Passive Fire Protection
“Built-in measures that protect the structure of the building and subdivide it into areas to limit the spread of fire and smoke.”
2 types:
• Structural Protection
• Compartmentation
PFP does work – Structural Protection
PFP does work – Compartmentation
Firestopping - the installation Issue
No fire protection around services through compartment walls above ceilings
Firestopping – the reality
Incorrect materials used to seal around services through compartment walls
Firestopping – the reality
Incorrect and non-tested penetration seal solutions
Firestopping – the reality
Service penetrations correctly sealed through floors
And the solution (1)
Compartmentationmaintained at head of party walls
And the solution (2)
Fire collars installed around services and head of wall sealed against concrete soffit
And the solution (3)
EN 1366-3 Penetration seals (Firestopping) Fire Test
Issues that contribute to poor installation
• No bar to entry for PFP installers• Not enough inspection, enforcement or product 3rd party certification for
products that are invisible when installed• Fixation of price and not value (“value engineered solutions”)• Breaking of specification• Contractual culture of confrontation and not cooperation• Multiple sub contracts (PFP packages awarded to non-specialists)• Poorly designed and planned work (RIBA Plan of Works)• Action by follow-on trades during construction phase• (Lack of) inspection & maintenance post-handover• Action by trades post-handover
Two types of Third Party Certification
Product Certification Installer Certification
Use of 3rd Party Approved Products
• Tested and certificated products
• Initial Type Testing (ITT)
• Clear scope of approval
• Factory Production Control (FPC)
• Audit Testing (5 year cycle)
• Foolproof? - no but helps reduce/mitigate the risk
Use of 3rd party approved contractors
• Have to be members of an Installer scheme to be contractor members of the ASFP
• Trained supervision & operatives
• Inspected projects
• Foolproof? – no but helps reduce/mitigate the risk
ASFP Position on third party certification
• Third party certification adds value
• Manufacturer certification (or CE marking) MANDATORY for ASFP manufacturer members
• Installer certification MANDATORY for ASFP installer members
• ASFP always recommends the use of third party certificated products for fire protection
• ASFP always recommends to use of third party certificated specialist contractors for installing Passive Fire Protection.
• Note: In Building Regulations (Approved Document B) 3rd party product and installer certification is VOLUNTARY but can be used as a means of proving compliance
