoran Navy: An Honor Harrington Fan Organization

• Staff Communications Officer – Usually a Lieutenant General. Responsible for assisting the Staff Communications Officer of the First Lord of the Admiralty with Media Contacts referring to the Royal Manticoran Marine Corps

• Aide-de-camp – Usually a Colonel of the List. Responsible for the Commandant of the Royal Manticoran Marine Corps schedule when at events. This position is usually known as a Flag Lieutenants at lower Flag Ranks and doesn’t need to be a Lieutenant.

COMMANDANT OF THE ROYAL MANTICORAN ARMY

The Commandant of the Royal Manticoran Army is the Vice President of The Royal Manticoran Navy: An Honor Harrington Fan Organization. For the work they do, this person is awarded the rank of Marshall of the Army. The duties of the Commandant of the Royal Manticoran Army are as follows:

• Assist in the day-to-day operations of the organization

o The issuing of regulations in the form of Army Directives

o Recommend Officers for Senior Leadership Positions

o The day-to-day operations of the Royal Manticoran Army Sub-Group

• Responsible for the Role Play of the Royal Manticoran Navy: An Honor Harrington Fan Association

These duties may be expanded as necessary by Admiralty Orders, Navy Regulations, Protector’s Orders, Corps Directives or Army Directives.

The Office of the Commandant of the Royal Manticoran Army consists of the following individuals:

• Chief of Staff – Usually a Lieutenant General. Responsible for coordinating the staff in the Office of the Commandant of the Royal Manticoran Army

• Staff Intelligence Officer – Usually a Lieutenant General. Responsible for coordinating the role play scenarios in Online Forums of the Royal Manticoran Navy: An Honor Harrington Fan Organization

• Staff Communications Officer – Usually a Lieutenant General. Responsible for assisting the Staff Communications Officer of the First Lord of the Admiralty with Media Contacts referring to the Royal Manticoran Army and the Royal Manticoran Navy: An Honor Harrington Fan Association in Online Forums

• Aide-de-camp – Usually a Colonel of the List. Responsible for the Commandant of the Royal Manticoran Marine Corps schedule when at events. This position is usually known as a Flag Lieutenants at lower Flag Ranks and doesn’t need to be a Lieutenant.

These five positions make up the Senior Leadership of the Royal Manticoran Navy: An Honor Harrington Fan Association. In addition, the four Vice President Levels run the individual sub-

groups within the organization. Each of these can, to an extent arrange their commands as they see fit, although certain minimums, as covered in Admiralty Orders, apply to each command.

ADMINISTRATION

The Administration of the Royal Manticoran Navy is controlled by the Space Lords, who report to the First Space Lord. These Officers do the behind the scenes work to ensure that the Royal Manticoran Navy: An Honor Harrington Fan Association runs smoothly. Here is what each Office is called, and how, overall, it is organized.

SECOND SPACE LORD

The Second Space Lord is known as BuPlan, or the Bureau of Planning and Administration. This person, for the level of work they do, is awarded the Rank of Admiral of the Green.

The Office of the Second Space Lord is responsible for basic Administrative paperwork pertaining to the running of the organization. Their primary job is to coordinate the other Space Lords and to act as a liaison to the First Space Lord with regular reports on the Administration of the Royal Manticoran Navy: An Honor Harrington Fan Association. Additionally, they plan the recruiting efforts and retention plans for members

THIRD SPACE LORD

The Third Space Lord is known as BuShips, or the Bureau of Ships and Organization. This person, for the level of work they do, is awarded the rank of Admiral of the Red.

The Office of the Third Space Lord is responsible for the general Operations and Commissioning of new Chapters. This is done by verifying the minimums required for each type of Chapter and also that each member has proper training. This department also collects the monthly Chapter Reports and shares the relevant activity information with the Bureau of Communications.

FOURTH SPACE LORD

The Fourth Space Lord is known as BuComm, or the Bureau of Communications. This person, for the level of work they do, is awarded the rank of Admiral of the Red.

The Office of the Fourth Space Lord is responsible for the general Communications for the Royal Manticoran Navy: An Honor Harrington Fan Association. This includes, but is not limited to, the official organizational quarterly newsletter, The Manticore’s Tale, and the website. Additionally they coordinate with the Staff Communications Officer of the First Lord of the Admiralty on Press Releases.

FIFTH SPACE LORD

The Fifth Space Lord is known as BuPers, or the Bureau of Personnel. This person, for the level of work they do, is awarded the rank of Admiral of the Red.

The Office of the Fifth Space Lord is responsible for maintaining and processing the new and renewing memberships within the membership database. The membership database tracks the membership information provided by Chapter Commanding Officers and Saganami Island Instructors, and also shares Chapter related membership information, such as courses completed, awards earned and promotions received with Commanding Officers.

SIXTH SPACE LORD

The Sixth Space Lord is known as BuTrain, or the Bureau of Training. This person, for the level of work they do, is awarded the rank of Admiral of the Red.

The Office of the Sixth Space Lord is responsible for running and coordinating the courses at Saganami Island Academy. These include the Enlisted Academy, the Warrant Officer Academy, the Officer’s College and the Manticoran War College. Additionally, this person is responsible for making certain that graduation information is shared with both the Office of the Fourth Space Lord and Office of the Fifth Space Lord and the various Promotions Boards as they convene.

SEVENTH SPACE LORD

The Seventh Space Lord is known as BuSup, or the Bureau of Supply. This person, for the level of work they do, is awarded the rank of Admiral of the Red.

The Officer of the Seventh Space Lord is responsible for the Quartermaster Division of the Royal Manticoran Navy: An Honor Harrington Fan Association. They maintain the financial records and the supplies of the Royal Manticoran Navy Quartermaster. This position replaces the previous BuFin position.

MEMBERSHIP

Membership in the Royal Manticoran Navy: An Honor Harrington Fan Association is open to everyone. There are two exceptions for Dual Membership (ie membership with other groups) covered in the next section.

To become a member, the Royal Manticoran Navy: An Honor Harrington Fan Association, requires the following information.

1. Real Name

2. Address, for mailing membership materials and newsletters

3. Email, for our online list-serve, and eventual database access

4. Division you wish to join (RMN, RMMC, RMA, GSN)

5. A Phone Number is optional

Starting in March 2010 there is no fee to join or renew with the Royal Manticoran Navy.

DUAL MEMBERSHIP

The information in this section can be found in relevant Admiralty Orders

The Royal Manticoran Navy/Marine Corps/Army does not discourage membership with other Science Fiction Fan Groups.

This holds true for every group with two exceptions, having to do with conduct.

1. If the group is openly hostile toward the RMN/RMMC/RMA/GSN, we will ask that you choose which you prefer to be a member of. We do not need disruptive elements destroying the fun of hanging with friends we will have outside of our computers.

a. “Openly hostile” is defined as any action which is directly detrimental to the RMN via words, actions or other media

b. “Openly hostile” is further defined as any action which violates any of the legal rights the RMN maintains over its property

c. The First Space Lord shall be the final authority on determining if a group falls into the category of “openly hostile” but shall consult with their Staff Intelligence Officer and Staff Communications Officer.

2. If a member shares any of the Documents listed in The Official Secrets Act they will be removed from membership of the RMN/RMMC/RMA/GSN in favor of their other group.

With these two exceptions, there are no restrictions on membership with the

RMN/RMMC/RMA/GSN. An Age Restriction on Command Level Positions can be found in the relevant Admiralty Orders.

THE OFFICIAL SECRETS ACT

The information in this section can also be found in relevant Admiralty Orders

The following Documents and Databases are to be considered classified Royal Manticoran Navy/Marine Corps/Army items and are not to be spread to members without rights to view them.

1. The Membership Database – Only the Admiralty (First Lord of the Admiralty & The Seven Space Lords) will have full access to this, as well as the Commandant of the Marine Corps, the Commandant of the Army and the High Admiral of the Grayson Space Navy. Fleet and Unit Commanders will get a list of the members in their respective groups with basic contact information. Certain Staff, such as the Staff of BuPers, will also be given access to the Database as dictated by their needs.

2. Member Financial Documentations – Only the First Lord of the Admiralty, the Second Space Lord (BuPlan), the Fifth Space Lord (BuPers) and the Seventh Space Lord (BuFin) shall have access to this information.

3. Any additional Documents relating to membership records or member finances deemed to require extra protection to ensure the safety of our membership’s personal and financial information

4. Any additional Documents or Systems voted on by the Admiralty (First Lord of the Admiralty & The Seven Space Lords), the Commandant of the Marine Corps, the

Commandant of the Army and the High Admiral of the Grayson Space Navy. A vote of 8 out of 11 will be required to add a Document or System to the Official Secrets Act.

Dissemination of any Documents, Databases or Systems covered by the Official Secrets Act is ground for immediate membership termination, with no refund of remaining pro-rated membership dues.

This list of items may grow as time passes and our ability to offer more grows. Memberships bought at conventions will likely to include additional freebies as those are more visible packets, although those freebies will most likely be from the convention itself.

CHAPTER FORMATION AND REGULATIONS

This section deals with what is required to form a Chapter. It will cover minimums for basic chapters, and will leave specifics up to the Admiralty Orders which deal with Chapter Membership for Type. As such, for the purposes of this section we will assume that the Chapter being set up is a Destroyer (DD).

The first step in setting up a Chapter will be to assemble your crew. In this case, you will need a total of 10 people. Of those 10, at least three must be Officers and at least two of those must have completed the Lieutenant Commander’s Exam. Those two Officer’s will be the Commanding Officer and Executive Officer. Of the Enlisted Personnel, at least one must have completed the Chief Petty Officer Exam.

These people should be listed on the Chapter Launch Request Form. On that form, they should list the membership information of all 10 Chapter members, including Academy Courses and Date of Rank. This is then sent to the Regional Commander. The Regional Commander then signs off on adding the new Destroyer (DD) to his fleet. At this point, the paperwork is passed on to the Third Space Lord, who approves the Chapter and Commissions the new Destroyer into its fleet.

A Chapter must have, at a minimum the following:

1. Commanding Officer

2. Executive Officer who must have completed the same training as the Commanding Officer

3. A Chief Petty Officer

A Correspondence Chapter has the same requirements as a Meeting Chapter, the difference being that a Correspondence Meeting may not convene more than twice a year. A Meeting Chapter must convene a minimum of three times per year.

The minimum age for a Commanding Officer of a Chapter is 18 years old. This age also applies to the Executive Officer. The minimum age for a Chief Petty Officer is 16 years old. These ages are put in place for liability issues. As the Commanding Officer is responsible for the conduct of this Chapter, they must be able to be legally responsible.

If a Chapter holds meetings, the Commanding Officer is responsible for securing a safe location. This location may be public but must be safe. If the meetings are held after dark, then the Commanding Officer must make sure that all the members leave safely.

SAGANAMI ISLAND ACADEMY

The Saganami Island Academy is where the Royal Manticoran Navy: An honor Harrington Fan Association has our training courses. These training courses fall into one of three primary Schools.

ENLISTED ACADEMY

The Enlisted Academy is a basic introduction to the Honorverse as well as a basic introduction to the Royal Manticoran Marine Corps: An Honor Harrington Fan Association. The Enlisted Academy is divided into three sections, Basic Enlisted, Non-Comm, and Technical Specialties.

The Basic Section is designed to be a true introductory course. All members, upon joining are required to take the E-1 Basic course. This simple course gives you a good introduction to the Honorverse.

The Non-Comm Section is designed to begin your training as a leader and manager. It will introduce, in very broad terms, some basic leadership concepts and management ideas.

The Technical Specialties Section is designed to help you learn more about your various ship-board divisions and systems. These courses are recommended for both Enlisted and Officer’s as they will help you understand your division better, especially for role play in Second Life, which is partially what the courses will be designed for.

WARRANT OFFICERS ACADEMY

The Warrant Program is designed to advance Senior Non-Comms who deserve and have earned the chance for more command responsibility. The Warrant Program furthers the leadership advanced by the Non-Comm Section of the Enlisted Academy.

OFFICERS ACADEMY

The Officers Academy is subdivided into Four Schools. These will teach leadership, management and tactics

The Field Officers School trains the first three levels of Officer. These courses focus on basic management and leadership. In addition to this, there is a management course which serves as an intro to the next school.

The Staff Officer School trains the next three levels of Officer. These courses focus on more advanced management and leadership techniques. In addition there will also be courses on tactics introduced at this level.

The Saganami War College trains the Flag Officers, including the Captain of the List. These courses focus directly on advances management, leadership and tactics.

The Saganami Island Tactical Simulator is the final School in the Officers Academy and is part of the Saganami War College. It is designed with solely the intent of teaching tactics and good RP and as such is open to every Commanding and Executive Officer of Destroyers (DD) and above.

PROMOTION POLICIES

Promotion Policies are outlined in the Admiralty Orders in addition to here.

ENLISTED

Enlisted Promotions, up through the Rank of Senior Chief Petty Officer (E-8), are handled by your Commanding Officer. These then get final approval by the First Lord of the Admiralty, but unless TIG is way off, or the appropriate Enlisted Academy Class has not been passed, they will be approved.

Promotions to Master Chief Petty Officer (E-9) and Senior Master Chief Petty Officer (E-10) are done by written recommendation of the Commanding Officer, plus Academic Record and TIG Verification submitted to the Enlisted Promotion Board who will either approve or not approve the promotion.

WARRANT OFFICER

After the initial Monarch’s Warrant is awarded, further Warrant promotions are done by written recommendation of the Commanding Officer, plus Academic Record and TIG Verification submitted to the First Lord of the Admiralty who will either approve or not approve the promotion.

OFFICER

After the Commission as Ensign (O-1) Officer promotions through Captain (Junior Grade) (O-6-A) are done by written recommendation of the Commanding Officer, plus Academic Record and TIG Verification submitted to the Officer Promotion Board who will either approve or not approve the promotion.

FLAG OFFICER

Promotion to Captain of the List (O-6-B) is done by written recommendation of a member of the Admiralty, plus Academic Record and TIG Verification submitted to the Flag Promotion Board who will either approve or not approve the promotion.

Promotion to Commodore (F-1) will occur after the minimum TIG has been met.

Promotion to Rear Admiral of the Red (F-2) will occur after the minimum TIG and the F-2 War College Course has been passed.

Promotion to Vice Admiral of the Red (F-3) and up is done by written recommendation of a member of the Admiralty, plus Academic Record and TIG Verification submitted to the Flag Promotion Board who will either approve or not approve the promotion.

OFFICER PROMOTION BOARD

The Officer Promotion Board shall consist of the First Lord of the Admiralty, the Marshall of the Corps, the Marshall of the Army, the Fifth Space Lord (BuPers) and an elected Officer of equal rank to each rank being promoted to. Where two different levels are being voted on, each elected Officer will vote only on their peers. They will meet every January (O-2 & O-4), May (O-3 & O-5) & October (O-6-A). A vote of 3 to 2 will confirm Promotion. Should any of these positions be unfilled at the time of the Board convening, then additional members may be invited in, such as High Admiral of the Grayson Space Navy or additional Space Lords to provide an uneven number of voting Officers.

FLAG PROMOTION BOARD

The Flag Promotion Board shall consist of the First Lord of the Admiralty, the Marshall of the Corps, the Marshall of the Army, the Fifth Space Lord (BuPers) and an elected member of the Admiralty. They will meet every January & June. A vote of 3 to 2 will confirm Promotion. Should any of these positions be unfilled at the time of the Board convening, then additional members may be invited in, such as High Admiral of the Grayson Space Navy or additional Space Lords to provide an uneven number of voting Officers.

SPECIAL CASES

In some cases, a board will meet to approve a promotion *before* the individual is due for promotion. This will happen if a person has been submitted early. Early promotions will be considered if no more than three months is remaining in TIG and all the Academics have been completed for the rank being promoted to.

BREVET RANK

In some cases, a brevet promotion will be granted to a higher rank (No more than a 2 level jump). This is a temporary promotion which will become permanent after the proper Academic Courses have been completed and when 50% of the TIG for the brevetted rank has been served. Once the rank becomes permanent, the TIG resets, at 25%. (ie. Brevet Promotion from Captain of the List to Rear Admiral becomes permanent after 10 months. You then start as a Rear Admiral of the Red with 5 months automatic seniority. After 5 additional months, you become Rear Admiral of the Green, and after 10 months you are eligible for promotion to Vice Admiral of the Red)

The reason for the longer time in rank is to make up for any TIG you skip in you previous rank and any other rank you may skip.

DEMOTION

Once a rank is awarded, only a gross violation of a member’s civil rights or violation of an Admiralty Order will cause demotion. A Promotion Panel will meet and a vote of 3 to 2 will confirm the Demotion. This is only to be used in the most extreme cases. A Promotion Panel convened for the purpose of Demotion must contain five members in good standing.

PEERAGE

This will give you a brief introduction to Peerage in the Royal Manticoran Navy, Royal Manticoran Marine Corps and Royal Manticoran Army. We use Peerages a way to recognize people who have not met the Time In Grade (TIG) requirements for the next rank, yet have demonstrated service above and beyond what their rank requires. This does not give you right of command over anyone, and is merely introduced as a way to honour those who have worked hard. Peerage is defined as a system of titles of nobility in the Star Kingdom of Manticore, part of the Manticoran honours system. The term is used both collectively to refer to the entire body of titles, and individually to refer to a specific title. All Manticoran honours, including peerage dignities, spring from the Admiralty, which is considered the fount of honour. The Peerage titles, in order of precedence from highest to lowest, are: Duke/Duchess - Steadholder Marquis/Marchioness Earl/Countess Viscount/Viscountess Baron/Baroness Knight/Dame (This can also be a rank within the Peerage System. ie Knight Commander of the Order of Roger) Forms of Address by Peerage: Duke/Duchess - Steadholder - Formal Address: Your Grace; Informal Address: Lord/Lady X (X = the Peerage Land Awarded, ie. PEERAGE AWARD

To acquire Peerage there will be three methods. The first two will be obvious, the third not as much. 1st - Marriage. If you are married (in Real Life), your partner will receive the same privilege and title as you in the opposite gender form. This does not apply to Knights/Dames as that is always a non-landed Peerage Award. 2nd – Adoption/Grant. You may "adopt" another member of the services or grant them peerage in your family. They will receive a title which must be at least two below yours, and will be voted on by

The Admiralty. This does not apply to Knights/Dames as that is always a non-landed Peerage Award. 3rd - Admiralty Award. This will be done based upon your Rank or Rating. The list below will show based on Rating and Rank the qualification levels for the Peerage titles. Approval

All Peerage grants, must be submitted, in writing to the First Lord of the Admiralty for approval *before* the title is bestowed upon the recipient. Landed Peerage will work through a space on the Wall of Peerage in the RMN Headquarters and in the Peerage Page of the quarterly newsletter. Not all peerages come with land, and you can have Peerage of Name as well. As your Peerage Title increases, you will be given a space on the Wall of Peerage commensurate with the title to place your Coat of Arms, which you will be given certain rights to design yourself, but must be approved by the Peerage Officer under the First Lord of the Admiralty. Knights/Dames do not have a coat of Arms as they are always non-landed Peerage.

REMOVAL OF PEERAGE

Simply put, if you act like Lord Pavel Young, Earl of North Hallow and expect people to treat you like a god, you will be tried by a Peerage Court. The Peerage Court will be made up of three members holding Peerage equal to or higher than the accused. The Complainant and Defendant will be permitted to submit their Claim and Defense, and then the Peerage Court shall, within 12 hours of receiving all the evidence, vote. A vote of 2 - 1 against the Defendant will result in either Decrease of Peerage or if the case is overwhelming (a la North Hallow), complete Loss of Peerage. Peerage lost in this manner will not be re-granted to the offender.

The Berthing Supplement will contain detailed fictional information on each available Berth in the Fleet. This manual will be updated on an annual basis each March.

INTRODUCTION TO MANAGEMENT

This section is designed to help you with some of the management concepts presented in the Saganami Island Courses. Specifically, the focus here will be on basic management techniques and how to implement them.

As with every good book on management, the first thing that must be done is define what exactly management1 is. In this case, management is the organizational structure, planning and the orders passed down. To break that down even further, the organizational structure is the specific chain of command that is set up within a unit. For example, the Work Center Lead reports to the Division Head who reports to the Department Head who reports to the Executive Officer who reports to the Commanding Officer. This is a simple chain of command such as you might find onboard a Chapter. It contains multiple elements and also people to issue, pass on and carry out the orders. That is the basis for a simple organizational structure.

The next part of management is planning. This is where your own abilities as a manager come into play. One example is if you are in Warshawski Mode, what do you have to do to transition back to impeller drive. Figuring that out is basically planning what your next move is and who will carry out that next move.

This brings us to the orders passed down. Remember that orders always flow down, never up. Recommendations may flow up, and unless the situation does not allow for them, they should be considered. Good management uses all the tools at hand, and very often those tools are the people beneath you in the chain of command.

THREE LEVELS OF MANAGEMENT2

Top-Level Management The managers at this level require the most in depth understanding of the roles and skills

required to manage the organization. In the example of a Chapter, the Commanding and Executive Officers need to know not only what their individual commands can do, but also what each member underneath them is capable of. They need to understand how their orders will impact future decisions, and also plan the strategies that their Chapter will use in Role Playing environments such as Second Life.

Middle Management This is the level where your specialists reside. These would be your Department Heads and their

Senior Officers. They are the ones who, due to their specific subject knowledge, carry out the orders of the level above them.

Lower Management These would be your Departmental Shift Leads, or your Senior Non-Comms. They are

responsible for making short-term decisions, mainly designed to assists in carrying out the decisions of the levels above them.

MANAGEMENT BASICS

One of the things that you as a manager need to do is ensure that you make those under you more effective. There are four main tenants you need to put into place to do this.3

Planning Planning is this first of these tenants. Without a good plan of action, management becomes twice

as hard. Granted you may still succeed without planning, but any success you have is more based on luck than any actual quality.

The main trick behind planning is to think ahead. What things do you think will become problems? Where do you see that you may need a backup plan? If you set these up in advance you will find that things will go much smoother for you in the long run and your success rate will increase. Planning is important for the next tenant as good planning will make the next tenant easier.

Organization Organization is step number two in good management. If you have planned what you need to do

then you need to figure out who is going to do what. Not everyone is the same, and honestly, not everyone is capable to do everything. It is your job as a manager to make sure that those you manage are given jobs that they are capable of doing, so you need to know their capabilities.

Direction Direction is the third tenant. This is basically where you as a manager tell your staff to go and do

what they do. You need to take your hands off enough to let them do their jobs, but still leave yourself lightly touching the controls to fine tune the directions as the project progresses.

Monitoring Monitoring is the final tenant. In many respects, this is related to keeping your hand on the

controls to fine tune the project progression. The trick is to not monitor every move, the same as you don’t violently tug on the controls. You have to trust your Team

TRUST IN MANAGEMENT

Trust in Management is a very important part of being a good manager. You have to trust those people who work under you and you have to have a belief in their abilities and skills. If you have doubts, be willing to work with those under you to help both them and you feel more comfortable. Remember that if you doubt them, it is likely that they also doubt you and that is what is causing contention.

do their jobs, and at the same time, those working must be able to trust that as long as they are doing their jobs, the manager won’t interfere too much in the daily doing of those jobs. It is a fine balance and that is where many managers go wrong.

Micro-management This is a very specific type of bad management. Micro-management is one where your boss

constantly hovers over your shoulder watching every single move you make and offering what they feel is good input. What is so disturbing about this is that it really boils down to a lack of trust on the part of your manager. They feel that the only way something is going to get done right is if they do it themselves. There is no real good way to deal with this, but occasionally, talking with your boss should help. If your boss has a boss, you can always talk to them.

Now, there are times, when a boss can apply a great deal of pressure on you. This can be known as “Riding Herd” and it is something that Executive Officer’s normally do prior to a battle or just after a battle drill to improve the readiness state of the ship. The big trick here is that while it may seem like micro-managing, it isn’t. If it is done correctly, it is basic management with extra motivation and more vigorous monitoring.

INTRODUCTION TO LEADERSHIP

This section is designed to help you with some of the leadership courses offered at the Saganami Island Academy. Specifically this section will discuss some basic tenants of leadership and show you how good leaders in the past have implemented their leadership skills.

Leadership4, in many ways, is a test of a person’s character. It is a test of how you perform under pressure when the odds are against you. The key to remember with leadership is that when it comes down to it, you can lead people who will follow you because they trust you and know that you will do the right thing. It is applied charisma. Of course leadership can also be exhibited by people who, in most normal cases would never be followed. It has, therefore, a negative aspect as well and must be cultivated carefully.

Good Leadership This is a tricky thing to define, but put plainly, good leadership is leadership which inspired those

it leads to equal greatness. Think of the Third Army under Patton during the Second World War or Napoleon’s Grand Army during the French Revolution. Both of these are cases where the leader inspired those beneath them into performing feat of military greatness. This is not to say that only the military has great leaders. Think of a Kennedy or a Roosevelt (Feel free to choose either Theodore or Franklin). Both could inspire the country they were President over to rise to face adversity.

Something to remember about leadership is that it is it is a component of good management. A good manager is usually a good leader. It is therefore important to cultivate both aspects, and not just concentrate on one or the other.

Bad Leadership As we covered what good leadership is, we should briefly examine bad leadership. What is bad

leadership? An example of bad leadership is what occurred in the Soviet Union after World War II. The people had followed Stalin because he led them through the war. After the war they followed due to fear. Leadership always starts as charisma. Many of the cults that sprang into being in the late 1990’s are a good example of that as well. People believed what the cult leader told them. Eventually, through conditioning, they believed only in what the leader told them and nothing else, losing all ability to think independently.

Sadly there are still examples such as this today, and one of the places where it is easy to fall under spell of a charismatic leader is Second Life, which is why one must always be careful when interacting with others and keep the ability to think critically.

Your best defense against bad leadership is your ability to question. As soon as you lose that right, the right to ask “why,” you are under the thumb of bad leadership.

LEADERSHIP BASICS

One of the most important things to remember with Leadership is that for some people, it really does come naturally. These people will likely stand out early on and therefore be easy for other leaders to recognize. Some will argue that good leaders are made and not born, and while this can be true, there always has to be some internal spark to make a leader emerge.5

There are a few special things that make a leader truly stand out. Among those are a leaders ability to analyze a situation and see multiple solutions to the problem at hand. Two people who studied leadership were House and Podsakoff back in 19946. They laid out ten styles of leadership or rather behaviors of good modern leaders. In a simple list, these ten behaviors are: Vision, Self-sacrifice, Confidence, Image-building, Role-modeling, External Representation, High Performance, Selective Motive-arousal, Frame Alignment and Inspirational Communication.

Individually, none of these makes a leader, but the more you combine, the better a leader you are. There are many case studies that can be done on leaders, and while that may be useful, it is probably better to leave you with the notion that you can train to be a good leader, but remember that good leadership is also born of good followership. The best leaders are also followers who can learn from those they lead, as much as those they lead can learn from them.
